I know as we look around the stadium it’s not the typical crowd that we normally expect for this great game day experience. We are doing our very best to follow appropriate CDC and the Department of Health guidelines, so I thank you for your support and cooperation as we have traveled to support Coach Broderick Fobbs, the coaching staff and, of course, our outstanding G- Men football team. Both teams met four consecutive years in Dallas before Prairie View replaced Langston in 1929. Wiley wasn’t the only college to play PV in the State Fair. The Panthers battled Tennessee State in 1958 and Texas Southern in 1959. After relocating to Dallas in 1961, Bishop College eventually took Wiley’s place in the annual contest in the 43rd classic in 1967. It wasn’t until 1992 that the classic would see the annual PVAMU-GSU showdown. Since 1992, this has been the annual match-up held at the State Fair Classic. Harwell rom its earliest days, the University of Houston rose to Fthe top in athletics—not in football or basketball as you might expect, but in ice hockey. The team competed for the first time in 1934 against Rice Institute in the Polar Wave Ice Rink on McGowan Street. It went undefeated for the season, scoring three goals to every one for its opponents. The next year, only one player returned, but the yearbook reported that they “represented a fighting bunch of puck- pushers.” They must have been because the team had no reserves and played entire games without a break.1 The sports picture changed dramatically in 1946 when the University joined the Lone Star Conference (LSC) and named Harry H. Fouke as athletic director. He added coaches in men’s tennis, golf, track, football, and basketball, and a new director of women’s athletics focused on physical education. DEHRING, CRAIG A. DEPKEN and MICHAEL R. WARD* We investigate the impact of a potential new sports venue on residential property values, focusing on the National Football League’s Dallas Cowboys’ search for a new host city in the Dallas-Fort Worth area. We find that residential property values in the city of Dallas increased following the announcement of a possible new stadium in the city. At the same time, property values fell throughout the rest of Dallas County, which would have paid for the proposed stadium. These patterns reversed when the Dallas stadium proposal was abandoned. Subsequently, a series of announcements regarding a new publicly subsidized stadium in nearby Arlington, Texas, reduced res- idential property values in Arlington. In aggregate, average property values declined approximately 1.5% relative to the surrounding area before stadium construction commenced. This decline was almost equal to the anticipated household sales tax burden, suggesting that the average expected amenity effect of hosting the Cowboys in Arlington was not significantly different from zero.     FP-018 Cotton Bowl Stadium Does the structure in front of you really need an introduction? After all, Cotton Bowl Stadium is renowned worldwide as the venue that for more than 70 years hosted the Cotton Bowl Classic, pitting two of college football’s premier powerhouses against one another on -- or near -- New Year’s Day. The roster of gridiron greats who have played inside this stadium reads like a roll call of athletic superstardom. Davey O’Brien, Bobby Layne, Sammy Baugh, Bart Starr, and Ernie Davis (who was the first black player to win the Heisman Trophy). Let’s not forget Roger Staubach, Joe Theismann, Joe Montana, Bo Jackson, Dan Marino and Woodrow Wilson High School graduate and Heisman winner, Tim Brown. Oh yes, and Troy Aikman, Doug Flutie and Eli Manning, as well. You HAVE heard of some of those people, haven’t you? For more than 70 years, this stadium has also been the host of a piddly little rivalry you’ve probably never heard of, a rivalry between one team that wears Burnt Orange and White, and another that wears Crimson and White. And to be clear, down here that rivalry is always called the TEXAS/OU game … never the other way around. The stadium also hosts the annual State Fair Classic featuring Grambling University and Prairie View A&M, perhaps the one football event in the country where the halftime band performances are more exciting than the game itself. And in 2011, the stadium became the home of the new Ticket City Bowl, featuring teams from the Big 10 Conference and Big 12 Conference or Conference U.S.A.

    U.S. Department of Agriculture Washington, D.C. 20250 Number: DEPARTMENTAL REGULATION 1390-001 SUBJECT: Implementation of Executive Order DATE: 12320: Strengthening Historically Black Colleges January 15, 1985 and Universities OPI: Office of Minority Research & Teaching Programs I PURPOSE This regulation establishes policy relating to strengthening historically black colleges and universities. 2 CANCELLATION This regulation replaces Secretary's Memorandum No. 1978, dated March 12, 1979. 3 POLICY In order to implement Executive Order 12320, and to carry out the subsequent direction of the President to the Heads of Executive Departments and Agencies of September 22, 1982, it shall be the policy of the Department to seek to strengthen the capacity of historically Black colleges and universities to provide quality education, and to overcome the effects of discriminatory treatment. In doing so: a Wherever possible agencies should attempt to direct program funds and technical assistance resources towards improving administrative and education infrastructures of historically Black colleges and universities. b In cases where agencies project decreased funding for all higher education institutions, they should strive to increase the percentage share allocated to historically Black colleges and universities consistent with law. c Agencies should continue to eliminate identified unnecessary and irrelevant procedures, prerequisites, and policies to the participation of historically Black colleges and universities in Federal programs and to accelerate activities to single out those policies or regulations which have inhibited full participation in such programs by historically Black colleges and universities.
