It is intended to interest the African peoples in the problems of peace and allow them to discuss and debate the issues of militarism and peace for Africa and to suggest solutions. It is also intended to interest leading organizations and people working at the grassroots level in urban and rural areas in problems of militarism and peace education. The first two chapters show hoW, in former times, militarism was brought to Africa by the Europeans through slave trade and colonialism. Chapter 3 shows how militarism continued after independence under neocolonialism in these forms: state terrorism, militarism based on ethnic nationality/conflicts, militarism resulting from "pastoralist conflicts," militarism resulting from cultural and religious conflicts, and militarism based on ideological conflicts. Chapter 4 explores how militarism is still connected to the exploitation and oppression of Africa with the new strategy called "low intensity conflict" or "low intensity war." Chapter 5 considers developing types of peace education and proposed content of peace education. -

12th ICCRTS I-038-DraftB Assessing the transmission of Command Intent Geoffrey Hone Ian R Whitworth Andy Farmilo Cranfield University at the Defence Academy of the United Kingdom, Shrivenham, SN6 8LA UK Abstract A key requirement for success in any military operation is that the Intentions of the Officer in Command be accurately transmitted down through the command hierarchy. It is these intentions that should convey the commander’s requirements for the proposed operation, and should include a statement both of the purpose, and of the required outcome, of the operation about to be undertaken. Without the accurate transmission of intent, the desired effect may well not be achieved. This paper will discuss a two-stage process directed at assessing the transmission of Commander’s Intent, and which also has potential as a tool for de-risking a proposed operation. There is a further potential for use in the training of junior officers and cadets. INTRODUCTION The passage of orders down through any command structure, has been described by Bateman (1998) as the RUDE Cycle (Receive, Understand, Disseminate, Execute), with the same RUDE process occurring at each stage down the hierarchy. It follows from RUDE that at each level below the top command level, a subordinate commander must carry out the first three components and then prepare for the fourth. Thus, if a Commander carries out an assessment of the orders handed down by his direct subordinates to their subordinates – that is to say: at two levels down from his own – then the Reception, Understanding and Dissemination components can form the basis of a framework for that assessment. -

INTRODUCTION: COMMERCE AS THE AGENT OF PEACE: MONTESQUIEU AND THE IDEOLOGY OF LIBERALISM n the history of liberalism, Montesquieu, who died two hundred and I fifty years ago, is an iconic figure. Montesquieu is cited as the source of the idea of checks and balances, or separation of powers, and thus as an intellectual inspiration of the American founding.1 Among liberal internationalists, Montesquieu is known above all for the notion that international trade leads to peace among nation-states. When liberal international relations theorists such as Michael Doyle attribute this posi- tion to Montesquieu,2 they cite Book XX of the Spirit of the Laws,3 in which Montesquieu claims: “The natural effect of commerce is to bring peace. Two nations that negotiate between themselves become recipro- cally dependent, if one has an interest in buying and the other in selling. And all unions are based on mutual needs.”4 On its own, Montesquieu’s claim raises many issues. -

This remarkable feat underscores the nature of the Northern army that suppressed the rebellion of the Confed- erate states during the years 1861 to 1865. Initially, it was a force of "inspired volunteers" rather than a standing army in the European tradition. Only seven of these forty leaders were graduates of West Point: Jacob Ammen, Joshua H. Bates, Sidney Burbank, Kenner Garrard, Joseph Hooker, Alexander McCook, and Godfrey Weitzel. Four of these seven —Burbank, Garrard, Mc- Cook, and Weitzel —were in the regular army at the outbreak of the war; the other three volunteered when the war started. Only four of the forty generals had ever been in combat before: William H. Lytle, August Moor, and Joseph Hooker served in the Mexican War, and William H. Baldwin fought under Giuseppe Garibaldi in the Italian civil war. This lack of professional soldiers did not come about by chance. When the Constitutional Convention met in Philadelphia in 1787, its delegates, who possessed a vast knowledge of European history, were determined not to create a legal basis for a standing army. The founding fathers believed that the stand- ing armies belonging to royalty were responsible for the endless bloody wars that plagued Europe. -

Summary All quantitative indicators show a sharp, and in most cases an accelerating, decline in the size of the Russian armed forces. Since 1986, Russian military manpower has decreased by over 70 percent; tanks and other armored vehicles by two-thirds; and artillery, combat aircraft, and surface warships by one-third. Weapons procurement has been plummeting for over a decade. In some key categories, such as aircraft, tanks, and surface warships, procurement has virtually stopped. This has led not only to a decline in present inventory, but implies a long-term crisis of bloc obsolescence in the future. Russian Government decisions and the budget deficit crisis have hit the Ministry of Defense very hard, cutting defense spending drastically and transforming the Defense Ministry into a residual claimant on scarce resources. Many experts believe that if these budgetary constraints continue for 2-3 more years, they must lead either to more drastic force reductions or to military collapse. Military capabilities are also in decline. Reportedly, few, if any, of Russia’s army divisions are combat-ready. Field exercises, flight training, and out-of-area naval deployments have been sharply reduced. Morale is low, partly because of non-payment of servicemen’s salaries. Draft evasion and desertion are rising. -

In many cases, we are unable to independently verify claims. Hence in reviewing this chronology, readers should take into account the credibility of the sources employed here. Inclusion in this chronology does not necessarily indicate that a particular development is of direct or indirect proliferation significance. Some entries provide international or domestic context for technological development and national policymaking. Moreover, some entries may refer to developments with positive consequences for nonproliferation. 2009-1947 March 2009 On 4 March 2009, Kazakhstan signed a contract to purchase S-300 air defense missile systems from Russia. According to Ministry of Defense officials, Kazakhstan plans to purchase 10 batteries of S-300PS by 2011. Kazakhstan's Air Defense Commander Aleksandr Sorokin mentioned, however, that the 10 batteries would still not be enough to shield all the most vital" facilities designated earlier by a presidential decree. The export version of S- 300PS (NATO designation SA-10C Grumble) has a maximum range of 75 km and can hit targets moving at up to 1200 m/s at a minimum altitude of 25 meters. -
