The JIANGSUCOMMUNICATION BUREAU is the managementauthority of the Projects,the Officeof the JiangsuInland River Waterway Projects with the World Bank loan is the managementdepartment of the Project construction,the waterwaydivisions of the cities where projects are locatedare the IMPLEMENTATIONunits of the ship lockprojects and the operationmanagement departments after operation. THE 2ND HARBOURENGINEERING INVESTIGATION & DESIGN INSTITUTEOF THE MINISTRYOF COMMUNICATIONSis entrusted to undertakethe overallassessment and THE HEHAIUNIVERSITY as an assessmentparticipant by the Jiangsu CommunicationsBureau after qualificationcomparison and selection of the environmentimpact assessmentunits accordingto the environmentprotection regulations of the Chinese Govemmentand the World Bank . THE 2ND HARBOURENGINEERING INVESTIGATION & DESIGN INSTITUTEOF THE MINISTRYOF COMMUNICATIONS and THE HEHAI UNIVERSITYprepared together with end clients ENVIRONMENTAL IMPACT ASSESSMENT OUTLINES ON JIANGSU INLAND WATERWAYS PROJECTS WITH THE WORLD BANK LOAN, ENGINEERING ASSESSMENT CENTER OF THE STATE 7 ENVIRONMENTPROTECTION BUREAU held an outlinesreview meeting in Nanjingfrom July 19 to 20 1996.According to the reviewcomments of expertsin the meetingand the commentsfrom the WorldBank and on the basis of reobservationof each project , the above outlines were modifiedand supplemented, outlinesfor approvalwere prepared.The ENVIRONMENTIMPACT (OVERALL) REPORT OF JIANGSUINLAND WATERWAYSPROJECTS WITH THE WORLD BANK LOAN, the ENVIRONMENTIMPACT REPORT OF The ExtensionProject Of Ship Locks At The Beijing-HangzhouGrand Canal And The ProjectOf The YanguanShip Lock and the ENVIRONMENTIMPACT REPORT OF the SunanBackbone Waterway Network Realignment Project are prepared according to the modified outlines, the STATE ENVIRONMENT PROTECTIONBUREAU' s APPROVAL on the ENVIRONMENTAL ASSESSMENTOUTLINES, the assessmentstandards confirmed by the JiangsuEnvironment Protection Bureau and with applicationof the basic datain the FEASIBILITYSTUDY REPORTS of the projectsprepared by the JIANGSUCOMMUNICATIONS PLANNING AND DESIGN INSTITUTE for engineeringanalysis and impactforecast and calculation,which have been approvedby the STATEENVIRONMENT PROTECTION BUREAU and will be usedas basisfor contractsignature and projectmanagement afterapproval by theWorld Bank. 8 1. According to ENVIRONMENT PROTECTIONLAW OF THE PEOPLE'SREPUBLIC OF CHINA, " ENVIRONMENT PROTECTION MANAGEMENT METHOD OF CONSTRUCTION PROJECT' and ENVIRONMENT IMPACT ASSESSMENTGUIDELINES OF PROJECTWITH THE WORLDBANK LOAN, assessmentunits are entrustedto carry out the environment impactassessment of the Projects.
