Paysse with the St. Katharine Drexel National St. Elizabeth Chapel was filled with Sisters of the Justice Award. Blessed Sacrament and friends for the Annual Feast Day Mass for Saint Katharine Drexel and the National Justice Award. The main celebrant for the Mass was Archbishop Charles Chaput, Archbishop of Philadelphia. This year’s award was presented to Rev. Wayne Paysse. As Executive Director of the Black and Indian Mission Office (2007 –2015), Father Paysse served as an advocate on the national scene for African American, Native American, and Alaska Native people of God. He coordinated three organizations within its scope of administration: Bureau of Catholic Indian Missions (established 1874), Commission for the Catholic Missions (established 1884) and Catholic Negro-American Mission Board (established 1907). Fr. War and Legitimacy: the Securement of Sovereignty in the Northwest Indian War
i ABSTRACT WAR AND LEGITIMACY: THE SECUREMENT OF SOVEREIGNTY IN THE NORTHWEST INDIAN WAR During the post-revolution period, the newfound constitutional government of the United States faced a crisis of sovereignty and legitimacy. The Old Northwest region, encompassing what is now Ohio, Indiana and Illinois, was disputed between several groups. The U.S. government under George Washington claimed the region and sought to populate the land with white settlers, British officials in North America wished to reestablish British hegemony in the Ohio River valley and Native-Americans wished to protect their ancestral homeland from foreign invasion. In the 1790s, war broke out between a British backed alliance of Native tribes and the United States of America. Historians have named this conflict the Northwest Indian War. Examining government records, personal correspondences between Washington administration officials and military commanders, as well as recollections of soldiers, officials and civilians this thesis explores the geopolitical causes and ramifications of the Northwest Indian War. These sources demonstrate how the war was a reflection of a crisis which threatened the legitimacy to American sovereignty in the West. Furthermore, they also demonstrate how the use of a professional federal standing army was used by Washington’s government to secure American legitimacy. St. Frances Xavier Cabrini: Dismissed and Dissed?
St. Frances Xavier Cabrini: Dismissed and dissed? Dorothy Day supposedly uttered that famous phrase, “Don’t call me a saint. I don’t want to be dismissed so easily.” Day, of course, now has her own cause for sainthood. And she was deeply devoted to many saints, and once said that we’re all called to sainthood. But she had a point about saints being dismissed easily. Case in point is the recent brouhaha in New York over a statue to St. Frances Xavier Cabrini, the first U.S. citizen to be canonized. You’ve probably heard the story: The city of New York has monuments all over the place, but there’s a woeful gap in the number of women versus men so honored. The first lady of New York, Chirlane McCray, Mayor Bill de Blasio’s spouse, headed up a commission with the intent of narrowing that gap. Called the “She Built NYC” project, the commission decided to ask New Yorkers for their input on which women should be honored with a statue. So far, so good. New Yorkers nominated some 320 women. And the big winner? Mother Cabrini, with 219 votes. Sad to say, however, when the commission picked seven winners to be memorialized around the city with monuments costing taxpayers about $5 million, St. Frances Cabrini didn’t make the cut. Why not? Part of the intent of the project was to raise awareness of women of color, a group often overlooked and undervalued. So, one excellent selection was Shirley Chisholm, America’s first black congresswomen. -

Bennett, Ph.D. ABSTRACT Much work on U.S. grand strategy focuses on the twentieth and twenty-first centuries. If the United States did have a grand strategy before that, IR scholars often pay little attention to it, and when they do, they rarely agree on how best to characterize it. I show that federal political elites generally wanted to expand the territorial reach of the United States and its relative power, but they sought to expand while avoiding war with European powers and Native nations alike. I focus on U.S. wars with Native nations to show how domestic conditions created a disjuncture between the principles and practice of this grand strategy. Indeed, in many of America’s so- called Indian Wars, U.S. settlers were the ones to initiate conflict, and they eventually brought federal officials into wars that the elites would have preferred to avoid. I develop an explanation for settler success and failure in doing so. I focus on the ways that settlers’ two faits accomplis— the act of settling on disputed territory without authorization and the act of initiating violent conflict with Native nations—affected federal decision-making by putting pressure on speculators and local elites to lobby federal officials for military intervention, by causing federal officials to fear that settlers would create their own states or ally with foreign powers, and by eroding the credibility of U.S. -

Native Americans, Europeans, and the Raid on Pickawillany
ABSTRACT “THE LAND BELONGS TO NEITHER ONE”: NATIVE AMERICANS, EUROPEANS, AND THE RAID ON PICKAWILLANY In 1752, the Miami settlement at Pickawillany was attacked by a force of Ottawa and Chippewa warriors under the command of a métis soldier from Canada. This raid, and the events that precipitated it, is ideally suited to act as a case study of the role of Native American peoples in the Ohio Country during the first half of the eighteenth century. Natives negotiated their roles and borders with their British and French neighbors, and chose alliances with the European power that offered the greatest advantage. Europeans were alternately leaders, partners, conquerors and traders with the Natives, and exercised varying levels and types of control over the Ohio Country. Throughout the period, each of the three groups engaged in a struggle to define their roles in regards to each other, and to define the borders between them. Pickawillany offers insights into this negotiation. It demonstrates how Natives were not passive victims, but active, vital agents who acted in their own interest. The events of the raid feature a number of individuals who were cultural brokers, intermediaries between the groups who played a central, but tenuous, role in negotiations. It also exhibits the power of ritual violence, a discourse of torture and maiming that communicated meanings to friends and rivals alike, and whose implications shaped the history of the period and perceptions of Natives.
