European Political and Law Discourse, 2019, Volume 6, Issue 2 EVROPSKÝ POLITICKÝ A PRÁVNÍ DISKURZ Svazek 6 2. vydání 2019 EUROPEAN POLITICAL AND LAW DISCOURSE Volume 6 Issue 2 2019 Přístup redakce Evropský politický a právní diskurz – mezinárodní časopis věnovaný mezinárodnímu právu, vnitřním právním předpisům evropských zemí, politologie, mezinárodním vztahům. Pro publikaci v časopisu přijímají se vysoce kvalitní články, což představují důležité inovativní, teoretické, koncepční, metodické a empirické příspěvky v příslušných oborech vědy. V časopisu se uplatn´uje systém anonymního recenzování pro ověření kvality vědeckých článků. Evropský politický a právní diskurz má velký zájem zejména o interdisciplinární výzkumy v oblasti politologie a právní vědy, jsou to srovnávací analýzy nebo prozkoumání jednotlivých jevů. Zároveň vítáme jakékolív výzkumy týkající se politických a právních problémů různých národních a mezinárodních institucí. Evropský politický a právní diskurz přijímá k publikaci jenom původní materiály a nebere v úvahu možnost zveřejňovat dříve tištěné članky. The European Political and Law Discourse has a particular interest in interdisciplinary approaches to law, political science, social communications and sociology, whether through comparative or single case-study analysis, but by no means restricts its interests to these spaces, welcoming any relevant contribution from and about different parts of the World. The European Political and Law Discourse accepts original articles which are not under consideration elsewhere at the time of submission. EU-LISTCO investigates the challenges posed to European foreign policy by identifying risks connected to areas of limited statehood and contested orders. Through the analysis of the EU Global Strategy and Europe’s foreign policy instruments, the project assesses how the preparedness of the EU and its member states can be strengthened to better anticipate, prevent and respond to threats of governance breakdown and to foster resilience in Europe’s neighbourhoods. Continuous knowledge exchange between researchers and foreign policy practitioners is the cornerstone of EU-LISTCO. Conclusion 29 About the Author 31 Acknowledgments 32 1 | Chatham House Political Elite Renewal in Georgia, Moldova and Ukraine Summary • In Georgia, Moldova and Ukraine, the legacy of the Soviet past and the challenging transition processes of the 1990s have delayed the emergence of a new generation of reformist leaders who practise the principles and values of good governance. • Since independence, political parties in these countries have failed to push genuine and competent elites to the forefront of politics. Outmoded internal governance still dominates political parties, which continue to pivot around individual charismatic leaders. • This paper identifies four categories of elites active in current domestic politics in these three states: the ‘Old Guard’; those with the potential and capacity to improve governance who become ‘Trojan Horses’ of the Old Guard; the ‘Returned Diaspora’; and ‘Domestic Reformers’. The latter three all constitute sources of potential elite renewal. • Social uprisings have created political openings for Domestic Reformers and the Returned Diaspora to take part in high-level politics. • Vested interests of the Old Guard, unequal access to financial resources, and the limited political experience of newcomers have all damaged the potential for a level political playing field in these countries.
