YOUR GRAPEVINE May is a busy month, with a packed Grapevine. This year, first of all, we have had elections for County Council. Tivetshall is in the West Depwade Division, and Bev Spratt, who has represented us for many years, held his seat with an increased majority: congratulations, Bev, we look forward to working with you for the next 4 years. Next, your Parish Council held its Annual Meeting, where, apart from all the normal business, there are all sorts of bureaucratic things to be done. This was followed, a week later, by the Annual Parish Meetings. In a change from previous years, the reports from village organisations and groups, are all summarised in this issue to make them more relevant. Both the council meeting minutes, and the reports, have been edited for space. HELP WANTED Your parish council, your villages, need help. Issues identified in the Tivetshalls, issues that would once have been taken care of by the district or county council, will only now be dealt with if we do it ourselves, and your parish councillors cannot do it alone. In particular, as was reported in the last Grapevine, we are still looking for a tree warden, and more information on this rôle can be found at www.SouthNorfolkTreeWardens.org. Perhaps being a play inspector is more to your liking. Our play equipment must be safe for our children, and kept safe. Regular inspections can help to ensure this and the training will tell you what to look for and how to do it. Can you help with either of these small tasks? Or, indeed, any other task? I have, in the past, used these pages to thank parishioners for their efforts and if you look back at previous issues you can see the sort of help that goes a long way to making the Tivetshalls a better place to live.

2 DOG FOULING It is upsetting to have to revisit this issue, but there are some dog owners who seem determined to spoil things for the rest of us. Apart from being unpleasant it is an offence to allow a dog to foul in any public space. I won’t quote the whole law but, essentially, unless you are blind or have a disability that prevents you from doing so, you must immediately clear up after your dog and dispose of everything properly. There are now seven dog litter bins in Tivetshall and there is no excuse for not using them. Dog wardens are patrolling this area and at least one person has already been fined. We are about to have a dog show and will surely show that we are dog-friendly. Let’s show ourselves to be people-friendly, too.

FROM THE CHAIR Hello to all, we are already almost into the middle of 2017. Seems impossible how the time whizzes past...... We have just had the Parish Council annual meetings and I'm very pleased to say I am Chair for the next PC year. We have had a very productive few months and are pleased to say that the Trod Path, which was not as we had hoped - is going to be topped with a hard surface to finally make it 'User Friendly'. A Bus Shelter is to be installed on the Norwich bound side of the A140 at the bus stop between Ram Lane and Rectory Road. The fencing around the playing field will be undergoing extensive maintenance shortly as it is unfortunately in a very bad state of repair. Tivetshall Family and Friends have organised a Dog Show for the bank holiday weekend at the end of May, and I'm expecting it to be a fantastic day for all. On a more negative note, we are having a real problem within the village from a few dog walkers who are flouting the law and not picking up after their pets. It's such a shame that a minority can spoil the countryside.

3 There are numerous dog bins situated around the village. We would all be grateful if you used them. There is a dog warden at SNDC who is patrolling the local villages - so to avoid an inevitable prosecution please use the bins. The very best of wishes to all in The Tivetshalls. Rita (Chair).

BROADBAND The project to bring high speed (1000 Mbps, much faster than what the government call “super-fast”) broadband to Tivetshall and, more generally, to and beyond is exciting and fast moving. There is a report later in this issue, as presented to the Annual Parish Meeting, but it may well be out of date before you read it. You will understand the need for confidentiality while discussions are in progress, but it is hoped that we will be in a position to make an announcement in the very near future. When we know how we will be moving forward, we will hold another public meeting in the Village Hall, to let you all know what, and how, we are doing, and to answer any questions you may have.

FISH AND CHIPS If you are a regular at Ed’s Fish and Chip van in the Village Hall you may already have been told this. If it is an occasional treat, there is a possibility, in the short term, that you may be disappointed. For personal reasons (I do know what they are but it is not my place to say), Ed may not be able to come here every week over the next few months. He still expects to be here most of the time, so please be patient.

MORNINGTHORPE REFUSE CENTRE We have been told that the recycling centre is going to be closed, for what is termed ‘essential’ maintenance, from 13 June until 4 August, and is scheduled to reopen on Saturday 5 August. There is, unfortunately, no nearby alternative site, the closest being at . If you have things to recycle, you are advised to take them in the next week or two, or hang on to them for a couple of months.

4 FROM THE LONG STRATTON SURGERY Every issue the Long Stratton surgery send us some brief news, which we are happy to print. It may be about a particular health issue or, as this one, about the surgery itself. A number of residents, particularly from St. Margaret, are registered with this surgery, although we must make clear that there is also a surgery in , and they have sent us a report to the Annual Parish Meeting, which is printed later in this issue. Staff Updates Congratulations to Dr Shara Khaffaf who recently passed the final examination of her GP training, She is now a fully qualified GP. We have Dr Guy Cutler working with us for the next 4 months and we welcome him to the team. We are very sad to say goodbye on 15th June to our lead nurse Caroline Dear who is moving to another part of the UK. Caroline has been a fabulous role model for our new practice nurses and has mentored them brilliantly. She will be much missed and we wish her good luck with the move. Dispensary Team Our dispensary deals with thousands of prescriptions a week and is under a lot of pressure to get patients’ drugs ready in a timely, safe fashion. Please could you try to avoid running out of medication and ensure that you order your repeat medications with a least 3 working days’ notice. Please can we also remind you to check your medication in advance of any bank holiday dates and in plenty of time if you are going away on holiday. This will help reduce the pressure on our dispensary staff. Thank you. Dr Lara Douglass

OPEN FARM SUNDAY For the masthead this issue, I have borrowed a picture from the Open Farm Sunday advert. This is an event that happens every year and we are pleased to promote it. This free event takes place on Sunday, 11th June, from 11:00 a.m. to 5:00 p.m. at Shotford Hall Farm, Harleston, IP20 9QT. The organisers write: Visit our mixed farm to discover where and how your food is produced and used and how farmers look after the environment. Ever wondered what it’s like in the seat of a tractor or what technology is involved? How are animals reared and cared for? Come and find out and get close to the machinery, touch the animals and meet the people actively involved in farming. Enjoy a tractor and trailer tour, take a leisurely riverside walk or get busy in the children’s activity barn. Refreshments available. For more information, contact Tim Lewis on 07767 708106. 5 PARISH MEETING REPORTS Although there were some others that were read out, all the reports for the parish meeting that I have in soft copy are printed below, with apologies for any errors in editing them for space. All the full reports should be on the parish council web site in due course.

TIVETSHALL ST MARGARET'S PCC ANNUAL REPORT There were 4 PCC meetings held during the year, and we have paid £3500 towards the Benefice. We continued to join with the Gissing congregation and we have been pleased to welcome them to our services on one Sunday each month. Memorial events to celebrate the 70th birthday of the late Andrew Jackman took place in October. The Remembrance services, on the Sunday at St Margaret’s and on Remembrance Day itself at St. Mary’s, were opened by Kevin Hegarty’s playing of the Last Post and Reveille. The Act of Remembrance at St Mary’s, conducted by the Rector, was attended by children from the school. Children from the school also attended their Christingle Service at the church, and a Carol Service by candlelight was well attended in December. BBC Look East broadcast a carol filmed in the ruins of St Mary's at Christmas. The ‘Memory Christmas Tree’ was kindly provided and decorated by members of the PCC and a pleasing number of ‘memory stars’ were attached by members of the congregation. A weekday Morning Prayer is read in church, and a Prayer Request Box placed in the church is used occasionally. We partner with Tear Fund for their general work with children, and continue to support the Leprosy Mission by collecting stamps, and the Lent Giving jar. The proceeds of the Carols by Candlelight service were given to St Martin’s Trust for their work with the homeless. The Parish Council grant for churchyard maintenance was very gratefully received. The churchyard was maintained by a rota of volunteers to whom we are grateful. We would like to put on record our thanks to Julie Savory for her continued regular commitment in playing the organ at our Sunday services. Her excellent playing adds much to our worship. Our thanks also go to Mr David Baker for his continued help when electricity is needed in the church, as well as all who help with cleaning and providing and arranging flowers. 6 Finally we wish to thank our readers, Bryan Fletcher and Alma Noble, visiting clergy and all members of the congregation who have led and participated in services during the year; our organist Julie Savory; Maurice Websdell, our organ blower; our junior sidesmen Elizabeth and Harry Henson and those who bring coffee and biscuits for the services. TIVETSHALL ST MARY FUEL ALLOTMENT & SAINT’S YARD/TOWN LANDS CHARITIES Trustees: Revd David F Mills; Paul Playford; Claire Kirby (Treasurer/Secretary). Saints Yard/Town Lands: The Constitution states funds can be used for the general benefit of inhabitants of – donation to Parish events, benches. Total Funds: £1,192.77 Fuel Allotment: The Constitution states that beneficiaries have to reside in Tivetshall St Mary and prove signs of hardship. Donations are, for example, lifelines, towards funeral expenses, educational books/school uniforms etc. Total Funds £10,333.19. The Trustees are hoping the Charity Commission will allow the release of some of the capital to enable more donations to be made of a personal nature, because, at the moment only £301.31 is available. There have been tentative discussions regarding merging the Saint’s Yard Charity and the Jeffrey Neave Charity. Claire Kirby, May 2017

CHURCH HILL SURGERY 2017 Here at Church Hill we are very pleased to say that we have a regular team of Doctors headed up by Dr Farrook Mondol who is here four days per week. We also have Dr Anthony Pac-Soo, three days per week, Dr Andrew Bourne, two days a week , Dr Katje Bourne one day and Dr Tim Johnson two mornings.

7 We also have two Nurses that can prescribe and who can deal with most acute conditions and if it is something out of their area of expertise they will ask the GP to advise. Our Practice Nurse who is hoping to qualify to prescribe later this year and two HCA’s that run our phlebotomy/INR clinics every morning. We are a dispensing practice and now offer free deliveries five days a week. We have an Outreach team with Nurses that will visit elderly patients that are having difficulties or have just been discharged from hospital and organise help and referrals to the relevant agencies with the help of our Integrated Care Co-Ordinator Carol. Our Patient Participation Group has been re-launched and is looking for members. We are fortunate to have a well-equipped and well-staffed surgery to offer all our patients the care and support they need. We offer appointments Monday to Friday with extended hours on a Tuesday morning from 7am until 8am.

ARCHBISHOP SANCROFT HIGH SCHOOL REPORT TO TOWN COUNCILS ASHS is OFSTED rated GOOD; academic achievement is good and students thrive. Changes in curriculum, finance funding and political pressures at ASHS make the school day almost unrecognisable, even to students who attended five years ago. We are firstly a Church of Secondary school, but also, and importantly, a Community school. We must meet the needs of students from all walks of life, and recognise the importance of providing a broad based curriculum. We are aware that many of our students will go on to university, and it is incumbent on us to ensure that the education provision enables us to deliver our Vision - "From Ashs to anywhere”. Government policy has a key focus on Maths and English. When assessing the school's performance OFSTED will look at the progress students have made in eight GCSE subjects. Maths and English count for double points. So the question Governors always ask when the budget is restricted is, do we sacrifice "low rated" subjects in order to satisfy the inspecting authority, and thence league tables. May be we should forget about those subject areas such as Music, Drama and Art, which appear not to be valued by National policy makers. Some schools have already abandoned them. However, this

8 flies in the face of the facts, in that one of the UKs biggest exports and money earners is the arts - film, TV, Art, Music. Nigel Gender Chief Education Officer - Church of England Education Office writes: "In our rapidly changing world, children and young people need an education which enables them to grow in character and be inspired in the service of others. In this complex world, events remind me how vital it is that our schools continue to be places where the children we serve are given the opportunity to grow in wisdom, knowledge and skills, have hope and aspiration and learn to live well together with dignity and respect.” This view is totally shared by the Governors and Senior Leadership Team at ASHS, and we will do everything we can to maintain a curriculum that allows everyone to thrive. We are connected with the Town, and play an integral part in its life. In the past few months students have organised and served lunches for elderly people, taken part in peace initiatives, put on music and drama productions. Our swimming pool is a huge cost and we would like to find a way of continuing to share this facility and its running costs with the wider community. THE FRIENDS OF ST MARY’S CHURCH, TIVETSHALL This report is very short as nothing of note has occurred since last year. This Grade 2* listed Church continues to attract many visitors and abundant wildlife who enjoy its quiet tranquillity and ambience. The Armistice Day service was well attended by parishioners, children from the school, and the British Legion. Our thanks go to Mr and Mrs Woodrow for keeping the churchyard clear and attending to the flowers around the war memorial. They also provided a Visitor’s Book which contains wonderful comments from far and wide about St Mary’s Ruin and its Churchyard. 9 REPORT ON THE TIVETSHALL MONDAY CLUB We are a club that meets in the Village Hall every second Monday in the month. We have been going for 30 years. We generally have a social afternoon catching up on village and current topics. The conversation can cover anything from politics to the price of sugar in the various supermarkets around us. Each month we celebrate a member’s birthday with cakes, and every month we are Ladies What Lunch choosing a different venue each month. We usually make a contribution of an arrangement to the church festival. We are always willing to welcome new members, and do, if needed, provide transport to village residents. Do come along and see what we are all about.

REPORT ON COMMUNITY BROADBAND PROJECT FOR THE TIVETSHALLS Since the presentation on 21st February things have moved on at a very fast pace. There are now 37 local villages working with B4RNorfolk to bring a ‘Fibre To The Property’ service to their parishioners. We have a determined and have been busy planning prospective routes and getting agreement in principal from land owners. For me the most encouraging thing is that most people understand there is an issue in the area with our telephone and broadband service and even if they don’t use broadband much, many older residents understand the needs of the modern world. Five members of our local committee have joined the B4RNorfolk management team and we are working to co-ordinate the efforts of all local communities in the area that want to be part of the project. We all have one aim: to bring a 1,000Mbps FTTP internet service to our communities and we are all still together on this. This is not just some ‘mad idea’ and it could become a reality and make a huge change to all our daily lives. Several of us have given presentations of the project and the response has been amazing. The experience in parishes with a BT cabinet has been mixed: some, fortunate enough to be near a cabinet, can receive a useable service; those further away find little or no improvement.

10 Presenting the idea that placing a glass fibre strand (the thickness of a human hair) into a hose pipe in the ground can bring a world leading internet service to this area is a hard sell. However, a quick look at what has happened in Lancashire, where over 5,000 households will soon be connected tells you it can be done. Currently discussions are going on regarding the connection to the main fibre running along the A143, and we hope soon to be able to bring everyone up to date with some very exciting news. This will be communicated via various agreed methods and culminate in an open evening at the hall. David Evans, May 2017.

TIVETSHALL ST MARGARET ALLOTMENT CHARITY History An entry in the church wardens’ book made in 1700 shows that Jeffrey Neeve left some ‘closes’ of land to the parish in his will. This land was to be rented out and the profit distributed to the poor of Tivetshall St Margaret who were not already in receipt of regular parish aid and for the up keep of the parish church. Two pieces of land are still owned by the charity and the income from renting it out is paid directly to church funds to support the maintenance of Tivetshall St Margaret parish church. This is managed by the trustees of the Tivetshall St Margaret Parochial Church Council. The enclosure of the parishes of Tivetshall St Margaret and St Mary happened in about 1815. The commissioners set out 2 allotments totalling 6 acres which would be overseen by a group of trustees. At that time the trustees included the lord of the manor, rector, church wardens and other respected individuals. This land was to be rented out and the rents paid out to the poor of the parish initially in fuel and subsequently in money. This land has subsequently been sold and the money from the sale invested. The income the charity currently receives is the dividend and bank interest from this investment. Aims and Activities The charity continues to follow the ethos of the original charity but has modernised it aims to ensure the charity is relevant in today’s world. The aims are the prevention or relief of poverty, and supporting the environment to enhance the life and opportunities

11 of the parishioners of Tivetshall St Margaret. We do this through paying grants, and whilst Individual parishioners remain the priority of the charity, the Trustees have expanded the remit to support other organisations that benefit the parishioners of Tivetshall St Margaret. We do not provide assistance in circumstances where government funding is available, but can help with contributions towards travel, equipment, bills, home care, and funerals, amongst other things. Our income this year has been £1140, and our expenditure £925. We are currently looking for additional Trustees to support the running of this historic charity. TIVETSHALL FAMILIES & FRIENDS ANNUAL REPORT Looking back over the last 12 months, it is quite incredible to think the idea for TFAF started with a small group of people setting up a Facebook Group. Our first meeting took place at The Old Ram one sunny evening, and from there the idea for our first event came. With a date in the diary we were all set! We were thrilled to see the village buzzing; we received some lovely feedback and decided to do the event again this year. We now have 130 members on our Facebook Group. Since August 2016 we have organised:  A Yard Sale – £340 raised for Friends of Tivetshall School (FOTS)  Macmillan Coffee Morning - £245.17 raised  Christmas Craft Fayre - including a visit from Radio Norfolk on their Treasure Quest. £712 raised.  Heart of the community coffee morning - £317.60 raised for TFAF  Launch of the Community Lottery with all 100 tickets sold  Clairvoyant Evening – amount raised TBC  Litter Pick

12 Coming up in 2017:  Summer Fete & Dog Show – Monday 29th May 11am – 4pm  Grand Draw to take place at the Fete  Village Yard Sale, working to support the Flower Festival – 16th July  Christmas Craft Fayre – 26th November It’s fair to say, some of these events didn’t come without their challenges. With insurance being one of them. We did explore ideas of joining forces with other local entities to share a policy but sadly this wasn’t possible. Community Projects: TFAF have consulted with members of our Facebook Group on the subject of film nights, and since then have received a quotation to have cinema equipment installed in the village hall. We have a number of options for funding this installation, however before proceeding we require the consent of The Village Hall Management Committee. We are looking to support or work with as many community groups as possible, and have recently met with The Monday Club to hear how TFAF can help this group. We launched a new community website – www.thetivetshalls.co.uk which includes a page for local businesses to advertise for £5 per year. We have supported the broadband action group by helping to envelope up leaflets and deliver them. We are in the process of DBS checking the 8 Trustees of TFAF and ensuring we have appropriate policies in place, including the all-important insurance policy. We are grateful for the support of the parish council, who kindly donated funds to us last year to help us get started, as well as a more recent donation from the disbanded Tivetshall Action Group (TAG). Finally to finish our report, we wish to say a massive thank you to everyone who has supported us in their different ways to help TFAF get off the ground. Which included members of FOTS joining us in the early months, those who kindly donate cakes, others who continue to be very generous donating raffle prizes, Primrose Press for helping us with printing, and of course to everyone who continues to come along to our events. Everyone on the TFAF committee has made new friends in the village and we are sure the same can be said by those who have enjoyed the events so far.

We were delighted to welcome Dean Forbes onto the team and since joining us he has taken control of cleaning duties and minor maintenance. With his help and co-operation, we have been able to adjust the cleaning schedule so that the hall is freshly maintained for our Tuesday morning Pilates club and we would like to publicly pass on the positive feedback we have received from hirers and our sincere thanks for his efforts, some of which have gone beyond his normal duties. We would also like to thank others who have helped maintain the hall, and those that have brought things to our attention that require maintenance. We are a small team and it helps to have extra eyes and ears. The hall has continued to pay its way and, as of 2nd May we have received an income of £4,995.63 with expenditure of £2846.15. Our current balance is approx. £15,800 with projected planned expenditure on essential maintenance and updating for legal and insurance purposes, in the region of £10,000. This will include the relaying of a concrete path around the hall by the car park, the installation of a new bunded oil tank, the refinishing of the hall floor and improvements to the toilet facilities. Once these have been completed and we have an idea of remaining funds we will be looking to update the kitchen facilities whilst keeping an emergency sum for things like a boiler replacement for example. On behalf of the management committee I would like to thank all our hirers for their continued support and the efforts of new groups such as TFAF, who have brought novel and exciting events to Tivetshall, using both the hall and the playing field areas for their events. The hall belongs to the village for the village to use and it is the management committee’s function to ensure it is clean and safe for people to do so, if anyone would like to join us to help in our endeavours then you would be most welcome. Finally, I would like to thank members of the committee who have worked together to keep things going, we have all had our own issues to deal with this year but it has been good to see how we have all worked as a team to cover for each other and ensure the hall is kept open for hirers, thank you. Christopher Sadler Martin Wilby (District Cllr.) 1. Applicants for Co-option. None. 2. Declarations of Interest and Dispensations. 2.1. Rita Land declared an interest in item 6.1. 3. Minutes. 3.1. The February minutes were approved. There were no matters arising. 4. Reports from Clerk and Councillors. 4.1. Cllr Jollans reported Gary Overland’s suggestion to wait for the further parish partnership funding for a footpath along the A140 North from Rectory Road. 4.2. Cllr Tony Jollans reported on a meeting to review issues with lorries queuing in Moulton Road. Maltings management to keep the matter under review. 4.3. Cllr Jollans reported on the meeting he had attended at Burston, with other neighbouring PCs, about the Governance Review. The importance of all PCs submitting their views was stressed. To be added to the April agenda. 4.4. The Clerk had been unable to contact the person suggested as a potential tree warden last month. To be followed up and other channels pursued. 4.5. The Clerk reported a review of the Council’s policies and procedures to ensure these reflect current models in readiness for the May parish meeting. 4.6. End of Year training session on 16/3 for Clerk approved: £25 plus VAT. 18 5. Public Participation. 5.1. Report from County Councillor Cllr Spratt expressed disappointment, and committed to make Gary Overland aware, at the state of the roads after contractors cut the verges/gulleys. He reported on gritting, progress of NDR, future highways development and improvements to be made in Children’s Services. A number of footpath finger-posts had been delivered to the PC. He explained that purdah for the elections meant that this is the last PC meeting he will be able to attend. Asked about the state of road signs and road repairs raised by a parishioner, he committed to enquire about the repair of the finger-posts. A parishioner commented that with the rise in Council Tax, could the extra income be used to get some of the basics right. Another expressed concern about the poor state of drainage ditches between agricultural land and verges. Cllr Spratt confirmed the landowners’ responsibility to ensure ditches are dug out and kept in good repair. PC to write to landowners in the village reminding them. Clerk to write to Gary Overland about the state of the roads after the cut out. 5.2. Parishioners’ Forum A parishioner reported that two of the dog bins were full and required urgent emptying. Clerk to take up with SNDC. Speeding in the village was raised as an ongoing problem which needed action before someone gets hurt. It was suggested that electronic signs or other signage at entry points to the village might help. PC to investigate options and costs. An update was given to Council about the broadband project, currently views are being sought from villagers and first impressions are positive. Council to be kept informed. 6. Planning Applications. 2017/0091 Cherry Tree Barn, Lodge Road. Retention of temporary use of domestic outbuildings as residential annexe for the barn conversion. No objection. 7. To Discuss Maintenance Matters. 7.1. Revised quote of £1400 (reflecting increase in the price of wood) for repair of playing field fence approved by Council. Clerk to liaise with Nick Thrower for work to be done as soon as possible. Cllr Land reported that Cllr Sadler was investigating the damaged roof of the pavilion. Clerk to ask for a quote. 7.2. Playscape have confirmed that the repainting of the metal swings will take place within the next ten days, weather permitting. 7.3. The Clerk asked what process there was for regular checks of play equipment as this had been highlighted as a requirement at a recent training event. Cllr 19 Jollans stated that he was no longer qualified. Clerk to investigate courses and Council agreed this was urgent. A parishioner said that the surface around the swings was dangerous. Clerk to ask Playscape for advice. 8. Footpaths 8.1. Replacement of missing footpath finger posts. Cllr Chris Sadler to arrange for the posts to be put in place, making it a priority where posts are missing. 8.2. The Clerk reported that email had been sent to NCC requesting urgent repair of the three broken footbridges, one on Green Lane leading to St Margaret’s church, one from The Spinney in Grove Road, and one from Station Road to Lodge Road. Clerk to chase and request the repair of style on Footpath No 4. 8.3. Clerk to draft a letter to farmers reminding them of their responsibility for keeping footpaths maintained, and asking for their assistance. Clerk to investigate in what circumstances a footpath would be closed and whether there is funding available for a footpath warden as NCC no longer had them. 9. Highways Issues carried forward from January Cllr Land reported on matters raised by a parishioner that still required action by NCC. Of particular concern were the railings on Ram Lane and the road surface on Rectory Road by the ‘30’ signs. Clerk to take up outstanding issues with NCC. 10. Correspondence Received. 10.1. NARS letter requesting funding. Whilst the PC recognised NARS provide a valuable service it decided not to donate as no direct benefit to the parish. 10.2. Battle’s Over – A Nation’s Tribute 11th November 2018. It was agreed further consideration should be given to the possibility of the PC doing something in partnership with Tivetshall Families and Friends. 10.3. A parishioner had requested access to the notice board on the village green. It was agreed to ask Cllr Sadler to remove the lock and replace with a catch. 11. Appointment Of Internal Auditor For End Of Year Accounts It was agreed that the appointment of an internal auditor for end of year accounts needed to be followed up as a matter of urgency. The Clerk to make contact with people suggested and make other enquiries. 12. Finance 12.1. The Clerk presented the balance of accounts, and the bank account was reconciled. Cllr Land said that a bank mandate change had been submitted. 12.2. The following payments were authorised:

Applicants for Co-option. 1.1. Alyson Read was willing to be co-opted, and councillors voted to accept her. She had completed the Registration of Pecuniary and Other Interests: Clerk to arrange for documentation to be sent to the Monitoring Officer at SNDC 2. Declarations of Interest and Dispensations. None. 3. Minutes. 3.1. The minutes of the meeting on 8 March, and the extraordinary meeting on 23 March, were reviewed and approved. There were no matters arising. 4. Public Participation. 4.1. Report from District Councillor Cllr Martin Wilby said that the South Norfolk Retailer of the Year Awards had been launched, and he hoped parishioners would submit nominations. Details were presented on the Local Governance Review being done by SNDC which is considering the merging of parish councils and parish boundaries. Cllr Wilby had received a complaint about lorries near the Maltings, and had referred it to Simpsons Malt. Emissions are due to be reviewed in October. He informed the meeting that the local members grant would be available again, with £250 available for each of Cllr Wilby’s parishes, by application. 4.2. Parishioners’ Forum A parishioner reported on progress with the broadband project. Discussions with landowners are going well, and enthusiasm for the project has grown. The project is progressing quickly with a proof of concept exercise planned. 5. Reports from Clerk and Councillors. 5.1. Cllr Sadler reported that he now had the footpath finger posts and would prioritise putting these in position over the next few weeks. The Clerk reported that Bob West at Norfolk County Council (NCC) Highways had taken 22 over responsibility for the Tivetshalls and email contact had been made. Cllr Land had received an email from one landowner keen to work with the PC to ensure footpaths are maintained on his land. The footbridge on footpath 6 by Rose Farm Barn is unsafe as it’s only one plank thick. Clerk to ask NCC who is responsible for repairing footbridges on private land. A number of enforcement notices have been issued by NCC’s Countryside Access Officer. 5.2. The Clerk gave feedback on the outcome into inquiries about combining insurance for the PC with other village organisations and how advice from Council’s insurers was that this was not possible due to each organisation being a separate entity, established for different purposes. 5.3. Cllr Rita Land reported that 50% funding had been approved by Norfolk County Council (Parish Partnership fund) for the surfacing of the trod path opposite the school and the erection of a bus shelter at the bus stop on the northbound carriageway of the A140 between the junctions of Ram Lane and Rectory Road. Council voted to accept the conditions of the funding and contribute £1,675 towards each scheme. 5.4. Cllr Chris Sadler reported that it was not possible to remove the lock from the notice board on the village green. It was agreed that he would arrange a time with David Evans to cut through the door hinges, remove the lock and replace with door fixing. Council agreed to reimburse the cost of a saw blade. 5.5. Cllr Rita Land reported that riding on the footpath from Church Lane to The Street still appeared to be an issue, despite the notice in The Grapevine. After consideration it was agreed that the Clerk would put a polite notice from the PC at either end of the footpath. 6. Planning Applications. 6.1. 2017/0378 Hall Farm Hall Road Tivetshall St Margaret NR15 2BD. Agreed to approve application to replace rotten windows with same. 6.2. 2017/0384 Barn Cottage Station Road Tivetshall St Margaret NR15 2ED. Agreed to approve application to replace rotten windows with same. 6.3. 2017/0708 Land North of Lodge Road : Agricultural building. Unable to comment as no information received from SNDC Planning. 6.4. 2016/2779. SNDC has approved the application with no conditions. 7. To Discuss Maintenance Matters. 7.1. The repainting of the metal swings has been completed. Unfortunately, it was necessary to close the swings for a short time because of a slippery

23 surface caused by the build-up of vegetation particles. Council noted it’s thanks to Dean Forbes for promptly cleaning the surface and to Jan Mackay for allowing use of her water supply, for which a donation has been made to cover the additional water charges. 7.2. The Clerk reported that the work to repair the fence adjoining the playing field was planned for the end of April. Access to a water supply will be needed to mix cement – Clerk to confirm the water supply in the pavilion can be used. Consideration was given to having metal post savers around the base of each post to prevent damage from strimming. All agreed this would be money well spent. Cllr Chris Sadler to obtain costs. It was confirmed that these could be fitted once the posts are in place. David Evans agreed to measure where the oil tank will be repositioned and advise of any impact on the position of the fence so Nick Thrower can be advised. 7.3. Further consideration was given to the weekly safety inspection of the play equipment. Clerk to investigate possible options including what other parish councils do and the costs involved, including any training costs. 8. Community Plan Cllr Rob Alleguen-Porter presented the proposed Community Plan and explained the plans aim and purpose. After due consideration a vote was taken and it was agreed to put the plan in place at the Annual Parish Council meeting in May, with this being the start of the council year it was agreed the plan would be an effective tool for giving more structure to work streams 9. SNDC Community Governance Review Various documents relating to the review were available for review, including the Terms of Reference. A recap was given on the purpose of this review. Consideration was given as to how the PC could inform parishioners about the review and about the residents survey they could complete to make their views known. It was agreed to put a brief summary and a link to the survey on the PC link on the Tivetshall Families and Friends website; to have a handout available at the Annual Parish Meeting giving a summary about the review; to include in the annual PC report; to put a copy of the handout in the Post Office and post information on social media. Clerk to draft information handout and set up PC Facebook page. Consideration was given to the best way to ensure completion of the PC survey was representative of the majority view of the PC. To be given further consideration at next meeting.

24 10. To Discuss The Annual Parish Meeting 10.1. It was agreed that the PC would provide refreshments for the meeting. Councillors and Clerk will each contribute either an item of food or drinks. 10.2. The list of village organisations who submitted reports last year was revised to reflect changes. Clerk to make contact with each group, for reports. 10.3. It was agreed to hold the Meeting on a different day to the Annual Parish Council Meeting to give more opportunity for councillors to engage with parishioners. The date was agreed as Wednesday 17th May 2017 at 7.30pm. 11. To Note Correspondence Received 11.1. A letter had been received from the Patient Participation Group at Churchill Surgery asking for a poster to be displayed to inform patients living in the village about date and subject matter of the next meeting. Agreed to display. 11.2. The Campaign to Protect Rural England’s letter was read out and considered. Agreed to sign to demonstrate the support of Tivetshall PC to this campaign. 11.3. It was noted that the Annual Return from Mazars had been received. 11.4. Confirmation received from Barclays that the mandate change to reflect the change in personnel authorised to have access has been put in place. Further action is needed to get access for the clerk to the online banking facility 12. To Consider And Agree Appointment Of Internal Auditor The Clerk reported that two people had been approached but neither was able to undertake the audit, and that she was still waiting for others to respond. A neighbouring parish council was approaching their Responsible Finance Officer to see if she would be willing to do it. It was agreed to use her if she was able to do it, subject to the cost being approved. Clerk to continue investigations 13. Finance 13.1.
