The City Council is comprised of the Mayor, elected at-large and serving a two-year term, and six City Council Members who represent single-member districts and serve four-year terms. The Municipal Court Judge is also elected at-large and serves a four-year term. The City Council appoints a professional City Manager who is responsible for leading the organization and managing the day-to-day operations. Jarrett Atkinson became Lubbock’s City Manager in December 2016. Previously, Mr. Atkinson served as the City Manager for Amarillo, after six years as Assistant City Manager and then Deputy City Manager. Before Amarillo, he served as Local Government Services Director for the Panhandle Regional Planning Commission. The City recently completed a multimillion-dollar renovation to an 11-story downtown structure that serves as the new Citizens Tower (City Hall). The ityC ’s comprehensive planning program, “Plan Lubbock 2040,” was established in 2018. Major initiatives associated with this plan include creating and deploying a Unified Development Code, studying the development of impact fees, and programming for various neighborhood planning efforts. Lubbock has 2,405 budgeted staff positions, a budget of $867.5 million, and an ad valorem tax rate of $0.541573 per $100 of assessed value. The City has been awarded the Government Finance Officers Association’s Distinguished Budget Presentation Award 35 times. Assistant City Manager - Lubbock, Texas | 4 ABOUT THE POSITION The Assistant City Manager directs activities within broad functional areas of municipal government and advises and assists the City Manager and the Deputy City Manager with municipal operations, plans, programs, and special projects. Essential duties include: • Provides leadership, plans, directs, and evaluates the work of division directors and/or department heads within the assigned area of responsibility. • Directs the preparation, review, and administration of assigned operating and capital project budgets. • Establish performance standards; evaluate the performance of subordinate staff, and establish work priorities, goals, objectives and schedules. • Consults with and guides directors and/or department heads concerning organizational, financial, and budgetary matters. • Develops programs in response to long-range or emergency municipal operations. • Reviews recommendations from directors and/or department heads regarding municipal operations, plans, and programs and presents appropriate recommendations to the City Manager or Deputy City Manager; • Develops and administers public relations efforts to inform residents, stakeholders, and the organizational team of services provided to promote effective citizen and staff relations. • Monitors and ensures achievement of organizational goals and reports progress to the City Manager. • Stays informed of legislative issues and community and provides advice to City Manager and the City Council. • Serves as Acting City Manager as needed; makes presentations to City Council and other citizen groups as directed by the City Manager. • Responds and resolves difficult and sensitive citizen inquires and complaints. INNOVATION AND OPPORTUNITIES The Assistant City Manager will play a key role in assisting the City Manager and Deputy City Manager with several initiatives and projects including: • Implementing a $60 million Public Safety Improvement program that will include a new Police Headquarters facility, new Police precinct facilities, and Municipal Court. This project has received strong support from the community. • With the recent completion of the update to Lubbock’s Comprehensive Plan, City Staff will be exploring the implementation of new development fees; revising the Planning and Development Codes and implementing a unified Development Code, and providing housing tax credits for downtown redevelopment currently in process. • Developing a Future Needs Project targeting road improvements.     OVERVIEW OF CITY ORGANIZATION COUNCIL-MANAGER FORM OF GOVERNMENT Dallas’ government has changed and grown - from a mayor and six aldermen, to a commission with a mayor and four commissioners elected at-large, to the present council-manager system that has been in place since 1931. Originally, the council was composed of nine members and the mayor, who was elected by council vote. In 1951, the eight council members and mayor were all elected at- large. The structure changed again in 1968 to 10 council members and the mayor, who were all elected at-large, but eight council members represented specific districts. Later, in 1979, eight council members were elected from single-member districts with two council members and the mayor elected at-large. Our current system began in 1991 with 14 council members elected from single-member districts and a mayor elected at-large. The mayor is elected for four years, and council members are elected for two-year terms. Council members can serve up to four consecutive two-year terms. A mayor’s term is limited to two consecutive four-year terms. Council-manager government combines citizen input-through elected council members- with the professional training and experience of a city manager. The City’s organization under this plan is similar to that of a corporation. The mayor and city council serve as the equivalent of a board of directors. They set the public agenda, adopt policy and laws and appoint the city manager, city auditor, city attorney, and city secretary.     Carr: West Texas Fiddlers and the Buddy Holly Center West Texas Fiddlers and the B “Hardy Pioneers” and Amarillo’s Panhandle Fiddle Contests By Joe Carr In the period from 1928 to 1931, at least six fiddle contests were held in Amarillo, Texas, most under the auspices of the Tri-State Fair Association. Contemporary newspaper re- ports offer interesting insights into the workings of the contests and the activities of the contestants, giving us a fascinating glimpse into the lives and fortunes of numerous early Panhandle fiddlers, including noted musicians Eck Robertson, J. T. Wills - father of Western Swing legend Bob Wills, Jess Morris, and others.1 Census statistics indicate just over 15,000 Amarillo residents in 1920, and the town had grown to a city of 43,000 by 1930.2 Amarillo’s older citizens who noticed the changing landscape may have had fond memories of the old days, and the Old Fiddler contests gave them an opportunity to enjoy what was perceived as a fast dying art. We lived on a relatively small outfit, but we were surrounded by the big outfits-the Bivins Coldwater Cattle Com- pany, the Killgores, the upper Matadors down the road. When we went to Channing to get supplies cowboys still tethered their horses and walked the short main street, and the air was filled with the sound of spurs jingling in unison with the clop of bootheels on the old boardwalk where the cowboys strolled in full regalia. When I was very young I thought of these cowboys as gods and wanted to walk and talk like them, be like them, know and live by their ways. The Breaks were full of music. My four sisters sang like angels in the shape-note harmonies of the old gospel music. I would discover that there were many fine musi- cians, poets and even laymen scholars steeped in the classics among the cowboys. We were Primitive Baptists and I was in my teens before I could devise my itinerary in 49 such a way that I could go to the cowboy dances. I had already learned from them some of the old songs, but when I heard their string band ensembles playing the old fiddle music, I knew I would always be a better listener than performer.
