Watts (MA philosophy, University of Pittsburgh; BA mathematics, US Air Force Academy) has been teaching and writing about military theory since he joined the Air Force Academy faculty in 1974 . During the Vietnam War he saw combat with the 8th Tactical Fighter Wing at Ubon, Thailand, completing 100 missions over North Vietnam in June 1968. Subsequently, Lieutenant Colonel Watts flew F-4s from Yokota AB, Japan, and Kadena AB, Okinawa. More recently, he has served as a military assistant to the Director of Net Assessment, Office of the Secretary of Defense, and with the Air Staff's Project CHECKMATE. -

A pre-war Regular Army formation formerly known as The Mobile Division. The divisional headquarters were based at Priory Lodge near Andover, within Southern Command. This was the only armoured division in the British Army at the outbreak of the Second World War. The division remained in the U.K. training and equipping until leaving for France on 14 May 1940. Initial elements of the 1st Armoured Division began landing at Le Havre on 15 May, being sent to a location south of Rouen to concentrate and prepare for action. -

By March 2016, when the World Health Organization (WHO) announced an end to the Public Health Emergency of International Concern declared in August 2014, some 28,616 confirmed, probable and suspected cases, with 11,310 deaths, had been reported in Guinea, Liberia and Sierra Leone – the three worst-affected countries. • The exceptional magnitude and duration of the emergency meant that the response was honed over time, presenting a rare opportunity to study the management of the response as it matured. This paper focuses on Sierra Leone, which experienced the highest number of cases, with 14,124 infections, including 3,956 deaths, reported to WHO, and where the operational architecture of the Ebola response went through three main iterations over a 22-month period. -

U.S. Ground Forces Robotics and Autonomous Systems (RAS) and Artificial Intelligence (AI): Considerations for Congress Updated November 20, 2018 Congressional Research Service https://crsreports.congress.gov R45392 U.S. Ground Forces Robotics and Autonomous Systems (RAS) and Artificial Intelligence (AI) Summary The nexus of robotics and autonomous systems (RAS) and artificial intelligence (AI) has the potential to change the nature of warfare. RAS offers the possibility of a wide range of platforms—not just weapon systems—that can perform “dull, dangerous, and dirty” tasks— potentially reducing the risks to soldiers and Marines and possibly resulting in a generation of less expensive ground systems. Other nations, notably peer competitors Russia and China, are aggressively pursuing RAS and AI for a variety of military uses, raising considerations about the U.S. military’s response—to include lethal autonomous weapons systems (LAWS)—that could be used against U.S. forces. The adoption of RAS and AI by U.S. ground forces carries with it a number of possible implications, including potentially improved performance and reduced risk to soldiers and Marines; potential new force designs; better institutional support to combat forces; potential new operational concepts; and possible new models for recruiting and retaining soldiers and Marines. The Army and Marines have developed and are executing RAS and AI strategies that articulate near-, mid-, and long-term priorities. Both services have a number of RAS and AI efforts underway and are cooperating in a number of areas. A fully manned, capable, and well-trained workforce is a key component of military readiness. The integration of RAS and AI into military units raises a number of personnel-related issues that may be of interest to Congress, including unit manning changes, recruiting and retention of those with advanced technical skills, training, and career paths. -

It is worth taking stock of what has been achieved so far, and ensuring that our direction of travel continues to be understood by the Army. This comprehensive update achieves this purpose well and should be read widely. I wish to highlight four particular points: • Our success in establishing Defence Engagement as a core Defence output. Not only will this enable us to make a crucial contribution to conflict prevention, but it will enhance our contingent capability by developing our understanding. It will also give the Adaptable Force a challenging focus in addition to enduring operations and homeland resilience. • We must be clear that our capacity to influence overseas is founded upon our credibility as a war-fighting Army, capable of projecting force anywhere in the world. -

In the late 1960s, the Swedish Defence Staff initiated the development of a computerized command and control system that was later to be known as the LEO-system.
