Renovation of Historical Museum: Phase III This is the third and final phase of much-needed major renovations to this facility. The scope of this phase was expanded to include electrical improvements and ceiling tiles in addition to the originally planned HVAC replacement. The bids came in higher than the original budget of $715,000, and this week the CIP Board approved a supplemental appropriation of $230,000. Authorization of this additional funding is on your agenda tonight. With a successful bid award the anticipated start of construction is around October 1st, with a projected completion date of around January 18th. The Museum will be closed during this construction. The Phase I improvements involved addressing water issues through waterproofing and a French drain system in and around the building, lead paint abatement, window replacement and painted window frames. Phase II improvements featured remodeling of the restrooms to include ADA improvements, LED lighting and electrical upgrades. The total expenditures anticipated for all three phases is now around $1.35M, with almost all of the funding coming from the 2000 sales tax. 2. Tennis Operation Update Edmond Tennis Service (David Minihan) began the management of the Kickingbird Tennis Center at the start of 2018. Mr. Minihan has provided an initial six-month report on the activities at the facility. Participation levels have remained strong, and he anticipates that six tournaments will be held during 2018. During the USTA Girls 18 National Tournament a clinic for children with downs syndrome was also held. Mr. Minihan also anticipates an increased number of tournaments when the new Tennis Center is opened. The complete report is available through Parks & Recreation Director Craig Dishman (216-7639). Intelligent Traffic System (ITS) ITS improves traffic safety and mobility during congested periods, construction activities, traffic collisions, and other emergencies The ODOT bid opening for Phase II is scheduled for September 20th. Phase II improvements include 22 intersections along Broadway, and portions of Danforth, Santa Fe and Covell. The attached aerial map identifies and color codes the locations of all three phases. Phase I was completed last year, and Phase III is in the design phase. The total estimated cost of these first three phases is $10M, with the City’s 20% share funded from the 2000 sales tax. Sales and Use Taxes Our second check of the 18-19 fiscal year reflects continued growth in sales tax receipts and a lower month for use tax revenue. The August sales tax check is 3.45% above the same month last year, the 15th consecutive month over previous year month increase. Through the first two months we are 4.44% above last year, and also above our 2% annual budget projection. Use tax receipts declined 13.18% from August of last year, and for the first two months we are cumulatively 2.2% above last year. We budgeted for no increase in use tax for the current budget year. As Warren has noted, we should expect increasing use tax payments through the year, based on the compliance date agreements that the State of Oklahoma has executed with 7 of the large E-Commerce firms. This list includes WISH, Amazon, ETSY, Walmart, Google Express, Groupon Good and Ebay. The FY 18 NAICS report for both sales and use taxes is also identified. Collectively, the metro area is off to a good start in the new fiscal year. In our seven-city comparison Edmond is now fifth, behind OKC, Moore, Yukon and Tulsa, and ahead of Midwest City and Norman.
