609786-EPP-1-2019-1-XK-EPPKA2-CBHE-JP INTRODUCTION This project is supported by the European Union Erasmus+ Programme and is coordinated by by Public University “Kadri Zeka” in Gjilan with a consortium of 17 partners. This project addresses Erasmus + KA2 CBHE priorities: Improving Management and Operation of Higher Education Institutions – Internationalization of Higher Education Institutions, including recognition mechanism and mobility, international relations capacities. This is a regional priority for the Western Balkans, meaning it is a cumulative priority for all countries. This is the way how the universities would have to be developed as well, especially in the countries like Kosovo and Albania, and this project aims at this point. As seen above, the project is relevant to the objectives of the Call and the Action (CBHE), since it describes a joint effort of the participating higher education institutions (HEIs) to establish and advance their practices in international cooperation and project management in Albania and Kosovo. With regards to the project theme and the priority selected and addressed by this proposal, which is ‘internationalisation of HEIs’, it is a priority set by the programme for the region. Also the project proposal is relevant and in line with the priorities of Ministry of Education in Kosovo and Albania. The aim is to enhance the international orientation and management capacities and to develop and participate in associated regional initiatives related to international cooperation. In the world today, globalization is growing and borders are shrinking. Companies are taking advantage of that, by internationalizing their businesses to gain new customers, gain a bigger market share and get an advantage point against rivals. This is the way how the universities would have to be developed as well, especially in the countries like Kosovo and Albania, and this project aims at this point. In Kosovo Strategic Plan of Ministry of Education internationalization is under Strategic Objective 7 - Upgrading the quality and competitiveness of higher education through the promotion of excellence in teaching, scientific research, artistic creation, innovation, and internationalization. The main priority in this area is the improvement of quality in higher education institutions. This has many facets including adapting study programmes to labour market requirements, the promotion of scientific research, and the facilitating of artistic work and innovation in higher education institutions. The quality of teaching and the need to increase academic mobility of academic staff and students, as well as participation in international programmes of higher education and scientific research, will also receive attention. In Albania the organization of Higher education is managed by MES. At higher education level, MES realizes its mission through universities, colleges and academies. Higher education today is organized in universities, academies and high schools. According to Law no. 9741, dated 21.05.2007 "On Higher Education in the Republic of Albania its mission is to establish, develop and transmit knowledge through teaching and research, develop and advance the arts, physical education and sports; form highly educated specialists; and to prepare young scientists. This law also sees as priority the internationalization through international cooperation and development through projects and research innovations.

609786-EPP-1-2019-1-XK-EPPKA2-CBHE-JP The overall goal of this project is to improve higher education provision in Kosovo and in Albania by building institutional capacity for international relations whereby establishing or making fully functional respective offices (including capacity for project cycle management) in all eight Kosovo and five Albanian consortium members. Though external factors through globalization processes are increasing their influence on national contexts, still ‘most universities operate primarily in their own national space and context and are part of the educational system within their own country’ (Maringe, F. and Fosket, N (eds). (2010). Globalization and internationalization in higher education. New York: Continuum International Publishing Group). This project will build institutional capacity for the internationalization of higher education in Kosovo and Albania and will improve capacity for project development and management through international expertise made available by European higher education institutions partnering in this project and exchange of good practices between the consortium members. This will make way for local higher education institutions to engage confidently in various academic and research cooperation initiatives in the region, in Europe and wider. The aim of the project is establish and to strength those existing thirteen fully functional offices of international cooperation in Kosovo and Albania that will also include the function of project cycle management. Currently, none of the new public universities in Kosovo and in Albania has the capacity to run an International Cooperation Office in a full manner, at a time when over 50% of students in European Higher Education institutions are studying or participating in one or another form of international studies and when a significant part of university life takes place in the form of various exchanges and mobilities. This makes it of paramount importance to build respective capacity in the Consortium members. This will ultimately contribute substantially to the quality of provision and will enrich university life and experiences of the student population in Kosovo and in Albania. The project will have very high importance in addressing increasing isolation, lack of quality international cooperation and lack of project initiatives from Kosovo and Albania universities. This project will address the issues of internationalization in both countries, and in that way will make possible or even require from higher education institutions to develop a strategic plan and approve it, which should be submitted every three to five years and also both ministries in Kosovo and Albania will continue to request more detailed annual reports from the higher education institutions in Kosovo and Albania, which will be focused mostly in internationalization and project cycle management.

The project is going to change the way of work within these universities, as it will improve and increase the capacities of the professors, assistants, administration and students, in order to reach the level of the |European Universities. In that way the new experiences that will be

This way the entire project will support the study flow within HEI in Kosovo and Albania, in that way that will improve the quality in education, increasing mobility of professors, assistants, administration and mainly students, by making new curricula of programs, which will be held in English language, by increasing the incoming mobility, etc. Project duration: 15/01/2020 – 14/01/2023

PROJECT MANAGEMENT APPROACH

QUADIC consortium is established based on issues of quality assurance, formalized with a partnership agreement which ensures the credibility and interaction among members and set the ground of a common methodology in managing the project and the division of tasks. Cooperation between universities in Kosovo and Albania has been extraordinary in this direction. Also partners of the EU with their experience and suggestions and have a great contribution. Based on this, the project will create the following bodies and structures: 1. A Steering Committee (SC). The SC will be composed of representatives from each partner and will ensure that any difficulty that can emerge could be identified and duly addressed in order not to compromise the implementation of the project. The SC will try to prevent and resolve conflicts within the consortium. The project manager participates in the SC as Secretary without right to vote, responsible for: • Monitoring progress according to the project management plan. • Reviewing and approving changes made to project resource plan, schedules, scope, goals, cost estimates, etc. • Making strategic decisions regarding the prioritization of project deliverables and approving interim deliverables. • Reviewing and approving the project development strategy. • Resolving conflicts between stakeholder groups

2. Project Implementation Board (PIB). The PIB will be composed by UKZ, UET, HC, UCA, ULBF and IBCM. These are the key institutions with its representatives, who have the ability to get things done on the project. Their job is to oversee the project and keep it moving in the right direction. Project implementation board is set up at the beginning of

The PIB will report to the steering committee every six month about the implementation of the project. 3. Project Quality Control Board will be leaded by UGjFA and will be supported by all partners. It will mainly focus on the quality implementation of the project. Quality Assurance (QA) focuses on the processes utilized in the project efficiently to generate quality project deliverables. It includes the following meeting standards, progressive enhancing project work and eliminating project defects.

Quality Assurance assures the quality of the deliverables/activities, meaning that this process ensures that the deliverables/activities were generated free from defects and conforms to all stated requirements from the EACEA. It is said to be a process-based approach whose primary objective is to prevent defects in deliverables at the planning stage, in order to avoid rework, which increases the chances to have delays in implementation and as well as in quality of its deliverables/activities of the project.. Quality Assurance can also be viewed upon as a proactive process and it places importance on planning, documentation, and guidelines finalization that will be needed to assure the quality implementation of the project. This process begins at the very start of the project – kick off meeting, in order to assess the quality since the beginning of the project. 4. Project Coordinator is UKZ, represented by Dukagjin Leka. Project coordinator will be in charge of:  Familiarize with the concepts of project and project management;

609786-EPP-1-2019-1-XK-EPPKA2-CBHE-JP  gain knowledge about the role and the responsibilities of the managers in partner institutions of the Erasmus CBHE Project;  Introduce the main structure of a project: planning, implementation/management, monitoring and control, dissemination and follow up;  Make to understand the partners some planning methods of a project;  Give practical insights on the implementation of a project;  Give an overview of some dissemination methods and tools in a project;  Make familiar all partners with the main areas of preparing a project report;  And other support as it is requested. 5. Project manager in partner institutions will be the persons, responsible with the project implementation and deliverables at their home institution. They will be responsible on all aspects of project implementation and responsibilities of implementation of the project from the perspectiuve of their institution. 6. Project Working Package Leaders (PWPL), will be responsible persons on each institution to implement the WP, which is task for their institution. They will be responsible also to divide responsibilities for the Project Task Leader (PTL), who will have a specific role in managing technical Work Packages. The project has 10 Work Packages. Each of the WP have delegated leader responsible for its overall coordination. These leaders are selected based on their relevant experience, and except for preparation of the Kick off meeting (WP1), Euqipment Purchase (WP3), Training at all levels (WP5) and Management (WP10) will be leaded by the Lead Partner (the Applicant) all other WPs are institutions that are experienced in CBHE projects and are divided - as follows: - WP1/Initiation of the Project Implementation: Public University „Kadri Zeka“/UKZ

- WP2/ Establish/functionalization of International Relations and project Management Centers: IBCM and will be supported direclty by UMIB and UET - WP3/Equipment Purchase: Public University „Kadri Zeka“/UKZ - WP4/ Development of software applications and online platforms: ULBF supported direclty by all partners with technical sciences study programs.

609786-EPP-1-2019-1-XK-EPPKA2-CBHE-JP All the WP shave to be leaded in that way that all the partner shave to support the leader, in order to reach the maximum level of professionalism and deliverables that are expected from the Project. The project leader (UKZ) coordinates WP1, WP3, WP5 and WP10, manages the whole consortium, ensures an effective communication between partners and the EU Commission, meets the obligations in terms of budget and reporting periods. Responsibilities between the Lead Partner UKZ and all other WP leaders will be distributed as follow: Lead Partner UKZ will coordinate the overall content of the project together with WP leaders, whereas WP leaders will be responsible for coordination of activities and partners within WPs. The responsibilities of each partner are also defined with the Partnership Agreement. Besides the points that described above, other management activities include: – Two evaluation reports (progress and final) will be prepared by UKZ as the Lead Partner and then reviewed and approved by the SC, focusing on the quality of the work done and quality of project deliverables.

Overall objectives: QUADIC project aims and will support the study flow within HEI in Kosovo and Albania, in that way that will improve the quality in education, increasing mobility of professors, assistants, administration and mainly students, by making new curricula of programs, which will be held in English language, by increasing the incoming mobility. The specific objectives of the Project are comprised as in the following: -Establish and strength existing ones thirteen (13) fully functional International Cooperation Offices in all Kosovo and Albania Consortium members and further develop the ICO in University of Prishtina “Hasan Prishtina”. -Develop capacities of partner HEIS in International Cooperation development and project cycle management -Develop a joint strategy for International Cooperation (IC) and Project Management (PM); -Facilitate management of international mobilities by developing operational online platform for qualitative international cooperation; -Increase the number of international projects, mobilities and international agreements, etc. While the tangible results at the end of the Project will be: The establishment and make of fully functional of international cooperation and Project management offices; The establishment of the strategy of International relations and project cycle management; Built of an online platform for IR and PCM; The establishment of a network for project management; Increase the quality in International relations; Increase the mobility of students and university staff (academic and administrative); Increase of subjects and programs in english language; Increase the joint programs between Kosovo, Albania and European Universities; Increase the bilateral agreements between Kosovar and Albanian universities toward European universities and wider.

Change Management Plan

The following steps comprise UKZ’s organization change control process for all projects and will be utilized on the QUADIC project:  Step #1: Identify the need for a change (Any partner) Requestor will submit a change request / official email to the project manager  Step #2: Log change in the change request register (Project Manager) The project manager will maintain a log of all change requests for the duration of the project – He can use the Gantt Chart for this purpose.  Step #3: Conduct an evaluation of the change (Project Manager, Project Team, Steering Committee) The project manager will conduct an evaluation of the impact of the change to cost, risk, schedule, and scope  Step #4: Submit change request to Project team and Steering Committee (Project Manager) The project manager will submit the change request and analysis to the SC for review  Step #5: Steering Committee decision The SC will discuss the proposed change and decide whether or not it will be approved based on all submitted information  Step #6: Implement change (Project Manager)

If a change is approved by the SC, the project manager will update and re-baseline project documentation as necessary as well as ensure any changes are communicated to the team and stakeholders All change requests will be logged in the change control register by the Project Manager and tracked through to completion whether approved or not.

The project management involves two types of meeting: face to face and online meeting. Face to face meeting are a combination of management meeting (steering committee), (Project implementation board) and (Quality Control Board) during the study visits/workshops and training sessions. The study visits/workshops and training sessions are described in the WPs and are budgeted for each partner in the project budget. Minutes of the meeting are going to be distributed accordingly. Online control meetings are planned periodically, the audio of online meetings will be recorded and published in the project platform available to partners.

PLANS FOR THE PROJECT

Communications Management Plan

Please, you will have to be refered to the communication plan adopted for this Project under the dissemination and exploation plan.

Cost Management Plan The Project Manager will be responsible for managing and reporting on the project’s cost throughout the duration of the Project, based on the input provided by contact persons for each partner in the project and as detailed in the Partnership Agreement and the budget. The Project Manager will present and review the project’s cost performance during the scheduled online and face to face project meeting as well as provide status update emails regularly. All budget authority and decisions, to include budget changes, reside with the EACEA as outlined in the grant agreement and guidelines for us of the grant.

Procurement Management Plan The Project Coordinator will provide oversight and management for all procurement activities under this project with a team appointed at the Public University “Kadri Zeka”. This will be applicable for Kosovo partners.

The tender procedures for equipment hardware will take part in national level, centralized by the Project coordinator for Kosovo – UKZ and UET for partners in Albania, having in mind the expertise of UET in implementing a considerable number of tendering procedures under Erasmus+. This will be applicable for the procurement process only, while the signature of the contract between the partner and the provider, as well as the payment/purchase of equipment will be individual by each partner.

609786-EPP-1-2019-1-XK-EPPKA2-CBHE-JP All procurement will be in line with grant agreement and guidelines for use of the grant as well as the EACEA clarification regarding the purchase of the equipment. As specified in the Partnership Agreement, the partner that will implement the tendering process, is eligible to apply either the national procurement rules or PRAG rules (EU tendering rules).

Quality Management Plan Please refer to quality plan adopted for this project. The Quality Plan involved the monitoring and evaluation processed of the project.

Risk Management Plan Every effort will be made to proactively identify risks ahead of time in order to implement a mitigation strategy from the project’s onset. The most likely and highest impact risks were added to the project logical framework to ensure that the assigned risk managers take the necessary steps to implement the mitigation response at the appropriate time during the schedule. Upon the completion of the project, during the closing process, the project manager will analyze each risk as well as the risk management process. Based on this analysis, the project manager will identify any improvements that can be made to the risk management process for future projects. These improvements will be captured as part of the lessons learned knowledge base.
