NOTES FOR GUIDANCE OF CLUB SECRETARIES.

League Rules and Handbook:

This League is governed by Rules made by the Football Association and sanctioned by Staffordshire Football Association Limited. Please read them and accustom yourselves to them paying particular attention to:

Registrations, Match Report Forms and the Marking of Referees: Note that the registration form, if not completed in full, will render the registration form void. Also remember to include the registration numbers for each player taking part in matches when completing relevant reports. Note that on match report forms all substitutes must be named and indicated if they took part in the game. To complete the Referee’s Marking form, look at Appendix D “Marks for Referee” ..

Please complete correctly and in full. Forms not submitted correctly or late will result in a fine (see Appendix B)

Transfers: Do not forget the procedures for transfers, ensure the following are enclosed in your application: a) A completed transfer form via the Whole Game System/Full Time b) A signed registration form via the Whole Game System/Full Time c) The appropriate transfer fee. d) The above must be completed on WGS and then approved by the league The above must be with the Registration Secretary not less than 24 hours before a transfer can be deemed registered.

Fixtures: Please remember to advise the Fixture Secretary of ground availability especially clubs that have shared grounds with either cricket or another club. If your team has a senior team in a higher level please advise of their fixture program for the forthcoming season. It is essential that Club Secretaries apply Rule 20C

Match Results: It is important that all the relevant information is ready to give when telephoning in

7 match results. Please note and follow Rule 21B for reporting results and Rule 21C for reporting postponements.

This League is governed by Rules made by the Football Association and sanctioned by Staffordshire Football Association Limited. Please read them and accustom yourselves to them paying particular attention to:

Fixture acknowledgement: Form situated on the S.C.S.L. Web Site Ensure that you advise, using the appropriate acknowledgement form, for all league and cup fixtures including the Leek Cup, Ray Barlow as soon as you receive your monthly fixture list. To Ray include “open” and “closed” dates for the set of fixtures received together with your availability for the following month. The completion of this acknowledgement form greatly assists Ray when appointing for a following months fixtures. Failure to complete and forward a monthly acknowledgement form will prejudice your future appointments. Also acknowledge Clubs when they advise you of the fixture and location. See League Rule 20C & appendix “F” Standard Orders relating to Referees and Assistants, order no 1.

Match Reporting : Form situated on the S.C.S.L.Web Site Complete in full your match, respect and discipline report forms on SCSL Website within 24 hours of game as the form requests. Study the League Rules and include all club misdemeanors on your report. Paying particular attention to correct colours, numbering, Late kick off or incorrect football used, late or none notification of match, Team short- handed at kick off, Late team sheets, and any deficiencies of the standard code of facilities. Use the report form to advise on all these points, if you fail to then you are not only failing yourselves and the League but also your colleagues who follow you to that particular venue, rest assured the Management Committee will take action.

Cup Competitions : Understand the various Cup Competition Rules and be mindful of the correct kick off times. See appendix “C”.

Referee’s Marking Procedure: Be aware of the notes for guidance to Club Secretaries on the marking of Referees. See Appendix D “Marks for referees”.

Code of Conduct.

Football is the National Game. All those involved with the game at every level whether as a player, match official, coach, administrator, or a member of the League’s Management Committee have a responsibility, above and beyond compliance with the law, to act according to the highest standards of integrity, and to ensure that the reputation of the game is, and remains, high. This code applies to all those involved in football within the Staffordshire County Senior League (S.C.S.L.).

Community: Football, at our level, is a vital part of the community. Football will take into account community feeling when making decisions.

Equality: S.C.S.L. will not tolerate discrimination of any form and will promote measures to prevent it, in whatever form, from being expressed.

Participants: S.C.S.L recognises the sense of ownership felt by everyone who participate at our level of the game. This includes those who play, those who coach or help in any way, and those who officiate, as well as administrators and supporters.

Propriety: S.C.S.L acknowledges that public confidence demands the highest standards of financial and administrative behaviour within the game, and will not tolerate corruption or improper practices.

Trust and Respect: S.C.S.L will uphold a relationship of trust and respect between all involved in the game, whether they are individuals, clubs, or other organisations.

Violence: S.C.S.L will not tolerate violence of any nature by anyone involved in the game.

Fairness: S.C.S.L is committed to fairness in its dealings with all involved in the game.

Integrity and Fair Play: S.C.S.L is committed to the principle of playing to win consistent with Fair Play.

Code of Conduct for Players: Players are the most important people in the game. Playing for the team, and for the team to win, is the most fundamental part of the game. But not winning at any cost - Fair Play and respect for all others in the game is fundamentally important. Obligations towards the game. A player should: 1. Make every effort to develop their own sporting abilities, in terms of skill, technique, tactics and stamina. 2. Give maximum effort and strive for the best possible performance during a game, even if his team is in a position where the desired result has already been achieved. 3. Set a positive example for others. 4. Avoid all forms of gamesmanship, and time wasting. 5. Always have regard to the best interests of the game. 6. Not use inappropriate language.

Obligations towards one’s own team: A player should: 1. Make every effort consistent with Fair Play and the Laws of the Game to help his own team win. 2. Resist any influence which might, or might be seen to, bring into question his commitment to the team winning.

Respect of the Laws of the Game and S.C.S.L Competition Rules: A player should: 1. Know and abide by the Laws, rules and spirit of the game and the S.C.S.L Competition Rules. 2. Accept success and failure, victory and defeat, equally. 3. Resist any temptation to take banned substances or use banned techniques.

Respect towards Opponents: A player should: 1. Treat opponents with due respect at all times, irrespective of the result of the game. 2. Safeguard the physical fitness of opponents, avoid violence and rough play, and help injured opponents.

Respect towards the Match Officials: A player should: 1. Accept the decision of the Match Official without protest. 2. Avoid words or actions which may mislead a Match Official. 3. Show due respect towards Match officials.

Respect towards Team Officials: A player should: 1. Abide by the instructions of their Manager or Team Officials, provided they do not contradict the spirit of this Code. 2. Show due respect towards the Team Officials of the opponents.

10 Obligations towards the Supporters: A player should: 1. Show due respect to the interests of supporters.

Code of Conduct of Managers and Team Officials: Set a positive example for all.

Obligations towards the game: The Team Official should: 1. Set a positive example to all including players and supporters. 2. Promote and develop his own team having regard to the interests of his players, supporters and the reputation of his club. 3. Share knowledge and experience when invited to do so, taking into account the interest of the body that has requested this rather than personal interests. 4. Avoid all forms of gamesmanship. 5. Show due respect to Match Officials and others involved in the game. 6. Always have regard to the best interests of the game, including where publicly expressing an opinion of the game and any particular aspect of it, including others involved in the game. 7. Not use or tolerate inappropriate language.

Obligations towards the Team: The Team Official should: 1. Make every effort to develop sporting, technical and tactical levels of the club/team, and obtain the best results by the team, using all permitted means. 2. Give priority to the interests of the team over individual interests. 3. Resist all illegal or unsporting influences, including banned substances and techniques. 4. Promote ethical principles. 5. Show due respect to the interests of players and other officials, at their own club/team and others.

Obligations towards the Supporters: The Team Official should: 1. Show due respect to the interests of supporters.

Respect towards the Match Officials: The Team Official should: 1. Accept the decisions of the Match Official without protest. 2. Avoid words or actions which may mislead a Match official. 3. Show due respect towards Match Officials.

Code of Conduct for Spectators: Ensure that spectators within your club are always positive in encouraging towards all of the players. Spectators should be reminded that: 1. Their attitude can have a significant bearing on the attitude of players towards other players, Officials, club officials and other spectators. 2. Applaud the opposition as well as their own team. 3. Not shout and scream and avoid any form of coaching. 4. Respect the Match Officials decisions. 5. Give encouragement to everyone to participate in the game.

Code of Conduct for Match Officials: Under the Laws of the Game the decisions of a referee on points of fact connected with the play are final as far as the result of the game is concerned. A referee also has wide-ranging powers defined in Law 5. The exercising of such power requires a high level of ethnics from referees and assistant referees (referred to in this Code together as “referees”). In addition to the quality of refereeing, the behaviour of the referee has an impact, either directly or indirectly on the conduct of all others involved in the game. Respect for referees and their decisions is a fundamental part of the game. These Codes are applicable to match officials at all levels of the game.

Obligations towards the game: The referee has a duty to the game in its widest sense. One of those duties is to help the game to keep moving, compatible with Fair Play, and to seek to ensure it is attractive and is not subject to unnecessary halts. The referee should: 1. Make every effort to prepare fully for a match, both physically and mentally. On a physical level, a referee must be able to keep up with the speed of the modern game, and be alert and close enough to take correct decisions from credible locations on the field of play. 2. Not be afraid to take decisions. A referee should be fair and firm and must resist any possible influence from protest on the part of players, team officials or spectators. 3. Show respect towards players and team officials. 4. Be honest and completely impartial at all times, irrespective of the teams, players or team officials involved in the match. 5. Decline to be appointed to a match if not completely physically or mentally fit to referee that match (because of illness, injury, or for family or other reasons). 6. Inform the League if unable to referee a team or teams for any reason. 7. Refrain from requesting hospitality of any kind, or accept any hospitality offered and considered to be excessive. 8. Always have regard to the best interests of the game, including where publicly expressing an opinion on the game or any particular aspect of it, including others involved in the game. 9. Not tolerate inappropriate language from players and/or officials. Obligations towards the Players: The powers of the referee must be used with wise judgement and care. Authority and a firm approach must be combined with respect. 1. A referee should have regard to protecting the players. 2. A referee should show due respect when speaking with the players, even in the event of infringements. 3. In reports, a referee should set out the true facts and not attempt to justify any decisions.. Obligations towards fellow Referees and Assistant Referees It is necessary for the referee’s authority to be protected, not only for the sake of the game, but also in the interest of fellow referees and assistant referees. This protection should, however, not influence the overriding regard for protection of the players. 1. A referee should refrain from publicly expressing any criticism of fellow referees, assistant referees or other match officials. 12 2. A referee should assist with the development of less experienced referees and assistant referees. 3. An assistant referee should give his total support to the referee, but without undue interference or insistence.

Staffordshire County Senior League Data Protection Policy

1. About this Policy 1.1 This Policy is to help clubs, County Football Associations and football leagues deal with data protection matters internally. This should be kept with other club / County Football Association / football league policies and a copy should be given (or made available) to all staff members, volunteers and others who come into contact with personal data during the course of their involvement with the club / County Football Association / football league. 1.2 The STAFFORDSHIRE COUNTY SENIOR LEAGUE , (“ we”, “our”, “us” ) handle personal data about current, former, and on occasion prospective players [and their parents or guardians], employees, volunteers, committee members, other [Club/ County FA/League] members, referees, coaches, managers, contractors, third parties, suppliers, and any other individuals that we communicate with. 1.3 In your official capacity with the [Club/ County FA/League], you may process personal data on our behalf and we will process personal data about you. We recognise the need to treat all personal data in an appropriate and lawful manner, in accordance with the EU General Data Protection Regulation 2016/679 ( GDPR ). 1.4 Correct and lawful treatment of this data will maintain confidence in the STAFFORDSHIRE COUNTY SENIOR LEAGUE , and protect the rights of players and any other individuals associated with the STAFFORDSHIRE COUNTY SENIOR LEAGUE. This Policy sets out our data protection responsibilities and highlights the obligations of the STAFFORDSHIRE COUNTY SENIOR LEAGUE , which means the obligations of our employees, committee, volunteers, members, and any other contractor or legal or natural individual or organisation acting for or on behalf of the STAFFORDSHIRE COUNTY SENIOR LEAGUE . 1.5 You are obliged to comply with this policy when processing personal data on behalf of the STAFFORDSHIRE COUNTY SENIOR LEAGUE , and this policy will help you to understand how to handle personal data. 1.6 The STAFFORDSHIRE COUNTY SENIOR LEAGUE MANAGEMENT COMMITTEE will be responsible for ensuring compliance with this Policy. Any questions about this Policy or data protection concerns should be referred to the committee. 1.7 We process employer, volunteer, member, referee, coach, manager, contractor, committee, supplier and third party personal data for administrative and STAFFORDSHIRE COUNTY SENIOR LEAGUE management purposes. Our purpose for holding this personal data is to be able to contact relevant individuals on STAFFORDSHIRE COUNTY SENIOR LEAGUE business or administer the terms of your employment, and our legal basis for processing your personal data in this way is the contractual relationship we have with you and operational requirements to administer fixtures, training and FA disciplinary requirements. We will keep this data for 1 MONTH after the end of your official relationship with the STAFFORDSHIRE COUNTY SENIOR LEAGUE , unless required otherwise by law and / or regulatory requirements. If you do not provide your personal data for this

13 purpose, you will not be able to carry out your role or the obligations of your contract with the STAFFORDSHIRE COUNTY SENIOR LEAGUE . 2. What we need from you 2.1 To assist with our compliance with GDPR we will need you to comply with the terms of this policy. We have set out the key guidance in this section but please do read the full policy carefully. 2.2 Please help us to comply with the data protection principles (set out briefly in section 3 of this policy and in further detail below): 2.2.1 please ensure that you only process data in accordance with our transparent processing as set out in our Privacy notice; 2.2.2 please only process personal data for the purposes for which we have collected it (i.e. if you want to do something different with it then please seek guidance from the Secretary of the STAFFORDSHIRE COUNTY SENIOR LEAGUE Secretary in the first instance; 2.2.3 please do not ask for further information about players and / or members and / or staff and / or volunteers without first checking with STAFFORDSHIRE COUNTY SENIOR LEAGUE Secretary 2.2.4 if you are asked to correct an individual’s personal data, please make sure that you can identify that individual and, where you have been able to identify them, make the relevant updates on our records and systems; 2.2.5 please comply with our retention periods listed in our Privacy Notice and make sure that if you still have information which falls outside of those dates, that you delete/destroy it securely; 2.2.6 please treat all personal data as confidential. If it is stored in electronic format then please consider whether the documents themselves should be password protected or whether your personal computer is password protected and whether you can limit the number of people who have access to the information. Please also consider the security levels of any cloud storage provider (and see below). If it is stored in hard copy format then please make sure it is locked away safely and is not kept in a car overnight or disposed of in a public place; 2.2.7 if you are looking at using a new electronic system for the storage of information, please seek guidance from the Secretary of the STAFFORDSHIRE COUNTY SENIOR LEAGUE Secretary in the first instance; so that we can decide whether such a system is appropriately secure and complies with GDPR; 2.2.8 if you are planning on sharing personal data with any third party outside the FA structure then please seek guidance from the Secretary of the STAFFORDSHIRE COUNTY SENIOR LEAGUE Secretary in the first instance; before doing so who will be able to check that the correct contractual provisions are in place and that we have a lawful basis to share the information; 2.2.9 if you receive a subject access request (or you think somebody is making a subject access request for access to the information we hold on them) then please tell [insert name] as soon as possible because we have legal responsibilities to comply within strict timelines; 2.2.10 if you think there has been a data breach (for example you have lost personal data or a personal device which contains personal data or you have been informed that a coach has done so, or you have sent an email and open copied all contacts in) then please seek guidance from the Secretary of the STAFFORDSHIRE COUNTY SENIOR LEAGUE Secretary in the first instance; who will be able to help you to respond. If you have any questions at any time then please seek guidance from the Secretary of the STAFFORDSHIRE COUNTY SENIOR LEAGUE Secretary in the first instance;. We are here to help. 14 3. Data protection principles 3.1 Anyone processing personal data must comply with the enforceable principles of data protection. Personal data must be: 3.1.1 processed lawfully, fairly and in a transparent manner; 3.1.2 collected for only specified, explicit and legitimate purposes; 3.1.3 adequate, relevant and limited to what is necessary for the purpose(s) for which it is processed; 3.1.4 accurate and, where necessary, kept up to date; 3.1.5 kept in a form which permits identification of individuals for no longer than is necessary for the purpose(s) for which it is processed; 3.1.6 processed in a manner that ensures its security by appropriate technical and organisational measures to protect against unauthorised or unlawful processing and against accidental loss, destruction or damage; 3.2 We are responsible for and must be able to demonstrate compliance with the data protection principles listed above. 4. Fair and lawful processing 4.1 This Policy aims to ensure that our data processing is done fairly and without adversely affecting the rights of the individual. 4.2 Lawful processing means data must be processed on one of the legal bases set out in the GDPR. When special category personal data is being processed, additional conditions must be met. 5. Processing for limited purposes 5.1 The STAFFORDSHIRE COUNTY SENIOR LEAGUE collects and processes personal data. This is data we receive directly from an individual and data we may receive from other sources. 5.2 We will only process personal data for the purposes of the STAFFORDSHIRE COUNTY SENIOR LEAGUE as instructed by the MANAGEMENT COMMITTEE, the County FA or The FA, or as specifically permitted by the GDPR. We will let individuals know what those purposes are when we first collect the data or as soon as possible thereafter. 6. Consent 6.1 One of the lawful bases on which we may be processing data is the individual’s consent. 6.2 An individual consents to us processing their personal data if they clearly indicate specific and informed agreement, either by a statement or positive action. 6.3 Individuals must be easily able to withdraw their consent at any time and withdrawal must be promptly honoured. Consents WILL be refreshed every season . 6.4 Explicit consent is usually required for automated decision-making and for cross-border data transfers, and for processing special category personal data. Where persons under the age of 18 are involved then the consent must be in writing from parent/guardian 6.5 Where consent is our legal basis for processing, we will need to keep records of when and how this consent was captured. 6.6 Our Privacy Notice sets out the lawful bases on which we process data of our players and members. 7. Notifying individuals 7.1 Where we collect personal data directly from individuals, we will inform them about: 7.1.1 the purpose(s) for which we intend to process that personal data; 7.1.2 the legal basis on which we are processing that personal data; 7.1.3 where that legal basis is a legitimate interest, what that legitimate interest is; 7.1.4 where that legal basis is statutory or contractual, any possible consequences of failing to provide that personal data; 15 7.1.5 the types of third parties, if any, with which we will share that personal data, including any international data transfers; 7.1.6 their rights as data subjects, and how they can limit our use of their personal data; 7.1.7 the period for which data will be stored and how that period is determined; 7.1.8 any automated decision-making processing of that data and whether the data may be used for any further processing, and what that further processing is. 7.2 If we receive personal data about an individual from other sources, we will provide the above information as soon as possible and let them know the source we received their personal data from; 7.3 We will also inform those whose personal data we process that we, the STAFFORDSHIRE COUNTY SENIOR LEAGUE , are the data controller in regard to that data, and which individual(s) in the STAFFORDSHIRE COUNTY SENIOR LEAGUE are responsible for data protection. 8. Adequate, relevant and non-excessive processing 8.1 We will only collect personal data that is required for the specific purpose notified to the individual. 8.2 You may only process personal data if required to do so in your official capacity with the STAFFORDSHIRE COUNTY SENIOR LEAGUE . You cannot process personal data for any reason unrelated to your duties. 8.3 The STAFFORDSHIRE COUNTY SENIOR LEAGUE must ensure that when personal data is no longer needed for specified purposes, it is deleted or anonymised. 9. Accurate data We will ensure that personal data we hold is accurate and kept up to date. We will check the accuracy of any personal data at the point of collection and at the start of each season . We will take all reasonable steps to destroy or amend inaccurate or out-of-date data. 10. Timely processing We will not keep personal data longer than is necessary for the purpose(s) for which they were collected. We will take all reasonable steps to destroy or delete data which is no longer required, as per our Privacy Notice. 11. Processing in line with data subjects’ rights 11.1 As data subjects, all individuals have the right to: 11.1.1 be informed of what personal data is being processed; 11.1.2 request access to any data held about them by a data controller; 11.1.3 object to processing of their data for direct-marketing purposes (including profiling); 11.1.4 ask to have inaccurate or incomplete data rectified; 11.1.5 be forgotten (deletion or removal of personal data); 11.1.6 restrict processing; 11.1.7 data portability; and 11.1.8 not be subject to a decision which is based on automated processing. 11.2 The STAFFORDSHIRE COUNTY SENIOR LEAGUE is aware that not all individuals’ rights are absolute, and any requests regarding the above should be immediately reported to the MANAGEMENT COMMITTEE, and if applicable escalated to the STAFFORDSHIRE FA for guidance. 12. Data security 12.1 We will take appropriate security measures against unlawful or unauthorised processing of personal data, and against the accidental loss of, or damage to, personal data. 12.2 We have proportionate procedures and technology to maintain the security of all personal data. 16 12.3 Personal data will only be transferred to another party to process on our behalf (a data processor ) where we have a GDPR-compliant written contract in place with that data processor. 12.4 We will maintain data security by protecting the confidentiality, integrity and availability of the personal data. 12.5 Our security procedures include: 12.5.1 Entry controls. Any stranger seen in entry-controlled areas should be reported. 12.5.2 Secure desks, cabinets and cupboards. Desks and cupboards should be locked if they hold personal data. 12.5.3 Methods of disposal. Paper documents should be shredded. Digital storage devices should be physically destroyed. 12.5.4 Equipment. Screens and monitors must not show personal data to passers-by, and should be locked when unattended. Excel spreadsheets will be password protected. 12.5.5 Personal Devices. Anyone accessing or processing the STAFFORDSHIRE COUNTY SENIOR LEAGUE ’s personal data on their own device, must have and operate a password only access or similar lock function, and should have appropriate anti-virus protection. These devices must have the STAFFORDSHIRE COUNTY SENIOR LEAGUE ’s personal data removed prior to being replaced by a new device or prior to such individual ceasing to work with or support the STAFFORDSHIRE COUNTY SENIOR LEAGUE. 13. Disclosure and sharing of personal information 13.1 We share personal data with the County FA/ and The FA, and with applicable leagues using Whole Game System. 13.2 We may share personal data with third parties or suppliers for the services they provide, and instruct them to process our personal data on our behalf as data processors. Where we share data with third parties, we will ensure we have a compliant written contract in place incorporating the minimum data processer terms as set out in the GDPR, which may be in the form of a supplier’s terms of service. 13.3 We may share personal data we hold if we are under a duty to disclose or share an individual’s personal data in order to comply with any legal obligation, or in order to enforce or apply any contract with the individual or other agreements; or to protect our rights, property, or safety of our employees, players, other individuals associated with the STAFFORDSHIRE COUNTY SENIOR LEAGUE or others. 14. Transferring personal data to a country outside the EEA We may transfer any personal data we hold to a country outside the European Economic Area ( EEA ), provided that one of the appropriate safeguards applies. 15. Reporting a personal data breach 15.1 In the case of a breach of personal data, we may need to notify the applicable regulatory body and the individual. 15.2 If you know or suspect that a personal data breach has occurred, inform a member of the MANAGEMENT COMMITTEE immediately, who may need to escalate to the County FA/ FA as appropriate. You should preserve all evidence relating to a potential personal data breach. 16. Dealing with subject access requests 16.1 Individuals may make a formal request for information we hold about them. Anyone who receives such a request should forward it to the MANAGEMENT COMMITTEE immediately, and where necessary escalated to the County FA/ FA for guidance. Nobody should feel bullied or pressured into disclosing personal information. 16.2 When receiving telephone enquiries, we will only disclose personal data if we have checked the caller's identity to make sure they are entitled to it. 17 17. Accountability 17.1 The [Club / County FA / League] must implement appropriate technical and organisational measures to look after personal data, and is responsible for, and must be able to demonstrate compliance with the data protection principles. 17.2 The STAFFORDSHIRE COUNTY SENIOR LEAGUE must have adequate resources and controls in place to ensure and to document GDPR compliance, such as: 17.2.1 providing fair processing notice to individuals at all points of data capture; 17.2.2 training committee and volunteers on the GDPR, and this Data Protection Policy; and 17.2.3 reviewing the privacy measures implemented by the STAFFORDSHIRE COUNTY SENIOR LEAGUE . 18. Staffordshire County Senior League Privacy Notice

STAFFORDSHIRE COUNTY SENIOR LEAGUE ("we", "our", "us") take your privacy very seriously. This Privacy Notice sets out how we use and look after the personal information we collect from you. We are the data controller, responsible for the processing of any personal data you give us. We take reasonable care to keep your information secure and to prevent any unauthorised access to or use of it.

What personal data we hold on you Personal data means any information about an individual from which that individual can be identified. We collect, use, store and transfer some personal data of our participants [and their parents or guardians], and other League members.

You provide information about yourself and your members when you register with the League, and by filling in forms at an event or online, or by corresponding with us by phone, e-mail or otherwise.

The information you give us may include name, date of birth, address, e-mail address, phone number, gender, and the contact details of a third party in the case of emergency. We may also ask for relevant health information, which is classed as special category personal data, for the purposes of health, wellbeing, welfare and safeguarding. Where we hold this data it will be with the explicit consent of the participant or, if applicable, the participant’s parent or guardian.

Where we need to collect personal data to fulfil League responsibilities and you do not provide that 18 data, we may not be able honour or administer your registration.

Why we need your personal data We will only use personal data for any purpose for which it has been specifically provided.

The reason we need participants’ and members’ personal data is to be able to operate the football league and arrange matches; to administer registration, and provide the league services you are signing up to when you register with the League as a club or participant. Our lawful basis for processing this personal data is that we have a contractual obligation to anyone as a participant or member to provide the services they are registering for. We have set out below, in a table format, a description of all the ways we plan to use personal data, and which of the legal bases we rely on to do so. We have also identified what our legitimate interests are where appropriate.

Who we share your personal data with When you register with the League, your information, if you are a coach or volunteer will be or if you are another participant may be entered onto the Whole Game System database, which is administered by the FA. We also pass your information to the County FA/ FA for affiliation purposes.

We may share personal data with selected third parties, suppliers and sub-contractors such as, coaches or match organisers. Third-party service providers will only process your personal data for specified purposes and in accordance with our instructions.

We may disclose personal information to third parties to comply with a legal obligation; or to protect the rights, property, or safety of our participants, members or affiliates, or others.

The League’s data processing may require personal data to be transferred outside of the UK. Where the League does transfer personal data overseas it is with the sufficient appropriate safeguards in place to ensure the security of that personal data.

Protection of your personal data We have put in place appropriate security measures to prevent personal data from being accidentally lost, used or accessed in an unauthorised way, altered or disclosed.

How long we hold your personal data We keep personal data on our participants while they continue to be a participant or are otherwise actively involved with the League. We will delete this data after a participant has left or otherwise ended their registration or affiliation, or sooner if specifically requested and we are able to do so. We may need to retain some personal data for longer for legal or regulatory purposes. The personal data that is stored on Whole Game System is subject to the FA’s privacy policy so we advise you review that policy together with this notice. If anyone would like their personal data to be deleted from Whole Game System then please contact the County FA.

A participant is considered ‘left or otherwise ended their registration or affiliation’ once all obligations have been met.

Your rights regarding your personal data As a data subject participants may have the right at any time to request access to, rectification or erasure of their personal data; to restrict or object to certain kinds of processing of their personal data, including direct marketing; to the portability of their personal data and to complain to the UK’s data protection supervisory authority, the Information Commissioner’s Office about the processing of their personal data.

As a data subject participants are not obliged to share their personal data with the League. If they choose not to share their personal data with us we may not be able to register them with the League.

We may update this Privacy Notice from time to time, and will inform you to any changes in how we handle personal data. If participants have any questions about this Privacy Notice then please contact the Leagues Data Protection Officer.

21 Staffordshire County Senior League Social Media Policy

Social media (e.g. Facebook, Twitter, LinkedIn) is a broad term for any kind of online platform which enables people to directly interact with each other. However some games, for example Minecraft or World of Warcraft and video sharing platforms such as You Tube have social media elements to them. STAFFORDSHIRE COUNTY SENIOR LEAGUE recognises the numerous benefits and opportunities which a social media presence offers. MEMBERS, parents/carers and pupils/students are actively encouraged to find creative ways to use social media. However, there are some risks associated with social media use, especially around the issues of safeguarding, bullying and personal reputation. This policy aims to encourage the safe use of social media by STAFFORDSHIRE COUNTY SENIOR LEAGUE , its MEMBERS.

Scope This policy is subject to STAFFORDSHIRE COUNTY SENIOR LEAGUE’s Codes of Conduct and Acceptable Use Agreements. This policy: • Applies to all MEMBERS and to all online communications which directly or indirectly, represent STAFFORDSHIRE COUNTY SENIOR LEAGUE . • Applies to such online communications posted at any time and from anywhere. • Encourages the safe and responsible use of social media through training and education • Defines the monitoring of public social media activity pertaining to STAFFORDSHIRE COUNTY SENIOR LEAGUE STAFFORDSHIRE COUNTY SENIOR LEAGUE respects privacy and understands that MEMBERS may use social media forums in their private lives. However, personal communications likely to have a negative impact on professional standards and/or STAFFORDSHIRE COUNTY SENIOR LEAGUE ’s reputation are within the scope of this policy. Professional communications are those made through official channels, posted using STAFFORDSHIRE COUNTY SENIOR LEAGUE name. All professional communications are within the scope of this policy. Personal communications are those made via a personal social media accounts. In all cases, where a personal account is used which associates itself with STAFFORDSHIRE COUNTY SENIOR LEAGUE or impacts on STAFFORDSHIRE COUNTY SENIOR LEAGUE, it must be made clear that the member is not communicating on behalf of STAFFORDSHIRE COUNTY SENIOR LEAGUE with an appropriate disclaimer. Organisational control Roles & Responsibilities • MEMBERS o Know the contents of and ensure that any use of social media is carried out in line with this and other relevant policies o Regularly monitoring, updating and managing content posted o Adding an appropriate disclaimer to personal accounts when naming STAFFORDSHIRE COUNTY SENIOR LEAGUE Process for creating new accounts STAFFORDSHIRE COUNTY SENIOR LEAGUE community is encouraged to consider if a social media account will help them in their work, e.g. a history department Twitter account, or a “Friends of STAFFORDSHIRE COUNTY SENIOR LEAGUE” Facebook page. Anyone wishing to create such an account must present a business case to STAFFORDSHIRE COUNTY SENIOR LEAGUE MANAGEMENT COMMITTEE which covers the following points:- • The aim of the account • The intended audience • How the account will be promoted • Who will run the account (at least two MEMBERS should be named) • Will the account be open or private/closed Following consideration an application will be approved or rejected. In all cases, the MANGEMENT COMMITTEE must be satisfied that anyone running a social media account on behalf of STAFFORDSHIRE COUNTY SENIOR LEAGUE has read and understood this policy and received appropriate training. This also applies to anyone who is not directly employed by STAFFORDSHIRE COUNTY SENIOR LEAGUE, including volunteers or parents. Monitoring SOCIAL accounts must be monitored regularly and frequently. Any comments, queries or complaints made through those accounts must be responded to within 24 hours (or on the next working day if received at a weekend) even if the response is only to acknowledge receipt. Regular monitoring and intervention is essential in case a situation arises where bullying or any other inappropriate behaviour arises on a school social media account. Behaviour • STAFFORDSHIRE COUNTY SENIOR LEAGUE requires that all users using social media adhere to the standard of behaviour as set out in this policy and other relevant policies.

23 • Digital communications by MEMBERS must be professional and respectful at all times and in accordance with this policy. MEMBERS will not use social media to infringe on the rights and privacy of others or make ill-considered comments or judgments about MEMBERS, MANAGEMENT or the COMMITTEE. Social media accounts must not be used for personal gain. MEMBERS must ensure that confidentiality is maintained on social media even after they leave the membership of STAFFORDSHIRE COUNTY SENIOR LEAGUE. • Users must declare who they are in social media posts or accounts. Anonymous posts are discouraged in relation to school activity. • If a journalist makes contact about posts made using social media MEMBERS must refer this to STAFFORDSHIRE COUNTY SENIOR LEAGUE MANAGEMENT COMMITTEE for assessment. • Unacceptable conduct, (e.g. defamatory, discriminatory, offensive, harassing content or a breach of data protection, confidentiality, copyright) will be considered extremely seriously by STAFFORDSHIRE COUNTY SENIOR LEAGUE and will be reported as soon as possible to a relevant senior member of MEMBERS, and escalated where appropriate. • STAFFORDSHIRE COUNTY SENIOR LEAGUE will take appropriate action in the event of breaches of the social media policy. Where conduct is found to be unacceptable, STAFFORDSHIRE COUNTY SENIOR LEAGUE will deal with the matter internally. Where conduct is considered illegal, STAFFORDSHIRE COUNTY SENIOR LEAGUE will report the matter to the police and other relevant external agencies, and may take action according to the disciplinary policy. Legal considerations • Users of social media should consider the copyright of the content they are sharing and, where necessary, should seek permission from the copyright holder before sharing. • Users must ensure that their use of social media does not infringe upon relevant data protection laws, or breach confidentiality. Handling abuse • When acting on behalf of STAFFORDSHIRE COUNTY SENIOR LEAGUE, handle offensive comments swiftly and with sensitivity. • If a conversation turns and becomes offensive or unacceptable, users should block, report or delete other users or their comments/posts and should inform the audience exactly why the action was taken (Ensure you take screen shots for evidence and further process) • If you feel that you or someone else is subject to abuse by colleagues through use of a social networking site, then this action must be reported to the WELFARE OFFICER or SECRETARY immediately.

24 Tone The tone of content published on social media should be appropriate to the audience, whilst retaining appropriate levels of professional standards. Key words to consider when composing messages are: • Engaging • Conversational • Informative • Friendly (on certain platforms, e.g. Facebook) Use of images USE of images can be assumed to be acceptable, providing the following guidelines are strictly adhered to. • Permission to use any photos or video recordings HAS BEEN APPROVED. If anyone, for any reason, asks not to be filmed or photographed then their wishes should be respected. • Under no circumstances should MEMBERS share or upload pictures online other than via owned social media accounts • MEMBERS should exercise their professional judgement about whether an image is appropriate to share on social media accounts. • If a member inadvertently takes a compromising picture which could be misconstrued or misused, they must delete it immediately. Personal use • MEMBERS o Personal communications are those made via a personal social media accounts. In all cases, where a personal account is used which associates itself with STAFFORDSHIRE COUNTY SENIOR LEAGUE or impacts on STAFFORDSHIRE COUNTY SENIOR LEAGUE, it must be made clear that the member of MEMBERS is not communicating on behalf of STAFFORDSHIRE COUNTY SENIOR LEAGUE with an appropriate disclaimer. 82 STANDARD CODE OF RULES DEFINITIONS 1. (A) In these Rules: “Affiliated Association” means an Association accorded the status of an Affiliated Association under the rules of The FA. “AGM” shall mean the annual general meeting held in accordance with the constitution of the Competition. “ARF” means the Annual Registration form that must be completed by clubs prior to the AGM. “Club” means a club for the time being in membership of the Competition. “Competition” means the Staffordshire County Senior League. “Competition Match” means any match played or to be played under the jurisdiction of the Competition.“Contract Player” means any Player (other than a Player on a Scholarship) who is eligible to play under a written contract of employment with a Club. “Deposit” means a sum of money deposited with the Competition as part of the requirements of membership of the Competition. “Fees ” means a list of fees approved by the Clubs at an Annual General Meeting to be levied by the Management Committee for any matters for which fees are payable under the Rules, as set out at Appendix B. “Fines ” means a list of fines approved by the Clubs at a general meeting to be levied by the Management Committee for any breach of the Rules, as set out at Appendix B. “Full-Time” is the F.A. league administration system designed to generate fixtures, appointments and results. “Ground” means the ground on which the Club’s Team(s) plays its Competition Matches. “Management Committee” means in the case of a Competition which is an unincorporated association the management committee elected to manage the running of the Competition and where the Competition is incorporated it means the Board of Directorsappointed in accordance with the articles of association of thatcompany. “Match Officials” means the referee, the assistant referees and any fourth official appointed to a Competition Match. “Non Contract Player” means any Player (other than a Player on a Scholarship) who is eligible to play for a Club but has not entered into a written contract of employment.

“Officer” means an individual who is appointed or elected to a position in a Club or Competition which requires that individual to make day to day decisions. “Participant” shall have the same meaning as that set out in the rules of The FA from time to time. “Player” means any Contract Player, Non Contract Player or other player who plays or who is eligible to play for a Club. “Player Registration System” means The FA system to register players as determined by The FA from time to time. “Playing Season” means the period between the date on which the first competitive fixture in the Competition is played each year until the date on which the last competitive fixture in the Competition is played. “Rules” means these rules under which the Competition is administered. “Sanctioning Authority” means the County Football Association Limited to which your Club affiliates. “Scholarship” means a Scholarship as set out in Rule C3.1.1of the rules of The FA. “SCSLWS.” Means the Staffordshire County Senior League Web Site, the hub of communication and reporting. “Season” means the period of time betweenone AGM and the next AGM 88 (i) The Competition and each Club must be committed to promoting inclusivity and to eliminating all forms of discrimination and should abide and adhere to The FA Equality Policy and any legislative requirements (including those contained in the Equality Act 2010). (ii) This Competition and each Club must make every effort to promote equality by treating people fairly and with respect, by recognising that inequalities may exist, by taking steps to address them and by providing access and opportunities for all members of the community, irrespective of age, gender, gender reassignment, sexual orientation, marital status, race, nationality, ethnic origin, colour, religion or belief, ability or disability or otherwise. (iii) Any alleged breach of the Equality Act 2010 legislation must be referred to the appropriate Sanctioning Authority for investigation. (I) Clubs must comply with the provisions of any initiatives of The FA which are adopted by the Competition including, but not limited to, Charter Standard and RESPECT programmes. Failure to comply with this Rule will result in a fine in accordance with Appendix B. (J) All Participants shall abide by The Football Association Regulations for Safeguarding Children and Regulations for SafeguardingAdultsat Risk as determined by The FA from time to time. (K) Clubs shall not enter any of their Teams playing in the Competition in any other competitions (with the exception of FA and County FA Competitions) except with the written consent of the Management Committee. Failure to comply with this Rule will result in a fine in accordance with Appendix B. (L) At the AGM or a SGM called for the purpose, a majority of the delegates present shall have power to decide or adjust the constitution of the divisions at their discretion. When necessary this Rule shall take precedence over Rule 22. (M) Only one Team from a Club shall be permitted to participate in a single division unless there is no viable alternative because of logistical issues and/or reasons linked to participation and geographical boundaries in which case the Competition will obtain the prior approval of the Sanctioning Authority. This Competition will ensure that, where permission is given, Teams from a Club operating in the same division are run as separate entities with no interchange of players other than by transfers of registration in accordance with these Rules. (N) CLUB NAME 3. Any Club wishing to change its name must obtain permission from the Sanctioning Authority following consultation with the Competition.In the event that permssion is granted, the club must advise the Competition Secretary. Failure to comply with this Rule will result in a fine in accordance with Appendix B. APPLICATION , GROUND INSPECTION,ENTRY FEE, SUBSCRIPTION, DEPOSIT 4. (A) Applications by Clubs for admission to the Competition or the entry of an additional Team(s) from the same Club must be made in writing to the Secretary and must be accompanied by an Application Fee for each Team as set out in Appendix B, which shall be returned in the event of non-election. All applications for admission must also be accompanied by a Grounds Inspection Fee (see Appendix B). Applications, of which due notice has been given, will be received at the AGM or an SGM if confirmed by a majority of the accredited voting members present. When Rule 22(B) is applied or a Team seeks a transfer or, is compulsorily transferred to another division, no Entry Fee shall be payable. 90 (B) The annual subscription shall be payable in accordance with Appendix B for each team payable at a date agreed at the AGM or set by the Competition (C) In the event of any issue concerning the membership of any Club with the Competition the Management Committee may require a Deposit to be paid (in accordance with the Fees Tariff) by or on behalf of the Club on such terms and for such period as it may in its entire discretion think fit. Failure to comply with this Rule will result in a fine in accordance with Appendix B. (D) A Club shall not participate in this Competition until the entry fee, annual subscription and deposit (if required) have been paid. Failure to do so will result in a fine see Appendix B. (E) Clubs must advise the Secretary annually in writing by 30 th June of its Sanctioning Authority affiliation number for the forthcoming Playing Season. Clubs must advise the Secretary in writing, or on the prescribed form, of details of its headquarters, its Officers and any other information required by the Competition. Failure to comply with this Rule will result in a fine in accordance with Appendix B. MANAGEMENT, NOMINATION, ELECTION 5. (A) The Management Committee shall comprise the Officers of the Competition and 2 members who shall all be elected at the AGM. (B) Retiring Officers shall be eligible to become candidates for re-election without nomination provided that the Officer notifies the Secretary in writing not later than 31 st March in each year. All o t h e r candidates for election as Officers of the Competition or members of the Management Committee shall be nominated to the Secretary in writing, signed by the secretaries of two Clubs, not later than 31 st March in each year. Names of the candidates for election shall be circulated with the notice of the AGM. In the event of there being no nomination for any office by the date stated in the earlier part of this Rule, nominations may be received at the AGM. (C) The Management Committee shall meet a minimum of twice a season or as and when required. On receiving a requisition signed by two-thirds (2/3) of the members of the Management Committee the Secretary shall convene a meeting of the Management Committee. (D) Except where otherwise mentioned all communications shall be addressed to the Secretary who shall conduct the correspondence of the Competition and keep a record of its proceedings. (E) All communications received from Clubs must be conducted through their Officers and sent to the Secretary. Failure to comply with this Rule will result in a fine in accordance with Appendix B.

POWERS OF MANAGEMENT 6. (A) The Management Committee may appoint sub-committees and delegate such of their powers as they deem necessary. The decisions of all sub-committees shall be reported to the Management Committee for ratification. The Management Committee shall have power to deal only with matters within the Competition and not for any matters of misconduct that are under the jurisdiction of The FA or Affiliated Association. (B) Subject to the permission of the Sanctioning Authority having been obtained, the Management Committee may order a match or matches to be played each Season, the proceeds to be devoted to the funds of the Competition and, if 91 necessary, may call on each Club to contribute equally such sums as may be necessary to meet any deficiency at the end of the Season. (C) Each member of the Management Committee shall have the right to attend and vote at all Management Committee meetings and have one vote at all such meetings,but no member shall be allowed to vote on any matters directly relating to that member or to the Club so represented or where there may be a conflict of interest. This shall also apply to the procedure of any sub-committee. In the event of the voting being equal on any matter, the Chairman of the Management Committee shall have a second or casting vote. (D) The Management Committee shall have powers to apply, act upon and enforce these Rules and shall also have jurisdiction over all matters affecting the Competition. Any action by the Competition must be taken within 28 days of the Competition being notified. With the exception of Rules 6 J, 8H, and 9, for all alleged breaches of a Rule the Management Committee shall issue a formal written charge to the Club concerned. The Club charged shall be given 7 days from the date of notification of the charge to reply. In such reply a Club may: (i) Accept the charge and/or and submit in writing a case of mitigation for consideration by the Management Committee; or (ii) Accept the charge and notify the Competition that it wishes to put its case of mitigation at a hearing before the Management Committee; or (iii) Deny the charge and submit in writing supporting evidence for consideration by the Management Committee on the papers; or (iv) Deny the charge and notify the Competition that it wishes to have a hearing before the Management Committee. Where the Club charged fails to respond within 7 days, the Management Committee shall determine the charge in such manner and upon such evidence as it considers appropriate. Having considered the reply of the Club (whether in writing or at a hearing), the Management Committee shall make its decision and, in the event that the charge is accepted or decide on the appropriate penalty (with reference to Appendix B where applicable). Where required, hearings shall take place as soon as reasonably practicable following receipt of the reply of the Club as more fully set out above.

The maximum fine permitted for a breach of a Rule by a Non National League System Feeder League Club is £500. No Participant under the age of 18 can be fined. All breaches of the Laws of the Game, or the Rules and Regulations of The FA shall be dealt with in accordance with FA Rules by the appropriate Association. (E) All decisions of the Management Committee shall be binding subject to the right of appeal in accordance with Rule 7. Decisions of the Management Committee must be notified in writing to those concerned within 7 days. (F) A Minimum of 50% of its members shall constitute a quorum for the transaction of business by the Management Committee or any of its sub-committee. (G) The Management Committee, as it may deem necessary, shall have power to fill, any vacancies that may occur in their number. 92 (H) A Club must comply with an order or instruction of the Management Committee and must attend to the business and/or the correspondence of the Competition to the satisfaction of the Management Committee. Failure to comply with this Rule and Rule 6(D) will result in a fine in accordance Appendix B. (I) Subject to a Club’s right of appeal in accordance with Rule 7 below, all fines and charges must be paid within 14 days of the date of notification of the decision. Any Club failing to do so will receive an additional fine doubling original fine. Further failure to pay the fine including the additional fine within a further 14 days will result in fixtures being withdrawn until such time as the outstanding fines are paid and any fixture not played will be treated as an unfulfilled fixture in accordance with Rule 20(E).. (J) A member of the Management Committee appointed by the Competition to attend a meeting or Competition Match may have any reasonable expenses incurred refunded by the Competition. (K) The Management Committee shall have the power to fill any vacancy that may occur in the membership of the Competition between the AGM or SGM called to decide the constitution and the commencement of the Playing Season. (L) The business of the Competition as determined by the Management Committee may be transacted by electronic mail or post. (M) The Management Committee shall have the power to request the release of players for any representative match by giving 7 days notice. Clubs refusing to release players selected must provide medical evidence as to their fitness. PROTESTS, CLAIMS, COMPLAINTS, APPEALS 7. (A) (i) All questions of eligibility, qualification of Players or interpretations of the Rules shall be referred to the Management Committee or a sub-committee duly appointed by the Management Committee. (ii) Objections relevant to the dimensions of the pitch, goals, flag posts or other facilities will not be entertained by the Management Committee unless a protest is lodged with the referee prior to the commencement of the Match. (B) Except in cases where the Management Committee decide that there are special circumstances, protests and complaints (which must contain full particulars of the grounds upon which they are founded) must be lodged with the Secretary within 3 days (excluding Sundays) of the Competition Match or occurrence to which they refer. A protest or complaint shall not be withdrawn except by permission of the Management Committee. A member of the Management Committee who is a member of any Club involved shall not be present (except as a witness or representative of his Club) when such protest or complaint is being determined. (C) No protest of whatever kind shall be considered by the Management Committee unless the complaining Club shall have deposited with the Secretary a sum in accordance with A p p e n d i x B . This may be forfeited in whole or in part in the event of the complaining or protesting Club losing its case. The Competition shall have power to order the defaulting Club or the Club making a losing or frivolous protest or complaint to pay the expenses of the inquiry or to order that the costs to be shared by the parties. (D) All parties to a protest or complaint must receive a copy of the submission and must be afforded an opportunity to make a statement at least 7 days before the protest or complaint being heard. (i) All parties must have received a minimum of 7 days’ notice of the hearing 93 should they be instructed to attend. (ii) Should a Club elect to state its case in person then it should indicate such when forwarding the written response. (E) The Management Committee shall also have power to compel any party to the protest to pay such expenses as the Management Committee shall direct. (F) Any appeal against a decision of the Management Committee must be lodged with the Sanctioning Authority within 14 days of the posting of the written notification of the decision causing the appeal, accompanied by a fee (see Appendix B) which may be forfeited in the event of the appeal not being upheld. A copy of the appeal must also be sent to the Secretary. The procedure for the appeal shall be determined by the Sanctioning Authorityand the Sanctioning Authority may (but is not obliged to): (i) invite submissions by the parties involved; (ii) convene a hearing to hear the appeal; (iii) permit new evidence; or (iv) impose appropriate deadlines Any appeal shall not involve a rehearing of the evidence considered by the Management Committee. (G) No appeal can be lodged against a decision taken at an AGM or SGM unless this is on the ground of unconstitutional conduct. (H) A ll protests, claims or complaints relating to these Rules and appeals arising from a Player’s contract shall be heard and determined by the Management Committee, or a sub-committee duly appointed by the Management Committee. The Clubs or Players protesting, appealing, claiming or complaining must send a copy of such protest, appeal, claim or complaint and deposit a fee (see Appendix B) which shall be forfeited in the event of the protest, appeal, claim or complaint not being upheld and these circumstances may, in addition, be ordered to pay the costs at the direction of the Management Committee. All such protests claims complaints and appeals must be received in writing by the Secretary within 14 days of the event or decision causing any of these to be submitted.

ANNUAL GENERAL MEETING 8. (A) The AGM shall be held not later than July in each year. At this meeting the following business shall be transacted provided that at least 75% members are present and entitled to vote:- (i) Confirm the minutes of the last AGM. (ii) Adopt the annual report, balance sheet and statement of accounts from the previous season accounting period. (iii) Election of Clubs to fill vacancies. (iv) Constitution of the Competition for the ensuing Season. (v) Election of Competition Officers and Management Committee members. (vi) Appointment of auditors/verifiers. (vii) Alteration of Rules, if any (see Rule 14) (viii) Agree the date for the beginning of the Playing Season and kick off times applicable to the Competition. (ix) Agree the date for the end of the Playing Season (save for Step 7 which 94 shall be determined by The FA). (x) Other business of which due notice shall have been given and accepted by the chair as being relevant to an AGM. (B) A copy of the duly audited/verified balance sheet, statement of accounts and agenda shall be forwarded to each Club at least 14 days prior to the meeting, together with any proposed Rule changes. (C) A signed copy of the duly audited/verified balance sheet and statement of accounts shall be sent to the Sanctioning Authority within 14 days of its adoption by the AGM (D) Each Club shall be empowered to send two delegates to an AGM. Each Club shall be entitled to one vote only. 14 days’ notice shall be given of any AGM. (E) Clubs who have withdrawn their membership of the Competition during the Playing Season being concluded or who are not continuing membership shall be entitled to attend but shall vote only on matters relating to the Season being concluded. This provision will not apply to Clubs expelled in accordance with Rule 12.

(F) All voting shall be conducted by a show of hands or count of email or virtual responses (for virtual meetings), unless a ballot be demanded by at least 50% of the delegates qualified to vote or the Chair so decides. (G) No individual shall be entitled to vote on behalf of more than one Club. (H) Any continuing Club must be represented at the AGM. Failure to comply with this Rule will result in a fine in accordance with Appendix B. Note: Fixtures arranged by the Fixture Secretary , or at meeting specially convened for that purpose, to be held no later than 7 days before the commencement of the season. Any Club failing to be represented at a fixture meeting or other League meeting, apologies given or not, or otherwise infringing this shall be liable to a fine, see Appendix B (I) Officers of the Competition and Management Committee members shall be entitled to attend and vote at an AGM. (J) Where a Competition is an incorporated entity, the Officers of the Competition shall ensure that the Articles of Association of the Competition are consistent with the requirements of these Rules. SPECIAL GENERAL MEETINGS 9. On receiving a requisition signed by two-thirds (2/3) of the Clubs in membership the Secretary shall call an SGM. The Management Committee may call an SGM at any time. At least 7 days’ notice shall be given of a meeting under this Rule, together with an agenda of the business to be transacted at such meeting. Each Club shall be empowered to send two delegates to all SGMs. Each Club shall be entitled to one vote only. Any Club failing to be represented at a SGM shall be fined in accordance with Appendix B. Officers of the Competition and Management Committee members shall be entitled to attend and vote at all SGMs. AGREEMENT TO BE SIGNED 10. Each Club shall complete and sign the following agreement which shall be deposited with the Competition together with the application for membership for the 95 coming Season. “We, (A) (name) [ ] of (address) [ ] (Chair)/(Director)and (B) (name) [ ] of (address) [ ] (Secretary)/(Director)of [ ] Football Club (Limited) have been provided with a copy of the Rules and Regulations of the Staffordshire County Senior League Competition and do hereby agree for and on behalf of the said Club, if elected or accepted into membership, to conform to those Rules and Regulations and to accept, abide by and implement the decisions of the Management Committee of the Competition, subject to the right of appeal in accordance with Rule 7.” The agreement shall be signed (i) Where a Club is an unincorporated association, the Club Chair and secretary; or (ii) Where a Club is an incorporated entity, two directors of the Club. Any change of Chair, Secretary or Directors of the Club as named on the above agreement must be notified to the Sanctioning County Football Association to which the Club is sanctioned and to the Secretary of this Competition. Failure to comply with this Rule will result in a fine in accordance with Appendix B. CONTINUATION OF MEMBERSHIP, WITHDRAWAL OF A CLUB 11. (A) Any Club intending, or having a provisional intention, to withdraw a Team from the Competition on completion of its fixtures and fulfilment of all other obligations to the Competition must notify the Secretary in writing of such intention by 31st March each season. This does not apply to a Club moving in accordance with Rule 22(B). Failure to comply with this Rule will result in a fine in accordance with Appendix B. (B) The Management Committee shall have the discretion to deal with a Team being unable to start or complete its fixtures for a Playing Season, including, but not limited to, issuing a fine in accordance with Appendix B. (C) Notwithstanding the powers of the Management Committee pursuant to Rule 6(I), in the event of a Club failing to discharge all its financial obligations to the Competition in excess of £50, the Management Committee shall be empowered to refer the debt under The FA Football Debt Recovery provisions.

EXCLUSION OF CLUBS, TEAMS. MISCONDUCT OF CLUBS, OFFICERS, PLAYERS, MANAGEMENT COMMITTEE 12. (A) At the AGM or SGM called for the purpose in accordance with the provisions of Rule 9, notice of motion having been duly circulated on the agenda by direction of the Management Committee, the accredited delegates present shall have the power to: (i) remove a member of the Management Committee from office; (ii) exclude any Club or Team from membership, both of which must be supported by more than two thirds (2/3) of those present and voting. Voting on this point shall be conducted by ballot. A member of the Management Committee or Club which is the subject of the vote being taken shall be excluded from voting. (B) At the AGM, or at an SGM called for the purpose in accordance with the provisions of Rule 9, the accredited delegates present shall have the power to exclude from further participation in the Competition any Club whose conduct has, in their opinion, been undesirable,provided this is supported by more than two-thirds (2/3) of those present and voting. Voting on this point shall be conducted by ballot. A Club whose conduct is the subject of the vote being taken shall be excluded from voting. (C) Any Officer or member of a Club found guilty of either a breach of Rule, other than field offences, or of inducing or attempting to induce a Player or Players of another 96 Club in the Competition to join them shall be liable to such penalty as a General Meeting or Management Committee may decide, and their Club shall also be liable to expulsion in accordance with the provisions of (A) and/or (B) of this Rule.

TROPHY 13. (A) The following agreement shall be signed on behalf of the winners of the cup or trophy:- “We (A) (name) and (B) (name), the Chair and Secretary of FC (Limited), members of and representing the Club, having been declared winners of cup or trophy, and the cup or trophy having been delivered to us by the Competition, do hereby on behalf of the Club jointly and severally agree to return the cup or trophy to the Competition Secretary on or before 31 st March. If the cup or trophy is lost or damaged while under our care we agree to refund to the Competition the amount of its current value or the cost of its thorough repair.” Failure to comply will result in a fine in accordance with Appendix B. ALTERATION TO RULES 14. Alterations, for which consent has been given by the Sanctioning Authority, shall be made to these Rules only at the AGM or at an SGM specially convened for the purpose called in accordance with Rule 9. Any alteration made during the Playing Season to these Rules shall not take effect until the following Playing Season. Notice of proposed alterations to be considered at the AGM shall be submitted to the Secretary by 28 th February in each year. The proposals, together with any proposals by the Management Committee, shall be circulated to the Clubs by 7 th March and any amendments to these proposals shall be submitted to the Secretary by 31 st March. The proposals and proposed amendments to these proposals shall be circulated to Clubs with the notice of the AGM. A proposal to change a Rule shall be carried if 66% of those present and entitled to vote and voting are in favour. A copy of the proposed alterations to Rules to be considered at the AGM or SGM shall be submitted to the Sanctioning Authority or The FA (as applicable) at least 28 days prior to the date of the meeting. FINANCE 15. (A) The Management Committee shall determine with which bank or other financial institution the funds of the Competition will be lodged. (B) All expenditure in excess of £250.00 shall be approved by the Management Committee. Cheques shall be signed by at least two Officers nominated by the Management Committee. (C) The financial year of the Competition will end on 31 st December. (D) The accounting records, or a certified balance sheet, of a Competition shall be prepared and shall be audited annually by a suitably qualified person(s) who shall be appointed at the AGM.

INSURANCE 16. (A) All Clubs must have valid public liability insurance cover for a minimum of ten million pounds (£10,000,000) at all times. (B) All Clubs must have valid personal accident cover for all Players registered with them from time to time. The Players’ personal accident insurance cover must be in place prior to the Club taking part in any Competition Match and shall be at least equal to 97 the minimum recommended cover determined from time to time by the Sanctioning Authority. In instances where The FA is the Sanctioning Authority, the minimum recommended cover will be the cover required by the Affiliated Association to which a Club affiliates. Failure to comply with Rule 16(A) or 16(B) will result in a fine in accordance with Appendix B. DISSOLUTION 17. (A) Dissolution of the Competition shall be by resolution approved at an SGM by a majority of three quarters (3/4) of the members present and shall take effect from the date of the relevant SGM. (B) In the event of the dissolution of the Competition, the members of the Management Committee are responsible for the winding up of the assets and liabilities of the Competition. (C) The Management Committee shall deal with any surplus assets as follows: (i) Any surplus assets, save for a trophy or any other presentation, remaining after the discharge of the debts and liabilities of the Competition shall be transferred only to another Competition or Affiliated Association or The Football Association Benevolent Fund or to such other charitable or benevolent object in the locality of the Competition as determined by resolution at or before the time of winding up, and approved in writing by the Sanctioning Authority. (ii) If a Competition is discontinued for any reason a trophy or any other presentation shall be returned to the donor if the conditions attached to it so provide or, if not, dealt with as the Sanctioning Authority may decide.

MATCH RELATED RULES QUALIFICATION OF PLAYERS 18. (A) A Player is one who, being in all other respects eligible, has: (i) Registered through the Player Registration System and received approval from the Competition except in the case of a Player who has been registered on the day of a match.For any players registered on the day of a match, a Club Officer must email the Competition with details of the registration one hour prior to the scheduled kick off time in order for the player to be eligible to play in that match. The Player shall not play again in any subsequent match in the Competition until the Club has registered the player through The FA Player Registration System and is in possession of the approval from the Competition. A maximum of 5 Players may be registered in this manner.

Or (ii) For a player to play in a competitive match, other than a cup competition, a maximum of 5 Players can have emergency registrations prior to a game. Each registration must be completed on WGS within 24 hours of the game completion and the opposition advised prior to the game of each of the player’s full names. Approval will then be required by the League 18(A)(i); Failure to correctly register a player will result in a fine ( see Appendix B) 98

Failure to comply with this Rule will result in a fine in accordance with Appendix B. (B) (i) Contract players are not permitted in this Competition with the exception of those Players who are registered under Contract with the same Club who have a team operating at Steps 1 to 6 of the National League System. (ii) .It is the responsibility of each Club to ensure that any Player registered to the Club has, where necessary, the required International Transfer Certificate. Clearance is required for any Player aged 10 and over crossing borders including Wales, Scotland and Ireland. (iii) Each team must have at least 14 Players registered 7 days before the start of each Playing Season. Failure to comply with this Rule will result in a fine in accordance with the Fines Tariff. (C) A Player that owes a Football Debt (as defined under the Football Debt Recovery Regulations) shall be permitted to register for a Club but will be suspended from football activities if the Player does not comply with the terms of the Football Debt Recovery Regulations in respect of that Football Debt. (D) A fee as set out in Appendix B shall be paid by each Club for each Player registered. (E) The Management Committee shall decide all registration disputes. In the event of a player signing a registration form or having a registration submitted for more than one Club, priority of registration shall decide for which Club the Player shall be registered. The Secretary shall notify the Club last applying to register the player of the fact of the previous registration. (F) It shall be a breach of Rule for a Player to:- (i) Play for more than one Club in the Competition in the same Playing Season without first being transferred. (ii) Having registered for one Club in the Competition, register for another Club in the Competition in that Playing Season except for the purpose of a transfer. (iii) Submit a signed registration form or submit as per Rule 18 (A) or submit registration through the Player Registration System that the Player had wilfully neglected to accurately or fully complete. Failure to comply with this Rule will result in a fine in accordance with Appendix B. (G) (i) The Management Committee shall have the power to accept the registration of any Player subject to the provisions of Rules 18(G) (ii) and (iii) below. (ii) The Management Committee shall have power to refuse, cancel or suspend the registration of any Player or may fine any Player, at their discretion (in accordance with Appendix B) who has been charged and found guilty of registration irregularities (subject to Rule 7). (iii) The Management Committee shall have power to make application to refuse or cancel the registration of any Player charged and found guilty of undesirable conduct (subject to Rule 7) subject to the right of appeal to the Sanctioning Authority. Application should be made to the parent County of the Club the Player is registered or intending to be registered with. Undesirable conduct shall mean an incident of repeated proven misconduct, which may deter a Participant from being involved in this Competition. (iv) A Player who has previously had a registration removed in accordance with Rule 18(G)(iii) but has a registration accepted at the expiry of exclusion will be considered to be under a probationary period of 12 months. Whilst under 99 a probationary period, should the Player commit a further act of proven misconduct under the jurisdiction of the Competition, (excluding standard dismissals), the Competition may consider a further charge of bringing the Competition into disrepute. (Note: Action under Rule 18(G) (iii) shall not be taken against a Player for misconduct until the matter has been dealt with by the Sanctioning Authority, and then only in cases of the Player bringing the Competition into disrepute and will in any event be subject to an appeal to the Sanctioning Authority or The FA. All decisions must include the period of restriction. For the purpose of this Rule, bringing the Competition into disrepute can only be considered where the Player has received in excess of 112 days’ suspension, or 10 matches in match based discipline, in any competition (and is not restricted to the Competition) in a period of two years or less from the date of the first offence.) (H) Subject to compliance with FA Rule C2(a) when a Club wishes to register a player who is already registered with another club it shall submit a transfer notification to the Competition via the Player Registration System, a fee as set out in Appendix B (will/may) be required. Such transfer shall be referred by the Competition to the club for which the player is registered. Should this club object to the transfer it should state its objections in writing to the Competition and to the player concerned within 3 days of receipt of the notification. Upon receipt of the club’s consent, or upon its failure to give written objection within 3 days, the Secretary may, on behalf of the Management Committee, transfer the player who shall be deemed eligible to play for the new Club from such date or 7 days after receipt of such transfer. In the event of an objection to a transfer the matter shall be referred to the Management Committee for a decision. (I) A Player may not be registered for a Club nor transferred to another Club in the Competition after 31 st March except by special permission of the Management Committee.

(J) Registrations are valid for one P l a y i n g Season only. In the event of a Non Contract Player without a written contract changing his status to that of a Contract Player with the same Club, another Club in the Competition or with a club in another competition their registration as a Non Contract Player will automatically be cancelled and declared void unless the Club conforms to the exception detailed in Rule 18(B)(i). (K) A Player shall not be eligible to play for a Team in any special championship, promotion or relegation deciding Competition Match (as specified in Rule 22A) unless the Player has played 3 Competition Matches for that Team in the current Playing Season. (L) A player who has played 7 (seven) League games for a team in either the Premier Division or Division 1 shall not in that season be eligible to play in a lower Division League game for that Club after 31 st March except by permission of the Management Committee. Note: for Cup Competitions see relevant Cup rules. Failure to comply with this Rule will result in a fine in accordance with Appendix B. (M) (i) Subject to Rule 18M 2, any Club found to have played an ineligible Player in a Competition Match or Matches where points are awarded shall have the 100 points gained from that Competition Match deducted from its record, up to a maximum of 12 points, and have levied upon it a fine (in accordance with Appendix B). (ii) The Management Committee may vary the sanction as relates to the deduction of points set out at Rule 18 > 2 only in circumstances where the ineligibility is due to the failure to obtain an International Transfer Certificate or where the ineligibility is related to the Player’s status. (iii) Where a Club is found to have played an ineligible Player in accordance with Rule 18 M 1 above, the Management Committee may also, at its discretion: a) Award the points available in the Competition Match in question to the opponents, subject to the Competition Match not being ordered to be replayed; or b) Levy penalty points against the Club in default; or c) Order that such Competition Match or Matches be replayed (on such terms as are decided by the Management Committee). (N) The following clause applies to Competitions involving Players in full-time secondary education:- Priority must be given at all times to activities of schools and school organisations.. Failure to comply with this Rule will result in a fine in accordance with Appendix B. (ii) The availability of children and young people must be cleared with the Head Teachers or Principals (except for Sunday leagues competitions). (iii) To play open age football the player must have achieved the age of 16.

CLUB COLOURS 19. (A)Every team must register the colour of its shirts and shorts with the Secretary by 30th June annually and the Competition Secretary shall decide as to their suitability. (B)Any team changing its colours during the Playing Season must notify the Competion Secretary Immediately (C)Goalkeepers must wear colours which distinguish them from all other Players and the Match Officials. Note: Goalkeepers jersey must either be Orange, Yellow, Blue, Red or Green. Failure to do so will result in a fine see Appendix B. (D)No Player, including the goalkeeper, shall be permitted to wear black or very dark shirts. (E)Any Team not being able to play in its normal colours as registered with the Competition shall notify its opponents the colours in which they will play (including the colours of the goalkeepers jersey) at least 4 days before the Competition Match. Failure to do so will result in a fine see Appendix B (F)If, in the opinion of the referee, two Teams have the same or similar colours, the away Team shall make the change. Should a Team delay the scheduled time of kick off for a Competition Match by not having a change of colours they will be fined in accordance with Appendix B. (G)Shirts must be numbered 1-16 or 1-17 where 13 is omitted, failing which a fine will be levied in accordance with Appendix B.

101 PLAYING SEASON. CONDITIONS OF PLAY, TIMES OF KICK-OFF. POSTPONEMENTS. SUBSTITUTES 20 (A) All Competition Matches shall be played in accordance with the Laws of the Game as determined by the International Football Association Board . Clubs must take all reasonable precautions to keep their Grounds in a playable condition. All Competition Matches shall be played on pitches deemed suitable by the Management Committee. If through any fault of the home Team a match has to be replayed, the Management Committee shall have power to order the venue to be changed. The Management Committee shall have power to decide whether a pitch and/or facilities are suitable for Competition Matches and to order the Club concerned to play its Competition Match(es) on another ground. Football Turf Pitches (3G) are allowed in this Competition provided they meet the required performance standards and are listed on the FA’s Register of Football Turf Pitches. All Football Turf Pitches used must be tested (by a FIFA accredited test institute) every three years and the results passed to The FA. The FA will give a decision on the suitability for use and add the pitch to the Register. The home Club is also responsible for advising Participants of footwear requirements when confirming match arrangements in accordance with Rule 20(C). Within the National League System (“NLS”) all Competition Matches shall have a duration of 90 minutes. All Competition Matches outside of the NLS shall have duration of 90 minutes unless a shorter time (not less than sixty (60) minutes) is mutually arranged by the two Clubs in consultation with the referee prior to the commencement of the match, and in any event shall be of equal halves. Two matches involving the same two Teams can be played on the same day providing the total playing time is not more than 120 minutes. The times of kick-off shall be agreed at the AGM and can only be altered by the mutual consent of the two competing Clubs and the Competition. Referees must order matches to commence at the appointed time and must report all late starts to the Competition. Failure to kick off on time will result in a fine in accordance with Appendix B The home Team must provide goal nets, corner flags and at least two footballs fit for play and the referee shall make a report to the Competition if not provided Note: Failure to play with the League Approved Samba League branded or Mitre MAX flou yellow ball or Mitre Max V 12 failure to comply with this Rule will result in a fine in accordance with Appendix B. (B) Except by permission of the Management Committee all Competition Matches must be played on the dates originally fixed but priority shall be given to The FA and parent County Association Cup Competitions. All other matches must be considered secondary. Clubs may mutually agree to bring forward a Competition match with the consent of the Fixture Secretary. Failure to comply with this Rule will result in a fine in accordance with Appendix B. In the case of a revised fixture date, the Clubs must be given by the Competition 5 clear days’ notice of the match (unless otherwise mutually agreed). (C ) An Officer of the home Club must give notice of full particulars of the location of, and access to, the Ground and time of kick-off to the Match Officials and an Officer of the opposing Club at least 4 clear days prior to the playing of the match. If not so provided, the away Club shall seek such details and report the circumstances to the Competition. Failure to comply with this Rule will result in a fine in accordance with Appendix B. (D)In accordance with the Laws of the Game, in the event of a Club playing in any match with less than 11 players they shall be fined (see Appendix B) for each missing player. A minimum of 7 players will constitute a team for a Competition match.

102 (E)(i) Home and away matches shall be played. In the event of a Club failing to keep its engagement the Management Committee shall have power to impose a fine, deduct points from the defaulting Club, award the points from the Competition Match in question to the opponents, order the defaulting Club to pay any reasonable expenses incurred by the opponents or otherwise deal with them except by the award of goals. Notwithstanding the foregoing home and away provision, the Management Committee shall have power to order a Competition Match to be played on a neutral ground or on the opponent’s Ground if they are satisfied that such action is warranted by the circumstances. (ii) Any Club with more than one Team in the Competition shall always fulfil its fixture, within the Competition, in the following order of precedence:- First Team, Reserve Team, A Team. (iii) Any Club unable to fulfil a fixture or where a Competition Match has been postponed for any reason must, without delay, give notice to the Competition Referees Appointments Secretary, the secretary of the opposing Club and the Match Officials. Failure to comply with this Rule will result in a fine in accordance with the Fines Tariff. (iv) In the event of a Competition Match not being played or abandoned owing to causes over which neither Club has control, it should be played in its entirety on a date to be mutually agreed by the two Clubs and approved by the Competition. Failing such agreement and notification to the Competition within 7 days the Management Committee shall have the power to order the match to be played on or before a given date. Where it is to the advantage of the Competition, the Management Committee shall also be empowered to order the score at the time of an abandonment to stand (v) The Management Committee shall review all Competition Matches abandoned in cases where it is consequent upon the conduct of either or both Teams. Where it is to the advantage of the Competition and does no injustice to either Club, the Management Committee shall order the score at the time of the abandonment to stand. In all cases where the Management Committee are satisfied that a match was abandoned owing to the conduct of one Team or its Club member(s) they shall award the points for the Competition Match to the opponent. In cases where a match has been abandoned owing to the conduct of both Teams or their Club member(s), the Management Committee shall rule that neither Team will be awarded any points for that Match and it shall not be replayed. No fine(s) can be applied by the Management Committee for an abandoned match. (vi) The Management Committee shall review any match that has taken place where either or both Teams were under a suspension imposed upon them by The FA or Affiliated Association. In each case the Team that was under suspension would be dealt with in the same manner as if they had participated with ineligible players in accordance with Rule 18(N) above. Where both Teams were under suspension the game must be declared null and void and shall not be replayed. (F) A Club may at its discretion and in accordance with the Laws of the Game use substitute Players in any Competition Match and Leek Cup Competition. A Club may name up to 5 substitute Players of whom not more than the 5 may be used. For all Premier & Division 1 & 2 League and Cup games, a team will be allowed to name 5 substitutes and a player who has been substituted becomes a substitute and may replace a player at any time subject to the

103 substitution being carried out in accordance with Law 3 of the Laws of Association Football.

The referee shall be informed of the names of the substitute Players not later than 15 minutes before the start of the Competition Match and a Player not so named may not take part in that Competition Match. Late submission of team sheet will result in a fine see Appendix B A Player who has been named as a substitute before the start of the Competition Match but does not actually play in that game shall not be considered to have been a Player in that Competition Match within the meaning of Rule 18 of this Competition. Note; All substitutes and/or substituted players must wear the League approved bibs when occupying the technical area or touchline. These bibs to remain the property of the League. Failure to do so will incur a fine, see Appendix B..

(G)The half time interval shall be of 15 minutes’ duration, but it shall not exceed 15 minutes. The half time interval may only be altered with the consent of the referee. (H)The Teams taking part in a Competition Match shall identify a Team captain who shall wear an armband and shall have a responsibility to offer support in the management of the on-field discipline of their teammates. Failure to comply with this Rule will result in a fine in accordance with Appendix B.

REPORTING RESULTS 2 1 . ( A ) The Competition results must be entered on Full Time within 24 hours of the date played, the result of each Competition match in the prescribed manner. This must include the forename(s) and surname of the team players (in block letters) and players registration numbers and also the Referees Appointment Secretary must receive by e-mail within 24 hours of the date played the and also the referees markings required under League Rule 24, and any other information required by the Competition, Including outside Cup Competitions Failure to do so will incur a fine, see Appendix B. (B) Both the Home and Away Clubs shall use Telephone, SMS or e-mail the result and details of each match to Full Time at the earliest opportunity after the end of the game and by no later than 5.00pm (17.00) hours on the day of the game, Similarly e-mail mid week games by 9.45pm (21.45) hours on the evening of the game. Including outside cup competitions. Failure to do so will incur a fine, see Appendix B. (C) If a fixture is postponed then the League Secretary, Referees Appointment Secretary, must be informed immediately the postponement is made. The Results Secretary needs to be informed as if it were a result. Failure to do so will incur a fine, see Appendix B

DETERMINING CHAMPIONSHIP 22(A) Team rankings within the Competition will be decided by points with three points to be awarded for a win and one point for a drawn match. The teams gaining the highest number of points in their respective Divisions at the conclusion shall be adjudged the winners. Matches must not be played for double points. In circumstances where two or more teams are equal on points team rankings shall be determined by goal difference where the goals scored against by each team 104 shall be deducted from the goals scored by that team and the largest positive difference shall be placed the highest. In the event of the goal difference being equal the highest placed team shall be the team which has scored the most goals. In the event that two or more teams have the same goal difference and have scored the same number of goals then the highest placed team shall be the team which has won the most matches. In the event of the two teams still being equal the team which has the better playing record against the other team in their head to head Competition matches during the Season will be the highest placed team. If the records of two or more teams are still equal and it is necessary for any reason to determine the position of each then the teams affected shall play a deciding match or matches as determined by the Management Committee. (B) Automatic promotion, subject to satisfactory ground grading may apply to the top two teams in Division One and Two. Relegation shall be applied to the last two teams in the Premier Division and Division One, if appropriate. (C) (i) Should one or more teams withdraw from any one Division after fixtures have commenced an equal number of teams to those withdrawing in that Division shall not be automatically relegated. (ii) Vacancies occurring after the conclusion of the season may be filled in any of the following ways. a)Retention of otherwise relegated team(s). b) Additional promotion of next ranked team(s) from Division below. c)Election (iii) The last two teams in the lowest Division shall retire, but be eligible for re election except as below, and subject to the conditions of paragraph C above. (iv)When a senior team is relegated to a lower Division of which its reserve team is a member, or entitled to be a member, such reserve must accept relegation to the next lower Division, and should the senior team be relegated to the lowest Division its reserve team automatically retires from the Competition. v).Should either or both of the leading teams in any Division have its senior team in the next higher Division, promotion shall fall, at the discretion of the General Meeting, to the next highest team or teams in the Division. (D) In the event of a Team withdrawing from the Competition before completing 75% of its fixtures for the Playing Season all points obtained by or recorded against such defaulting Team shall be expunged from the Competition table. For the purposes of this Rule 22(D) a completed fixture shall include any Competition Match(es) which has been awarded by the Management Committee.

MATCH OFFICIALS 23(A) Registered referees (and assistant referees where approved by The FA or County FA) for all Competition Matches shall be appointed in a manner approved by the Management Committee and by the Sanctioning Authority. (B) 1. In the event of the non-appearance of the appointed referee the appointed senior assistant referee shall take charge and a substitute assistant referee appointed by the competing Teams. 2. In cases where there are no officially appointed Match 105 Officials in attendance, the Clubs shall agree upon a referee. An individual thus agreed upon shall, for that Competition Match, have the full powers, status and authority of a registered referee. Individuals under the age of 16 must not participate either as a referee or assistant referee in any Competition Match. (C) Where assistant referees are not appointed each Team shall provide a Club assistant referee. Failure to comply with this Rule will result in a fine in accordance with Appendix B. (D) The appointed referee shall have power to decide as to the fitness of the Ground in all Competition Matches and that decision shall be final, subject to the determination of the Local Authority or the owners of a Ground, which must be accepted. Note: Procedure for pitch inspections. (a) Match day referee to be given opportunity to inspect the conditions of the ground. (b) An official of the Leagues panel to be approached to inspect the pitch, but in doing so must liaise with the appointed referee. Failing (a) and (b) then an official from outside the Leagues panel be invited to make an inspection of the fitness of the ground, but in doing so must liaise with the appointed referee. Subject to any limits/provisions laid down by the Sanctioning Authority, Match Officials appointed under this Rule shall be paid a match fee in accordance with Appendix B inclusive of travel expenses. A travelling expenses payment may be paid for a combined total journey of over 50 miles. (E) Match Officials will be paid their fees and/or expenses by the home Club before/immediately after the Competition Match. Failure to comply with this Rule will result in a fine in accordance with Appendix B. (F) In the event of a Competition Match not being played because of circumstances over which the Clubs have no control, the Match Officials, if present,( shall be entitled to half fee only). Where a Competition Match is not played owing to one Club being in default, that Club shall be ordered to pay the Match Officials, if they attend the Ground, their full fee and expenses. Failure to comply with this Rule will result in a fine in accordance with Appendix B. (G) A referee not keeping their engagement, and failing to give a satisfactory explanation as to their non-appearance, may be reported to the Affiliated Association with which he or she is registered. (H) Each Club shall, in a manner prescribed from time to time by The FA, award marks to the referee for each Competition Match and the name of the referee and the marks awarded shall be submitted to the Competition on the prescribed form provided. Clubs failing to comply with this Rule shall be liable to be fined (in accordance with Appendix B) or dealt with as the Management Committee shall determine. (I) The Competition shall keep a record of the markings and, on the form provided by the prescribed date each Season, shall submit a summary to the Sanctioning Authourity. (J) The referee shall submit a report form, supplied by the Competition, giving the result of the Competition Match, the number of Players in each Team and the time of kick- off to the Secretary within two days of the Competition Match . (K) Match Officials shall be supplied, each season, via the internet a copy of the Competition Rules.

106 APPENDIX A - CUP COMPETITION.

LEAGUE CHALLENGE CUP AND LEEK CUP COMPETITION RULES

Rule 1 Title

The Challenge Cup shall be called the STAFFORDSHIRE COUNTY SENIOR LEAGUE CHALLENGE Cup and shall always remain the property of the League.

The Leek Cup shall be called the STAFFORDSHIRE COUNTY SENIOR LEAGUE LEEK Cup and shall always remain the property of the League

Rule 2 Administration

2 (1) The Management Committee of the Staffordshire County Senior League shall have the entire control of the Competition.

2 (2) The Committee shall have the power to alter or add to the Rules of these Cup Competition as it from time to time deems expedient.

Rule 3 League Rules Apply

3 (1) The Staffordshire County Senior League Rules shall apply to this Competition except when it is stated otherwise.

3(2) In the event of any Club failing to fulfill their engagement of a published fixture, may be expelled from the Competition and otherwise dealt with by the Management Committee as they decide.

Rule 4 Protests

Protests must be made in writing to the Secretary and must be lodged in duplicate within 3 days (Sundays not included) of the date of playing the tie in which the protest relates.

Rule 5 One Player, One Club

5 (1) The Challenge Cup shall be competed for annually by the Clubs in Membership of the Premier Division of the Staffordshire County Senior League.

The Leek Cup shall be competed for annually by the all Clubs in Membership of the Staffordshire County Senior League.

5 (2) Each competing Club shall consist of 17 bona-fide players.

5 (3) The matches shall be played under the Rules of the Football Association and in accordance with the Laws of the Game.

5 (4) No individual shall play for more than one competing team in the same season. Once a registered player has played in the most senior cup he can complete in he is automatically ineligible for the two remaining Cup Competitions. However if a registered player has played in a lower divisional Cup Competition he can still play in a higher Cup Competition but cannot then play in any more lower 107 divisional Cup Competitions in that season excluding the Leek Cup Competition.

5 (5) Any Club found in default of this Rule will be disqualified from the Competition and be subject to other penalties as the Management Committee may deem necessary.

Rule 6 Qualification Of Players

6 (1) A bona-fide player shall be considered as such, having duly registered seven days prior to the date of the match on WGS, and a Contract Player with the Football Association.

6 (2) All players taking part in a semi-final and final rounds must be registered by the 31 st day of March or at least fourteen days prior to the match, whichever is the earlier, and have played in at least five league or cup games for the team involved. A schedule of the players to be considered for the semi final and final ties must be sent, a minimum of 7 days prior to the semi final and final tie, by each team to both the opposition Club Secretary and to the Leagues Secretary. Any player excluded from such schedule will not be allowed to play in the relevant tie.

6 (3) Where a tie is postponed or abandoned only those players who were eligible on the original date set for the postponed or abandoned game shall be eligible to play on the re-arranged date.

6 (4) Any Club found to have played an ineligible player may be dismissed from the Competition, be liable to a fine or otherwise dealt with at the discretion of the Management Committee.

Rule 7 Venues of Ties

7 (1) Clubs shall be drawn together in pairs and the first Club so drawn shall have the choice of ground, if for some reason the first Club so drawn waives its right of ground the second Club so drawn shall have choice of ground.

7 (2) If the goals scored are equal at the end of ninety minutes the tie shall be decided by the taking of kicks from the penalty mark in accordance with F.I.F.A. Rules, this procedure shall also apply in all rounds including the semi-final and final ties.

7 (3) Following the completion of the tie, appointed officials are to be paid in full by the Home club with the Away club reimbursing the home club with 50% of the officials fees.

Rule 8 Semi-Final and Final Ties

8 (1) The semi-final and final ties may be ordered by the Management Committee to be played on a two legged basis, in which event the Club first drawn shall play at home in the first leg.

8 (2) The Management Committee reserves the right to order the semi-final and final ties to be played on the ground of one of the competing Clubs if, owing to fixture congestion it is deemed impossible to play on a two legged basis.

108 Rule 9 Division of Gates

The Staffordshire County Senior League shall be responsible for expenses appertaining to the final tie, the remaining gate receipts together with the monies accrued from any other source shall be held by the League.

Rule 10 Medal / Trophies

The Staffordshire County Senior League shall provide seventeen medals / trophies for the winner and the runners-up of the Competition.

Rule 11 Colours

11 (1) Each Club shall register its colours with the Secretary.

11 (2) When two Clubs having the same registered colours meet, the visiting Club shall change, no Club must change its colours during the progress of the match without the consent of the referee.

Rule 12 Referees

12 (1) Match officials shall be appointed by the Competition, home Clubs shall advise the referee and assistant referees the date and time of kick off to be received at least four days prior to the match.

12 (2) The referee and assistant referees must acknowledge receipt two days before the match, communication shall be by first class post or by telephone.

12 (3) Fees payable to match official for both Cups shall be those in operation on the Staffordshire County Senior League at such time when the match is played.(See Premier Division fees)

Rule 13 Match Officials

Match Officials appointed to officiate in the Cup Final shall be entitled to a Medal/Trophy and appropriate match fee in accordance with League Rules.

PRESIDENTS TROPHY COMPETITION RULES

Rule 1 Title

The Cup shall be called The Presidents Trophy and shall always remain the property of the Staffordshire County Senior League.

Rule 2 Administration

2 (1) The Management Committee of the Staffordshire County Senior League shall have the entire control of the Competition.

2 (2) The committee shall have the power to alter or add to the Rules of this Cup Competition as from time to time it deems expedient.

6 (5) Where a tie is postponed, abandoned or requires re-scheduling only those players who were eligible on the original date set for the postponed, abandoned or re-scheduled tie shall be eligible to play in the tie on the rearranged date. A player who has been suspended may play in postponed, abandoned, drawn or replayed ties after the term of his suspension has expired.

Rule 7 Venue of Ties

7 (1) Clubs shall be drawn together in pairs and the first named Club so drawn shall have choice of ground,.

The Staffordshire County Senior League shall provide seventeen Medals/Trophies for the winners and runners up of the competition.

Rule 1 Title

The Cup shall be called The League Cup and shall always remain the property of the Staffordshire County Senior League the insurance of the trophy shall be undertaken by the league.

Rule 2 Members & Administration

2(1) The Competition shall be annual and competed for by clubs in Membership of the Staffordshire County Senior League Division 2 & 3, there will be no entrance fee.

2(2) The Management Committee of the Staffordshire County Senior League shall have entire control of the Competition.

2(3) The committee shall have the power to alter or add to the Rules of this Cup Competition as from time to time if it deems expedient.

Rule 3 League Rules Apply

3 (1) The Staffordshire County Senior League Rules shall apply to this Competition except where it is stated otherwise.

3(2) In the event of any Club failing to fulfill their engagement of a published fixture, may be expelled from the Competition and otherwise dealt with by the Management Committee as they decide

Rule 4 Protests

Protests must be made in writing to the League Secretary and must be lodged, in duplicate within three days (Sundays not included) of the date of playing the tie in which the protest relates.

Rule 5 Qualification of Players

5 (1) The bona-fide player is one who has duly registered with the WGS of the

5 (2) Players who may be contract or non contract players may be signed up to the round preceding the semi finals.

5 (3) All players taking part in the semi final and final rounds must be registered by the 31st March or at least fourteen days prior to the match, whichever is the earlier and to have played in at least five league or cup games for the team involved. A schedule of the players to be considered for the semi final and final ties must be sent, a minimum of 7 days prior to the semi final and final tie, by each team to both the opposition Club Secretary and to the Leagues Secretary. Any player excluded from such schedule will not be allowed to play in the relevant tie.

5 (4) Any Club found to have played an ineligible player may be dismissed from the Competition, be liable to a fine, or otherwise dealt with at the discretion of the Management Committee.

5(5) No individual shall play for more than one competing team in the same season. Once a registered player has played in any one of the three internal Cup Competitions he is automatically ineligible for the two remaining Cup competitions.

Rule 6 One Player One Club

6 (1) No individual shall play for more than one competing team in the same season, any Club found in default of this Rule will be disqualified from the Competition.

6 (2) Each competing Club shall consist of 17 bona-fide players.

6 (3) The matches shall be played under the Rules of the Football Association, and in accordance with the Rules of the game.

RULES GOVERNING THE CHALLENGE SHIELD COMPETITION

1. The Competition shall be named the Staffordshire County Senior League Challenge Shield Competitions. 2. The Champions and Cup Winners shall qualify for a place in the Challenge Final.

3. The Management Committee shall decide the venue for all final ties.

4. Where one team is winner of both Championship and Cup the vacant place shall be taken by the team finishing second in the League Championship.

5. A Shield shall be presented to the winning team in the Competition which shall never become the property of any one Club and shall be returned when demanded by the Management Committee.

6. The Competition shall be played during the first week of each season. 7. Individual awards shall not be made to anyone taking part in these finals.

8. Players eligible to play shall be bona-fide members of the competing Club i.e., having signed a League Registration Form for that Club for the season in which the Competition is being played and has been registered on WGS.

9. Each Club shall, not less than seven days before the match, send to the opposing Club and League Secretary, a list of the players (Names in full) from which the team for such match shall be selected. Any application to include other names must be made by the Club concerned, stating the grounds for such request which shall be dealt with the Management Committee and may be dismissed.

10. Players registered after the submission of list of eligible players shall not be allowed to compete.

11. In the event of the scores being level after ninety minutes, extra time of not less than 15 minutes each way shall be played, should the scores remain level at the end of the extra time period, the game shall be decided by the taking of kicks from the penalty mark in accordance with F.I.F.A Rules.

12. Proceeds shall be distributed according to the wishes of the Management Committee and Member Clubs.

13. No monies shall be deducted from the proceeds for expenses of any kind the cost of organising the Competition shall be born by the league and the competing Clubs.

14. Monies shall be banked under the name of the Competition and a duly audited

115 balance sheet sent each year to the Staffordshire Football Association.

15. No change shall be made to these Rules without first having received the sanction of the Staffordshire Football Association. 16. The Management Committee of the Staffordshire County Senior League shall have the power to decide or determine any matters not covered by these Rules.

Where games are scheduled on days other than the usual Saturday or Mid week, the Management Committee shall set the time of kick off.

With the exception of final ties, cup matches shall kick off at the same time as the scheduled time for league matches in the month that they are played.

D. MARKS FOR REFEREES:

Each club SHALL, in a manner prescribed from time to time by THE FOOTBALL ASSOCIATION, award a mark to the REFEREE for each match, by reference to the following guidelines;

How to decide on the Referee’s Mark

The following questions focus on the key areas of a referee’s performance. They are intended as an “aide memoire”, are not necessarily comprehensive and need not be answered individually. It is, however, worth considering them before committing yourself to a mark for the referee.

APPLICATION OF LAWS. • Did the Referee apply the Laws correctly? • Was he consistent in applying the Laws? • Did he deal with serious foul play correctly? • Were cautions and sendings off correctly administered? • Was he always in control of the game, and confident in his actions? • Was he pro-active in trying to eliminate foul/offensive language?

COMMUNICATION. • How well did the Referee communicate with the players during the game? • Did the Referee use his whistle to good effect? • Were the arm signals clear to indicate the direction for a restart? • Was the technical area always under control?

FITNESS AND POSITIONING. • Was the Referee always within reasonable distance of the action? • Was the Referee well positioned to make critical decisions near to the penalty area? • Was the Referee alert and concentrated throughout the game? • Did the Referee show the ability to sprint when necessary?

ADVANTAGE AND STOPPAGES. • Did the Referee apply the use of the advantage to suit the mood and temperature of the game? • Were players aware of when the advantage was being played? 119 • Were stoppages kept to a minimum? • Were injuries dealt with correctly?

CO-OPERATION WITH THE ASSISTANTS. • Did the Referee use the assistants effectively? • Did they work as a team, with the Referee leading and managing them to the benefit of the game?

Final Thoughts * Always try to be objective when marking. You may not obtain the most objective view by marking immediately after the game. * Judge the performance over the whole game, and not one isolated incident. * Don’t mark the referee down unfairly because your team was unlucky and lost the game or some disciplinary action was taken against your players.

Guide to Marking

The mark awarded by a club must be based on the referee’s overall performance. It is most important that the mark is awarded fairly and not based upon isolated incidents or previous games. The referee’s performance should be determined by the table below which should act as a guide for the overall mark which should fall within the mark range for each standard of performance.

Mark Range Commen t 91 - 100 The referee was extremely accurate in decision making and very successfully controlled the game using management and communication skills to create an environment of fair play, adding real vale to the game. 81 - 90 The referee was very accurate in decision making and successfully controlled the game using management and communication skills to create an environment of fair play. 71 - 80 The referee was accurate in decision making and controlled the game well, communicating with the players, making a positive contribution towards fair play. 61 - 70 The referee was reasonably accurate in decision making, controlled the game quite well and communicated with players, establishing a reasonable degree of fair play. 51 - 60 The referee had some shortcomings in the level of accuracy of decision making and control, with only limited success in communicating with the players resulting in variable fair play. 50 and below The referee had significant shortcomings in the level of accuracy of decision making and control with poor communication with the players which resulted in low levels of fair play

Notes * Using a scale of up to 100 allows greater flexibility for clubs to distinguish between different refereeing performances more accurately. * A mark within each mark range can be given to reflect the referee’s performance e.g. a mark of 79 indicates a somewhat better performance than a mark of 71. * A mark between 71 and 80 represents the standard of refereeing expected. * When a mark of 50 or less is awarded, an explanation must be provided 120 to the League or Competition by completing the appropriate box on the marking form . It must include comments which could help improve the referee’s future performances. Even where a referee has significant shortcomings there will have been some positive aspects which should be given credit; extremely low marks (below 20) should be very rare.

E. STANDARD CODE OF FACILITIES:

Premier Division

1. All matches shall be played on private grounds or on grounds deemed suitable by the Management Committee. All clubs shall take proper steps to keep their grounds in a proper playing condition. It is mandatory that security of tenure of their ground is produced, i.e. ownership of ground, or length of lease, to be approved by the Management Committee.

2. Clubs shall provide adequate, separate changing facilities of an approximate minimum size of 15 square metres excluding shower and toilet areas, for home and away teams and a separate changing area for the match officials of an approximate minimum size of 4 square metres. These facilities must be on or adjacent to the playing area and with a distance of no more than 50 meters between. Such accommodation to be approved at the discretion of the Management Committee.

3. Each teams dressing room must be clean and have the following: A shower area comprising of at least 4 showerheads giving hot water. At least 1 WC, 1 urinal and 1 wash hand basin. Each match officials dressing room must be clean and have the following: At least 1 shower giving hot water At least 1 WC and 1 wash basin. Provision should be made for separate changing accommodation for both males and female match officials.

4. Adequate toilet facilities must be provided for spectators, the minimum being: 2 Ladies WC’s 1 Gents WC 2 Urinals or equivalent

5. Two trainers’ boxes clearly marked “Home” and “Away” are to be provided. They should be at least 3 metres apart. Each box should accommodate at least 6 persons on fixed seats or benches. Ideally they should be situated adjacent to the half way line. Portable trainers’ boxes are permitted, these must be of substantial solid construction and must be securely fixed when in use. A Technical Area, as defined within the Laws of the Game should be marked out round each trainers’ box. Home and away teams to have in their dug outs first aid kits. Failure to have and a fine will be issued (see appendix B)

The Rules and Practices as laid down from time to time by the Football Association shall also apply to this competition. Contravention of guidelines as indicated by the Football Association will incur a fine (see appendix B).

6. Each club shall be called upon to see that its playing area is of a minimum of 100 yards by 65 Yards (91.44 x 59.43metres) and is correctly marked out. White markings to be used. The playing area shall be fully enclosed by a permanent pitch

121 perimeter barrier of sound construction. Ideally the height should not exceed 1.1 metres and there must be a minimum of 1.83 metres, ideally 2 metres between the touchline, goal line and the pitch perimeter barrier. All such enclosures are subject to the approval of the Management Committee.

7. Adequate facilities shall be provided on or near the ground for parking of cars.

8. It is desirable that covered accommodation constructed of timber/steel/brick/concrete or any combination of these materials should be provided for a minimum of 100 spectators including those accommodated in a seated area where provide. It is desirable hard standing to a minimum width of 1 metre must be provided on at least one side of the ground

9. Admission charges shall be in cash, admission by programme in lieu of cash may be approved by the Management Committee in certain instances.

10. Home clubs shall provide as a minimum, tea or some form of liquid refreshment for all players and match officials at half time and at full time and at half time for visiting club officials (see appendix B).Under League Rule 10D the home team must confirm he fixture and at that time must ask the visiting team if they will be staying for post match refreshments. The away team must confirm in writing that they are or are not. If the away team confirm that they will be staying and subsequently, for any reason, do not then providing the home team can supply a copy of the written confirmation that the away team would be staying to the League Secretary. Then a fine will be issued to the away team. ( see Appendix B )

It is desirable that refreshment facilities are made available for spectators.

11 . There must be a treatment table located in each of the team dressing rooms unless there is a separate medical room. There must be a suitable qualified person (minimum F.A Save a Life) in attendance to assist with spectator problems unless the St John’s Ambulance Brigade or Red Cross Society are in attendance. All clubs shall provide First Aid Equipment at their ground, the provision of a stretcher being advisory/desirable. The location of the stretcher and First Aid Equipment shall be clearly marked in the changing rooms in order that home and away teams shall know of the location.

12. All clubs shall be compelled to use Goal Nets and regulation Corner Flags.

13. The home Club shall provide at least two League approved (as per Rule) footballs suitable for match play, these to be presented for inspection by the referee before the commencement of the game.

Division 1, 2 & 3

1. All matches shall be played on grounds deemed suitable by the Management Committee, Clubs shall take proper steps to keep their grounds in good playing condition.

2. Clubs shall provide adequate separate changing facilities for the home and away teams and the match officials, such accommodation to be approved by the Management Committee.

122 3. Separate washing facilities shall be provided for each team in the Premier Division. Desirable in division 1 & 2, but in certain instances as approved by the Management Committee teams may be allowed to use shared washing facilities (see appendix B). Similarly separate washing facilities shall be provided for the match officials in the Premier Division, and desirable in division 1 & 2.(see appendix B)

4. Adequate toilet facilities must be provided for each team and the match officials. 5. It is mandatory in division 1 , desirable in 2 & 3 that all Clubs shall provide separate covered accommodation, marked HOME and AWAY for the Team Manager, Physio, Trainer and Substitutes of both the home and away teams. The Rules and Practices as laid down by the Football Association from time to time shall also apply to this competition. Contravention of the guidelines as laid down by the Football Association will incur a fine (see appendix B). Home and away teams to have in their dug outs first aid kits. Failure to have and a fine will be issued (see appendix B)

6. Each Club shall be called upon to see that its playing pitch is correctly marked out.

7. The playing area shall be enclosed either by a perma nent fence or rope in all divisions, all such enclosures are subject to the approval of the Management Committee. If rope and supports are used then the rope must be of a minimum diameter of 8mm and the supports to a height of 1.1 metres must be plastic and spaced a maximum of 8 to 10 meters apart.

8. The minimum dimensions of the playing area of the pitch shall be 100 yards x 65 yards (91.44 x 59.43 metres) in the Premier Division and recommended in division 1 & 2.

9. Home teams shall provide as a minimum, tea or some form of liquid refreshment for players and match officials at full time (see appendix B). The away team must confirm in writing that they are or are not. If the away team confirms that they will be staying and subsequently, for any reason, do not then providing the home team can supply a copy of the written confirmation that the away team would be staying to the League Secretary. Then a fine will be issued to the away team. (see Appendix B )

10. All Clubs shall provide First Aid equipment at the ground, the provision of a stretcher being advisory/desirable.

11. All Clubs shall be compelled to use goal nets and the regulation corner flags.

12. The home Club shall provide at least two League approved (as per Rule) footballs suitable for match play, these to be presented for inspection by the referee before the commencement of the game.

13. The Annual Registration Form supplied by the league and which must be forwarded to the League Secretary not later than the 30th day of June each year, Clubs shall state the dimensions of their playing pitch.

14. Clubs shall provide spectator toilet facilities at their grounds.

15. Clubs in breach of these regulations shall be liable to such penalties as the League Management Committee may decide to impose.

F. STANDARD ORDERS RELATING TO REFEREES AND ASSISTANT REFEREES

1. Notification of Matches

The home club must advise the referees and assistant the date and kick-off time of the match and exact situation of the ground at least four days prior to the match taking place. An acknowledgement of this notice must be sent to the home club by the referee and assistant referees at least two days prior to the date of the match.

2. Postponement Of Matches

It is the responsibility of the home club to notify the League Secretary, visiting team, referee and assistant referees of any postponement of a fixture. The referee is the sole person to decide as to the fitness of a ground, if necessary the home club may require the referee to inspect the ground at such a mutually agreed time as to avoid the un-necessary travelling of the away team.

Postponements prior to the day of the match are only allowed by permission of the MANAGEMENT COMMITTEE.

In inclement weather, if the appointed referee is unable to make the ground inspection, it is permissible for the home club to call upon a local referee approved by the Referee Appointment Secretary to inspect the ground and make a decision as to its fitness.

3. Abandonment Of Matches

Where it is found necessary to stop play owing to bad weather or other causes the referee should wait a reasonable length of time before deciding to abandon the match.

4. Teams Late Or Incomplete - Official Late

Referees must advise of all cases where teams commence a game late to the League Secretary, intimating also cases where teams commence below full strength.

The Secretary or other official of the offending club must be advised by the referee that the offence is being reported.

MATCH officials must also report to the League Secretary if they are late or fail to appear for an appointment, together with a written explanation as soon as possible after the conclusion of the game.

5. Assistant Referees Officiating As Referees

In the event of an assistant referee officiating as a referee during the whole or part of a match, he should advise the League Secretary accordingly and state the reason for doing so.

6. Appointments

Match Officials must, once in receipt of fixtures for a month, confirm with the

124 Secretary of the Home Club of their availability. In addition all officials must use the relevant supplied form to advise the relevant Referees Appointment Secretary of their availability for those appointments and at the same time advise of their “closed” dates for the following month.

They are also required to advise their availability for mid-week evening games, bank holidays and fixtures arranged during the holiday periods.

If unable to accept their appointments, match officials are expected to advise immediately but a match official cancelling an appointment to accept one in another League shall, failing satisfactory explanation, not receive a further appointment with the League for one month.

7. Arrival For Appointments

Match officials shall arrive at the ground of their appointment not less than 45 minutes before the scheduled kick off time.

8. Notification Of Team To Referee And Opponents

Clubs must hand copies of a list of players taking part in the game including the nominated substitutes to referee and opponents in the presence of the referee not less than 15 minutes before the advertised kick-off. Referees are to report the fact to the League Secretary if any club fails to comply with this rule.

9. Match Report

The League will supply match report forms which must be completed and returned by the referee within four days of the date of the game to which it relates.

10. Discipline Reporting.

The League on its website has a match report form which will automatically be sent to the League Secretary and each Secretary of the opposing clubs. This match report will enable club Secretaries to log any of the players’ cautions/dismissals. These cautions/dismissals will be reported by the match officials on the WGS so that Club Secretaries may ascertain any of their players forthcoming suspensions In addition if the referee or any member of the Management Committee observes a player/club official urinating in the vicinity of the field of play will result in a fine (see appendix B).

11. Payment Of Match Officials

These payments shall be made in the match officials changing rooms immediately following the match and shall be cash only.

12. Failure Of Match Officials To Keep Appointments

A referee or assistant referee not keeping his appointment and failing to give a satisfactory explanation at his non-appearance may be fined and/or have his name removed from the list of referees / assistant referees and then reported to the

125 Association with which he is registered.

G. PROTOCOLS FOR PROMOTION

1. Application must be made in writing to the Competition Secretary by 28 th February in each season.

2. It is desirable that applicants must meet the Ground Grading criteria on the first inspection. However the Management Committee has discretion providing the Club commits to achieve the ground grading standard within 12 months on the understanding that failing to do so will lead to the applicant being relegated.

3. Having fully complied with matters referred to in paras 1 & 2 above only the Club who completes the season and becomes Champion will qualify for consideration. (Subject to Rule 1b)

4. That the bottom two Clubs in Division One, at the close of a season, may be relegated to Division Two rather than seeking re-election, given the relationship between first and reserve teams not being in the same division of a league.(Subject to Rule 1b)

H. RULES GOVERNING RESERVE TEAMS

1. The League MAY accept a reserve team subject to the following. 2. Where a 1 st XI of a 2 nd XI member loses its position in the above named competition the 2 nd XI will automatically lose its place in this League until such time as the 1 st XI regains its original status.
