Scott Charney, Corporate Vice President, Trustworthy Computing, Engineering Excellence and Environmental Sustainability, Microsoft: In his role at Microsoft, Mr. Charney has emerged as a strong advocate for public-private partnership and collaboration on Cybersecurity to ensure a safer, more trusted experience for global citizens. Before joining Microsoft in 2002, Charney was a principal for the professional services organization PricewaterhouseCoopers where he led the firm’s Cybercrime Prevention and Response Practice, providing computer security services to Fortune 500 companies and smaller enterprises. Before joining PricewaterhouseCoopers, he served as Chief of the Computer Crime and Intellectual Property Section in the Criminal Division of the U.S. Department of Justice. As the leading federal prosecutor for computer crimes from 1991 to 1999, he helped prosecute major hacker cases and co-authored numerous documents, including the Federal Guidelines for Searching and Seizing Computers. Charney started his professional career as an Assistant District Attorney in Bronx County, New York, ultimately serving as Deputy Chief of the Investigations Bureau. He holds a law degree with honors from Syracuse University in Syracuse, N.Y., and bachelor degrees in History and English from the State University of New York in Binghamton.

Hon. Michael Chertoff, Co-founder and Managing Principal, Chertoff Group, Former Secretary, U.S. Department of Homeland Security: As Secretary of the U.S. Department of Homeland Security from 2005 to 2009, Mr. Chertoff led the country in blocking would-be terrorists from crossing our borders or implementing their plans if they were already in the country. He also transformed FEMA into an effective organization following Hurricane Katrina. His greatest successes have earned few headlines – because the important news is what didn’t happen. At Chertoff Group, Mr. Chertoff will provide high-level strategic counsel to corporate and government leaders on a broad range of security issues, from risk identification and prevention to preparedness, response and recovery. Before heading up the Department of Homeland Security, Mr. Chertoff served as a federal judge on the U.S. Court of Appeals for the Third Circuit. Earlier, during more than a decade as a federal prosecutor, he investigated and prosecuted cases of political corruption, organized crime, corporate fraud and terrorism – including the investigation ofthe9/11 terrorist attacks. Mr. Chertoff is a magna cum laude graduate of Harvard College (1975) and Harvard Law School (1978). From 1979-1980 he served as a clerk to Supreme Court Justice William Brennan, Jr. In addition to his role at Chertoff Group, Mr. Chertoff is also senior of counsel at Covington & Burling LLP, and a member of the firm’s White Collar Defense and Investigations practice group.

4 Monica Chew, Google Inc.: Monica Chew is a Gmail spam engineer at Google. She is an expert in spam, phishing and email authentication. Prior to working on Gmail she developed Google Safe Browsing and has also done work linking malware and ad click fraud. She is also interested in policy and usability issues. She holds a PhD in computer security from the University of California at Berkeley and a Master of Music in piano performance from the San Francisco Conservatory of Music.

David Coughlan, President and CEO, TE SubCom: an industry pioneer in undersea communications technology and marine services and a business unit of TE Connectivity, one of the world’s largest providers of electronic components, network solutions and systems. As CEO, Mr. Coughlan is responsible for all aspects of TE SubCom, the only U.S.-based vertically integrated designer, manufacturer, installer and maintenance provider of undersea fiber optic systems. His areas of oversight include sales and marketing, research and development, product management, and operations.

Lasantha de Alwis: is a Sri Lankan lawyer who after six years in the banking sector joined Sri Lanka Telecom, the premier telecommunication service provider in Sri Lanka in 2000. As the Head of Legal and later as the Chief Administration Officer of the company, Lasantha was introduced to the challenges of Cybersecurity from a developing country perspective. In 2004, he joined the Commonwealth Telecommunications Organisation (CTO), a London based international development partnership which seeks to promote the use of ICTs for development and he is currently the Corporate Secretary and the Senior Manager, Programmes. As a result of his deep involvement, Lasantha was nominated as a member of the High Level Experts Group of the ITU.

Stephen Deadman, Group Privacy Officer and Head of Legal – Privacy, Security & Content Standards, Group: one of the world’s leading mobile communications companies. Stephen is responsible for leading Vodafone’s global privacy policy and strategy, and the development and implementation of Vodafone’s global privacy programme. With over 13 years in the mobile industry, Stephen has worked on many of the emerging privacy issues for the sector including geo-location, mobile advertising, identity management and human rights, and spoken at many industry, privacy and security conferences in Europe and the US. In 2005 Stephen was appointed European Chair of the Public Policy Expert Group of the Liberty Alliance, and was also one of the founder members of the multi-stakeholder dialogue that led to the formation of the Global Network Initiative in 2008. From 2009 Stephen helped found and co-lead the Mobile Privacy Initiative, a global mobile industry initiative under the auspices of the GSMA to create a privacy framework to advance privacy in the evolving mobile internet eco-system.

Francis Delon, Secretary General for Defense and National Security, France: Francis Delon, born October 6th, 1950, graduated from ENA, France’s school of Public Management, in 1979. He’s a member of the Council of State (Conseil d’état, France’s Supreme Court in public and administrative law). Francis Delon was appointed Secretary General for National Defence (SGDN) in July 2004. Attached to the Office of the Prime Minister, SGDN is the meeting point for all issues concerning France’s internal and external security, and it leads interagency reflection and coordinates government action in these fields. He is Secretary General for Defence and National Security since 2010. Mr Delon is officer of the national order of the Legion of Honour and Commandeur des Palmes académiques (Academic decoration for services to education).

Pavan Duggal, Supreme Court of India: While a practicing Advocate, Supreme Court of India, Pavan Duggal has made an immense impact with an international reputation as an expert and authority on Cyberlaw, E-Commerce law and Mobile Law. As such, his empanelment as a consultant to UNCTAD and UNESCAP on Cyberlaw and Cybercrime respectively, membership of the UNNExT Advisory Group on Legal Framework for Regional Single Window Implementation (UAG-Legal), AFACT Legal Working Group of the UN / CEFAT, ICT Policy and Governance Working Group of the UNICT Taskforce, the Nominating Committee, Membership Advisory Committee and Membership Implementation Task Force of ICANN, consulting as an expert with the Council of Europe on Cybercrime, inclusion in the Board of Experts of European Commission's Dr. E-Commerce and his work as an expert authority on a Cyberlaw primer for e-ASEAN Task Force and as a reviewer for Asian Development Bank speaks volumes of his worldwide acceptance as an authority. Pavan is the President of Cyberlaw Asia, Asia’s pioneering organization committed to the passing of dynamic Cyberlaws in the Asian continent. Pavan is the President of Cyberlaws.Net, founder of the Cyberlaw Association and Founder-President, Cyberlaw India. Pavan is also a member of the WIPO Arbitration and Mediation Center Panel of Neutrals and a member of Panel of Arbitrators of the Regional Centre for Arbitration, Kuala Lumpur and Asian Domain Names Dispute Resolution Centre at Hong Kong.

55 Francis Finlay, Co-Chairman, EastWest Institute: Francis Finlay is currently a director of several international investment companies and Chairman or a member of a number of endowment investment committees in the US and the UK. Mr. Finlay was formerly Chairman and CEO of Clay Finlay Inc., a global investment management firm based in New York which he co-founded in 1982. The firm was acquired in 2000 and Mr. Finlay stepped down from an executive role in 2006. Earlier in his career, Mr. Finlay held senior investment management positions at Morgan Guaranty Trust in New York and Lazard Freres in New York and previously Paris, and was a member of the investment committees of both institutions. Mr. Finlay’s interests outside the investment world include serving as Co-Chairman of the EastWest Institute in New York, a Trustee of the British Museum, Chairman of the James Martin 21st Century Foundation, and a Governor and Trustee of the Ditchley Foundation. Educated at Oxford University, he is an Honorary Fellow of Merton College and a member of the Chancellors Court of Benefactors. Mr. Finlay served as an Adjunct Professor at Columbia University School of Business 1981-1986 and was subsequently a Governor of the London Business School 2002-2011. He is also a Chartered Financial Analyst.

Solange Ghernouti-Hélie, Lausanne University, Switzerland: Solange Ghernaouti-Hélie is a professor in the Faculty of Business and Economics at the University of Lausanne where she founded the "SeDgE" (SEcurity in DiGital Environments) research group, which deals with the socio-economic, managerial, legal, and technological dimensions of information infrastructure security. Her main focus for several years has been to develop an interdisciplinary and integrative security approach for citizens, organisations and states. She has been a pioneer in this field and has contributed towards disseminating, by means of talks, publications, events and media initiatives at national and international levels, a global security approach that aims to respond to societal needs. She is an international expert on cybersecurity and cybercrime-related issues and was a member of the High Level Expert Group for the ITU – Global Cybersecurity Agenda. In this context she was co-leader of the working groups on "Capacity Building" and "Organizational Structures" and one of the co-authors of the ITU Global Cybersecurity Agenda Strategic Report (2008). She has authored more than twenty books on telecommunications and security issues. She is currently president of the Social Commission and of the Equal Opportunities Commission of the University of Lausanne.

Misha Glenny: is an award-winning writer and broadcaster whose next book DarkMarket on cybercrime and its consequences will be published in October. A former BBC Central Europe Correspondent who covered the revolutions in Eastern Europe and the wars in the former Yugoslavia, Misha has written for most major publications in Europe, the United States and Japan. His last book, McMafia: Journey through the Global Criminal Underworld was translated into over 30 languages and was short-listed for the FT Business Book of the Year, the Lionel Gelber Prize for International Affairs and the Bristol Book of Ideas.

Gib Godwin, Vice President, Naval Systems Integration of Defense Systems Division, Northrop Grumman Information Systems: Gib Godwin, vice president of Cybersecurity and Systems Integration, is leveraging his expertise in acquisition and military information systems to emerge as a thought leader and innovator in the development of new approaches to cyber-assurance for the Defense Systems and Defense Technology Divisions within NGIS. In this role, he oversees a cross-sector collaboration effort designed to capitalize on the synergies of sector situational awareness, communication and mutual support. In turn, this expands business opportunities, leverages the strengths of individual sectors, provides a single voice to the customer and furthers One Northrop Grumman initiatives. Previously, Mr. Godwin served as vice president at Dynamic Analytics and Test in its Modeling Simulation and Analysis business. He held a similar role at Athena Technologies, where his responsibilities encompassed FAA certification and life cycle support of the entire product line of navigation and control systems for manned and unmanned systems, which Athena supported in production. Mr. Godwin holds a Bachelor of Science degree in Civil Engineering from Tulane University, and he is PM Level 3 certified by the Defense Acquisition University.

Melissa Hathaway, President, Hathaway Global Strategies LLC: Melissa Hathaway is President of Hathaway Global Strategies LLC and Senior Advisor at Harvard Kennedy School’s Belfer Center. Over the past two years she has served on the boards of public and private companies, provided strategic consulting services to Fortune 500 companies and advised the U.S. Government, Interpol, and numerous governments around the world as they develop and refine their national strategies for cybersecurity. Previously, Ms. Hathaway led President Obama’s Cyberspace Policy Review and prior to that she led the development of the Comprehensive National Cybersecurity Initiative (CNCI) for President George W. Bush. Ms. Hathaway is frequent lecturer on cybersecurity matters, and regularly publishes papers and commentary in this field.

6 Shawn Henry, Executive Assistant Director, U.S. Federal Bureau Of Investigation: Shawn Henry was appointed Executive Assistant Director of the Criminal, Cyber, Response and Services Branch on September 15, 2010. In this position, he oversees all FBI criminal and cyber investigations worldwide, as well international operations, critical incident response, and victim assistance. During his more than 20 years as a Special Agent in the FBI, Mr. Henry has held a wide range of operational and leadership positions. Prior to his current assignment, he was Assistant Director in Charge of the Washington Field Office, where he was responsible for the FBI’s operations in Washington, DC, and Northern Virginia. He was named as one of the most influential people in security by Security Magazine in December 2010; as cybercrime fighter of the year by McAfee Inc., in April 2010; and as one of the top industry pioneers who have shaped the information security industry by SC Magazine in November 2009. Wolfgang Ischinger, Chairman, Munich Security Conference: Ambassador Ischinger is Chairman of the Munich Security Conference (MSC). He is also Global Head of Government Relations, Allianz SE, Munich. He is a member of the Supervisory Board of Allianz Deutschland AG, and of the Advisory Board of Investcorp, London. From 2006 to 2008, he was the Federal Republic of Germany’s Ambassador to London. Prior to this assignment, he was the German Ambassador to the United States of America from 2001 to 2006. In 2007, he also represented the European Union in the Troika negotiations on the future of Kosovo. In October 1988, he was appointed State Secretary (Deputy Foreign Minister) of the Foreign Office, and represented the German Government in numerous international and European fora, including the United Nations, NATO and the EU. From 1973 to 1975, he served in the Executive Office of the Secretary General of the United Nations, New York. He has published widely on foreign policy, security and arms control policy as well as European and transatlantic issues. Mark Kaplan, Managing Director, GEM Strategy: Mark Kaplan is an industry veteran. Mark has created, executed and scaled first-to-market mobile business models on behalf of global marketers and media owners in over 30 countries. He is one of the mobile industry’s foremost marketing technology and commercialization strategists. Prior to GEM, Mark was Founder and Chief Marketing Officer of ShopText. While at ShopText, he led the Company’s product strategy, commercialization efforts, brand development and creative direction. Before ShopText, Mark was a Partner with advertising agency Anomaly. At Anomaly, Mark led the Company’s strategic mobile marketing relationships with ESPN, P&G, Nike’s Jordan brand, MAXIM Magazine and PayPal. Milestones include the concept, branding, technical development and commercialization of PayPal platform.

Natalya Kaspersky, Chairperson of the Board of Directors and co-founder of , InfoWatch CEO: Natalya founded Kaspersky Lab together with other three programmers in 1997. The company became one of the leading developers in . Since 2007 Kaspersky Lab is holding the leading position on the European market of virus protection software and takes place among the world’s five leading antivirus companies. In 2003 Natalya founded InfoWatch, an international developer of information monitoring, analysis and protection solutions, including DLP (data leakage prevention) software. was born on February 5, 1966 in . Natalya has a degree in applied mathematics from the Moscow State Institute of Electronics and Mathematics (MSIEM) and a bachelor’s degree from The Open University. Matthew Kirk, Group External Affairs Director, Vodafone Group: Matthew Kirk was appointed Group External Affairs Director of Vodafone, and a member of the Executive Committee, with effect from 1 March 2009. Matthew joined Vodafone in 2006. Before that, he was a member of the British Diplomatic Service for more than twenty years, with diplomatic postings in New York (UN), Belgrade, Gibraltar and Paris, and a number of positions in the Foreign and Commonwealth Office (FCO) and Cabinet Office in London. Matthew led the FCO's programme in investment in IT and telecommunications for three years, and prior to joining Vodafone served as Her Majesty's Ambassador to Finland. Matthew graduated (MA) from St John's College, Oxford, and holds the Diplôme International d'Administration Publique from the École Nationale d'Administration, Paris. Aged 50, he is married, with two children. Latif Ladid, IPv6 Forum: Mr. Latif Ladid currently serves as the President of the IPv6 Forum and Chair of the European IPv6 Task Force. He is an Emeritus Trustee of the Internet Society – ISOC and sits on the IPv6 Ready and Enabled Logos Program Board. He is also a Senior Researcher at the University of Luxembourg where he has initiated several projects including the first IPv6 Security and Privacy project and the first European Security Task Force project as well as the new EU project u-2010 to research Emergency & Disaster and Crisis Management. Mr. Ladid is also a member of the UN Strategy Council and a Board Member of Nii Quaynor Institute for Research in Africa.

77 John W. Kluge Jr., Associate, Digital Safety and Citizenship, EastWest Institute: John Kluge founded and currently leads the Digital Safety and Citizenship Program (DC) at the EastWest Institute, as part of the Worldwide Cybersecurity Initiative. The DC program works to protect, educate, and empower young people in the digital environment by mobilizing technologies, innovation, and collective action across a vast array of private and public sectors. Prior to joining EWI in 2008, John served as an advisor to the Ambassador of the Central African Republic and worked as the Projects Coordinator and Legislative Liaison for Rock and Wrap It Up!, an anti-poverty think tank, where he piloted a federal food recovery program at the Library of Congress, and spearheaded the drafting and lobbying efforts of the Federal Food Donation Act of 2008. A graduate of Columbia University, he holds a B.A. in American Studies and is fluent in French. John serves on UNICEF’s Next Generation Steering Committee and recently joined the Board of Advisors of award-winning special effects and animation company Digital Domain. He is the author of the book John Kluge: Stories, published by Columbia University Press and is currently producing a documentary feature- length film, “The Power of Peace,” about the futility of war in the 21st century, staring His Holiness the Dalai Lama & Columbia professor Robert Thurman, and recently co-founded Eirene, a group that develops radically scalable purpose driven ventures.

Ambassador Liu Xiaoming, Ambassador of the People’s Republic of to the United Kingdom of Great Britain and Northern Ireland: Ambassador Liu Xiaoming is a career diplomat currently serving as the Chinese Ambassador to the United Kingdom of Great Britain and Northern Ireland. From 2005-2006, he served as the Vice Minister in the Office of Foreign Affairs Leading Group of the CPC Central Committee. Ambassador Liu has also previously served as the Chinese Ambassador to the Democratic People's Republic of Korea (2006-2009) and the Arab Republic of Egypt (2001-2003). He graduated from the Dalian University of Foreign Languages in China in 1974 and entered the Chinese Foreign Service as a Desk Officer in the Ministry of Foreign Affairs. Ambassador Liu served as a Political Officer at Chinese Embassy in the Republic of Zambia (1975-1978) before he went on to earn a master's degree in international relations from the Fletcher School of Law and Foreign Affairs of Tufts University in 1983.

Dr. Byeong Gi Lee, President, IEEE Communications Society; Commissioner of the Korea Communications Commission (KCC): Byeong Gi Lee received a B.S. degree from Seoul National University and a Ph.D degree from UCLA. He worked for Granger Associates, Santa Clara, and AT&T Bell Laboratories, North Andover, before joining the faculty of Seoul National University, where he served as the Vice Chancellor for Research Affairs. He is a past President of Korea Information and Communications Society (KICS), a former Commissioner of Korea Communications Commission (KCC), and the current President of the IEEE Communications Society (ComSoc). Ramses Martinez, Director of Information Security, VeriSign Inc.: In this role Mr. Martinez leads the team that is responsible for all aspects of information security strategy, policy and operational work required to protect the global DNS infrastructure for the .net, .com, .tv, .cc and .gov domains. This team is also responsible for the protection of the global DNSsec cryptographic key management, signing and distribution infrastructure operated by VeriSign. For the last fifteen years Mr. Martinez has worked with a number of US and international companies creating security programs and developing solutions to protect IT network infrastructure. This work includes designing and implementing complex systems that deal with SPAM, malware and other network based attacks. Mr. Martinez also has over ten years of experience working with international law enforcement and the intelligence community in the investigation of cybercrime cases, including some very high profile botnet takedowns. Prior his private sector experience Mr. Martinez served for six years in the US Navy. Mr. Martinez is a board member of the Anti-phishing working group (APWG) and of the IT-ISAC. He is also actively involved as a speaker and cybercrime advisor in a number of security and policy organizations like Council of Europe, the Forum for Incident Responders (FIRST) and the Digital Crimes Consortium. Mr. Martinez holds an MS degree is information assurance and a bachelor’s degree in Computer Science.

Francis Maude, Minister of the Cabinet Office and Paymaster General, UK: Francis Maude is Member of Parliament for Horsham, West Sussex. Paul Nicholas, Microsoft: J. Professor Joseph Nye, Harvard University: Joseph S. Nye, Jr. is University Distinguished Service Professor at Harvard University and from 1995 to 2004 was dean of the Harvard Kennedy School. Prior to assuming the deanship he served as U.S. assistant secretary of defense for international security affairs, and was chair of the National Intelligence Council. From 1977 to 1979, Dr. Nye was deputy to the undersecretary of state for security assistance, science, and technology and chaired the National Security Council Group on Nonproliferation of Nuclear Weapons. Dr. Nye originally joined the Harvard faculty in 1964. In a 2008 poll of international relations scholars, he was rated the most influential on American foreign policy. Nye's most recent books are The Power Game: A Washington Novel (2004), The Powers to Lead (2008) and The Future of Power (2011). Nye received his bachelor's degree summa cum laude from Princeton University; did postgraduate work at Oxford University on a Rhodes scholarship and earned a Ph.D. in political science from Harvard. Wayne Pacine, Interagency Project Manager, U.S. Federal Reserve Board of Governors: In this position, Wayne is responsible for a wide range of projects and interagency assignments including initiatives designed to enhance the robustness and resiliency of the telecommunications infrastructure (both national and international) supporting the financial services sector. Mr. Pacine currently serves as the chair of the Treasury Department’s GETS Committee, co-chair (with the DHS) of the GETS/WPS User Council, co-chair (with the FCC) of the Priority Services Work Group, and is on detail to the National Communications System (NCS) and the Office of the Director of National Intelligence (ODNI). Mr. Pacine's professional career began with Bell Laboratories and AT&T where he also served as a member of the U.S. Army Science Board. He later worked at the Federal Telecommunications Service of the General Services Administration. He was the information security officer at the International Monetary Fund (IMF) prior to joining the Federal Reserve Board in 2001. Mr. Pacine received a Bachelor of Science degree in Electrical Engineering from the Virginia Military Institute and served as a U.S. Army artillery officer after graduation. Mr. Pacine also earned a Master of Science degree in Management Information Systems from Central Michigan University and is currently enrolled in the ABA Stonier Graduate School of Banking at the University of Pennsylvania.

Christopher Painter, Coordinator for Cyber Issues, U.S. Department of State: Mr. Painter has been on the vanguard of cyber issues for twenty years. Most recently, Mr. Painter served in the White House as Senior Director for Cybersecurity Policy in the National Security Staff. During his two years at the White House, Mr. Painter was a senior member of the team that conducted the President’s Cyberspace Policy Review and subsequently served as Acting Cybersecurity Coordinator. He coordinated the development of the recently announced international strategy for cyberspace and chaired high-level interagency groups devoted to international and other cyber issues. Mr. Painter began his federal career as an Assistant U.S. Attorney in Los Angeles where he led some of the most high profile and significant cybercrime prosecutions in the country, including the prosecution of notorious computer hacker Kevin Mitnick. He subsequently helped lead the case and policy efforts of the Computer Crime and Intellectual Property Section in the U.S. Department of Justice and served, for a short time, as Deputy Assistant Director of the F.B.I.’s Cyber Division. For over ten years, Mr. Painter has been a leader in international cyber issues. He has represented the United States in numerous international fora, including chairing the cutting edge G8 High Tech Crime Subgroup since 2002. He has worked with dozens of foreign governments in bi-lateral meetings and has been a frequent spokesperson and presenter on cyber issues around the globe. He is a graduate of Stanford Law School and Cornell University.

Manuel Pedrosa de Barros, Communications Security Director, ANACOM: Manuel Pedrosa de Barros is the present Communications Security Director of the Portuguese National Communications Authority, ICP- ANACOM, which he joined in 1997 as Director of Standardization and Approvals and which he represents in several working groups at both a national and an international level, such as the Management Board of ENISA (alternate PT member), and the Working Party on Information Security and Privacy of the OECD (vice president). Previously, he served in the Portuguese Navy as a Navy Officer from 1974 up to 1997. Lieutenant General Harry D. Raduege Jr. (USAF, Ret), Chairman, Deloitte Center for Cyber Innovation Director, Deloitte Services LLP: Previously, General Raduege served 35 years in the U.S. military. He worked in the areas of technology and served more than 17 years in joint duty assignments. In his last position, he led Department of Defense net-centric operations as the Director of the Defense Information Systems Agency. He also served as the Manager of the National Communications System and led our Nation's efforts to prioritize the restoration of telecommunications throughout and the Pentagon following the 9/11 terrorist attacks. Prior to his last assignments, General Raduege directed command and control systems for North American Aerospace Defense Command, U.S. Space Command, and Air Force Space Command. He also served as the Chief Information Officer for all three commands, was the architect for defense and attack capabilities established within the Department of Defense, and the National spokesman for the Department during the successful “Year 2000” computer.

Karl F. Stein Schjølberg: Stein Schjølberg is a Judge in Norway. He is an international expert on cybercrime, and one of the founders of the global harmonization of computer crime legislation. He was a Fulbright-Hays Scholar at Stanford Research Institute (SRI International) in 1981-82. In cooperation with INTERPOL he organized the first INTERPOL conference on computer crime (1981). Judge Schjølberg has served as an expert on cybercrime for several international institutions. Judge Schjølberg was appointed Chairman of the global High-Level Experts Group (HLEG) on cybersecurity in ITU, Geneva (2007-08). He is a Co-Chair of the EastWest Institute (EWI) Cybercrime Legal Working Group.

Roel Schouwenberg, Senior Researcher with Kaspersky Lab: Roel has nearly a decade of malware re- search and analysis experience. He monitors the state of malware in North America providing advanced analysis of malware. Roel focuses on targeted attacks and improving proactive detection capabilities. He conducts research into file format parsing vulnerabilities such as malicious PDFs and is also heavily involved with the issues around anti-malware testing. Mr. Schouwenberg is one of the founding members of the Anti-Malware Testing Standards Organization. Roel also regularly speaks at industry conferences.

His Excellency Minister Kapil Sibal, Ministy of IT and Communications, India: Mr. Kapil Sibal is currently the Minister of Communications and Information Technology in the Indian Government. He is also the Minister of Human Resources and Development in the current cabinet. He was previously the Minister of Science & Technology and Earth Sciences in 2004 and the Vice President of the Parliamentary Forum on Water Conservation & Management in 2007. He obtained his M.A. in History from St. Stephen’s College, University of Delhi, Delhi, and LLB from Faculty of Law, University of Delhi and LL.M (Master’s in Law) from Harvard Law School in 1977.

14 Andrea Servida, European Commission: Dr. Andrea SERVIDA, Deputy Head of Unit, Directorate General for Information Society and Media, European Commission. He joined the European Commission in 1993 and since January 2006 he is Deputy Head of the Unit “Internet; Network and Information Security” in the Information Society and Media Directorate-General. Besides co-managing the Unit, he is in charge of defining and implementing the strategies and policies on network and information security, critical information infrastructure protection and, last but not least, electronic signature. He also coordinates the team responsible for the European network and Information Agency (ENISA). Until 2005, he worked in the Information Society Technologies Thematic Priority of FP6 with management responsibilities for the research activities on security and dependability technologies and applications. In the 5th Framework Programme, he has been in charge of shaping up and co-ordinating at the Programme level the initiative on Dependability in Information Society (called DEPPY), including the preparation and management of related Cross Programme Actions calls for proposals and evaluation. This initiative focused on large scale information infrastructures and on extensively deployed networked embedded systems. Before joining the European Commission he has worked in industry for nearly eight years as a project manager of a number of international R&D projects on decision support systems for environmental, civil and industrial emergency and risk management. He graduated with Laude in Nuclear Engineering at Politecnico di Milano and carried out PhD studies on fuzzy sets and artificial intelligence at Queen Mary and Westfield College, University of London. John Stewart, Vice President, Chief Security Officer, Cisco Systems: Throughout his career spanning more than two decades, John Stewart has led or participated in security efforts ranging from elementary school IT design to national security programs. As Vice President and Chief Security Officer for Cisco, Stewart leads the security operations, product security, and government security functions. He oversees security for Cisco.com, the infrastructure supporting Cisco’s $40+ billion business, WebEX, the collaboration service providing 73 million online meetings per year, among other Cisco functions. Stewart is an active member in the broad security industry. Currently, he sits on technical advisory boards for Core Security Technologies, Panorama Capital, and RedSeal Networks; is on the board of directors for KoolSpan, Fixmo, and the National Cyber-Forensics Training Alliance (NCFTA); is a member of the Cyber Security Think Tank at University of Maryland University College (UMUC); and is a standing member of the CSIS Commission on Cyber Security. Stewart holds a Master of Science degree in Computer and Information Science with Honors from Syracuse University, Syracuse, New York.

Martin Sutherland, Managing Director, BAE Systems Detica: Martin joined Detica in 1996, gained a seat at the UK Board in 2002, became a Managing Director in 2008 and now runs Detica’s business within BAE Systems, sitting on the Programmes and Support Board. Martin started his career with Detica as a technical and business consultant, focused on secure Government programmes. He provided commercial and technical advice into a significant UK procurement of US defence capability, as well as a number of secure programmes relating to the Regulation of Investigatory Powers Act (RIPA). Prior to joining Detica, Martin started his career in technical and business consulting roles. He spent a number of years with Andersen Consulting (now Accenture) and British Telecom (BT). He holds a MA in Physics from Oxford University and an MSc (Distinction) in Remote Sensing from Imperial and UCL, London University.

Deborah Taylor Tate, 2009 ITU Laureate for Child Online Protection & EWI, Special Representative ITU: Deborah Taylor Tate was nominated to the Federal Communications Commission by President George W. Bush on November 9, 2005 and unanimously confirmed by the United States Senate on December 21, 2005. She was sworn in as FCC Commissioner on January 3, 2006. On June 20, 2007, Commissioner Tate was reappointed by President Bush to a full five-year term. Among her many responsibilities, Commissioner Tate served as Chair of both the Federal-State Joint Board on Universal Service (Universal Service Joint Board) and the Federal-State Joint Board on Jurisdictional Separations as well as the Federal Chair of the Federal-State Joint Conference on Advanced Telecommunications Services (706 Board).

Leonid Todorov, Coordination center for .RU: Leonid Todorov earned his B.A. in management from the University of Copenhagen and his M.A. in Linguistics from Moscow State Pedagogical University. After the onset of the Russian reforms, he served for more than a decade as Chief of Staff to the late PM Yegor Gaidar. He has subsequently worked for a mining sector company and a PR firm, both headquartered in Moscow. In 2008, he joined the coordination center for the .RU top level domain, and serves as Deputy Director for External Relations in Russia's Internet registry. Leonid's focus is on Internet governance, IDNs, international cooperation, and cybersecurity. He has authored and coauthored a number of publications on these issues, and has presented at various national and international events. 1515 Dr Hamadoun Touré, Secretary-General of the International Telecommunication Union (ITU): since January 2007, was re-elected for a second four-year term in October 2010. As Secretary-General, Dr Touré is committed to ITU’s mission of connecting the world, and to helping achieve the Millennium Development Goals through harnessing the unique potential of Information and Communication Technologies (ICTs). A long-standing champion of ICTs as a driver of social and economic development, Dr Touré previously served as Director of ITU’s Telecommunication Development Bureau (BDT) from 1998-2006. In this role he placed considerable emphasis on implementing the outcomes of the World Summit on the Information Society (WSIS), launching projects based on partnerships with international organizations, governments, the private sector and civil society. Prior to joining ITU, Dr Touré built a solid career in the satellite industry, serving as managing engineer at the Sulymanbougou II earth station in Mali before joining Intelsat’s Assistance and Development Programme in 1985. A national of Mali, Dr Touré holds a Masters Degree in Electrical Engineering from the Technical Institute of Electronics and Telecommunications of Leningrad, and a PhD from the University of Electronics, Telecommunications Jerry Upton, Messaging Anti-Abuse Working Group (MAAWG): Jerry Upton is the Executive Director of the Messaging Anti-Abuse Working Group (MAAWG), the industry’s largest global trade association that works against messaging spam, viruses, denial-of-service attacks and other online exploitation. He has served as MAAWG Executive Director since the organization's founding in 2004. Previously, in his more than twenty years experience at Motorola, he held executive positions in standards, software and smart phone product development, alliance management and business development. Mr. Upton was also the founding Chairman of the Open Mobile Alliance, a mobile standardization forum, and he also currently serves as the Chair of a TIA Engineering Committee. Sir David Veness, Chairman of Policing and Advisory Board, London First: David Veness served as Under- Secretary-General of the UN Department of Safety & Security from its creation in 2005 until June 2009. This role carries responsibility for UN operations globally. Prior to this appointment, he was Assistant Commissioner (Specialist Operations) New Scotland Yard from 1994 – 2005. Dr. Richard Zhao, NSFOCUS: obtained the B.Sc, M.Sc. and Ph.D degrees from Peking University at 1991, 1994, 1997 respectively, majored physics and fiber-optic communications. He has over 13 yearsof professional experience on telecom and network security areas. He owns certifications of CISSP, ITIL, BS7799. Currently, he works for NSFOCUS as Chief Strategy Officer. Before his current position, he was the Director of Architect and Security Operations at Lenovo, responsible for the infrastructure architect and information security operations from 2006 to Aug. 2009. Before Lenovo, he worked for Computer Associates as the Principal Consultant at China from 2003 to 2006. From 2000 to 2003, he worked for iS- One as Chief Strategy Officer, responsible for R&D, security consulting service and etc. From 1997 to 2000, he worked for China Telecom, as the chief of network security affairs. Dr. Zhao is an active contributor to Cloud Security Alliance and initiator of Greater China Chapter of CSA.
