Proposed Development Sites, There Is Always a Risk of Impacting the Underlying Soils, Particularly During Clearance and Demolition Works THE SPORTSMAN - SLADE GREEN PHASE 1 DESK STUDY THE SPORTSMAN - SLADE GREEN PHASE 1 DESK STUDY NON-TECHNICAL SUMMARY SUMMARY Site 35 Moat Lane, in Slade Green, Kent, DA8 2ND It is understood that proposals involve the clearance of the site and construction of a Proposed residential development. The proposed development will comprise nine apartments with Development communal open space, access roads, private gardens and soft verges. Current Use Sports club /bar and five-a-side football pitch. On-site: From the earliest mapping record dated 1895, the site is present as open ground. No changes are shown until 1938 whereupon the site is labelled as Allotment Gardens. By 1961, a fence is present on site orientated north / south in the centre of the site. The currently present sports club building is first shown on the 1972 mapping record. By at least 2000, the club building had been extended to the north and occupies circa 50% of the site at this time (western half). The eastern half of the site is shown as a five-a-side Site History football pitch. No further changes are noted on mapping records. Off-site: From 1938, the area of land immediately to the north of the site appears to have been reduced in level, likely caused by shallow excavation of superficial deposits. Whilst excavation does not appear to have encroached onto the subject site, the embankment created by the excavation is present immediately north of the site. It is also noted that by 1938 the excavation activities had already ceased with the former quarry area labelled as a Sports Ground with a pavilion. The subject site is listed as a historical landfill – historical landfills can represent sources of significant contamination depending on the nature of the wastes deposited and give rise to soil and groundwater contamination, as well as the generation of landfill gases such as methane and carbon dioxide. However, from a review of historical mapping Key Sources of records, gravel and sand extraction occurred immediately north of the site (rather than on Potential site) and it is likely that the landfill licence was granted to the former quarry to allow the Contamination deposition of reject sands etc for landscaping. Whilst this may have included imported wastes of unknown origin, site investigations undertaken in 2017 by MLM (largely off- site), do not indicate the deposition of household or industrial waste. Importantly the borehole advanced on site only identified a very limited thickness (0.4m) of Made Ground over superficial deposits. Historical mapping records show that the site has undergone periods of possible earthworks. BGS mapping records show the site to be underlain by superficial Taplow Geology, Gravel (Secondary A aquifer), over Lewes Nodular Chalk Formation (Principal aquifer). Hydrogeology and The site does not lie within a groundwater SPZ and there are no groundwater Hydrology abstractions within the local area. The nearest surface water feature is located 228m east and relates to a lake. This Phase 1 Desk Study has determined that there is a potential for contamination to be present on site in a circumstance which could lead to risks to identified receptors. On the basis of the 2017 MLM findings, whilst the risk associated with the landfill designation requires further investigation, the case for a significant risk is considered lessened. THE SPORTSMAN - SLADE GREEN PHASE 1 DESK STUDY SUMMARY • Moderate risk to buildings and site occupants (associated with ground gases, possible NHBC Amber 2 classification). Risks from off-site landfills has been given a moderate risk rating to future site occupants and a moderate/ low risk to on-site groundwater. Based on the above risk ratings, further investigation is required to refine the risk assessment and validate the conceptual site model. A Phase 2 Site Investigation is therefore recommended which should determine: if the ground below the site has been subject to landfilling or significant reworking, the chemical condition of shallow soils and groundwater, and the ground gas regime. These works could be conditioned as part of a successful decision notice for the proposed development. A geotechnical investigation will be required to inform foundation design. Due to the presence of natural cavities within 1km of the site consideration should be given to Geotechnical obtaining a natural cavity occurrence database report and probability assessment for the Recommendations site to provide further information on the likely risk from identified ground hazards. The assessment has been undertaken in accordance with our fee proposal dated 14/04/2021, which was formally approved by the Client on 16/04/2021. 1.2 The site, broadly square shaped in plan, is centered at National Grid Reference 552520, 176600, and occupies an approximate area of 0.14ha as shown in Figure 1. The site currently comprises a sports club/bar (The Sportsman Club) with an access road and a small hard surfaced football pitch, and is located within a residential land use area. The Client requires this Phase 1 Desk Study to support re-development works at the site. It is understood that proposals involve the clearance of the site and construction of a residential development. The proposed development will comprise a single apartment block with nine flats, along with communal open space, access roads, private gardens and soft verges. The area of parking and shared amenity space is at a lower elevation than the dwellings, by circa 1.5m. Figure 2 illustrates the proposed development scheme. Information on likely geotechnical conditions and hazards is also to be assessed.     Response to a further limited consultation in the London Borough of Bexley by the Local Government Boundary Commission by the Conservative Group of Councillors in Bexley This representation is the submission of the Conservative Group of councillors on the London Borough of Bexley, comprising 45 of the present total of 63 councillors, and is in response to the Local Government Boundary Commission’s new draft recommendations just in respect of the areas of Barnehurst, Erith, North End, Northumberland Heath and Slade Green. In respect of this further consultation we strongly support these new proposals without any further changes for the following reasons: ‐ Barnehurst The proposal for a two‐member ward adopts virtually all the recommendations we put forward at the last stage of the consultation, including the small boundary adjustments around Barnehurst Road and Eversley Road. We feel the boundaries now proposed for this ward accurately encompass the community of Barnehurst. We endorse the new proposal which splits the communities of Barnehurst and North End into different wards as they have very little in common (the previous proposal was to combine them into a three‐ member ward). Erith We support the proposal to trim down the original proposal for Northumberland Heath by taking out the area around the proposed Erith Quarry development and roads immediately to the south of Franks Park around Fraser Road and put them into an expanded Erith Ward. These areas are linked more closely to Erith than Northumberland Heath. The boundary between the proposed wards of Erith and Northumberland Heath wards follows existing ward boundaries, thereby ensuring that both Christchurch School Erith and the Erith & District Hospital lie just within the Erith Ward, which we also support.

    Bexley Bird Report 2016 Kingfisher –Crossness – Donna Zimmer Compiled by Ralph Todd June 2017 Bexley Bird Report 2016 Introduction This is, I believe, is the very first annual Bexley Bird Report, it replaces a half yearly report previously produced for the RSPB Bexley Group Newsletter/web-site and Bexley Wildlife web- site. I shall be interested in any feedback to try and measure how useful, informative or welcome it is. I suspect readers will be surprised to read that 153 different species turned up across the Borough during the 12 months of 2016. What is equally impressive is that the species reports are based on just over 13,000 individual records provided by nearly 80 different individuals. Whilst every endeavour has been made to authenticate the records they have not been subject to the rigorous analysis they would by the London Bird Club (LBC) as would normally be the case prior to publication in the annual London Bird Report (LBR). This report has also been produced in advance of the final data being available from LBC as this is not available until mid-summer the following year – it is inevitable therefore that some records might be missing. I am, however, confident no extra species would be added. The purpose of the report is four-fold:- To highlight the extraordinary range of species that reside, breed, pass through/over or make temporary stops in the Borough To hopefully stimulate a greater interest not only in the birds but also the places in which they are found. Bexley Borough has a wide range of open spaces covering a great variety of habitat types.

Comment on the current proposals We note that one of your three main considerations for the electoral review is to ‘Reflect community identity’. We are therefore surprised and somewhat dismayed that your proposals cut our community in half by using the railway line that goes through the centre of Slade Green as a ward boundary. The current proposals similarly cut Erith in half, and we note local speculation that this is because the two communities ‘vote the wrong way’. We note that there may be some confusion about the name and geographic location of Northend (referred to by the current proposals as “North End”). The preferred local spelling is Northend, reflected in the name of the road leading there (now part of the A206), which is Northend Road, as well as the former name of the local primary school (Northend School, now Peareswood School) and the former railway level crossing (Northend Crossing).

Photo: Donna Zimmer INTRODUCTION WHY PROVISIONAL? Bexley’s mammal fauna would appear to be little studied, at least in any systematic way, and its distribution is incompletely known. It would therefore be premature to suggest that this paper contains a definitive list of species and an accurate representation of their actual abundance and geographical range in the Borough. It is hoped, instead, that by publishing and then occasionally updating a ‘provisional list’ which pulls together as much currently available information as can readily be found, it will stimulate others to help start filling in the gaps, even in a casual way, by submitting records of whatever wild mammals they see in our area. For this reason the status of species not thought to currently occur, or which are no longer found in Bexley, is also given. Mammals are less easy to study than some other groups of species, often being small, nocturnal and thus inconspicuous. Detecting equipment is needed for the proper study of Bats. Training in the live-trapping of small mammals is recommended before embarking on such a course of action, and because Shrews are protected in this regard, a special licence should be obtained first in case any are caught. Suitable traps need to be purchased. Dissection of Owl pellets and the identification of field signs such as Water Vole droppings can help fill in some of the gaps. Perhaps this document will be picked up by local students who may be looking for a project to do as part of their coursework, and who will be able to overcome these obstacles.

Recommendation That Bexley Council be advised that the Mayor is content for it to determine the case itself, subject to any action that the Secretary of State may take, and does not therefore wish to direct refusal or direct that he is to be the local planning authority.

    Bexley Labour Group submission 2 (B) Overview of proposed arrangements This submission has sought to deliver electoral equality throughout the pattern, forming wards around a principle of -/+5% from the variance. Nineteen of the twenty-three wards achieve this principle; fourteen proposed wards are within 4%, nine are within 3%, five are within 2% and three are within 1% of the average electoral quotient. Four wards are above the self-imposed - /+5% quotient and where that is the case it has been justified in the description of the proposed wards. The Local Government Boundary Commission for England has indicated that it is minded to recommend that the council size be forty-five and this proposal reflects that. Bexley is a residential suburban borough and many of the towns and neighbourhoods have been built around railway stations and they remain and provide a hub with shops and amenities. Where appropriate and where railway lines can be easily traversed the proposed arrangements reflect that. The submission considers the A2 which runs east-west across the centre of the borough to be an obstacle and no proposed wards cross it. The ward description sets out the defined borders of the proposed wards and deals with the three principles of i) electoral equality, ii) community identity and iii) effective and convenient local government.
