THE MINUTES OF A MEETING OF RUSHBURY PARISH COUNCIL HELD ON MONDAY 21 ST. MARCH 2016 AT 8.00 PM IN THE COMMITTEE ROOM, RUSHBURY VILLAGE HALL. 2203. APOLOGIES. Apologies were received from Councillors Mrs L Bodimeade, G Gough, M McFarland, A Richards. 2204. PRESEMT. Councillor Dr C Stevenson (chairman), Councillors P Bodimeade, Mrs J Guthrie, Mrs S Madeley, Mrs V Riley. 2205. DECLARATION OF INTERESTS. None. 2206. MINUTES. Councillor P Bodimeade proposed and Councillor Mrs V Riley seconded that the minutes of the meeting held on 15 03 16 be signed as a correct record.. 2207. CLERKS/CHAIRMANS NOTES. 2207a. Footpaths. The chairman told councillors that a considerable amount of work had been done on the footpaths in the parish and it appears that the work was still ongoing. New signs, stiles and kissing gates had been installed. 2207c. The SALC course on new audit regulations had had a time change which was not convenient to the clerk so the £50 cheque had been returned. 2207c. Councillors agreed to serve refreshments after the Parish Meeting, the clerk agreed to do the shopping. 2207d. The clerk reported that there was a vacant 2 bedroom house at Morgans Field, she had received 3 applications from prospective tenants but none of them were Rushbury parishioners so the Council were not able to endorse any. After looking at the applications Councillors felt that they would recommend that Katherine Bradburn should be offered the tenancy as her sister lived in the village. but this would have to be authenticated by the Housing Association. 2208. CORRESPONDENCE. 2208a. Is your council compliant with the transparency code? After studying the Documentation there appeared to be 2 areas that we were not fulfilling these being the publishing of draft minutes and publishing the Governance Statement. 2208b. Supplementary Planning Consultation, the chairman had scanned the document and did not feel there was very much information that was relevant to small rural parish. 2208c. Other Correspondence:- Notes on Financial difficulties meeting, Latest news from Connecting Shropshire, John Campion – Con. Candidate for Police & Crime Commissioner. Helicopter Noise Liaison Group, Clerks and Councils direct. 2209. PLANNING. Details of the following planning applications have been received. 2209a. 16/00660/FUL - Oak Cottage, Rushbury, Church Stretton, Shropshire, SY6 7EB Proposal: Erection of two storey extension to side elevation following demolition of conservatory; elevational alterations. Applicant: Mr M Pye (21 Oak Street, Shrewsbury, SY3 7RQ. Councillors had no objection to this application. 2209b. 16/00927/OUT - Longlea Farm, Longville In The Dale, Much Wenlock, Shropshire, TF13 6DS Proposal: Outline Application for the erection of 1No Open Market Dwelling and 1No Affordable Dwelling (to include access) (revised scheme) Applicant: Mr & Mrs P Lea. Councillors had no objection to this application. Planning Permission has been granted to: 2209c. 16/00039/FUL - Larchwood Farm, Longville In The Dale, Much Wenlock, Shropshire, TF13 6DZ Proposal: Demolition of existing barn, erection of replacement barn for storage, and erection of additional barn for trailer MOT-testing Decision: Grant Permission 2209d. 16/00302/TCA - Geneina House, Rushbury, Church Stretton, Shropshire, SY6 7EB Proposal: To Fell 1 Cupressus Leylandi tree within Rushbury Conservation Area Decision: No Objection 2210. FINANCIAL REPORT. 2210a. Community Account on 07.02.16 £1358.18 Deposit Account on 07.02 16 £3129.58 2210b. To pay: Sodexo £115.64 Clerks Salery, £512.80 Clerks Rent, £300.00 Council expenses, £9.58 HMRC £7.20 Diane Malley. £24.00 Rushbury P.C.C. £300.00 ©ouncillor Mrs S Madeley proposed and Councillor Mrs J Guthrie seconded that these payments should be made. 2211. PARISH MATTERS. 2211a Highways Maintenance Grant - Councillor M McFarland is working to produce a business plan so that tenders can be invited. 2211b. Cil payments - Shropshire councillor Mrs C Motley was investigating 2211c. Smart Water - at the last LJ C meeting communities were offered to become a Smart water parish but the scheme required 80% parishioners participation at a cost of £11 per household. Councillors did not feel that this was likely in Rushbury parish. 2211d. Councillor Mrs S Madeley reported that the Village Hall Committee were in urgent need of a new treasurer. 2212. MEETING DATES. 2016 Parish Meeting April 18th., Parish Council AGM – May 16th., June 20th., July 18th., September 19th., October 17th. November21st. The meeting closed at 9.00 pm..
