CONSTITUTION OF THE BIG THREE ATHLETIC CONFERENCE REVISED SEPTEMBER, 2007 ARTICLE I NAME THE NAME OF THE CONFERENCE SHALL BE “BIG 3 ATHLETIC CONFERENCE” ARTICLE II PURPOSE SECTION 1 - THE PURPOSE OF THIS CONFERENCE SHALL BE TO FOSTER WHOLESOME INTER-SCHOLASTIC ATHLETIC RELATIONSHIPS, ESTABLISH UNIFORM STANDARDS OF CONTROL IN ATHLETICS AND PROMOTE THE MORAL AND PHYSICAL INTEREST OF STUDENTS. SECTION 2 - EACH MEMBER SCHOOL AGREES TO COMMIT EACH AND EVERY INTERSCHOLASTIC ACTIVITY IT SPONSORS AMONG ITS OWN STUDENTS TO PARTICIPATE WITHIN THE CONFERENCES IF THE CONFERENCE SPONSORS SUCH ACTIVITY. ARTICLE III MEMBERSHIP SECTION 1 - THE CONFERENCE SHALL BE COMPOSED OF THE FOLLOWING SCHOOLS: BROCKTON DURFEE NEW BEDFORD SECTION 2 - NEW SCHOOLS WILL BE ADMITTED WITH A 2/3 VOTE OF THE ENTIRE MEMBERSHIP. SECTION 3 - EACH APPLICATION FOR ADMISSION MUST BE ACTED UPON INDIVIDUALLY. SECTION 4 - APPLICATIONS FROM PROSPECTIVE MEMBERS WILL BE ACCEPTED IN MARCH AND WILL BE ACTED UPON IN THE FOLLOWING MONTHLY MEETING. SECTION 5 - IF AN APPLICATION FOR ADMISSION IS REJECTED THE SCHOOL MAY REAPPLY THE FOLLOWING YEAR. SECTION 6 - ANY SCHOOL MAY BE EXPELLED FROM THE CONFERENCE BY A 2/3 VOTE OF THE ENTIRE MEMBERSHIP OF THE CONFERENCE WITH ALL CONFERENCE SCHOOLS MEMBERS HAVING RECEIVED 30 DAYS NOTICE TO A MEETING AT WHICH THE VOTE IS TO BE TAKEN. SECTION 7 - NO SCHOOL SHALL WITHDRAW FROM THE CONFERENCE WITHOUT NOTIFICATION TO THE CONFERENCE IN WRITING TWO YEARS PRIOR TO WITHDRAWAL DATE, UNLESS WAIVER IS GRANTED BY VOTE OF THE CONFERENCE. REFER TO MIAA RULE ON LEAGUE ORGANIZATION, GENERAL RULE # 42 SECTION 8 - NO MEMBER OF THE BIG 3 CONFERENCE WILL BE ALLOWED TO PARTICIPATE IN OR OFFER A CO-OP TEAM IN ANY SPORT. 1 ARTICLE IV ADMINISTRATION SECTION 1 - THE OFFICERS OF THE CONFERENCE SHALL BE PRESIDENT, VICE PRESIDENT, AND SECRETARY /TREASURER . THEY SHALL BE ELECTED FROM THE MEMBERSHIP OF THE CONFERENCE AT THE LAST MEETING OF THE SCHOOL YEAR BY A 2/3 VOTE. SECTION 2 - THE PRESIDENT SHALL PRESIDE AT ALL MEETINGS OF THE CONFERENCE AND SHALL REPRESENT THE CONFERENCE TO ALL OTHER ORGANIZATIONS. SECTION 3 - THE PRESIDENT SHALL APPOINT A NOMINATING COMMITTEE BY THE MARCH GENERAL MEETING OF THE YEAR IN WHICH HIS/HER TERM EXPIRES FOR THE PURPOSE OF SUBMITTING A SLATE OF OFFICERS FOR THE MAY MEETING. SECTION 4 - IN THE ABSENCE OF THE PRESIDENT, THE VICE PRESIDENT SHALL EXERCISE THE POWERS AND DUTIES OF THE PRESIDENT. SECTION 5 - THE SECRETARY /TREASURER SHALL KEEP AN ACCURATE RECORD OF ALL MEETINGS AND ATTEND TO ALL CORRESPONDENCE , SEND ALL OFFICIAL NOTICES OF ALL MEETINGS TO THE SCHOOLS OF THE CONFERENCE AND SHALL RECEIVE MONIES AND KEEP AN ACCURATE FINANCIAL RECORD AND REPORT OF SAME BE MADE PERIODICALLY. ARTICLE V FINANCES THE MEMBER SCHOOLS SHALL BE ASSESSED A FEE. THE AMOUNT OF WHICH WILL BE ESTABLISHED BY MAJORITY VOTE OF MEMBERSHIP. ARTICLE VI MEETINGS SECTION 1 - ALL SCHOOLS MUST BE REPRESENTED AT ALL GENERAL MEETINGS. SECTION 2 - AT ALL MEETINGS OF THE CONFERENCE ROBERTS RULES OF ORDER WILL BE OPERATIVE. SECTION 3 - EACH SCHOOL SHALL BE ENTITLED TO ONE VOTE CAST BY THE ATHLETIC DIRECTOR OR HIS/HER APPOINTED DELEGATE. ARTICLE VII AMENDMENTS AND SPECIAL MEETINGS SECTION 1 - AMENDMENTS ARE TO BE PRESENTED IN WRITING TWO WEEKS BEFORE MEETINGS ALONG WITH NOTIFICATION TO MEMBER SCHOOLS. SECTION 2 - TWO-THIRDS VOTE OF THE ENTIRE MEMBERSHIP IS NEEDED FOR AN AMENDMENT CHANGE. SECTION 3 - SPECIAL MEETINGS MAY BE CALLED UPON PETITION OF ANY CONFERENCE MEMBER UPON 72 HOUR NOTICE. 2 BY-LAWS ARTICLE I GENERAL RULES SECTION 1 - THE CONSTITUTION, BY-LAWS AND RECOMMENDATIONS OF MIAA (MASSASCHUSETTS INTERSCHOLASTIC ATHLETIC ASSOCIATION) SHALL BE THE OBLIGATION OF THE CONFERENCE. SECTION 2 - THE EARLY DISMISSAL FOR SCHOOL GROUPS IS A MATTER FOR EACH INDIVIDUAL SCHOOL TO DECIDE. SECTION 3 - COMMISSIONERS WILL BE HIRED BY INDIVIDUAL SCHOOLS WITHIN THE CONFERENCE. SECTION 4 - ALL VARSITY, JUNIOR VARSITY AND FRESHMAN OFFICIALS SHALL BE REGISTERED MEMBERS OF AN APPROVED BOARD FOR THAT SPORT. SECTION 5 - VIOLATION OF CONFERENCE RULES AND REGULATIONS MAY RESULT IN FORFEITURE OF A CONTEST IN WHICH THE VIOLATION OCCURS. SECTION 6 - THE HOME TEAM WILL PROVIDE ADEQUATE MEDICAL COVERAGE AT ALL ATHLETIC CONTESTS. SECTION 7 – IF A TEAM DISBANDS DURING THE SEASON THEY WILL FORFEIT THE REMAINDER OF THEIR SCHEDULED CONTESTS. ALL CONFERENCE SCHOOLS SHOULD BE NOTIFIED. ARTICLE II PROTEST PROCEDURE REFER TO MIAA GENERAL RULE #17 “PROCEDURE FOR PROTESTING A GAME” ARTICLE III AWARDS SECTION 1 - AN ALL-SPORT TROPHY SHALL BE AWARDED TO THE SCHOOL WITH THE GREATEST NUMBER OF POINTS AT THE END OF THE SCHOOL YEAR. POINTS ARE AWARDED ON THE BASIS OF ORDER OF FINISH IN EVERY VARSITY SPORT 3 PTS. FOR 1ST PLACE, 2 PTS FOR 2ND PLACE , 1 PT FOR 3RD PLACE . SECTION 2 - CHAMPIONSHIP PLATES ARE TO BE AWARDED TO CONFERENCE CHAMPIONS IN ALL SPORTS. SECTION 3 - ALL-STAR SELECTIONS SHALL BE AWARDED APPROPRIATE AWARD CERTIFICATES. SECTION 4 - THE ATHLETIC DIRECTORS ARE AUTHORIZED TO SELECT THE SOURCE OF SUPPLY FOR ALL CONFERENCE AWARDS. 3 ARTICLE IV BENCH CONDUCT FOR BIG THREE CONFERENCE COACHES AND PLAYERS SECTION 1 - PARTICIPATION IN ATHLETICS IS THE PRIMARY REASON FOR THE EXISTENCE OF ALL HIGH SCHOOL INTERSCHOLASTIC ATHLETIC COMPETITION. BECAUSE OF THIS FACT, THE BIG THREE CONFERENCE ATHLETIC DIRECTORS STRONGLY ENDORSE THE FOLLOWING POLICY OF BENCH DECORUM: A.) THERE WILL BE NO HOOTING, YELLING , OR BAITING OF OFFICIALS OR OPPONENTS BY COACHES AND/OR PLAYERS. B.) THERE WILL BE NO HOOTING OR VERBAL EXCHANGES BETWEEN SPECTATORS AND COACHES AND/OR PLAYERS. C.) “BUSH” TACTICS IN ORDER TO WIN WILL NOT BE TOLERATED. 100% OF THE ENERGIES OF THE PLAYERS SHOULD BE USED IN PARTICIPATION. D.) “CLEAN PLAY” SHOULD BE SYNONYMOUS WITH BIG THREE CONFERENCE INTERSCHOLASTIC COMPETITION. ARTICLE V CONFERENCE MEETINGS SECTION 1 – COACHES WILL MEET ONCE ANNUALLY TO DISCUSS SPECIFIC SPORT BUSINESS. SECTION 2 – POST SEASON MEETINGS A.) SELECTION OF ALL-STARS, FOOTBALL SHALL MEET FIRST, MONDAY AFTER THANKSGIVING. B.) RATING OF OFFICIALS. C.) POSSIBLE SCHEDULE CHANGES D.) AMMENDMENTS TO SPORTS BY-LAWS E.) RULE CHANGES F.) QUESTIONS ON FACILITIES G.) DATA PROCEDURES ARTICLE VI DUTIES OF CORRESPONDING SECRETARY SECTION 1 – EACH ATHLETIC DIRECTOR WILL BE RESPONSIBLE FOR SENDING THE CORRESPONDING SECRETARY A MASTER SCHEDULE AT AN AGREED UPON TIME. SECTION 2 - ATHLETIC DIRECTORS WILL BE RESPONSIBLE FOR REPORTING WEEKLY RESULTS TO CORRESPONDING SECRETARY AT AN AGREED UPON TIME. SECTION 3 – REPORT RESULTS TO MEDIA ON A WEEKLY BASIS. TELEPHONE RESULTS TO THE BOSTON GLOBE AND BOSTON HERALD AS WELL AS SENDING WRITTEN RESULTS TO LOCAL NEWSPAPERS COVERING CONFERENCE SCHOOLS. SECTION 4 - ATTENDING MONTHLY MEETINGS. SECTION 5 - COMPILE A CONFERENCE DIRECTORY. INCLUDING: NAMES , ADDRESSES, AND TELEPHONE NUMBERS (HOME & OFFICE) OF PRINCIPALS, ATHLETIC DIRECTORS AND HEAD COACHES. ONE COPY SENT TO EACH PRINCIPAL, AND ATHLETIC DIRECTOR . 4 SECTION 6 - COMPILE END OF SEASON REPORT INCLUDING : LEAGUE STATISTICS, ALL-STARS, RECORD POINTS FOR CONFERENCE CHAMPIONSHIP ETC. SECTION 7 - SEND END LISTS OF LEAGUE ALL-STARS TO ALL NEWSPAPERS COVERING CONFERENCE SCHOOLS AT THE CONFERENCE AT THE CONCLUSION OF EACH SEASON. ARTICLE VII UNIFORMS SECTION 1 – SCHOOL COLORS WILL BE WORN AT AWAY CONTESTS, WHITE WORN AT HOME. EXCEPTIONS: FOOTBALL, COLORS WORN AT HOME, WHITE WORN AWAY. ARTICLE VIII DUTIES OF COACHES SECTION 1 – WINNING COACHES ARE RESPONSIBLE FOR CALLING IN CONTEST RESULTS TO BOSTON GLOBE, BOSTON HERALD, AND LOCAL NEWSPAPERS. ARTICLE IX CONFERENCE ALL-STAR SELECTIONS SECTION 1 – FOOTBALL 24 PLAYERS OFFENSE 11 5 INTERIOR LINEMEN 1 WIDE RECEIVER 1 TIGHT END 3 BACKS (1 MAY BE A RECEIVER) 1 QUARTERBACK DEFENSE 11 5 LINEMAN 6 DEFENSIVE BACKS – MINIMUM OF 2 DEFENSIVE OR 2 LINE BACKERS KICKERS -2 1 PUNTER 1 PLACEKICKER SECTION 2 - SOCCER (BOY’S & GIRLS) 13 PLAYERS SECTION 3 - CROSS COUNTRY (BOYS & GIRLS) TOP 7 RUNNERS 5 SECTION 4 - SWIMMING (BOYS & GIRLS) 1 DIVER (IF 2 DIVERS HAVE DEFEATED EACH OTHER ONCE DURING REGULAR SEASON MEETS THE CONFERENCE ALL-STARS WILL BE DECIDED BY THE HIGHER FINISHER IN THE SOUTH SECTIONAL COMPETITION. 8 INDIVIDUALS BY EVENTS 3 RELAY TEAMS – MAY BE MADE UP OF SWIMMERS FROM DIFFERENT SCHOOLS. 1 UTILITY SWIMMER SECTION 5 - FIELD HOCKEY - 12 PLAYERS 1 GOALIE 7 OFFENSE 4 DEFENSE SECTION6 - VOLLEYBALL (BOYS & GIRLS) – 7 PLAYERS SECTION 7 - GOLF – (6 PLAYERS) TO BE PICKED AT THE CONCLUSION OF THE SPRING SEASON. PLAYERS TO BE SELECTED BASED UPON THE AVERAGE OF BEST 8 INDIVIDUAL MATCHES. SECTION 8 – BASKETBALL ( BOYS & GIRLS) 6 PLAYERS SECTION 9 - INDOOR TRACK – (BOYS & GIRLS) 9-10 INDIVIDUAL EVENTS 1 UTILITY FIELD EVENT 1 UTILITY SPRINTER/HURDLER 1 UTILITY MID/DISTANCE (ADD LONG JUMP WHEN NEEDED) SECTION 10 - WRESTLING – 15 COMPETITORS 14 INDIVIDUAL 1 UTILITY SECTION 11- ICE HOCKEY – ( 11 PLAYERS) 1 GOALIE 4 DEFENSE 6 OFFENSE SECTION 12 – BASEBALL/SOFTBALL – (12 PLAYERS) 1 CATCHER 3 PITCHERS 1 1ST BASEMAN 3-4 INFIELDERS 3-4 OUTFIELDERS 6 SECTION 13 – SPRING TRACK (BOYS & GIRLS) 15 UTILITY EVENTS 1 UTILITY WEIGHT EVENT 1 UTILITY JUMPER 1 UTILITY SPRINTER 1 UTILITY HURDLER 1 UTILITY MIDDLE DISTANCE RUNNER 1 UTILITY DISTANCE RUNNER SECTION 14 - TENNIS ( BOYS & GIRLS) - 8 PLAYERS 3 SINGLES 2 DOUBLES 1 UTILITY SECTION 15 – CRITERIA FOR SELECTING SHOULD BE DETERMINED BY: A.) CONFERENCE COMPETITION B.) NON-CONFERENCE COMPETITION C.) TOURNAMENT OR MULTIPLE SCHOOL COMPETITION MAY BE? D.) ATHLETES WHO BECOME ACADEMICALLY INELIGIBLE OR QUIT A TEAM PRIOR TO THE SEASON WILL NOT BE ELIGIBILE FOR A CONFERENCE ALL- STAR SELECTION. ARTICLE X CONFERENCE MEETS SECTION 1 – CROSS COUNTRY (4 RACES) BOYS VARSITY – 7 RUNNERS MAXIMUM GIRLS VARSITY – 7 RUNNERS MAXIMUM BOY’S JR. VARSITY – ALL REMAINING RUNNERS (ONLY 1ST 7 FIGURE IN SCORING) GIRLS JR. VARSITY – ALL REMAINING RUNNERS (ONLY 1ST 7 FIGURE IN SCORING) AT LEAST 1 CERTIFIED OFFICIAL – LEAGUE PAYS SECTION 2 - SCORING FOR CONFERENCE MEETS THREE SCHOOLS – 4 PLACES IN EACH MEET 1ST PLACE – 5 POINTS 2ND PLACE – 3 POINTS 3RD PLACE – 2 POINTS 4TH PLACE – 1 POINTS SECTION 3 – AWARD RECIPIENTS: DUE TO FINANCIAL CONSTRAINTS, RIBBONS WILL BE AWARDED FOR VARSITY COMPETITORS ONLY.
