STRATEGIC STUDIES QUARTERLY - PERSPECTIVE Trump’s Generals: A Natural Experiment in Civil-Military Relations JAMES JOYNER Abstract President Donald Trump’s filling of numerous top policy positions with active and retired officers he called “my generals” generated fears of mili- tarization of foreign policy, loss of civilian control of the military, and politicization of the military—yet also hope that they might restrain his worst impulses. Because the generals were all gone by the halfway mark of his administration, we have a natural experiment that allows us to com- pare a Trump presidency with and without retired generals serving as “adults in the room.” None of the dire predictions turned out to be quite true. While Trump repeatedly flirted with civil- military crises, they were not significantly amplified or deterred by the presence of retired generals in key roles. Further, the pattern continued in the second half of the ad- ministration when “true” civilians filled these billets. Whether longer-term damage was done, however, remains unresolved. ***** he presidency of Donald Trump served as a natural experiment, testing many of the long- debated precepts of the civil-military relations (CMR) literature. Haig, a Catholic who served as U.S. secretary of state, dies at age 85 Alexander M. Haig Jr., former U.S. secretary of state and retired four-star general who served as a top adviser to three presidents, died Feb. 20 of complications from an infection. He was 85. Haig, who was Catholic, died at Johns Hopkins Hospital, where he was surrounded by family members. Although funeral and burial arrangements had not been announced, Haig’s brother, Jesuit Father Francis Haig, a retired physics professor at Loyola University Maryland in Baltimore, told The New York Times that the Army was coordinating a Mass at Fort Myer military base in Arlington, Va., and interment at Arlington National Cemetery. The priest, a former president of LeMoyne College in Syracuse, N.Y., and Wheeling Jesuit University in West Virginia, said the services for his brother would likely be delayed for about two weeks. Alexander Haig, a veteran of the Korean and Vietnam wars, served as secretary of state under President Ronald Reagan and White House chief of staff under Presidents Richard Nixon and Gerald Ford. He made a run for president in 1988 but failed to win the Republican nomination. For years Haig was remembered for his televised response to the 1981 assassination attempt on Reagan: “As of now, I am in control here in the White House, pending the return of the vice president.” Then-Vice President George H.W. Despite their impact of restricting the extremes that often surfaced in Nixon’s foreign policy, the president ultimately executed his political strategy in Vietnam to protect his 1972 election bid and ensure his administration’s legacy. You will be introduced by Newt Gingrich and your speech, including Q&A, should last no more than 25 minutes. The theme of the meeting is "a time to look back, a time to look forward" and GOPAC asks that you give an analysis of the elections and what the results mean to the Republican party and the country. (Attached is information on the Senate, House, Governor, and State Legislature elections.) There will be about 75-100 people (GOPAC Charter Members and guests) in the audience; no press or media has been invited. Speeches by Alexander Haig, Frank Fahrenkopf, Governor du Pont, Jack Kemp, Jeane Kirkpatrick, and Governor Kean will precede your remarks; Pat Robertson and Donald Rumsfeld are scheduled to speak after you. EISENHOWER, DWIGHT D.: Post-Presidential Papers, 1961-69 1964 PRINCIPAL FILE Series Description The 1964 Principal File, which was the main office file for Dwight D. Eisenhower’s Gettysburg Office, is divided into two subseries--a subject file and an alphabetical file. The subject subseries consists of a little over twenty-three boxes of material, and it is arranged alphabetically by subject. This subseries contains such categories as appointments, autographs, endorsements, gifts, invitations, memberships, memoranda, messages, political affairs, publications, statements, and trips. Invitations generated the greatest volume of correspondence, followed by appointments, messages, and gifts. Documentation in this subseries includes correspondence, schedules, agendas, articles, memoranda, transcripts of interviews, and reports. The alphabetical subseries, which has a little over thirty-four boxes, is arranged alphabetically by names of individuals and organizations. It is primarily a correspondence file, but it also contains printed materials, speeches, cross-reference sheets, interview transcripts, statements, clippings, and photographs. During 1964 Eisenhower was receiving correspondence from the public at the rate of over fifty thousand letters a year. This placed considerable strain on Eisenhower and his small office staff, and many requests for appointments, autographs, speeches, endorsements, and special messages met with a negative response. Although the great bulk of the correspondence in this series involves routine matters, there are considerable letters and memoranda which deal with national and international issues, events, and personalities. Some of the subjects discussed in Eisenhower’s correspondence include the 1964 presidential race, NATO, the U.S. space program, the U. S. economy, presidential inability and succession, defense policies, civil rights legislation, political extremists, and Cuba.
