OTHER ACTIVITIES. ................................................................................................................................................................................95 ANNEXES………………………………………………………………………………………………………. 2 TERMS AND DEFINITIONS Terms and definitions below shall have the following meanings in these Regulations: • Aggressive Behavior means hostile actions or behavior intended to inflict moral, physical, or other harm on a person without physical influence. • Act of Violence means physical influence of one person onto another intended to directly influence another person’s body. Acts of Violence include pushing, blows, beating, and various types of bodily injuries. • Directorate of VTB United League Championship or Directorate means a working body created by the Director General of the League that organizes, prepares, and hosts VTB United League Championship and controls the fulfillment of the provisions of these Regulations by the participants of the Championship, including the imposition of sanctions and disciplinary measures on the participants of VTB United League Championship. • Home game mean an official scheduled game of VTB United League Championship organized by a Host Club in a city and sports facility approved by the Directorate for this purpose. • VTB United League or the League means the autonomous non-profit organization United Basketball League, a legal entity founded and acting under the laws of the Russian Federation, an international basketball league officially acknowledged by FIBA, and a professional sports league pursuant to Federal Law of the Russian Federation No. 329-ФЗ dated 04.12.2007 “On Physical Culture and Sports in the Russian Federation”. The main goal of the League is to organize and host a professional sport competition with the participation of professional basketball clubs of the Russian Federation and foreign states - VTB United League Championship. • Player is an athlete that possesses necessary skills for playing basketball and participates in VTB United League Championship. • Foreign Club is a professional basketball club participating in VTB United League Championship and located outside the Russian Federation. For the purpose of these Regulations location shall mean a place where a Foreign Club carries out its everyday activities, in particular, but without limitation, a place where a Foreign Club hosts its Home Games. • Club means a professional basketball club, a legal entity founded and acting under the laws of the country of its registration, that carries out educational, training, competitive, fitness, and disciplinary activities and has a basketball team participating in VTB United League Championship. A Club shall have contractual relations with the League. • Guest Club means a club that participates in a game on an opponent’s/Host Club’s court. • Host Club means a club that participates in a game on its own court and is in charge or its organization and hosting. • Team means a group of Players, Coaches, and Team Followers that participate in the VTB United League Championship - and are included into a Team Passport. • CYBL Team mean a basketball team formed within a Russian Club and participating in the CYBL Competition organized by the Russian Basketball Federation in accordance with its Regulations. • Mercenary means a player that is not entitled to play for the national team of the country in which his or her club is registered (F and F/E licenses). • Licensing means a mandatory procedure for the admittance of clubs/teams to participation in VTB United League Championship organized by the League before the beginning of the Championship within a set period of time. 3 • Coach License means a document issued by the Directorate of the League as a result of Licensing and enabling one to fulfill the duties of a Coach at the games of VTB United League Championship. • Coach Assistant License means a document issued by the Directorate of the League as a result of Licensing and enabling one to fulfill the duties of a Coach Assistant at the games of VTB United League Championship. • Player License means a document issued by the Directorate of the League as a result of Licensing, confirming a Player’s affiliation with a Team, and enabling him or her to play for such Team in VTB United League Championship. Player Licenses come in four categories: N, Nn, F, and F/E. • N Category License allows a Player to participate in VTB United League Championship and is issued to a Player that is a citizen of the same country in which the Club he or she is represented is registered, and that is allowed to play in the national team of such a country in accordance with the provisions of FIBA and FIBA Europe regulations. • Nn Category License provides for the participation in VTB United League Championship of Naturalized Players that have (used to have) citizenship of other states that the Russian Federation, and that are allowed to play for the national team of the Russian Federation in accordance with the provisions of FIBA and FIBA Europe regulations after being accepted as a citizen of the Russian Federation. • F Category License allows a Player to participate in VTB United League Championship and is issued to a Player that is a citizen of any country and is not allowed to play in the national team of its Club’s country of registration in accordance with the provisions of FIBA and FIBA Europe regulations. • F/E Category License allows a Player of a Russian Club to participate in European club championships except for VTB United League Championship without the right of participation in Russian national championship and other Russian competitions. The license is issued to a Player of a Russian Club that is a citizen of any country and is not allowed to play in the national team of its Club’s country of registration in accordance with the provisions of FIBA and FIBA Europe regulations. F/E Category License cannot be replaced by a License of any other category in the current season. • Game means a basketball game in the framework of VTB United League Championship. • Youth Championship means Russian National Junior Competition (for Players under 21) that is mandatory for participation for Russian Clubs that also participate in VTB United League Championship. • Youth Team means a basketball team formed in a Russian Club and participating in the Youth Championship. • Naturalized Player is a Player that has (used to have) citizenship of other states that the Russian Federation, and that is allowed to play for the national team of the Russian Federation in accordance with the provisions of FIBA and FIBA Europe regulations after being accepted as a citizen of the Russian Federation (Nn Category License). • Main Team is a team of a Club that participates in the Championship. • Club Officials are persons that are authorized to represent the interests of a Club/Team (President, Vice-President, Director General, General Manager, Director, Deputy Director General, etc.). • Official Delegated Inspector means a person appointed by the Directorate and fulfilling its duties in accordance with these Regulations. • FIBA Official Basketball Rules means an officially valid document approved by FIBA that contains the rules of basketball as amended, clarified, supplemented and interpreted in individual articles. 4 • Team Passport means a document issued by the Directorate of the League and containing a list of Players, Coaches, and Team Followers of a Club that are allowed to participate in the Games of VTB United

    A MUCH NEEDED TRAVEL CALL: USING THE G LEAGUE AS THE NBA’S KEY TO INTERNATIONAL EXPANSION Allison Slusher* INTRODUCTION Larry Bird once said, “Once you are labeled the best you want to stay up there, and you can’t do it by loafing around. If I don’t keep changing, I’m history.”1 Although Larry Bird’s words were directed toward himself and his career as a forward in the National Basketball Association, his words ring true for the NBA as a whole. The NBA is arguably the most profitable and popular professional basketball league in the world, but as the NBA’s success and popularity continue to rise, if it doesn’t keep progressing, it’s future as one of the best leagues in the world is not secure.2 The time is ripe for the NBA to make changes. The NCAA cannot provide a place for all its athletes who want to make money now; therefore, the NBA should take advantage of the NCAA’s rules as they are. The NBA itself, in order to avoid stagnation, needs to expand and grow. The key to expansion and becoming the hero to both players and fans in an arguably tragic tale of collegiate athletics lies in an existing component of the NBA: minor league basketball.
