Following requests from the Examining Authority (ExA), Natural England and the Royal Society for the Protection of Birds to explore options to mitigate potential seabird impacts from the Project, additional mitigation has been applied through a revision of the wind turbine layout within the offshore sites and an increase in turbine draught height of 5m, from 22m to 27m, to further minimise collision risks. The revised project design comprises an amendment to the maximum proportion of turbines to be installed across Norfolk Vanguard East and Norfolk Vanguard West. The layout of the wind turbines will be based on the following maxima: • No more than two-thirds of the turbines will be installed in Norfolk Vanguard West; and • No more than half of the turbines in Norfolk Vanguard East (with the remainder installed in the other site in each case). These replace the previous worst case assumption that all of the turbines would be installed in either the Norfolk Vanguard East or Norfolk Vanguard West sites. The worst case collision prediction for each species for the revised layouts for the Project alone were provided ahead of Issue Specific Hearing 6 in ExA; CRM; 10.D.6.5.1. -

Rampion Offshore Wind Farm Consultation Report – Appendix E E.ON Climate & Renewables Document 5.1.10 December 2012 Planning Act 2008, s37(7) Revision A E.ON Climate & Renewables UK Rampion Offshore Wind Limited Project Liaison Groups – Terms of Reference The primary aims of the PLGs are threefold: 1. to maximise the scope and reach of communications regarding the Rampion Project to a large and diverse community; 2. to utilise local knowledge, advice and experience across a broad range of interest areas; 3. to gather data, ideas and opinions from the local community. 1. No Group shall exceed 20 in number (including Chair, Secretary and two Project Team staff). 2. No more than one representative per organisation will be a permanent representative of a Group. 3. Only one named alternate per organisation can be substituted in the case of the permanent representative being unable to attend. The alternate should be made known to the Secretary. 4. Representation shall be reviewed by the Group if a representative or their alternate fails without adequate reason on medical grounds, or other force majeure accepted by the Group, to attend two consecutive regular meetings. 5. The Group may invite additional stakeholder organisations to join the Group, subject to the proposed organization having good knowledge, interest, expertise and connections in the special area of interest and subject to the Group not exceeding 20 in number. 6. Each Group will aim to have at least one representative from a stakeholder organisation located in each of the following local authority areas: Lewes District, Brighton & Hove City, Adur & Worthing Councils, Mid Sussex District, Horsham District 7. -

Since earlier installations had low power output (less than 1 MW) and low capacity factors (less than 30%), the farms offshore were significantly less impactful than their onshore counterparts. In the UK, however, increased government funding and support has paved the way for greater presence of offshore wind farms in their electric grid infrastructure. Now that the UK has become the leader in offshore wind energy, many sites in English and Scottish waters are being examined for their potential large-scale installations (up to 1000 MW of installed power) while current installations are considerably greater than even a decade prior. -

RAMPION 2 OFFSHORE WIND FARM RAMPION 2 OFFSHORE WIND FARM ORDER _______________________________________ EXPLANATORY MEMORANDUM THE PLANNING ACT 2008 THE INFRASTRUCTURE PLANNING (APPLICATIONS: PRESCRIBED FORMS AND PROCEDURE) REGULATIONS 2009 _______________________________________ REGULATION 5(2)(c) 1. Introduction 1.1 This Explanatory Memorandum has been prepared on behalf of Rampion Extension Development Limited (“the Applicant”) to explain the purpose and effect of each article of and Schedule to the draft Rampion 2 Offshore Windfarm Order (“Order”). It forms part of the application (“Application”) for a Development Consent Order ('DCO'), that has been submitted to the Secretary of State (the 'SoS') for Business, Energy and Industrial Strategy, under section 37 of the Planning Act 2008 (the '2008 Act'). 1.2 The Applicant is seeking development consent for an offshore generating station and all infrastructure required to transmit the power generated to the existing Bolney National Grid substation (the 'Authorised Project'). It will comprise a maximum of 116 wind turbine generators. The Authorised Project array area is approximately 270km2, and is located approximately 13km off the Sussex coast in the south of England. A detailed description of the Proposed Development is set out in the Environmental Statement submitted with the Application (Application document xx) 1.3 As the Order seeks to apply and modify statutory provisions, including concerning the compulsory acquisition of land and the treatment of certain requirements as planning conditions, in accordance with sections 117(4) and 120(5) of the Planning Act 2008 (2008 Act), it has been drafted as a statutory instrument. 1.4 It is anticipated that subject to the DCO having been made by the SoS, construction work on the Authorised Project would commence in [20xx].The construction phase would be for a period of up to 4 years.
