Executive Summary PRELIMINARY ENVIRONMENTAL IMPACT ASSESSMENT FOR PROPOSED MIXED DEVELOPMENT ON PART OF LOT 2704, MUKIM SENAI, DAERAH KULAIJAYA, JOHOR DARUL TAKZIM BY IOI PRIMA PROPERTY SDN BHD EXECUTIVE SUMMARY EXECUTIVE SUMMARY 1.0 INTRODUCTION 1.1 Project Title The project is entitled “PROPOSED MIXED DEVELOPMENT ON PART OF LOT 2704, MUKIM SENAI, DAERAH KULAIJAYA, JOHOR DARUL TAKZIM BY IOI PRIMA PROPERTY SDN BHD”. Herein after, it is referred to as the “Project”. 1.2 Project Background IOI Prima Property Sdn Bhd intends to convert 210.27 acres of plantation area within Mukim Senai, district of Kulaijaya to mixed development. The project component will consist of residential, industries, commercial and others public amenities. The project site is under jurisdiction of Majlis Perbandaran Kulai (MPKu) and was a strategic location. It is located about 5 km from North-South Highway (PLUS) and the immediate surrounding neighbor was an industrial area and residential area. It is located strategically between main federal and state road besides the PLUS highway as mentioned above. 1.3 Environmental Legislative Requirement Section 34(A) of the Environmental Quality (Amendment) Act 1985 states that any person intending to carry out any of the prescribed activities shall need to submit an EIA report to the Director General of the Department of Environment (DOE) before any approval for carrying out such activity can be granted by the relevant approving authority. The proposed Project is a prescribed activity under the Environment Quality (Prescribed Activities)(Environmental Impact Assessment) Order 1987 as under the following Schedule: Schedule 7 – Housing development covering an area of 50 hectares or more Thus, this would require the submission of an EIA report to DOE prior an approval is granted by the relevant authorities. The state government is committed towards creating a peaceful and harmonious society by providing adequate residential home, comfortable, affordable and quality to meet the needs of the people. Since, the existing land bank managed by IOI group was located within the strategic region, it is deemed an advantage for IOI Prima to cater the opportunity with the proposed development and it is seem as an option to expand the business. Looking at the siting of the project, IOI Prima has been choose the most strategic area for the development in Kulaijaya. With the Kulaijaya interchange from PLUS highway is about 5 km from the project site and the networking road from Sedenak, Kulaijaya, Senai down to Johor Bahru City that has been through the upgrading works the project site is seem very strategic for the development taking into account the convenient access from Johor Bahru city, Nusajaya, from northern part and also from adjacent region such as Senai, Kulaijaya town, Sedenak etc. The proposed Project will be provided the high cost housing, medium cost and affordable houses which are Perumahan Komuniti Johor (PKJA and PKJB) besides the medium cost shop lots. This option of houses and shop lots is in line with local authorities plan to provide adequate, affordable and quality houses, particularly to meet the needs of the low-income group with greater emphasis on appropriate locations and conducive living environment. The socio-economic development of the state and country as whole has created a snowball effect onto the development within the Kulaijaya and also the region surrounds it. Development of new industrial and commercial area will attract more investor either locally or internationally. The development of the Project site that includes residential, industries, commercial, utilities and infrastructure facilities would ensure a balanced and integrated development with a high potential for growth. In addition, it would create more opportunities for the surrounding local rural population and satisfy the future residential and commercial needs. The proposed Project will occupy land at Lot 2704, Mukim Senai, Daerah Kulaijaya, Johor Darul Takzim. The location of proposed project is towards west of the Kulaijaya town centre of about 4.3 km straight line and about 3 km towards east of Kelapa Sawit town. The distance of project site to Johor Bahru City Centre is about 25 km towards southeast. The land mark of the proposed project site is Industrial Area of Kelapa Sawit and Desa Perindustrian Kulai that neighboring with project. Proposed project site could be reach by using North-South Highway (exit tol Kulaijaya) - Jalan Sawah – Jalan Besar Kulai towards Kelapa Sawit town. The development concept has taken into consideration of the government policy and guidelines. It is envisage that this Project would create a catalyst to stimulate other development in this region. The characteristics of the overall development site are: To provide a wide variety of housing types that serves a range of incomes, households and ages; Provides neighbourhood centres with commercial, community and recreational facilities; and To propose an efficient system network, safe and organize for easily to reach with comfortable to the resident. The development of proposed project by IOI Prima Sdn Bhd at Kulaijaya is seen as an opportunity to avoid the negative impacts that may result from unplanned development. The main thrust of the proposed development is in establishing residential components. 2.3 Property Detail The proposed Project is located on 210.27 acres part of Lot 2704 situated at Mukim Senai, Daerah Kulaijaya, Johor Darul Takzim. The said property is belonging to IOI Prima Property Sdn Bhd. 2.4 Project Component The proposed project component and its distribution are abided to the Department of Town and Country Planning and other Government Agencies Requirements as given listed below. The proposed layout as showed in Figure ES-3 and Table ES-1 shows the Proposed Project Component. The uniqueness of porous asphalt surface textures and internal structures allows the mixture to become a temporary storm-water retention and capable to channel excessive storm water. However, one of the major problems that affect the performance of porous asphalt mixtures is the clogging. Therefore, this study aims to determine the effect of clogging towards the permeability of porous asphalt. A total of 30 gyratory compacted samples were fabricated according to aggregate gradation recommended by Malaysia Public Works Department. The clogging materials were collected from two different location, residential area and major highway. The composition and characteristics of the clogging materials were investigated using Plastic Limit, Liquid Limit and Scanning Electron Microscope (SEM). The permeability test was conducted to investigate the permeability rate of the compacted samples based on different clogging material types, clogging concentrations and clogging cycles. In addition, the compacted samples were scanned using X-ray Computed Tomography to obtain the air voids distribution throughout the samples for comparison. It was found that higher concentration of clogging materials and clogging cycles reduced the rate of permeability.

    Manager’s Report First Asset Disposal – Axis North Port LC 1 The Manager announced on the 17 January 2011 that the Trustee for Axis-REIT, had entered into a sale and purchase agreement in relation to the disposal of Axis North Port LC 1 for a total lump sum cash consideration of RM14.5 million to Freight Management (M) Sdn Bhd . Salient points of the disposal are as follows: Proposed Disposal Price = RM14,500,000 Estimated net gain on disposal = RM803,000 Estimated real property gain tax = RM41,000 Estimated net gain available for distribution = RM762,000 Rationale In less than 5 years of ownership , the Manager believes it has optimized the potential of Axis North Port LC 1.The Manager also felt that there was a limited upside to future rental growth and therefore this was an opportune time to sell the asset and re-deploy the capital for more yield accretive properties. The Manager intends to distribute the net gain (estimated to be RM762,000) on the disposal (after 5% real property gains tax) to unitholders in 2011 by way of tax exempt income distribution. The balance will be used to reduce gearing to provide Axis-REIT with headroom for future acquisition. The Proposed Disposal of Axis North Port LC1 will translate to a distribution of approximately 0.20 sen per Unit. This is part of our strategy to optimize the Fund’s portfolio in order to maximize returns to the Unitholders.
