A, Denton, Texas January, 1969 PREFACE Pope Plus IX, on September 29» 1850, published the letters apostolic Universalis Sccleslae. creating a terri- torial hierarchy for English Roman Catholics. For the first time since 1559» bishops obedient to Rome ruled over dioceses styled after English place names rather than over districts named for points of the compass# and bore titles derived from their sees rather than from extinct Levantine cities« The decree meant, moreover, that6 in the Vati- k can s opinionc England had ceased to be a missionary area and was ready to take its place as a full member of the Roman Catholic communion. When news of the hierarchy reached London in the mid- dle of October, Englishmen protested against it with unexpected zeal. Irate protestants held public meetings to condemn the new prelates» newspapers cried for penal legislation* and the prime minister, hoping to strengthen his position, issued a public letter in which he charac- terized the letters apostolic as an "insolent and insidious"1 attack on the queen's prerogative to appoint bishops„ In 1851» Parliament, despite the determined op- position of a few Catholic and Peellte members, enacted the Ecclesiastical Titles Act, which imposed a ilOO fine on any bishop who used an unauthorized territorial title, ill and permitted oommon informers to sue a prelate alleged to have violated the act.

  • Catholic Education Service Strategic Plan 2015- 2018
Catholic Education Service Strategic Plan 2015- 2018 Introduction The Catholic Education Service (CES) acts on behalf of the Catholic Bishops' Conference of Eng - land and Wales to support Catholic education. We have a strong and positive working relationship with both the British and Welsh Governments, sharing the aims of high academic standards for all and increased parental choice. We represent Catholic education to the government and wider so - ciety and support our bishops, dioceses and educational institutions. We have a long history of providing education in England and Wales and there are currently over 2,000 Catholic schools educating over 800,000 pupils, around 10% of the total. There are also Catholic colleges, universities and other higher education institutions. Catholic schools and col - leges promote ' an educational philosophy in which faith, culture and life are brought into harmony '. Our sector and our organisation face a number of tasks over the next three years. This document sets out our key objectives and how we plan to reach them across five important areas: promoting Catholic education; supporting our dioceses; religious education; political engagement and com - munication; and digital engagement. Our history The Catholic Church was the first provider of schools and universities in England. The earliest schools were cathedral and monastic schools established from the late sixth century onwards. In 1847 a unique partnership was agreed with the State, and Catholic Poor-School Committee was established by the bishops of England and Wales, to represent them collectively and to focus on the promotion of Catholic elementary education for the growing Catholic population, particularly fu - elled by immigration in the big cities and industrial areas.

  • David Oakley Is New Bishop of Northampton
David Oakley is new Bishop of Northampton Canon Dr David Oakley delivers the keynote address at Adoremus 2018 Photo: YouTube screenshot Pope Francis has named Canon David Oakley, the leader of England and Wales’ largest seminary, as the new Bishop of Northampton. He succeeds Bishop Peter Doyle, who has reached the retirement age of 75, and will take over the governance of a diocese made up of almost 70 parishes spanning Bedford, Buckingham, Northampton and parts of Berkshire. Fr Oakley has for the last seven years served as Rector of St Mary’s College, Oscott, in the Archdiocese of Birmingham, which forms the highest number of men for the priesthood in England and Wales. In 2018 this number was 60. Described by those who know him as “pastoral, discerning and faithful” and as having a ministry in the mould of Pope Francis, the 64-year-old Bishop-elect was born in Stourbridge, in the West Midlands, and ordained a priest for Birmingham Archdiocese in 1980. The majority of his priestly ministry has been spent working in parishes, although he has completed a PhD in Pastoral Theology and studied catechesis at the Maryvale Institute. His other positions have included Pastoral Director and Procurator of Oscott and Director of the Archdiocese of Birmingham’s Parish and Family Catechesis department. The Diocese of Northampton said today: “Bishop Peter Doyle rejoices in this good news. The Bishop has worked closely with Bishop-elect David during his seven years as rector of the seminary at Oscott, and knows him to be a man of faith and prayer, and a pastoral priest and wise teacher.” Fr David is popular in the Church and beyond it, known for his gentleness and fidelity to the teachings of the Church.
