Shogan Deputy Director and Senior Specialist November 26, 2012 Congressional Research Service 7-5700 www.crs.gov RL30261 CRS Report for Congress Prepared for Members and Committees of Congress Women in the United States Congress: 1917-2012 Summary Ninety-four women currently serve in the 112th Congress: 77 in the House (53 Democrats and 24 Republicans) and 17 in the Senate (12 Democrats and 5 Republicans). Ninety-two women were initially sworn in to the 112th Congress, two women Democratic House Members have since resigned, and four others have been elected. This number (94) is lower than the record number of 95 women who were initially elected to the 111th Congress. The first woman elected to Congress was Representative Jeannette Rankin (R-MT, 1917-1919, 1941-1943). The first woman to serve in the Senate was Rebecca Latimer Felton (D-GA). She was appointed in 1922 and served for only one day. A total of 278 women have served in Congress, 178 Democrats and 100 Republicans. Of these women, 239 (153 Democrats, 86 Republicans) have served only in the House of Representatives; 31 (19 Democrats, 12 Republicans) have served only in the Senate; and 8 (6 Democrats, 2 Republicans) have served in both houses. These figures include one non-voting Delegate each from Guam, Hawaii, the District of Columbia, and the U.S. Virgin Islands. Currently serving Senator Barbara Mikulski (D-MD) holds the record for length of service by a woman in Congress with 35 years (10 of which were spent in the House).

Alvarez =============================================================== LAST WEEK FEDERAL FARM COMMODITY PROGRAMS - The House Agriculture Committee (Chairman Larry Combest, TX) held a full committee hearing on federal farm commodity programs. The witnesses were the National Farmers Union and the National Association of Wheat Growers. The Committee asked the witnesses to provide details on the direction they would like to see farm policy take in the 2002 Farm Bill. The National Farmers Union (NFU) stated that the primary goal of commodity programs should be to provide economic stability and opportunity for producers over time consistent with a responsible view of market realities, resource sustainable and food security and safety issues. The National Association of Wheat Growers (NAWG) stated that despite the economic difficulties over the last three years, the 1996 Farm Bill continues to serve the nation's farmers and ranchers well. The NAWG made positive comments about conservation programs as well. Questions included the concern with market signals, agriculture competition abroad, export values and currency exchange rates. The Committee also discussed reserve programs, market support levels and research of alternative uses of wheat. The Committee also posed questions ranging from trade issues, foreign competition, and set aside programs. This process is expected to go through the end of the calendar year 2015 with a roll out expected by early 2016. TTUHSC Completes Compensation Plan Study Dr. Gena Jones, Director of TTUHSC Human Resources, presented the results of a recently completed study on compensation performed for all TTUS universities by Ulibarri-Mason Global HR Consulting group (Dallas, TX) to the President’s Executive Committee on April 16, 2015. This study was completed as part of the university’s long range strategy for recruitment and retention of employees at TTUHSC. TTUHSC Recognized by “Get Fit Texas” State Agency Challenge TTUHSC was awarded 2nd place (behind the Texas State Troopers) for the second year in a row in the “Get Fit Texas” State Agency Challenge. Standings were based upon the percentage of total FTEs per agency that completed the challenge by achieving 150 minutes per week of exercise over a 10 week period. Agencies were divided into 6 categories based on size, and TTUHSC placed 2nd in the “Large” agency division (> 5,000 employees). No other HRIs and only one other university received recognition in the competition.

Her father served at one time as the executive director of the Republican National Committee. In 1972, Emerson graduated from Ohio Wesleyan University in Delaware, Ohio, with a bachelor of arts degree in political science. After graduating, she worked in communication and lobbying roles for the American Insurance Association, the National Restaurant Association, and the National Republican Congressional Committee. Jo Ann Hermann married Norvell William “Bill” Emerson on June 22, 1975. Bill Emerson died of lung cancer on June 22, 1996. Jo Ann Emerson then married Ron Gladney, an attorney, in January 2000.
