Extraordinary Meeting of Syresham Parish Council held on Wednesday 12th June 2019, at 7.30pm Present: Cllr D Dunkley (Chairman of the Council) Cllr I Draper Cllr D Green Cllr J Haycock Cllr H MacIver Cllr C Munsey Cllr M Williams Mrs S Hosking (Clerk to the Council)

No members of the public.

1. Receive and approve apologies for absence. RESOLVED: That Cllr A Jeskins’ absence be approved.

Cllr Cranwell also sent apologies, but the Clerk had not seen the message before the meeting.

2. To receive declarations of interest under the Council’s Code of Conduct related to business on the agenda. Cllr I Draper - Planning Application for 5 Bell Lane.

3. Public Participation session. No members of the public present.

4. Planning Applications: S/2019/0967/FUL Proposal: Front extension to garage and porch. Location: Stonehaven 5 Bell Lane Syresham NN13 5HP. Comments deadline 13th June

RESOLVED: That the Parish Council have no objections and no comments.

RESOLVED: That the Parish Council have no comments.

Location: Staplegate Farm Welsh Lane Syresham NN13 5TW Notification of opportunity to attend Planning Committee 2.15pm on 13 June 2019, Towcester Town Hall, Watling Street, NN12 6BS

RESOLVED: That the Parish Council do not feel it is necessary to attend, as all comments have already been submitted.

Site Address: Orchard House Crowfield Road Crowfield NN13 5TW Description of development: 2no. dwellings with parking and amenity space. It is proposed to include a turning head, which is to be completed to an adoptable standard. (Outline) Application reference: S/2018/2143/OUT Appeal reference: APP/Z2830/W/19/3228485 Appeal start date: 30 May 2019. An appeal has been made to the Secretary of State against the decision of South Council to refuse outline planning permission. The appeal will be determined on the basis of written representations which must be received by 4 July. All representations already made to SNC on this application have been forwarded to the Planning Inspectorate.

RESOLVED: That the information be noted.

5. Approval of account for payment:

6. Decision on Community Assets to be included on SNC register. Sunday School Rooms - Committee declined. Rooms not to be included. Village Hall - Committee declined. Hall not to be included. Post Office - Owner is in favour of this asset being added to the register. King’s Head Inn - Awaiting owner’s response. Sports & Social Club - Awaiting Committee’s response.

RESOLVED: That the Parish Council propose to register the Post Office, Kings Head Inn and the Sports & Social Club, but only if the owners or management committees confirm they are in favour of the assets being included on the register by 19th June.

7. Questions for Cllr Draper to take to Forum. ▪ How will the services be managed under one authority? ▪ How many services will be devolved to the Parish/ Town Councils? ▪ How will the current council buildings be divided, where will the various council departments be based? Will council offices be sold off and will our parish council and residents have to attend meetings in Northampton/Daventry instead of Towcester? ▪ Will this part of the county have to absorb some of Northants Borough’s land for development target? ▪ As there will be less Councillors, will market towns become hubs for local support?

9. Date of next Parish Council meeting Wednesday 26th June 2019.

10. Proposal to close the Streetlighting meeting to the public and press to allow discussion of commercially sensitive quotations, which are to be treated as private and confidential.

RESOLVED: That the Streetlighting meeting be closed to the public and press.
