Speakers - Shaping the Future of Europe 7.12.2020 Speakers - Shaping the Future of Europe Navigation Words of Welcome Prof. Dr. Jaap DE ZWAAN Jaap de Zwaan is emeritus Professor of European Union Law at Erasmus University Rotterdam and former Director of the Netherlands Institute of International Relations, Clingendael. His professional career has essentially been devoted to the domain of European integration, in several capacities, such as member of the bar, diplomat, university professor and director of a think tank. De Zwaan has participated in negotiations at European Union level with regard to, for example, treaty making, the accession of new member states and harmonization of national legislations. He also was agent of the Dutch Government in numerous legal proceedings before the Court of Justice in Luxembourg. His main domains of EU interest are related to respectively the constitutional debate, the internal market cooperation, the area of freedom, security and justice (notably EU asylum and immigration law and policy), and the external relations of the EU. During his time as a member of the German Bundestag, he served in the FDP parliamentary group, among others as parliamentary manager, security spokesman, deputy chairman and foreign policy spokesman, as well as general secretary of the FDP and minister of state in the Federal Foreign Office. He was elected as President of the EIB by the EU member states in 2012. Dr. Hoyer and his wife Katja have 2 children. The Board of Governors confirmed Dr. Hoyer's re-election for a second term in July 2017, starting on January 1st, 2018. Axel DITTMANN Axel Dittmann is Director for EU Institutional Affairs, Brexit, EU Coordination, and EU2020 Presidency at the German Federal Foreign Office. Until recently, he was Ambassador of Germany to Serbia, a position he had held since 2015. Other previous roles include Head of Division for European Policy Issues in the Federal Foreign Office, member of the UNOSEK negotiating team at the United Nations in Vienna (2006– 2007), and member of the German negotiating team for the Treaty establishing a Constitution for Europe (2001–2004). Erste Auswirkungen der Tonnagesteuer Die noch in der vergangenen Wahlperiode verabschiedete Besteuerung von Seeschiffen nach der Tragfähigkeit (Tonnagesteuer) wurde durch den Durch- führungserlass des Bundesministeriums der Finanzen im Jahre 1999 handhab- bar gemacht. Damit wurde eine langjährige Forderung der deutschen Reeder- schaft erfüllt. Es war und ist Sinn und Zweck der Tonnagesteuer, den Seeschifffahrtsstandort Deutschland international wettbewerbsfähig zu halten und so einen wesentlichen Beitrag zur Stärkung des maritimen Wirtschaftsnet- zes zu leisten. Insbesondere sollte die Tonnagesteuer die Tendenz zum Ausflag- gen aus den deutschen Schiffsregistern stoppen. Die Auswirkungen der Tonna- gesteuer sind in diesem Sinne für die maritime Verbundwirtschaft von großer Bedeutung. Wir fragen deshalb die Bundesregierung: 1. Wie viele Schiffe haben seit Einführung der Tonnagesteuer, wie viele seit Veröffentlichung des Einführungserlasses für die Tonnagesteuer optiert? 2. Erwartet die Bundesregierung weitere Entscheidungen zu Gunsten der Ton- nagebesteuerung aus dem Bestand oder aus dem Neubau? 3. Wie hat sich der Schiffsbestand des deutschen Erst- und Zweitregisters seit Einführung der Tonnagesteuer entwickelt? 4. Kann die Bundesregierung seit der Einführung der Tonnagebesteuerung Auswirkungen auf die Schiffsfinanzierung und Eignerstruktur feststellen, und wenn ja, mit welcher Tendenz? 5. Sieht die Bundesregierung in den steuerlichen Regelungen zur Tonnagebe- steuerung nach ersten Erfahrung Verbesserungsmöglichkeiten? 6.
