EXECUTIVE SUMMARY

A. Overview

This annual report presents the status of compliance with the environment management plan (EMP) during the project implementation from 1 January 2019 to 30 June 2020. The key environment issues caused by project construction have been discussed, and corresponding improvement measures and follow up actions have been suggested according to the issues found.

B. Progress in Implementing the EMP

Contractual arrangement. GPMO has distributed the EMP to MPMOs, PIEs and design institutes. The section J of the EMP listed environmental contract clauses for inclusion into tender documents and civil works contracts. These clauses have been included in the bidding documents, civil works contracts. The contractual arrangement is fully in compliance with the EMP.

Institutional setup. GPMO, MPMOs and PIEs have designated environment persons to conduct environment management. EMCs, LIEC and EEM have been recruited to provide guidance and monitor the implementation of the EMP. An environment person has been appointed by each contractor and each supervision company to be responsible for the implementation of environmental mitigation measures and on-site internal monitoring. Each contractor has formulated an emergency response team in response to COVID-19 outbreak. The institutional arrangement is complied with the EMP requirements.

Implementation of mitigation measures. The contractors have prepared site environment, occupational health and safety management plan, especially H&S plan in response to COVID-19 outbreak. These site management plans have been properly implemented by most of the contractors. No environmental pollution, health and safety accident recorded during reporting period. The implementation of mitigation measures complied with the EMP requirements.

COVID-19 risk assessment and H&S plan in response to COVID-19. In response to the official letter from ADB requests necessary action against COVID-19 risk, the GPMO prepared project level COVID-19 risk assessment report (Appendix 4) and requested contactors to prepare health and safety plan (See Appendix 7 for sample H&S plan). These H&S plans have been endorsed by the GPMO. The COVID-19 risk assessment report shows 8

that the COVID-19 outbreak has caused impact on construction schedule, construction workers and communities as well. At present, all counties in the GZAR have been assessed by the government as low risk areas. The risks on the project are slight. Each contractor has developed and implemented H&S plan. All project management staff and construction workers are in good health condition. No one infected by COVID-19 virus. The implementation of H&S plan complied with the ADB safeguard policy.

Internal monitoring. The CSCs, environmental officers of PMOs at all levels and PIEs have been working effectively on the project inspection and supervision with the support of local EPBs and Loan Implementation Environmental Consultant (LIEC). Regular site inspections have been performed by CSCs on a daily basis. The internal monitoring results have been submitted to PIEs for review on a monthly basis. Random site inspections performed by GPMO, MPMOs and PIEs. The internal monitoring is in compliance with the EMP.

External monitoring. It has been planned by the GPMO and PIEs that each PIE will contract one external environmental monitoring company (EMC) one month before civil work construction commencement. Guangxi Hengqin Test Science and Technology Company was recruited in October 2019 to implement environmental monitoring for subproject 1, and the Guangxi Youguang Environmental Monitoring Company was recruited in July 2019 to implement the environmental monitoring program for subproject 2. Both companies have obtained Metrology Accreditation (CMA). The monitoring activities complied with the EMP. The monitoring results showed that all environmental parameters complied with the prescribed standards in the EMP.

Public consultation and GRM. At the project preparation stage, PIEs, design institutes, EIA Institutes have conducted related public consultation activities in accordance to ADB requirements. The GRM has been established and carried out by GPMO, MPMOs and PIEs. All of the subproject public GRM entry points at project sites through erecting bullet board. No complaint has been received during this reporting period. Public consultation and GRM are complied with the EMP.

Training. Environmental officers of GPMO, MPMOs, and PIEs have been working effectively on the project with the support of the Loan Implementation Environmental Consultant (LIEC) and external environmental monitor (EEM). EMP trainings have been provided to related staffs in PMOs, PIEs, contractors and supervisor. During reporting period, a total of 5 environment management trainings were conducted. Three trainings to the contractors were provided by the EEM just after field visits, allowing the trainings focus more on issues identified and corrective actions should be taken. A total of 290 people, including 89 female, from GPMO, MPMOs, PIEs, contractors and CSCs participated in the trainings. Comparing with the environmental training plan proposed in Table EMP-7, the actual trainings conducted is much extensive in terms of training topics, times and number of participants. The 9

participants showed that they are gradually having a good understanding of ADB safeguard policy and EMP requirements.

C. Key issues and corrected actions

There is no key issue identified during this reporting period...

D. Lessons learned

Key lessons learned during the reporting period for environmental management are presented following. These lessons can be referred by other ADB loan projects.

➢ More training is necessary. Though the ADB review missions kept addressing that the environment persons of the GPMO, MPMOs, PIEs, contractors and supervision companies should have certain environment qualification, some of them have no environment education background which means not qualified. It is hard for them to have a good understanding of ADB requirements on implementation of environmental mitigation measures, environment monitoring, inspection, public consultation, reporting and GRM through one or two training events. Moreover, some of the appointed environmental officers who received training sometime left the GPMO, MPMOs, PIEs or construction companies due to personnel changes. The new environment officers are always untrained. Therefore, it is necessary to conduct more training. Extensive training organized by the GPMO and conducted by the EEM in the reporting period showed that the environment persons demonstrated their understanding of ADB requirements from don’t understand to basic understand to good understanding gradually.

➢ Recruit LIEC at an early stage. The Loan implementation environmental consultant (LIEC) was in place 1 year after the project implementation that should be recruited at early stage of the project implementation to provide trainings to GPMO, MPMOs, PIEs and contractors receive training at beginning of the project implementation.

E. Next Steps

Based on the findings of this EMR, there is no significant issue identified. Actions proposed largely related to further strengthen and improve the implementation of the EMP, such as best practice in management of construction sites, more training for capacity building. 10

The actions mostly planned for next reporting period as summarized in Table ES-1. Implementation of these actions will be reported on in the next EMR.

II. INTRODUCTION

A. Purpose of report

The purpose of this environmental monitoring report (EMR) is to describe and assess progress for implementation of the environmental management plan (EMP) for the Guangxi Regional Cooperation and Integration Promotion Investment Program (Tranche 1), for the reporting period 1 January 2019 to 30 June 2020. This EMR is submitted in compliance with the Safeguard Policy Statement (SPS)1 of the Asian Development Bank (ADB) and the loan agreement between ADB and the project executing agency.

This is the second EMR for the project. It covers part of the design, bidding and construction phases of the project. The report describes: (i) institutional setup with respect to fulfilling environmental requirements (ii) implementation of mitigation measures; (iii) monitoring activities; (iv) public consultations (including grievance redress); (v) training and capacity building; (vi) expenditures for EMP implementation (including mitigation, monitoring, and training); (vii) reporting; and (viii) an overall assessment of key achievements, challenges, issues, corrective actions, and lessons learned, during the reporting period.

B. Project outcome, outputs and subcomponents

The project impacts will be: (i) Economic growth potential of border areas in the PRC and Viet Nam realized; (ii) Efficient transport and trade operations along GMS North–South Economic Corridor achieved; and (iii) Economic integration between GZAR and rest of the GMS further strengthened.

The project outcome will be: benefits of regional cooperation and integration in border areas of Guangxi and northern Viet Nam are captured.

Output 1: SME base for cross-border businesses expanded.

i. Providing credit to SMEs in Guangxi in particular in the four border municipalities using financial intermediation loan modality; ii. Supporting GZAR’s pilot of cross-border labor cooperation with Viet Nam by improving training facilities; and

iii. Providing well-designed training programs for local and Vietnamese workers from SMEs in the border areas.

Output 2: Integrated and interoperable cross-border e-commerce platforms for the Borrower and Viet Nam developed.

i. Providing improved common infrastructure for e-commerce enterprises, including common network, common platforms for cross-border transactions, and common data center; and ii. Helping implement measures to improve customs and sanitary and phytosanitary services as they are related to cross-border e-commerce.

Output 3: Key infrastructure and trade-related services in BEZs provided. Improving border trade center conditions in the BEZs to facilitate trade among border area residents of both the Borrower and Viet Nam, and providing better services to the domestic and international tourists.

Output 4: Technical and Institutional Support.

i. Proving Project development advisory support, ii. Project management and capacity building.

Output 1(a) above shall be financed by the FI Loan, while other Outputs are financed by the Loan.

Subcomponents of Tranche 1. The first tranche of the multitranche financing facility (MFF) will cover the most urgent investments in SME development component, cross-border e-commerce component, BEZ infrastructure and services component, and project advisory support for preparation of subsequent tranches. Essentially, the main subprojects to be financed under tranche 1 are:

i. Construction of Fangchenggang Training Center for PRC and Vietnamese Workers and SMEs: Construction of training facilities in the premises of the Fangchenggang City Polytech Vocational School, including training space for automotive repair, machinery, electronics, and trade and commerce. ii. Development of Pingxiang Cross-border Labor Cooperation Demonstration Park: Construction of a PRC–Viet Nam cross-border labor cooperation park, including a skills

development and exchange center for employment and business venturing; training facilities; and office space. iii. Improvement of Training for PRC and Vietnamese Workers and Local SMEs: Preparation and delivery of improved training programs for Vietnamese and PRC workers and local SMEs in the border prefectures of Fangchenggang, Chongzuo, and Baise. iv. Expansion of SME Financing in Guangxi: Establishing partnership with financial intermediaries to provide access to finance to SMEs in Guangxi, specifically to each of the border prefectures of Fangchenggang, Chongzuo, and Baise using FIL modality. v. Development of Smart Port for Longbang Border Economic Zone: Develop a cross- border trade logistics and information service, including a PRC–Viet Nam joint vehicle inspection service, customs clearance and sanitary and phytosanitary service, global multimodal transportation service, global supply chain management service, and cross- border order management services in Longbang BEZ. vi. Expansion of Pingxiang Border Trade Service Center: Pingxiang border trade service center, including warehouses, administration and service building, customs and sanitary and phytosanitary services, platform balance and/or scale and other auxiliary facilities. vii. Project advisory support on Exploring Public-Private Partnership (PPP) Opportunities for Improving Border Services: Project advisory support on PPP options for tranche 2 projects and preparation of PPP projects. viii. Project advisory support on Improving Cross-border Financial Services and Guarantees for Non-commercial Risks: This includes guarantees for non-commercial risks. ix. Project advisory support on Strengthening Business Development Services (BDS) in Guangxi: The project advisory support will undertake a demand analysis of SMEs in border areas for BDS, capacity assessment of SME service centers, and formulate a strategy and action plan for improved BDS services. This will serve as the basis for preparation of a BDS subproject in tranche 2. x. Project management and capacity building support for the executing agency and implementing agencies for project management and implementation.

Civil works. Three subprojects will involve civil works for the construction of training and cross-border trade services facilities in Fangchenggang and Chongzuo. They are:

i. Subproject 1: Construction of Fangchenggang Training Center for Chinese and Vietnamese Workers and SMEs. The subproject is located in the Gangkou in Fangchenggang. It involves the construction of five buildings of 4-6 storeys on the existing Fangchenggang Poly Tech Vocational School campus for training in trade and commerce services, student dormitories, sports management and offices. ii. Subproject 2: Development of Pingxiang Cross-border Labor Cooperation Demonstration Park. The subproject is located in the Youyiguan Industrial Park in Pingxiang City in Chongzuo. It involves the construction of four 4-storey buildings for use as a training center, demonstration center (for product exhibition), skill 14

development and exchange center and offices; and one 6-storey building for staff dormitory iii. Expansion of Pingxiang Border Trade Service Center. The subproject is located in Pingxiang City in Chongzuo. It involves the construction of 13 buildings and facilities of 1 – 3 storeys for use as warehouse, border trade, custom declaration and inspection, banking, payment and account settlement, etc.

C. Project implementation progress

The project became effective on 21 August 2017. As of 30 June 2020, the total progress is 34.28% against the time is 54.11% passed, showing about 20% behind.

The slow progress is calculated based on the whole Loan allocation for T1 which is USD 62.27 million (not including Interest and Commitment Charges). If it is calculated based on the current confirmed loan amount which is about USD 42 million, the progress will be about 51%, which is matched with the time passed.

The project environmental management plan (EMP) is the primary reference document for the government and ADB for all environment-related mitigation, monitoring, reporting, and training activities for the project. Timely and effective implementation of the EMP is a key condition of the loan agreement between the government and ADB. The EMP was prepared as part of the initial environmental examination in 2017. The EMP is being implemented over 2 years, comprising 1 years of construction. The content of the EMP includes: institutional roles and responsibilities for EMP implementation; mitigation measures for environmental safeguard risks; environmental monitoring and reporting; training and capacity building; grievance redress mechanism (GRM); public consultation; cost estimates; and, other information e.g. terms of reference for key positions.

Project institutional arrangements (Section B of the EMP). This section of the EMP describes the roles and responsibilities of relevant agencies for EMP implementation. For this project, the principal person responsible for EMP coordination is the GPMO Environment Officer (Ms. Su Xuanyun, GPMO), acting on behalf of the GPMO. On-site implementation of the EMP is by the project implementing entities (PIEs), contractors, and construction supervision companies (CSCs). Guidance and supervision to the PMO Environment Officer is given by the Loan Implementation Environment Consultant (Mr. Wang Yi from EED, 13966756266) and the external environment monitor.

Potential impacts and mitigation (Section C of the EMP). This section of the EMP summarizes the potential environmental impacts and mitigation measures for the different phases of the project: detailed design and pre-construction phase; construction phase; and operations phase. Table EMP-2 in the EMP summarizes the environmental risks and mitigation measures, and agencies responsible for implementation and supervision of these measures. For this project, the key potential impacts and/or issues of concern are: soil erosion, ecological impacts, water balance, non-point source pollution and due diligence of existing facilities.

Project readiness assessment (Section D of the EMP). This is the first key step prior to the start of project civil works, to ensure that preparations for EMP implementation have been completed.

Environmental monitoring program (Section D of the EMP). The program comprises three types of monitoring: (i) internal monitoring; (ii) external monitoring; and (iii) compliance monitoring Internal monitoring is assessment by the project implementation entities (PIEs ) and/or CSCs to ensure the contractors are implementing mitigation measures as described in their contractual arrangements and EMP. External monitoring is the measurement of specific environmental variables (e.g. air quality, dust levels, noise emissions) to ensure that the construction activities do not exceed the legal parameters and standards specified for the

project. This is being conducted by certified monitoring agencies. It has been agreed that each PIE will hire one external agency. Compliance monitoring is the overall assessment of whether all EMP measures are being complied with, and is conducted by the PMO Environment Officer, supported by the LIEC. This monitoring does not involve quantitative measurement of environmental variables, but is based on visual inspection, site visits, and review of the progress reports for internal and external monitoring.

Institutional Capacity Building and Training (Section E of the EMP). This section of the EMP describes the training program for environmental safeguards, including the recipients and frequency of training (Table EMP-7 in the EMP).

Consultation, Participation and Information Disclosure (Section F of the EMP). This section of the EMP describes the plans for public involvement during construction and operation stages (Table EMP-8 in the EMP).

Grievance Redress Mechanism (Section G of the EMP). This section of the EMP identifies the mechanisms to receive and manage any public environmental and/or social issues which may arise due to the Project.

Costs (Section H of the EMP). This section of the EMP describes the estimated costs for EMP implementation over 5 years. The cost estimates in the EMP include the costs for the mitigation measures, training, and monitoring.

Reporting (Section I of the EMP). This section of the EMP describes the reporting requirements for the project, including the responsible agencies and reporting frequency (Table EMP-6 in the EMP).

Environmental Contract Clauses for Inclusion into Tender Documents and Civil Works Contracts (Section J of the EMP). This section of the EMP lists contract clauses for safeguarding the environment during construction shall be incorporated into all the tender documents and works contracts.

IV. ENVIRONMENTAL MANAGEMENT DURING THE REPORTING PERIOD

This section summarizes the progress made to implement the project EMP during the current reporting period.

A. Project readiness monitoring

Since there are only two civil contracts: FGS-C1 & PX-C2, the project readiness monitoring will only cover these two contracts. The results are shown in Table 2. All of the indicator requirements are in complied with the EMP.

1. GPMO environment officer

In general, the environment officer of GPMO is responsible for coordinating environmental and social monitoring efforts of Government Agencies, and for communicating with IAs/PIEs on the status of Contractors' environmental performance. The GPMO environmental specialist shall (i) provide overall co-ordination and support on environmental aspects of all Tranche 1 subprojects; (ii) support GPMO with preparation of subsequent tranches in compliance with the EARF; (iii) support Bank of Communications, Nanning (BoCOM) with safeguard screening and classification of initial subproject components, and monitor assessment and reporting, particularly for environment Category B subproject components in compliance with the ESMS; (iv) supervise contractors and their compliance with the EMP; (v) conduct regular site inspections. Meanwhile, the environment officer will act as GPMO entry point for the project GRM. Ms. Su Xuanyun (0771-2328628) has been designated as PMO environment officer.

2. PIEs’ environment officer

There are three subprojects involve in infrastructure components (subproject 1, subproject 2 and subproject 6). Subproject 6 has been implemented by domestic funds and the planned loan allocation will be utilized by other new added subproject. Implementing Agencies (IAs) for the two subprojects (subprojects 1 and 2) with infrastructure components are the following project implementing entities (PIEs): The Fangchenggang Poly Tech Vocational School for subproject 1, and the Pingxiang Urban Construction and Investment Company for subproject 2. The PIEs will implement subproject components, administer and monitor contractors and suppliers, and be responsible for construction supervision and quality control, and assisting the GPMO in replying to petitions and /or complaints from affected people. Each PIE has appoint one person on its staff as environmental person (Table 3)

3. Loan implementation environment consultant (LIEC)

LIEC, the environment specialist of the project support team, will be in charge of overall project implementation support and capacity building on environmental safeguards for all subprojects. The LIEC will coordinate with agencies in charge of EMP supervision and monitoring to ensure these activities are carried out in compliance with the project schedule and that no risk of delaying the construction may result from these activities. LIEC will support the PIEs to review the monthly report submitted by contractors and support GPMO with preparation of quarterly project progress reports and annual environmental monitoring report. Mr. Wang Yi from EED is the LIEC of the Project under the GX-CS1 for project management and implementation support. (Table 3).

4. External Environmental Monitoring (EEM)

EEM will review and verify all environment reports, including internal and compliance monitoring reports and the annual environment monitoring report, and prepare an annual environment monitoring verification report. The report should confirm the project’s compliance with the EMP and PRC legislated standards, identify any environment-related implementation issues and necessary corrective actions, and reflect these in a corrective action plan. For this project, an independent external environmental monitoring was recruited in February 2019. (Table 3).

5. Environment monitoring company (EMC)

The Environmental Monitoring Plan is incorporated into the EMP. It defines necessary criteria including environmental monitoring standards, parameter, time, frequency, implementing and supervising institutes and cost estimates towards each component projects. Supervised by Local Environmental Bureau and commissioned by PIEs, all environmental monitoring services will be conducted by a qualified 3rd party environmental monitoring company (EMC). So far, Guangxi Hengqin Test Company and Guangxi Youguang environmental monitoring company have been contracted to conduct environmental quality monitoring for subproject 1 and subproject 2 respectively.

6. Environment person of construction supervision companies (CSCs)

Environment persons of CSCs will have the principal responsibility for observing contractor construction activities, and for ensuring that those activities are accomplished in compliance with the Project's environmental requirements, specifications, goals and objectives. They will ensure coordination at field level with representatives of government agencies in charge of EMP supervision as well as those in charge of control and monitoring activities. During this reporting period, the PIEs have contracted the construction supervision company (CSC) for each contractor. Each CSC has appointed an environment person to undertake internal environmental monitoring and inspection of civil works contracts. (Table 3). All CSCs have construction site environment, health and safety expertise; inspection and monitoring activities are conducted on a daily basis; monitoring results are documented daily in the CSCs logbooks, and in monthly reports submitted to the PIEs.

7. Environment person of contractors

An environment person will be appointed by each Contractor to be responsible for the implementation of environmental mitigation measures and internal monitoring. During this reporting period, corresponding environment persons have been appointed for the work contract of FGS-C1 and PX-C2 that have entered construction stage (Table 3).

Conclusion. The GPMO, MPMOs, PIEs have appointed environment officers to carry out environment management. Each contractor and CSC has appointed an EHS person to supervise the implementation of mitigation measures. EMCs, LIEC and EEM are in place to guide and monitor the EMP implementation. The institutional setup fully complied with the EMP.

C. Environmental design

Incorporation of environmental design has been conducted as presented in Table 4. Technical design of subproject buildings and facilities are incompliance with the National Green Buildings Standard (GB/T 50378-2014). Efficient uses of resources and energy and adaptation to climate changes have been considered. The project design complies with the EMP requirements.

D. Contractual arrangement

In accordance with requirements of the loan agreement and EMP, the following environmental provisions have been clearly listed in the bidding documents and contracts.

General Contract Conditions of the bidding documents have clearly defined as: 1) the contractor shall be responsible for the safety of all activities on the site; 2) the contractor shall take all reasonable measures according to applicable environmental protection laws and regulations to protect the environment on and in vicinity of the site and avoid damages or nuisances to personnel or to property of the public and others resulting from pollution, noise or other causes arising as a consequence of the contractor's acts and/or operation.

General environmental requirement have been included in the particular conditions of the contract (PCC66 and PCC70). Specific environmental requirements including all mitigation measures defined in EMP (Table EMP-2) are included in PCC71.

Particular Conditions of the Contract, NO. PCC66

In connection with the works, the Contractor shall:

• comply with the measures set forth in the Environmental Assessment and Review Framework (EARF) (in so far as these may be relevant to the Contractor's obligations), the Environmental Management Plans (EMPs), the Resettlement Plans (RPs) and the Ethnic Minority Development Plan (EMDP) (to the extent they concern impacts on the respective affected people in accordance with the principles and requirements set forth in ADB's Safeguard Policy Statement (2009) during construction), and any corrective or preventive actions (i) set forth in a safeguards monitoring report prepared and submitted by the Executing Agency to ADB; or (ii) as subsequently agreed between ADB and Executing Agency; • make available a budget for all such environmental and social measures; • provide the executing agency with a written notice of any unanticipated environmental, resettlement, or ethnic minorities risks or impacts that arise during construction, implementation or operation of the Project that were not considered in the EARF, the EMPs, the RPs, and the EMDP; • adequately record the condition of roads, agricultural land and other infrastructure prior to starting to transport materials and construction; and • reinstate pathways, other local infrastructure, and agricultural land to at least their pre-project condition as early as possible but not later than the completion of construction

The Contractor shall comply with all applicable national, provincial, and local environmental laws and regulations. The Contractor shall

• establish an operational system for managing environmental impacts, • carry out all of the monitoring and mitigation measures set forth in the Environmental Assessment and Review Framework (EARF), and Environmental Management Plan (“EMP”) • allocate the budget required to ensure that such measures are carried out, and • Comply with any corrective or preventative actions set out in safeguards monitoring reports that the Employer will prepare from time to time to monitor implementation of the initial 26

The contractors are required to respond to the environmental management and monitoring requirements defined in the EMP. This includes (i) line items must be included in the BoQ for all mitigation and monitoring requirements, and (ii) the BoQ must specify environment, health and safety staffing requirements. The contractor will be required to assign a person responsible for environment, health and safety. And,

(i) there will be no prior access until all preconstruction requirements have been met,

(ii) penalty provisions for any non-compliances, and

(iii) restoration or compensation required for any damage caused due to any non-compliances

Moreover, the section J of the EMP listed environmental contract clauses for inclusion into tender documents and civil works contracts. These contract clauses have been included into the subproject tender documents and civil work contracts.

Conclusion. The contract arrangement complied with the EMP.

E. Updating of the EMP

During the inception mission in August 2018, the GPMO informed ADB that the Subproject 6 has been constructed with domestic resource. Since then, the ADB and GPMO have been guiding the Yuexu Port Construction Project to prepare the need documents for replacement. The updated EMP is one of the documents needed.

The updated EMP has been prepared by the EEM in May 2019 based environmental safeguard due diligence, which including the following: (i) a review of the draft feasibility study report; (ii) a review of domestic environment impact table (EIT); (iii) an assessment of the original EMP which was disclosed on ADB website; (iv) a site visit conducted by EEM; and (v) discussion with key project stakeholders.

For the subproject 1 and subproject 2, since there is no scope or location change, there is no need to update the EMP.

Conclusion. The EMP updating complied with the EMP.

F. Implementation of the project mitigation measures

Environmental Management Plan (EMP) is required to comply with PRC environmental regulations, and ADB’s safeguard policy statement 2009. Environmental Management Plan include various aspects of the project activities such excavation works, selection of camps, noise hazard, chemical hazard, flora and fauna of the project, health aspects, ground water, waste water disposal and reporting procedures. The EMP is standalone document used by the Contractor in the field to manage the environmental aspects during the construction phase of the project. The Consultant will ensure the fully implementation of EMP, in case if Contractor fails to rectify the damage, the Engineer warn the Contractor for immediate mitigation.

During reporting period, two subproject civil work contracts are under construction.

Based on Table 3: Of the mitigation measures proposed for construction stage in the EMP, most measures are being implemented; 1 measure for interior fit-out work is not yet due, 1 measure that to erect 8km/h speed sign for unpaved was not implemented by FGS- C1 contractor.

Conclusions and next steps. Most mitigation measures have been/being implemented and the project is generally in compliance with the EMP requirements. Next steps include:

➢ FGS-C1 contractor erect speed limit sign at unpaved area to reduce dust once the project site levelled.

➢ Further strengthen the supervision and inspection, and the contractors need to take some necessary environmental protection and safety measures for the construction material stockpile, such as covering canvas, etc.

➢ The contractors need to strengthen the maintenance of fuel mechanical equipment and vehicles. It is forbidden to use scrapped vehicles and obsolete equipment to reduce the emission of exhaust gas.

G. Implementation of the COVID-19 Prevention and Control measures

In response to the official letter from ADB requests necessary action against COVID- 19 risk, the GPMO prepared project level COVID-19 risk assessment report (Appendix 4) and requested contactors to prepare health and safety plan (See Appendix 7 for sample H&S plan). These H&S plans have been endorsed by the GPMO. Summary COVID-19 risk assessment and implementation of the H&S plan are presented below.

The prevention and control of the COVID-19 mainly involves 2 sub-projects, of which sub-project 1 Fangchenggang Polytechnic Vocational School Sino-Vietnamese Labor Skills Training Base Project and Sub-project 2 The pilot project of Sino-Vietnamese cross-border labor cooperation in Pingxiang City involves the civil engineering of the project.

Since the COVID-19 outbreak in December 2019, the civil work construction was suspended from January to March 2020. The project sites re-opened on March 3, 2020.

In accordance with the national, provincial and municipal policies and regulations on the prevention and control of COVID-19 during resumption of work, each sub-project has formulated its own work plan for the prevention and control of COVID-19. According to the 35

respective project requirements, strict prevention and control measures have been adopted to ensure that there are no one infected by COVID-19 within the project area, ensuring the orderly development of project construction and port park work, and the health and safety of employees. The effectiveness evaluation of COVID-19 prevention and control is presented in Table 6.

Conclusions and next steps. Most mitigation measures are being implemented and the project is generally in compliance with the EMP requirements. All of the construction workers are in good health condition. None of the management staff, construction workers and residents in adjacent to the construction site was infected by COVID-19. Next steps include:

➢ FGS-C1 contractor invite local health departments to provide training to construction workers on communicable diseases, especially COVID-19.

H. Implementation of the project monitoring program

The following environment safeguard monitoring was conducted in the reporting period: internal monitoring, external monitoring, and compliance monitoring. Summary data of external monitoring are presented in Table 8. Raw data are in Appendix 2. Photographs from site inspection and monitoring activities are in Appendix 3. A summary of the monitoring activities is presented here.

1. Internal monitoring

Regular site inspections have been performed by Environment Person of contractors and CSCs on a daily basis. The internal monitoring results have been prepared by the CSCs and submitted to PIEs for review monthly.

Random site inspections performed by GPMO, MPMOs, PIEs, LIEC and EEM. During site inspections if any non-compliance/violation observed, conveyed to the Contractor for immediate compliance through letters, emails, and field memos and during meetings.

In case of the matter is not resolved by the contractor HSE staff, then chief of contractor notified about the issue through the HSE for prompt action.

2. Environmental Quality Monitoring

Two environmental monitoring companies have been contracted to conduct environmental quality monitoring for subproject 1 and subproject 2 respectively. During reporting period, the environmental quality monitoring activities are as follows and detail monitoring results are presented in Appendix 2.

a. Environmental quality monitoring for subproject 1

Guangxi Hengqin Test Science and Technology Company were recruited in October 2019 to implement the environmental monitoring program. The company is a third-party testing organization with environmental monitoring ability and qualification. It has obtained China Metrology Accreditation (CMA). The company conducted initial site visits and sampling on 29 to 30 October 2019, then completed the first monitoring report on 4th November 2019. After that, monthly environmental monitoring is being conducted, except February 2020 when the construction sites were lockdown due to impact of COVID-19 outbreak.

• Monitoring locations. Same as defined in Table EMP-4 in the EMP.

• Monitoring item. Same as defined in Table EMP-4 in the EMP.

• Monitoring parameters. Same as defined in Table EMP-4 in the EMP.

• Monitoring frequency and duration. The Table EMP-4 requirement: 2 consecutive days (24-hr) per month until a PCR is issued. Actual: 3 consecutive days (4 times per day) per month. The actual frequency and duration are slightly different with that defined the Table EMP-4.

According to the data presented in Appendix 2, air quality at all monitoring points complied with the specified standards (Grade II of the Ambient Air Quality Standard, TSP daily average of 300µg/m3). The results show that the contractors have taken appropriate mitigation measures and the impacts on the air quality are acceptable.

According to the data presented in Appendix 2, noise level at all monitoring points complied with the specified standards defined in Table EMP-5. (Emission Standard of Environmental Noise for Boundary of Construction Site (GB 12523-2011, 70 dBA). The results show that the contractors have taken appropriate mitigation measures and the impacts on the noise level are acceptable.

b. Environmental monitoring for subproject 2

The Guangxi Youguang Environmental Monitoring Company was recruited in July 2019 to implement the environmental monitoring program for subproject 2. The company conducted initial site visits and sampling on 7-9 July 2019 for baseline monitoring, and then conducted monthly monitoring during construction.

• Monitoring locations. The Table EMP-4 in the EMP requirement: 1 site at Bannan village. Actual monitoring: except the Bannan village, another residential area was also monitored. Moreover, noise level at four boundaries of construction site was also monitored.

• Monitoring item. Same as defined in Table EMP-4. 45

• Monitoring parameters. Same as defined in Table EMP-4.

• Monitoring frequency and duration. The Table EMP-4 requirement: 2 consecutive days (24-hr) per month until a PCR is issued. Actual: 3 consecutive days per month. The actual frequency and duration are slightly different with that defined the Table EMP-4.

The maximum noise monitoring value of the construction site is 69.7 dB(A) which is close to the standard limit of 70 dB(A).

Compliance monitoring. The external environment monitor (EEM) was recruited in February 2019. During the reporting period the EEM: (i) conducted three visit to subproject sites; (ii) assisted the PIEs in contracting external ambient environmental quality monitoring companies; (iii) assisted the PMOs and PIEs in selecting new subprojects; (iv) reviewed project progress and compliance with the EMP; (v) held discussions with the GPMO, MPMOs’ environment officers and PIEs on the establishment of the GRM and implementation of the EMP; and (vi) assisted the GPMO environment officer in preparing the first EMR to ADB.

Conclusions and next steps. During the reporting period, all environmental parameters complied with the prescribed mitigation measures and monitoring standards in the EMP (Table 8).

Next steps include:

➢ The maximum noise level at boundary of subproject 2 construction site reaches 69.7 dB(A), which is close to the standard limit of 70 dB(A). It is suggested to arrange the construction time reasonably and avoid the rest period of the surrounding residents.

I. Public consultations and grievance redress mechanism

1. Public consultation

Public consultation conducted includes EIA public opinion survey, socioeconomic and AP surveys, public consultation meeting, questionnaire survey and site visits organized by the PIEs, Design Institutes, EIA institutes and the PPTA team during the project preparation period. Public consultation was conducted in each of the project city as an ongoing element in the development of the components, and its outcome are described in Chapter VII of the IEE. These activities were carried out following the PRC National EIA Technical Guidelines and ADB SPS (2009) and Public Communication Policy (PCP, 2011).

The public consultation plans during construction and operation period have been prepared in the project preparation stage, which are presented in the Table EMP-8 in the EMP.

During construction, information disclosure has been achieved primarily through the bulletin boards erected at each construction site (see Appendix 3 for photos of bulletin boards), as required by Chinese law. The bulletin boards contain a description about the project, layout map, construction safety, labor standards, environmental and health standards, name of the contractor(s) and names and contact information of the on-site managers and company executives. Public complaints can also be lodged through the 24- hour hotlines of the municipal and county EPBs in the three project cities (“12369” – common number country-wide). The municipal and county EPB also have online complaints gateways in their webpages.

Conclusions and next steps. During the reporting period, the PIEs conducted informal public consultation with the residents adjacent to the subproject sites. However, there is no record, such as list of participants, photos and etc., to document the consultation process, number of people, issues raised and corrective actions needed.

2. Grievance redress mechanism (GRM)

A project-specific grievance redress mechanism (GRM) has been developed. The GRM entry points include the entire designated environment persons listed in Table 12, the school affairs office of Fangchenggang City Poly Tech Vocational School for subproject 1, and the Nalou village and Bannan village committees for subproject 2. Moreover, the 49

government hotline (12345) and Local EPB hotline (12369) will also act as GRM access points.

The external environmental monitor consultant has provided trainings on GRM to the GPMO, IAs/PIEs, contractors and supervision companies in 2019. During reporting period, no complaint was received. If there are any petitions and/or complaints, the related agencies will make records in accordance with Table 10 Error! Reference source not found.below.

J. Training and capacity building

Between 1 January 2019 and 30 July 2020, a total of 5 environment management trainings were conducted (Table 11). The trainings include 2 trainings during ADB review missions in February and October 2019, one 2-days training workshop organized by GPMO in Nanning, two half-day trainings during field visits to subproject 2 construction site in Pingxiang City and one half-day training during field visits to subproject 1 construction site in Fangchenggang City.

A total of 290 people, including 89 female, from GPMO, MPMOs, PIEs, contractors and CSCs participated in the trainings. At the end of each training session, participants were given half hour to ask questions so that the trainers could clear understand what should be done and how to follow-up.

Conclusions and next steps. Comparing with the environmental training plan proposed in Table EMP-7, more training have been conducted by the GPMO and EEM in terms of training topics, times and participants.

➢ With the progress of subprojects, more training will be held by the LIEC to the contractors and CSCs focus on the issues identified during field inspection and corrective actions need to be taken.

➢ More training will be held to PIEs by the LIEC on the project completion report (PCR) preparation, and monitoring requirements for trial operation and operation phase.

K. Costs of EMP implementation during the reporting period

An estimation of the total costs spent to implement the EMP is difficult, because (i) the costs are spread across the PMO, contractors, CSCs, LIEC, and external monitoring agencies; (ii) the costs for environmental management are usually included within the lump sum contract amounts between the PMO and contractors or other agencies. However, an estimate of total costs spent to date includes was made in Table 12.

Based on these estimates, the total amount spent to date for implementation of the EMP is approximately USD 732,000.

L. Compliance with loan and project assurances

The loan agreement and project agreement between the government and ADB includes 9 assurances (or “covenants”) for environmental safeguards and/or related to environmental issues (Appendix 1). These relate to the timely and effective implementation of the EMP, as well as project-specific assurances tailored to the current project. Compliance with these assurances is a condition of the loan and project agreements. For the current reporting period: all of the assurances complied or being complied with the loan agreement and project agreement.

M. Reporting

The project reporting requirements for environmental safeguards are summarized in Table 7 and comprise: i) progress reports from contractors and CSCs to the PMO; (ii) progress reports on external monitoring from an environmental monitoring agency to the PMO; (iii) environmental monitoring reports (EMRs) from the PMO to ADB.

N. Issues for follow-Up documented in the missions undertaken during the current reporting period

On 14-17 October 2019, a midterm review mission from the Asian Development Bank visited Nanning, Guangxi Zhuang Autonomous Region (GZAR) to review the project progress, including the status of EMP implementation. Environmental issues described in the mission memorandum of understanding (MOU), and corrective actions taken, are summarized in Error! Reference source not found..

V. LESSONS LEARNED

Key lessons learned during the reporting period for environmental management were:

➢ More training is necessary. Though the ADB review missions addressed that the environment persons of the GPMO, MPMOs, PIEs, contractors and supervision companies should have certain environment qualification, there are still some of them are not qualified. It is hard for them to have a good understanding of ADB requirements on implementation of environmental mitigation measures, environment monitoring, inspection, public consultation, reporting and GRM through one or two training events. Moreover, some of the appointed environmental officers who received training sometime left the GPMO, MPMOs, PIEs or construction companies due to personnel changes. The new environment officers are always untrained. Therefore, it is necessary to conduct more training. Extensive training organized by the GPMO and conducted by the EEM in the reporting period showed that the environment persons demonstrated their understanding of ADB requirements from don’t understand to basic understand to good understanding gradually.

➢ Recruit LIEC at an early stage. VI. NEXT STEPS

Based on the findings of this EMR, there is no significant issue identified. Actions proposed largely related to further strengthen the implementation of the EMP, such as best practice in management of construction sites, more training for capacity building. The actions mostly planned for next reporting period as summarized in Table 14. Implementation of these actions will be reported on in the next EMR.

APPENDIX 1. COMPLIANCE WITH ENVIRONMENTAL ASSURANCES

This appendix lists the environmental safeguard assurances for the project and the status of compliance with these assurances during the reporting period.

1. Environmental monitoring company (EMC)

Guangxi Youguang Environmental Monitoring Company was contracted to conduct ambient environment monitoring for the subproject. It was certified as a metrological certification accreditation (CMA) in June 2018. It is a third-party environmental monitoring company with service scope of comprehensive environmental monitoring.

A. INTRODUCTION

The coronavirus disease (COVID-19) outbreak is the most widespread global epidemic disease that humankind has encountered in the past hundred years. It is a crisis and severe test for the whole world, and human life, health and safety are facing a major threat.

The COVID-19 outbreak has brought great health and safety risks to the whole world. Similarly, it also brings potential health and safety risks to the construction projects financed by the ADB. The COVID-19 outbreak was not anticipated at project appraisal stage and is thus not reflected in any of the projects’ safeguards instruments, most importantly the environmental management plan (EMP). In accordance with the Asian Development Bank’s (ADB) Safeguard Policy Statement and the loan/grant/financing agreement between ADB and the borrower, the borrower is required to assess implications of unanticipated risks and impacts; and to identify and implement necessary risk mitigation measures.

The COVID-19 risk assessment and health and safety plan is prepared in accordance with the requirements of ADB's policy guarantee statement (2009), and the PRC laws, regulations, technical specifications and plans for the prevention and control of COVID-19 formulated by governments at all levels in the place where the project is located.

• Prevent imported cases. For personnel from high-risk, medium-risk areas and overseas, health management should be done in accordance with the requirements of the GZAR; for personnel from low-risk areas, if the temperature test is normal, they can resume to work, no more barriers should be set up, and no pre-job isolation.

• Strict employee health management. Strengthen personnel access management, implement the Guangxi Health Code system, and monitor body temperature at the entrance of office or construction site.

• Maintain daily ventilation. Keep the workplace ventilated no less than 3 times a day, each time no less than 30 minutes; when conditions permit, natural ventilation should be maintained.

• Strictly disinfect the workplace. Set up hand-washing facilities or be equipped with non-washing disinfection supplies in workplaces; arrange for specialized personnel to clean and disinfect more than twice a day on public places such as entrances and 101

exits, business halls, counters, tables and chairs, self-service facilities, toilets, corridors, and public contact items.

• Reduce personnel gathering activities. Minimize people going out and gathering, reduce collective activities, and maintain air circulation in indoor gathering places; minimize unnecessary meetings, and meetings that really need to be held should be as small as possible. Strengthen the management of collective meals for employees, strengthen the cleaning and disinfection of recyclable tableware, and use disposable tableware if they do not have the disinfection conditions. Employees should avoid sitting face-to-face and not talking to each other during dining.

• Strengthen staff dormitory management. Under the premise of taking effective measures to ensure air circulation in the dormitory of employees/workers, and cleaning and disinfection in place.

• Normally carry out health education. Conduct training on prevention and control such as personal protection and disinfection, guide and urge employees to increase their awareness of protection, implement personal protection requirements, develop the habit of frequent hand washing, and cover their mouth and nose with a tissue when sneezing or coughing.

• Personnel health protection. Employees and workers engaged in operations related to hazards such as exposure to dust and chemical poisons shall wear masks and other personal protection.

• Strengthen emergency response to the epidemic. Develop emergency plans, improve emergency response capabilities, ensure early detection, early reporting, early isolation, and early treatment of COVID-19 infections, suspected and confirmed cases, and prevent cluster epidemics from occurring and spreading.

• Responsibilities of all relevant personnel on construction sites to prevent and control the epidemic. (i) Manager of contractor is the first person responsible for the COVID- 19 prevention and control, designating a special person for management of COVID- 19 prevention and control, implementing daily prevention and control measures. (ii) Supervision company and subcontractors shall assist in the implementation of project COVID-19 prevention and control measures, and be responsible for the COVID-19 prevention and control of their staff. (iii) The IA shall coordinate and organize all parties involved in the construction to implement their respective responsibilities, and inspect and supervise the contractors, supervision companies, and other related parties to implement the COVID-19 prevention and control measures.

• The contractors must sign a responsibility letter with the local people's government 102

for the prevention and control of COVID-19.

• Implement closed management on construction sites. Effectively strengthen the order maintenance of construction sites, and ensure that the work area, living area isolated from the outside. As far as possible, the construction site should only open one entrance and exit, and set up temperature detection points for entering and exiting personnel. All personnel and vehicles entering and leaving the construction site shall be registered, and the entry of irrelevant personnel shall be strictly controlled. Those with suspected symptoms such as fever and cough are not allowed to enter the construction site

• Strengthen education on prevention and control knowledge. Incorporate relevant epidemic prevention and control knowledge education into the on-site and daily pre- job education, post epidemic prevention and control posters at prominent locations on the construction site, or conduct publicity through WeChat, broadcasting, etc., to enhance the self-prevention and control awareness and personal protection of construction workers ability

• Ensure that there are adequate protective materials. According to the scale of the project and the actual situation of the number of workers returning to work, each construction site shall be equipped with a corresponding number of body temperature testing instruments, disinfection supplies, disposable medical masks and other protective equipment, and establish an anti-epidemic material reserve and use account to ensure sufficient anti-epidemic materials are in place.

• Implement a review system for resumption of work. Projects that really need to resume work must meet the conditions set by the GZAR housing and urban-rural construction department, and can only be resumed with an approval.

• Strengthen the management of construction workers. No large meetings are held at the construction site. For workers who have come from or have been to high risk areas and their close contacts, all measures such as medical observation and isolation should be strictly implemented. For workers who are still in high risk areas, it is necessary to persuade them to stay there temporarily and not return to work until the epidemic is eliminated.

• Strictly manage construction sites. Set up full-time hygienists; establish daily health monitoring accounts for personnel, set up temperature detection points in the construction work area. Those with suspected symptoms should be immediately isolated and reported to the local epidemic prevention and control department. All personnel entering the site must take personal protective measures, wear masks, safety helmets, safety belts and other safety protection. Workers shall maintain a safe distance of 1.5 meters or more, and try to avoid large-scale group operations. Clean and rectify the construction site environment on a regular basis. When vehicles that distribute materials and supplies enter the construction site, the driver shall not leave the cab without authorization, and the project department shall arrange for the personnel on the site to receive, load and unload construction materials. Existing facilities shall be used to set up a separate isolation observation area for the temporary isolation and observation personnel.

• Strengthen the management of living areas. Clean, ventilate and disinfect the office, dormitory, canteen, bathroom, toilet and other personnel gathering areas or public 103

areas on the construction site every day. Sanitary sewage septic tanks must be disinfected and epidemic prevention work. If the conditions are not available, special sewage collection devices must be set up, and transfer, discharge management, disinfection, and epidemic prevention work must be done. Set up special designated collection bins for special hazardous garbage such as discarded masks. Workers’ dormitories should be set up to meet the requirements for epidemic prevention and control, and lodging staff should try to avoid excessive crowds. Strictly implement the requirements of hygiene standards for food procurement, processing, and storage, do not eat wild animals, and do not slaughter or dispose of poultry at construction sites during the epidemic prevention and control period, so as to ensure food safety. The canteen on the construction site should adopt meal-sharing measures to reduce the hidden dangers of the spread of the epidemic caused by the gathering of people.

• Strictly implement the epidemic information reporting and on-duty system. Establish a daily reporting system for epidemic prevention and control. From the date of resumption of work, the project will implement a "zero reporting" mechanism, report daily epidemic prevention and control to the local construction department. Strictly implement the 24-hour on-duty system, keep abreast of the situation on the site in time, and deal with and report the epidemic in time as required.

C. PREVENTION AND CONTROL, AND MITIGATION MEASURES

1. PRC COVID-19 Prevention and Control Strategy

a. Precise control according to risk level

The PRC COVID-19 Prevention and Control Plan is an important regulatory document in China. It guides the whole country to implement the district/county classification and precise prevention and control of COVID-19 outbreak. Taking counties (districts) as the unit, according to the comprehensive study and judgment of population and incidence, the risk level of each county is scientifically assessed, and the hierarchical prevention and control strategy is defined. Risk levels (high, medium and low) for each county/district are dynamic analyzed and assessed, and timely adjusted.

Risk classification. COVID-19 risks area have been classified into three levels:

• Low-risk area: with no confirmed cases, or no new confirmed cases for 14 consecutive days;

• Medium risk area: there are new confirmed cases within 14 days, and the cumulative number of confirmed cases is not more than 50; or the cumulative number of confirmed cases is more than 50, and there is no clustering epidemic within 14 days

• High risk area: the total number of confirmed cases was more than 50, and there were clustering outbreaks within 14 days

At present, the State Council and the National Health Commission jointly publish the epidemic situation every day and monitor the epidemic risk level in real time. Individuals can query the epidemic risk level of each county or city through the State Council website or mobile phone. http://bmfw.www.gov.cn/yqfxdjcx/index.html.

According to the query results on 23 July 2020, the epidemic risk levels of all cities and counties involved in the project are low-risk areas. And according to Guangxi Leading Group for COVID-19 Prevention and Control, all of the 111 counties/districts have been classified as low-risk area since 10 March 2020.

COVID-19 control strategy. Different strategy has been formulated for different risk areas as following:

• In low-risk areas, implement the strategy of “prevent imported cases”, and prepare to fully resume work and production. Prevention measures are mainly include: (i) strengthen the follow-up management of people in and out high-risk areas, and 105

conduct health monitoring and services. (ii) supervise and guide urban and rural communities, government agencies, enterprises and institutions to strictly implement community prevention and control measures, do a good job in environmental sanitation, and popularize public disease prevention knowledge and protection skills

• In medium-risk areas, implement the strategy of "prevent imported cases and spread within the county” to restore normal production and life order as soon as possible. In addition to the various measures for low-risk areas, implement much measures including: prepare for medical treatment, disease prevention and control related personnel, materials, places, etc., and conduct isolation medical observation and management of close contacts. (ii) taking school classes, building units, factory workshops, workplace offices, etc. as the smallest units, using case discovery, epidemiological investigations and epidemic analysis as clues, reasonably determine the places and personnel for prevention and control management, and implement targeted prevention and control measures. (iii) Townships, sub-districts, and urban and rural communities without confirmed cases can take prevention and control measures with reference to low-risk areas.

• In high-risk areas, implement the strategy of “strict control to prevent spread”. In additional to the measures for medium-risk areas, implement much strict measures including: (i) stop gathering activities, and implement regional traffic control after approval in accordance with the law and procedures. (ii) taking the county as a unit, a comprehensive investigation of fever patients, timely treatment and management of suspected cases, confirmed cases and asymptomatic infections, and isolation of close contacts for medical observation.(iii) disinfect the relevant places in urban residential communities (rural natural villages) where community-borne or clustered epidemics have occurred, and adopt control measures such as restricting the gathering, entry and exit of people.

b. Public Health Emergency Response Level

According to PRC National Overall Emergency Plan for Public Emergencies issued by the State Council on January 8, 2006, different levels of emergency response are mainly reflected in different responsibilities of government at all levels.

Classification of Public Health Emergency Response Levels in PRC

Level Emergency Response and Responsibility

Level I In the event of a particularly significant public health emergency, the provincial emergency response headquarters will organize and coordinate emergency response work within its administrative area in accordance with the decision deployment and unified command of the State.

Level II In the event of a significant public health emergency, the provincial emergency response headquarters immediately organized command members and experts to conduct analysis and judgment, and conduct a comprehensive assessment of the impact of the public health emergency and its development trend. The provincial government shall initiate a second-level emergency response, and issued the order to start relevant emergency procedures to all relevant units. The provincial headquarters immediately dispatched a working group to the site of the incident to carry out 106

emergency response work, and promptly reported the relevant situation to the State Council and its relevant departments. In accordance with the unified deployment of the provincial headquarters, the governments at all levels where the incident occurred organized and coordinated the emergency command organization of the public health emergency at the same level and its related member units to carry out emergency response.

Level III When major public health emergencies occur, the emergence response headquarters of prefecture-level cities and counties/district administrated by province immediately organize members and experts of various units to analyze and judge the impact of the incident and its development trend In a comprehensive assessment, the prefecture- level government decides to initiate Level III emergency response, and issues an order to initiate relevant emergency procedures to all relevant units. When necessary, the Provincial Health Commission dispatched a working group to the place where the incident occurred to guide the prefecture-level cities or counties administrated by province to do relevant emergency response work.

Level IV In the event of a general public health emergency, the emergency response headquarter of counties/districts (excluding those administrated by the province), immediately organizes members and experts of each unit to analyze and judge, The impact of the incident and its development trend are comprehensively assessed, and the county-level people's government decides to initiate a level IV emergency response, and issues an order to initiate relevant emergency procedures to all relevant units. necessary

Health Emergency Response Level in Guangxi. In 24 January 2020, based on the Emergency Response Plan for Public Health Emergency in GZAR, the GZAR government declared to launch level 1 public health emergency response to the outbreak of COVID-19. The emergency response level of public health emergencies in GZAR was. downgraded from level 1 to level 3 in 24 February, 2020.

2. Prevention Practices and Mitigation Measures for Management Staff

Prevention practices and mitigation measures for project management staff include:

• Before returning to work, disinfect and sterilize the working areas, and then once every three days. Special personnel should be assigned to disinfect the key areas, such as dressing rooms, offices, domestic waste stacking places and smoking spots, once a day in the morning and evening.

• Every day before entering the office building, take a temperature check and wash hands in the bathroom.

• Try not to take public transport, and it is recommended to walk, ride, or take private cars and buses to work. If employees have to take public transport, must wear a mask throughout the journey, and avoid touching objects in the vehicle with your hands, wash hands with hand sanitizer after getting off the bus.

• For employees who take private cars, it is recommended to wipe the interior and door handle with 75% alcohol once a day.

• Do not spit. When cough or sneeze, cover mouth and nose with tissue or arm (not palm). Wrap the waste of protective mask and mouth and nose secretions with tissue and put them into the special covered medical waste barrel.

• Normal return to work staff to do a daily temperature measurement, and physical self-examination, once there is fever, fatigue and other abnormal conditions, immediately report to the management and go to the hospital for medical treatment.

• Disinfectant hand sanitizer, soap, alcohol cotton ball or disinfectant wipes shall be set in toilets and canteens

• Before and after taking off the mask, eating, defecation, wash hands with running water or wipe with alcohol cotton ball.

• The guard, service personnel, cleaning and greening personnel must wear masks and rubber gloves, and the above protective articles shall be replaced every day.

• Keep windows open for ventilation in offices, meeting rooms and other crowded places, at least twice a day in the morning and in the afternoon, 30 minutes each time.

• During the epidemic prevention period, the number of people participating in group activities and large-scale meetings will be temporarily cancelled or controlled, and business trips and gatherings will be reduced or stopped as far as possible.

• It is recommended to bring food or tableware. In case eat outside, pack food as far as possible and return to the work station for dining.

3. Prevention Practices and Mitigation Measures for Workers

a. Resumption of the works and precaution measures

Following measures should be implemented before resumption of work .

• Develop H&S plan, develop H&S Plan, setup institutional and responsibilities for H&S Plan implementation

• Management of construction workers. Implement "one person, one file" management system. The contractors shall contact the returned personnel from other places in advance to understand the dynamics and physical health of the returned workers.

• Prepare sufficient epidemic protection materials. Enterprises (projects) shall, according to the needs of epidemic prevention, provide employees with protective articles such as masks, gloves, thermometers, hand sanitizer, disinfectant, alcohol and other disinfection articles, set up isolation rooms, and 108

purchase emergency equipment such as protective clothing, goggles and medical equipment. Qualified enterprises (projects) can connect with the competent departments of the industry, contact the necessary medical staff, and prepare for emergency response.

• Carry out comprehensive disinfection in the construction sites. Before resuming work, the contractors entrusted professional disinfection organizations to disinfect the office places, canteens, dormitories, toilets and construction areas to be resumed.

• Arrange construction plan reasonably. The contractors should scientifically arrange the construction plan during the epidemic period, implement decentralized construction, and reduce the aggregation construction area as far as possible.

• Develop Emergency Response Plan. The contractors develop emergency response plan, set up an epidemic prevention and control leading group with the project manager as the team leader at the construction site, organize and set up special work teams, and specify several site health specialists, as well as their responsibilities, institutions and division of labor. (ii) Temporary isolation room has been set up with good ventilation, such as bed, stool, thermometer, dirt bucket, etc. (iii) If the temperature is higher than 37.3 , the site health officer will register the relevant information (including name, ID card number, permanent residence, current residence and contact information)℃ and take them to the temporary observation room to contact the local community medical staff immediately. And report to the construction competent department and its entrusted construction safety project supervision organization. (iv) If suspected cases are found in the construction site, the construction site shall be closed down and measures shall be taken by the local health and epidemic prevention department. The person in charge of the construction site shall immediately pacify the site personnel and register the information of the personnel.

Application for construction site resumption. (i) The PIUs filled in the record form of construction project construction site resumption. (ii) The contractors and the supervision company evaluated the COVID-19 prevention and control measures at the construction site. (iii) The PIUs submitted the application to the local construction administrative department and get the approval.

Consultation and disclosure. Prior to the start of the construction, the PIEs and contractors consulted with the representatives from the nearby communities of the re- opening of construction sites. The communities were informed the contractors’ construction plan and arrangement, COVID-19 prevention plan to make them aware of the project activities and management in coping with COVID-19 risks.

b. Work site prevention

Detail measures include:

• Disinfection. Disinfect key workplaces twice a day.

• Access management of construction sites. Each contractor and supervision company assigns special personnel to strictly manage all the entrance to the subproject construction site, office building and dormitory. Real name registration management shall be implemented for workers on construction site. Personnel irrelevant to the project are not allowed to enter.

• Body temperature test. The contractors arrange special personnel with infrared thermometer to detect and record the body temperature of all personnel entering office building or construction site. Only those body temperature is normal are allowed to enter.

• Isolation. Where possible, contractors shall provide isolation room with necessary medicines and protective materials to construction workers, and cooperate with disease control departments to carry out isolation observation and tracking management. The contractors shall establish contact with the medical institution nearby to ensure that the staff and construction workers can receive timely treatment or medical service.

• Workplaces shall be kept ventilated. When conditions permit, natural ventilation is preferred. In case of air conditioning is used, air supply systems are checked daily to ensure safe and sufficient. All exhaust air is directly discharged to the outside, and the return air channel shall be closed when air conditioning is not used.

• Reduce staff gathering and collective activities. Guide employees and workers to line up orderly when using passageways, elevators, stairs and smoking areas, keep proper spacing, and do not talk to others when smoking. Numbers of meetings are reduced and meeting time and scale has been shortened. Air circulation shall be properly maintained in the conference room, and where possible video or telephone meetings are applied.

c. Canteen and work camps management

• Canteen. Non kitchen personnel are forbidden to enter the operation area and contact with food materials.

• Regular inspection and supervision of canteen food hygiene, canteen staff must hold a valid hygiene license.

• Measured the body temperature of the canteen staff every day.

• The kitchen staffs are required to wear personal health protective equipment before operation.

• The travel information of the purchasing personnel was registered and recorded, and the source of the purchased food materials was traceable

• The kitchen operation tools such as pot, chopping board, cutting tool, shovel and spoon should be sterilized and disinfected every day.

• Take measures to off peak dining, and take non-contact measures when taking meals and paying by card 110

• Implement the serving of individual dishes. • Appropriately extend the dining time in the canteen, implement staggered peak dining, and use lunch boxes and scattered meals when possible.. Cleaning and disinfection of recycled tableware, and disposable tableware shall be used if there is no disinfection condition. Employees and construction workers are required to avoid sitting face to face and not talking to others when eating.

• Supervise the dining staff to wash their hands before meals, eat in the ventilated place, avoid cross infection, and strictly control.

• Control the number of people eating in the canteen in the same period.

• Work camp. In principle, there are no more than 6 people in each dormitory, with an average of no less than 2.5 square meters.

• The dormitory shall be kept clean, and ventilated.

• Clean and disinfect dormitory public areas such as toilets and bathrooms every day.

• The public areas such as toilets and bathrooms are equipped with hand sanitizer and disinfectant.

d. General Hygiene

• Ensure the normal operation of hand washing and other facilities. Regular and thorough handwashing with soap and water or hand hygiene with alcohol-based hand-rub before starting work, before eating, frequently during the work shift, especially after contact with co-workers or customers, after going to the bathroom, after contact with secretions, excretions and body fluids, after contact with potentially contaminated objects (gloves, clothing, masks, used tissues, waste), and immediately after removing gloves and other protective equipment but before touching eyes, nose, or mouth.

• Hand hygiene stations, such as hand washing and hand rub dispensers, should be put in prominent places around the workplace and be made accessible to all staff, contractors, clients or customers, and visitors along with communication materials to promote hand hygiene.

• Clean and disinfect the working and living places. The workplace, canteen, elevator, toilet, hand washing basin, commuting tools and other public areas and related articles shall be regularly disinfected by special personnel. The frequent contact parts such as elevator button and door handle shall be disinfected properly.

e. Cleaning and Waste Disposal

• Construction site should be kept clean. Garbage removal and transportation should strictly comply with the corresponding health regulations. The garbage should be stored in the designated place in a centralized closed way, and should not be placed in the open air for a long time. It should be cleaned up regularly. Workers should wear masks when clearing and transporting, and keep a social distance of more than

2 meters.

• Where masks are used, whether in line with government policy or by personal choice, it is very important to ensure safe and proper use, care and disposal. Special recycling bins for masks shall be set up in public areas.

f. Redesigning and shift of the work processes

• When possible, the contractors shall assign the tasks that can be completed by less person.

• During the task assignment, the working time in the enclosed space should be reduced as much as possible. When more than one person must work at the same time, check whether PPE is properly distributed and worn.

g. Medical security and services

• Construction site and each work camp should be equipped with electronic thermometer, disinfectant, N95 masks, disposable face mask, emergency rescue vehicle, medical gloves, hand sanitizer, plastic bags, and closed garbage bin. and other items.

• Establish a security mechanism for joint prevention and control of epidemic risk with local health and medical institutions,

• If the worker has fever, especially with cough and fatigue symptom, he should be isolated and taken to designated hospital immediately.

4. The Prevention of Transmission from and to the Affected Communities

Isolation and social distancing measures shall be implemented to prevent the possible COVID-19 transmission between construction workers and communities.

• Cancel or postpone non-essential travel to local community areas. If it is necessary to go to community areas, hand-washing and disinfection should be conducted.

• Fence the construction site where possible and post warning signs to prevent local residents from entering construction sites.

• Post key COVID-19 prevention measures to be implemented at construction entrance. Make information available in other locations that are accessible to the local communities.

• Build contact with representatives of local communities. In case confirmed or suspected case identified in the construction site or nearby communities, inform each

other immediately.

5. Information Disclosure and Consultation

Information disclosures and public consultations to safeguard construction workers and local communities will continue throughout construction and into the operation phase. During construction, the consultations will be undertaken regularly in the forms of formal questionnaire surveys and informal interviews, by the EHS specialists of the PIEs, of construction workers and the local residents living in the project areas, especially those around the construction sites. The consultations will focus on their concerns about COVID - 1 9 transmission between construction workers and communities.

D. COVID-19 RISK ASSESSMENT

1. Summary Description of the Project

Three subprojects will involve civil works for the construction of training and cross-border trade services facilities in Fangchenggang City and Pingxiang City. They are:

• Subproject 1: Construction of Fangchenggang Training Center for Chinese and Vietnamese Workers and SMEs. The subproject is located in the Gangkou District in Fangchenggang. It involves the construction of five buildings of 4-6 storeys on the existing Fangchenggang Poly Tech Vocational School campus for training in trade and commerce services, student dormitories, sports management and offices.

• Subproject 2: Development of Pingxiang Cross-border Labor Cooperation Demonstration Park. The subproject is located in the Youyiguan Industrial Park in Pingxiang City in Chongzuo. It involves the construction of four 4-storey buildings for use as a training center, demonstration center (for product exhibition), skill development and exchange center and offices; and one 6-storey building for staff dormitory

• Subproject 6: Expansion of Pingxiang Border Trade Service Center. The subproject is located in Pingxiang City in Chongzuo. It involves the construction of 13 buildings and facilities of 1 – 3 storeys for use as warehouse, border trade, custom declaration and inspection, banking, payment and account settlement, etc.

Subproject 6 has been constructed using domestic funds. The subproject 1 is located in Fangchenggang City, and subproject 2 is located in Pingxiang City in GZAR. The project location is shown in the figure below.

2. Description of COVID-19 Infection

As of 23 July 2020, the COVID-19 infection status in Guangxi Zhuang Autonomous Region (GZAR) is shown in the table below.

Domestic cases. As of 23 July 2020, there are totally 252 domestic cases have been confirmed in GZAR, of which 250 cases recovered and 2 cases dead. All the affected people discharged from hospital by 17 March 2020. There is no active case at present. The last case from Hechi City was confirmed on 24 February 2020. As of 23 July, 2020, there is no new domestic case confirmed for 151 consecutive days since then.

Imported cases. As of 23 July 2020, there are totally 3 imported cases have been confirmed in GZAR. The last new imported case was confirmed in 16 July, 2020 and recovered in 22 July 2020. There is no active case at present.

In Guangxi, all the affected people and suspected people discharged from hospital by 17 March 2020. All asymptomatic infection and close contacts release in 21 May 2020.

Project Cities. There are totally 19 confirmed cases in the Fangchenggang city, all of them are recovered. There is no confirmed case in Pingxiang City. At present, there is no active case in the project cities. As of 23 July 2020, there is no new domestic case confirmed for 155 consecutive days in Fangchenggang City.

3. Anticipated COVID-19 Impact

The emergency response level of public health emergencies in GZAR was. downgraded from level 1 to level 3 in 24 February, 2020. The construction was suspended since the 115

outbreak in accordance with the requirements of the national epidemic prevention policy. Until 24 February 2020, the emergency response level in Guangxi was adjusted to the level 3 and Guangxi became a low-risk area. Therefore, the project began to restart step by step. By the reporting period, no person was infected under the project. The impacts of the epidemic on the project were summarized as follows.

a. Impact on the project schedule

The epidemic has prevented construction personnel and laborers from being in place on time. Strict personnel movement control measures implemented by various localities have led to a significant reduction in the number of workers moving across regions and provinces in the short term. Construction personnel may be in short supply for a certain period of time, which will hinder the progress of the project. In addition, workers were required in most places from other places to be quarantined for 14 days, and the quarantine period has also forced the delay of the projects. According to the original schedule, the planned date for resumption of contraction site after Spring Festival is around 8 February 2020. The actual date of resumption of work is around 15 March to 1 April 2020. The COVID-19 caused about 1.5 month delay on the civil work construction.

The epidemic has led to an increase in construction costs. After the national epidemic ended, a large number of projects were restarted. The price of construction materials and equipment has risen, and the cost of transportation and logistics has also risen. The shortage of human resources and equipment will also cause the cost of employment to increase rapidly. In addition, the various disinfection, protective measures, and labor costs for the prevention and control of the epidemic also led to an increase in construction costs.

Third, the epidemic has caused instability in the supply chain. The upstream companies also faced the problems of delayed resumption of work and shortage of personnel. Some upstream companies even closed down due to the interruption of the capital chain and overburden, which may lead to short supply, or supply chain interruption. It directly affected the construction progress of this project and increased the cost.

b. Impact on management staff

There are totally 25 people are working in GPMO, MPMOs, and PIUs for the project. All of them lived in local county/cities of GZAR. They are encouraged work from home before 10 March 2020. These people have permanent job and can get salary during the pandemic. The COVID-19 has less impact on their income, but has moderate impact on their daily life due to the lockdown of the communities.

The impact on management staff is slight due to the GZAR has no active cases at present. However, there still a risk affected by imported case during travel, meetings, dining, using public toilets.

c. Impact on workers

The COVID-19 pandemic caused the construction workers unable to be in place. In order to prevent the spread of the COVID-19 pandemic, traffic control and isolation control measures have been taken in most parts of the country, which makes it difficult for many construction workers to return to the construction site as scheduled.

Most of the construction workers have to stay home for at least one month and many of them have no income during this period. The COVID-19 cause them lose one month salary.

There are 2 construction companies are working for the project. Number and original location of workers are showing in following table.

The above table shows that most of the workers or supervision engineers are from the subproject city or other cities in GZAR, account for 92%, and most of the workers are hired in nearby communities or villages. Another 5 are from Sichuan Province. All districts and counties in GZAR and other places where the construction come from have been clarified as low-risk area since 10 March 2020. Therefore, all workers are from low-risk area. They are allowed to resume work if their body temperature is less than 37.3 .

℃ All construction material will be transported locally within GZAR and all drivers are hired locally. This can reduce the risk from transportation.

d. Impact on communities

There are two communities near the subproject 1 site including (i) Shamuwan Village 117

Shiping Group to its east, with a population of about 150 persons. (ii) The Guangxi School of Finance and Economics Fangchenggang Campus are located about 150 m to the west, with about 2,000 teaching and administrative staff and students. There is 1 village (Bannan village), with a population of about 35, located at 180m east of subproject 2 site.

In 24 January 2020, the GZAR government declared to launch level 1 public health emergency response to the outbreak of COVID-19. Traffic control and isolation control measures have been implemented at all villages and schools until 19 March 2020. These measures affected all communities in Project area. Travel, working and daily life of almost all the people in China were affected. Some people’s income was reduced due to delay in resume of work. Price of some daily supplies such as vegetables, fruits, masks and disinfectant increased.

For the subproject 1, the subproject site is located within the campus of the Fangchenggang Poly Tech Vocational School and in adjacent to the campus of Guangxi School of Finance and Economics Fangchenggang. These areas are populated. There will be potential risk of cluster infection in the event of COVID-19 outbreak. For subproject 2, such risk will be slight due to only a very small village with few people scattered around.

E. INSTITUTIONAL ARRANGEMENT AND STRENGTHENING

1. Institutional Setup and Responsibilities for H&S Plan Implementation

To clarify the responsibilities of project management organizations at all levels, implement agencies, contractors and supervision companies in the prevention and control of COVID-19 is the premise to ensure the effective implementation of the H&S plan. Following table specifies the responsibilities of the GPMO, PIEs, contractors and supervision companies.

2. H&S Technical Support and Training

The PIEs shall invite local health departments to provide on-site training on COVID-19 outbreak prevention, infection prevention and control practices such as use of PPEs (e.g. masks, disposable gowns, disposable gloves or heavy-duty gloves that can be disinfected), disinfection, register system, reporting system, emergency response and etc. The training should be conducted by making full use of the on-site blackboard newspaper, publicity boards, newspapers, TV, etc. All project management staff and construction workers shall participate at least one training event to ensure they not only understand the theoretical knowledge of epidemic prevention, but also learn more epidemic prevention and control means and operation methods on the construction site, and to improve their awareness of epidemic prevention and safety, which is a guarantee for the work.

PIEs shall provide regular information about the risk of COVID-19 using official sources, such as government agencies and WHO and emphasize the effectiveness of adopting protective measures and counteracting rumors and misinformation.

Contractors shall provide posters, videos, and electronic message boards to increase awareness of COVID-19 among workers and promote safe individual practices at the workplace, engage workers in providing feedback on the preventive measures and their effectiveness.

F. EMERGENCY PREPARDNESS AND RESPONSE

Each contractor shall establish emergency response department that is responsible for COVID-19 risk monitoring and reporting.

When infectious patients or suspected infectious patients are found, following measures shall be taken:

• The emergency response department must report to local health authorities and centers for disease control within 24 hours;

• Infectious and suspected infectious patients should be sent to hospital for treatment. The discoverer should avoid direct or close contact with the patient as far as possible, and leave the room where the patient staying. Guard near the site to prevent personnel from entering and leaving, and wait for the arrival of hospital personnel;

• Disinfect the places and articles contaminated by infectious and suspected infectious patients, and ask the CDC for professional disinfection if necessary.

• Those who have close contact with infectious or suspected patients should be isolated for clinical observation. Set up a special isolation area for the employees or workers who need to be observed and isolated.

• When taking care of patients, they should wear masks, protective clothing, etc. The used masks and protective clothing should be recycled and treated. After contacting with patients, hands should be thoroughly cleaned with soap.

• Disinfect vehicles used by patients or close contacts

• The healthy uninfected personnel shall be concentrated in residence, unified accommodation, and reduced external contact, so as to protect the above-mentioned personnel from infection

In case of the rapid spread of COVID-19, the emergency response department shall timely consult the local Construction Bureau and the Health Commission to decide whether to implement the whole construction site shutdown. And take all effective measures to quickly control the source of infection, cut off the route of infection and protect the susceptible population:

• Close the epidemic area. Immediately block all the staff of the team and the place where the patient worked, and suspend all activities on the site. Stop the interaction between personnel in the construction site and the outside world, and wait for the handling opinions of the emergency leading group of the health department and the 121

• Disinfection of epidemic spot. Thoroughly disinfect all sites on site. This disinfection can be carried out by the epidemic prevention station. After disinfection, ventilate.

• Epidemic investigation. The contractor shall closely cooperate with the CDC to carry out epidemiological investigation, follow up the places where the infectious patients have visited, the personnel they have contacted, and the family members, neighbors, colleagues and workers of the patients, and take necessary isolation and observation measures

When the confirmed case identified, the department office shall report to the company headquarters emergency office according to the regulations. Under the unified command of the on-site headquarters, all emergency rescue working groups cooperate with each other and cooperate closely to jointly carry out emergency disposal and rescue work. The arrangement shall be followed for the emergencies of acute infectious diseases under the unified coordination and command of the territorial Government.

G. MONITORING, INSPECTION AND REPORTING

1. Monitoring and Inspection Programs

Internal monitoring will be undertaken to oversee the implementation of the H&S Plan and monitor the status and adequacy of H&S Plan implementation. The internal monitoring will be carried out through multi-level inspection through self-inspection, cross inspection and visual inspections. The onsite EHS of the construction contractor and the supervision company on a daily basis. The EHS officers of the PIE will carry out monitoring on a weekly basis. GPMO and city PMO officers will join the internal monitoring and inspection activities randomly from time to time.

2. Updating of the Risk Assessment and H&S Management Plan

According to the COVID-19 epidemic prevention requirements, the contractors will dynamically adjust the epidemic prevention measures according to the requirements of the local epidemic prevention office and the local epidemic risk level according to the requirements of the relevant technical guidelines for prevention and control of COVID-19 in key places, key units and key groups, and report the health status and abnormal situation of employees in a timely manner.

In case the multiple waves of infection might resurge, and when the risk-level of the district where the project located adjusted from low-risk areas to medium-risk or high-risk areas, the risk assessment and H&S plan should be updated.

A. Introduction to the project and purpose of the H&S plan

1. Brief description of project

The subproject is located in Youyiguan Industrial Park, Pingxiang border economic cooperation zone, Xiashi Town, Pingxiang City (106.91 ° E, 22.12 ° N). Four buildings will be built as training base (3 floors), business center (4 floors above ground, 5 floors in part), skill exchange center (4 floors) and canteen (3 floors). At the same time, two 4-storey staff dormitory buildings will be built, with a total construction area of 16226.56 square meters.

2. Purpose of H&S plan, with specific reference to COVID-19

The coronavirus disease (COVID-19) outbreak is the most widespread global epidemic disease that humankind has encountered in the past hundred years. It is a crisis and severe test for the whole world, and human life, health and safety are facing a major threat.

The COVID-19 outbreak has brought great health and safety risks to the whole world. Similarly, it also brings potential health and safety risks to the construction projects. In order to improve the rapid response and emergency response to COVID-19, protect the health and life safety of project construction and management personnel. This plan is specially formulated in accordance with the "Law of the People's Republic of China on the Prevention and Control of Infectious Diseases", "Regulations on Emergency Response to Public Health Emergencies" and other relevant laws and regulations, and the "National Emergency Plan for Public Health Emergencies".

3. Institutional setup

In response to the COVID-19, an emergency response team headed by the project manager was established. The team members are listed in table below.

B. Principles for COVID-19 Prevention and Control

Prevention is the first priority and constant attention is paid. Propaganda and popularize knowledge on the prevention and control of infectious diseases, raise the awareness of protection of all workers, strengthen daily monitoring, and timely take effective preventive and control measures when cases are detected, quickly cut off transmission channels, and control the spread and spread of the epidemic.

Standardized management and unified leadership. Strictly implement relevant national laws and regulations, and implement legal management of the prevention, epidemic reporting, control, and treatment of infectious disease emergencies. Establish a leading group for the prevention of infectious diseases to coordinate and implement the prevention and control of infectious diseases on construction sites.

Quick response and efficient operation. Establish a rapid response mechanism for early warning and medical treatment to enhance emergency response capabilities in accordance with the requirements of early detection, early reporting, early isolation, and early treatment. Once an epidemic is detected, respond quickly and deal with it promptly.

C. Opening / re-opening of sites and mobilizing key staff

Health information investigation. Before notifying the team to resume work, the project will notify the partner unit, labor service company, and team leader to screen the prospective personnel one by one, and grasp the detailed information of each migrant worker and their relatives. Those who have traveled to or lived in severely affected areas or have been in contact with confirmed patients within the past 14 days, or who are in poor health condition, are not allowed to go to the construction site. Wear a mask all the way to the construction site, and rent a special car if possible.

Body temperature detection. Check the temperature of each person entering the construction site. If the body temperature exceeds 37.2 , leave the construction site immediately and go to the hospital if necessary. Closely observe the new construction site personnel, ensure a 14- day observation period, check daily and℃ record their health in detail.

Carry out comprehensive disinfection in the construction sites. Before resuming work, entrusted professional disinfection organizations to disinfect the office places, canteens, dormitories, toilets and construction areas to be resumed.

Prepare sufficient epidemic protection materials According to the needs of epidemic prevention, provide employees with protective articles such as masks, gloves, thermometers, hand sanitizer, disinfectant, alcohol and other disinfection articles, set up isolation rooms, and purchase emergency equipment such as protective clothing, goggles and medical equipment. Qualified enterprises (projects) can connect with the competent departments of the industry, contact the necessary medical staff, and prepare for emergency response.

D. Prevention and Control Measures during Construction

Matters needing attention before go to construction site. The body temperature is checked before the shift every day. Correctly wear disposable medical. Construction sites 128

that are far away need to be equipped with special transportation, and those who are closer to work will walk to work.

Matters needing attention during operation. Wear gloves when working, and use special working tools. Avoid touching all kinds of utensils directly with your hands. Keep the working environment well ventilated. When working with multiple people, keep a distance of more than 1 meter and wear a mask. Keep washing your hands frequently, drink plenty of water, and insist on washing your hands strictly according to the six-step method before eating and after going to the toilet.

Matters needing attention after leave construction sites. Wash your hands promptly after get off work, wear a disposable medical mask when you go out, and wash your hands first after removing the mask when you return to the dormitory. Use disinfectant wipes or 75% alcohol to wipe mobile phones . The room should be ventilated and hygienic to avoid crowds.

Precautions for dining in the canteen. Try not to eat out as much as possible, and use separate meals in the staff canteen to avoid crowded people. Restaurant disinfection at least daily 1 times, dinette disinfected after use. Tableware must be sterilized by high temperature. Keep the operation room clean and dry. It is strictly forbidden to mix raw food and cooked food products. Avoid raw meat. Cook meat and eggs thoroughly; avoid contact with wild animals, poultry and livestock.

Matters needing attention when attending the meeting. Reduce number of meetings as possible. If you must hold a meeting, wear a mask and wash your hands and disinfect before entering the meeting room. The meeting personnel are separated by more than 1 meter. Control the meeting time and open the windows for ventilation. After the meeting, the venue and furniture must be disinfected. Sterilize tea set supplies by soaking in boiling water.

Precautions for outgoing purchases. Must wear a mask when traveling to avoid dense crowds. Keep a distance of more than 1 meter from people and avoid staying in public places for a long time. Go back to the station and wash your hands immediately.

Appropriate exercise enhances immunity. Maintain a healthy lifestyle, increase awareness of hygiene, exercise moderately, ensure sleep, stay up late, and ensure good health. Avoid excessive and excessive exercise, which may cause the body's immunity to decline.

Precautions for epidemic prevention in public areas. Daily disinfection of public parts such as halls, corridors, meeting rooms, elevators, stairs, toilets, etc., use spray disinfection

Cleaners must wear disposable rubber gloves when working, and wash their hands for disinfection after work. Security personnel wear masks to work, and earnestly inquire and register the status of outsiders, and report abnormalities in time.

Notes for visitors. Wear a mask before entering the project site. Perform temperature testing and ask in detail whether there is a history of exposure to high-risk areas and symptoms such as fever, cough, and breathlessness. If there is no such situation, and the body temperature is 37.2 ° under normal conditions, the contact can be made.

Precautions for circulating documents. Wash your hands before and after passing paper documents, and wear a mask when passing documents.

Precautions for disinfection and epidemic prevention of air conditioners

E. Awareness creation, routine and regular health/ hygienic practices

The personnel of the project department shall actively participate in the knowledge training on the prevention and control of COVID-19, master the clinical characteristics of the new type of coronavirus pneumonia, personal protective measures, disinfection and isolation technology, epidemic handling and other business technologies, and continuously improve the emergency response to the COVID-19.

Adopt various forms of publicity and education for the prevention of COVID-19 and make full use of health education meetings, pre-work education meetings, publicity boards, the Internet, TV, and radio to promote the prevention of new type of COVID-19.

According to the seasonal characteristics and the epidemic pattern of the COVID-19, strengthen the disease prevention education for workers to reduce the infection and spread of the COVID-19. Educate workers to maintain good personal hygiene habits.

F. Emergency preparedness

1. Key procedure for emergencies

Isolation. If an infected individual is detected on the construction site, the patient infected is required to immediately wear protective mask and gloves, go to the isolation room on the construction site to rest.

Reporting. The discover shall inform the correspondence group and team leader of the emergency response team. Rescue activities shall be carried out under the unified arrangement of the emergency response leading group.

Communication and Rescue. Call 120 from the communication team to notify the Pucheng County Hospital for treatment. Inform the PIE, PMO and the municipal COVID-19 Prevention and Control Leading Group.

• Epidemic investigation. The site project department closely cooperates with the Center for Disease Control and Prevention to conduct epidemiological investigations, follow up the places where the infected patient has been to, people who have been in contact, and the patient’s family members, neighbors, colleagues, and workers, and take necessary isolation and observation measures.

If the suspected patient was confirmed infected with COVID-19 in the hospital, the leading group quickly announced the source of the infection and the protective measures taken to all workers, so that the majority of workers can understand the situation.

According to the situation, avoid crowd gathering and movement, reduce or stop the organization of workers to participate in various large-scale collective activities when necessary, and effectively strengthen the management of the entry and exit of the workers.
