The City Council is comprised of the Mayor, elected at-large and serving a two-year term, and six City Council Members who represent single-member districts and serve four-year terms. The Municipal Court Judge is also elected at-large and serves a four-year term. The City Council appoints a professional City Manager who is responsible for leading the organization and managing the day-to-day operations. Jarrett Atkinson became Lubbock’s City Manager in December 2016. Previously, Mr. Atkinson served as the City Manager for Amarillo, after six years as Assistant City Manager and then Deputy City Manager. Before Amarillo, he served as Local Government Services Director for the Panhandle Regional Planning Commission. The City recently completed a multimillion-dollar renovation to an 11-story downtown structure that serves as the new Citizens Tower (City Hall). Assistant City Manager - Lubbock, Texas | 4 ABOUT THE POSITION The Assistant City Manager directs activities within broad functional areas of municipal government and advises and assists the City Manager and the Deputy City Manager with municipal operations, plans, programs, and special projects. Essential duties include: • Provides leadership, plans, directs, and evaluates the work of division directors and/or department heads within the assigned area of responsibility. • Directs the preparation, review, and administration of assigned operating and capital project budgets. • Establish performance standards; evaluate the performance of subordinate staff, and establish work priorities, goals, objectives and schedules. • Consults with and guides directors and/or department heads concerning organizational, financial, and budgetary matters. • Develops programs in response to long-range or emergency municipal operations. • Reviews recommendations from directors and/or department heads regarding municipal operations, plans, and programs and presents appropriate recommendations to the City Manager or Deputy City Manager; • Develops and administers public relations efforts to inform residents, stakeholders, and the organizational team of services provided to promote effective citizen and staff relations. • Monitors and ensures achievement of organizational goals and reports progress to the City Manager. • Stays informed of legislative issues and community and provides advice to City Manager and the City Council. • Serves as Acting City Manager as needed; makes presentations to City Council and other citizen groups as directed by the City Manager. • Responds and resolves difficult and sensitive citizen inquires and complaints. INNOVATION AND OPPORTUNITIES The Assistant City Manager will play a key role in assisting the City Manager and Deputy City Manager with several initiatives and projects including: • Implementing a $60 million Public Safety Improvement program that will include a new Police Headquarters facility, new Police precinct facilities, and Municipal Court. This project has received strong support from the community. • With the recent completion of the update to Lubbock’s Comprehensive Plan, City Staff will be exploring the implementation of new development fees; revising the Planning and Development Codes and implementing a unified Development Code, and providing housing tax credits for downtown redevelopment currently in process. • Developing a Future Needs Project targeting road improvements.
