DISCURSO DE LA CANDIDATA A LA INVESTIDURA DE LA PRESIDENCIA DE LA COMUNIDAD DE MADRID, DOÑA ISABEL DÍAZ AYUSO. *Solo serán válidas las palabras pronunciadas por el orador 13 de agosto de 2019. Señorías: Sean mis primeras palabras de felicitación a la Cámara por su elección como miembros de esta Asamblea. Es un honor para todos habernos presentado ante ciudadanos libres e iguales y haber obtenido su confianza en voto secreto. Somos representantes de un pueblo libre y eso nos enorgullece. En unos momentos en que la Política sufre considerables críticas, quiero reivindicar el papel de Sus Señorías ⎯ nuestro papel⎯ como intermediarios entre las necesidades de la sociedad y las soluciones que se requieren. Estamos obligados a dar ejemplo de eficiencia y de responsabilidad. Deseo que nuestro paso por esta undécima legislatura deje como poso un trabajo eficaz para Madrid. Quiero felicitar, especialmente, al presidente en funciones de la Comunidad, Pedro Rollán, y a los consejeros y miembros del gobierno autonómico por su trabajo en estos meses difíciles, en los que han sabido mantenerse al frente de sus responsabilidades con eficacia, combinada con una discreción admirable. Reciban, presidente y consejeros, mi reconocimiento personal y el de la Cámara. Señorías: comparezco ante este parlamento a propuesta del presidente para solicitarles el respaldo al programa de gobierno y pedir su voto para mi investidura como presidenta de la Comunidad de Madrid. Tenemos una elevada responsabilidad para con nuestra Comunidad y para con nuestro país: España. Our Occasional Papers Series highlights new research and commentary that we hope will engage our readers and prompt an energetic exchange of ideas in the public policy community. This paper is contributed by Quinton Mayne, Ford Foundation Associate Profes- sor of Public Policy at Harvard Kennedy School and an Ash Center faculty associate, and Cecilia Nicolini, a former Ash Center Research Fellow and a current advisor to the president of Argentina. The paper addresses issues that lie at the heart of the work of the Ash Center—urban governance, democratic deepening, participatory innova- tions, and civic technology. It does this through a study of the fascinating rise of Ahora Madrid, a progressive electoral alliance that—to the surprise of onlookers—managed to gain political control, just a few months after being formed, of the Spanish capital following the 2015 municipal elections. Headed by the unassuming figure of Manuela Carmena, a former judge, Ahora Madrid won voters over with a bold agenda that reimagined the relationship between citizens and city hall. -

Athens Journal of Law 2021, 7: 1-19 https://doi.org/10.30958/ajl.X-Y-Z Crisis of the Rule of Law in Europe: The Cases of Hungary, Poland and Spain By David Parra Gómez* Democracy is an instrument at the service of a noble purpose: to ensure the freedom and equality of all citizens by guaranteeing the civil, political and social rights contained in constitutional texts. Among the great principles on which this instrument rests is the division of powers, which consists, substantially, in the fact that power is not concentrated, but that the various functions of the State are exercised by different bodies, which, moreover, control each other. Well, the increasingly aggressive interference of the Executive and, to a lesser extent, the Legislative in material spheres that should be reserved exclusively for the Judiciary, violates this principle and, for this reason, distorts the idea of democracy, an alarming trend that, for some time now, are observed in European Union countries such as Hungary, Poland and Spain. Preventing the alarming degradation of European democracy, of which these three countries are an example, requires not only more than necessary institutional reforms to ensure respect for these principles and prevent the arbitrariness of the public authorities, but also a media network and an education system that explains and promotes these values and principles, that is, one that makes citizens aware of and defend constitutionalism. Introduction As various indices measuring the quality of democracy worldwide reveal1, in recent years we have witnessed a significant deterioration of democracy in different regions of the world, a deterioration that is particularly striking in the European Union (EU), where thirty years after the fall of the Berlin Wall and the theoretical triumph of liberal democracy, the progressive erosion of liberal- democratic principles is not limited to the recently acceded Eastern Bloc countries2, but also affects Western European countries. -

Leopoldo Rojo Serrano Ministry for the Environment, and Rural and Marine Environments Spain 1. Hydrological and forest restoration activities. The General State Administration and the Autonomous Communities collaborate in activities and actions regarding hydrological and forest restoration of watersheds to control water erosion. The following actions have been performed during the two-year period of 2006-2007: Reforestation Reforestation has taken place using species of the highest ecological value possible given the climate, topography and soil conditions; it was financed by the Ministry for the Environment and carried out by the Technical Services of the Autonomous Communities over a total surface area of 4,182 hectares, equalling €17,689,684. Repairs Repairs have been performed on flood basins and watercourses as an immediate active defence in order to reduce the possibility of water carrying and dragging solids, so that it is not prevented from merging into the riverbeds and reservoir network. This has meant the construction of 20,622 m3 of berms and dikes made of hydraulic masonry and gabions, equalling €3,914,845. Treatments for the improvement of forest areas In order to maintain and improve the good silvicultural state of the protective plant cover, these treatments have been applied to a total surface area of 6,183 hectares, equalling €16,214,232. -

The pact was initially a political decision, but was given legal legitimacy in the Ley De Amnistía. The decree prevented any accountability for the people who were killed, tortured, and exiled during the civil war. It pardoned those (even far-right military commanders) who were involved in the regime, allowed those who were exiled to return to Spain, and has prevented the nation from investigating human rights violations under the dictatorship. Further, the pact prevented any observation of the war or any commission to look into who bore responsibility for the war (Encarnación). Regardless, memory is crucial in order to understand the past of a nation and its trajectory moving forward. -

UIMP 2021 – Quo Vadis Europa: towards a geopolitical European Union GENERAL OVERVIEW The European Commission committed at the beginning of its legislature to respond to global challenges using a geopolitical approach. Prior to the Covid-19 pandemic, the world’s preeminent geopolitical and economic concerns focused around issues such as nuclear proliferation, the resurgence of populism, and financial instability; these concerns are now compounded by new challenges, such as the vulnerability of medical resource supply chains and medicine production processes, among others. The mounting confrontation between the United States and China, and its commercial and digital, as well as ideological and political dimensions, has amplified considerably due to the crisis. In this changing context, the European Union (EU) cannot afford to be absent from global leadership in the post-pandemic world. Meanwhile, the impulse given by the agreements in Europe for the Recovery Funds represents an important step towards further integration, and reinforces Europe’s role in the world. This course will offer in various sessions insights and answers to the following questions: How can the EU increase its strategic autonomy in key areas such as digitalization? How can Europe secure the economic balance necessary for it to position itself as an influential geopolitical player? It shows how each party views national identity as being in a serious crisis arising from the betrayal by old-line parties which has led to the increased influence of the EU, the consequent reduction of national sovereignty, a deleterious impact on their own and on European culture, and a harmful influence on the family. The parties repudiate many of the provisions of the EU treaties. They are equally opposed to the presence of Islam in Christian Europe, viewing it as a menace to values shared by all European nations. These analyses lead to an examination of the performance of crisis by means of deliberate provocation and the use of electronic media. It shows how these parties from very different parts of Europe share remarkably close positions and use the technological achievements of the twenty-first century to attack the late-twentieth-century political and social achievements of the European Union in order to replace them with the nineteenth-century idea of the distinct ethno-cultural nation fully sovereign in its own nation-state.
