Renkant medþiagà ið periodinës spaudos, daugelio be- vardþiø straipsniø P. Jakðto autorystë nustatyta ið periodiniø leidiniø tu- 4 riniø, kuriuos metø pabaigoje gana kruopðèiai parengdavo redaktoriai ir iðsiuntinëdavo prenumeratoriams. Tokiø straipsniø apraðuose lauþtiniuose skliaustuose paþymëta: be paraðo. Atkreiptinas dëmesys, kad, renkant medþiagà ið 1930 metø Kario, naudotasi paties P. Jakðto rankraðtinëmis autorystës nuorodomis asmeninës bibliotekos þurnalo komplekte, todël apraðø ið minëtø metø yra gerokai daugiau. Pirmajame rodyklës skyriuje rankraðtinë medþiaga skirstoma á P. Jakðto kûrinius ir á jo raðytus laiðkus. Kûriniai iðdëstyti jø paraðymo chronologine tvarka. Raðiniai be datos suregistruoti skiltyje Be metø. P. • The Interwar Japanese Intelligence Activities in the Baltic States: 1918–1940
Acta Historica Tallinnensia, 2018, 24, 78–98 https://doi.org/10.3176/hist.2018.1.04 THE INTERWAR JAPANESE INTELLIGENCE ACTIVITIES IN THE BALTIC STATES: 1918–1940 Shingo MASUNAGA Department of Philosophy, Centre for East Asian Studies (CEAS), University of Turku, 20014 Turun yliopisto, Finland; [email protected] This article aims to unveil the truths of the interwar Japanese intelligence activities in the Baltic States. Starting from the publication of Yuriko Onodera’s memoir ‘In the Shore of the Baltic Sea’ in 1985, the activities began to catch scholarly attentions. The activities were partially covered in some of the previous academic publications, such as a general picture of Japanese intelligence plan ‘1932’ in Kuromiya & Mamoulia (2016). However, this is the first-ever article to provide a perspective of the activities of the Japanese military attaché office in Riga. INTRODUCTION The conclusion of the First Russo-Japanese War in 1905 did not mean the end of Japanese intelligence activities against Russia, which were even expanded during the post-war period as a rematch was thought to be inevitable.1 The Bolshevik revolution in 1917 and the following birth of the Soviet Union in 1922 led the Japanese, especially the Army, to redefine ‘Russia’ again as the most potential enemy state. From the Japanese perspective, the existence of the Communist nation in the neighbourhood posed a threat to the ‘ideological identity’ of Japan’s capitalist and colonial pursuits within the Imperial system.2 After the establishment of the official diplomatic relations between Japan and the Soviet Union in 1925, two officers of the Japanese Army (Sadao Araki and Toshiro Obata) were sent to Moscow in order to evaluate the effects of the Soviet first ‘Five Years Plan’ started in 1928.3 Despite the ‘official’ statement of V.

Ensuring security is one of the main functions of the state, therefore, in that area one has to deal with a wide range of threats and challenges. In the analysis of the changing security environment issues in the 21st century, it is reasonable to look at historical events and to do appropriate case studies. Lithuania in the interwar period can be considered as a very valuable case in the context of the analysis of threats to national security. Over two decades, Lithuania acquired the experience of the conventional warfare, encountered analogues of little green men, and went through military coups, civil unrest, and the consequences of economic sanctions (economic warfare); it was exposed to external intelligence and agents of influence of other states operating underground who spread subversive rumours and distributed underground newspapers and leaflets. The present paper focuses on the range of those issues. Keywords: Lithuania, economic sanctions, war refugees, military coup, civil unrest, uprising, non-state military formations, warfare, rumours.

Introduction ithuania and Poland are the neighbouring countries which have been Lhistorically very closely related from ancient times. Considering the hundreds of years of history, one could feel happy that most frequently the two countries were in close friendship. The Grunwald Battle in 1410, which fi nished the existential struggle with the most developed military force at that time, the Teutonic Order, for the benefi t of Lithuania and Poland, was the most signifi cant example of collaboration between the two countries, but there have been more of them. For instance, not everybody knows that the Lithuanian and Polish armies repelled the forces of the Crimean Chan- at at Lopushna in 1512, not even to mention one of the greatest battles in 82 Simonas Jazavita the modern European history in 1621 when the joint military forces of the Lithuanian-Polish Commonwealth won against the powerful army of the Osman Empire at Chotin. When Russia became more powerful at the end of the 18th century and divided the Lithuanian-Polish Commonwealth with its Western neighbours, Lithuanians and Poles struggled together against it many times.

  • An Army Never Created: Lithuanian National Units in Russia and Their Veterans Organisation in Lithuania in the Interwar Period
AN ARMY NEVER CREATED: LITHUANIAN NATIONAL UNITS IN RUSSIA AND THEIR VETERANS ORGANISATION IN LITHUANIA IN THE INTERWAR PERIOD Vytautas Jokubauskas ABSTRACT The formation of national units in the Russian army began in 1914 during the First World War. They allo- wed for the creation of national formations of Poles, Czechs, Armenians, Georgians and Latvians. After the February revolution of 1917, at a similar time to the Estonians and Ukrainians, Lithuanian soldiers who served in the Russian army also started to create units. Formed in different places, the Lithuanian units did not reach the homeland in an organised manner. However, there were repeated attempts to present 101 this Lithuanian military organisation in Russia after the war as the origins of the national army. These attempts intensified when veterans of national units started to come together in Lithuania, and in 1937 they established a separate organisation, the Kariuomenės pirmūnų sąjunga [Association of Army Prede- cessors]. It highlighted the contribution of Lithuanians to the Great War, but there was not enough time before 1940 to develop its activities as planned. The article reveals the reasons for and the circumstances of the creation of Lithuanian national units, and examines how and why former soldiers from these units, who lived in Lithuania during the interwar period, joined the organisation. KEY WORDS: First World War, national units, Russian army, Lithuanian army, veterans organisations, Association of Army Predecessors.
