    YOUR MONTHLY THURGOOD MARSHALL SCHOOL OF LAW ELECTRONIC NEWS & INFORMATION SOURCE FROM THE OFFICE OF EXTERNAL AFFAIRS – (713) 313-1197 February 2017 In Remembrance of Professor James Bullock 1926-2017 Thurgood Marshall School of Law (TMSL) has lost a great champion, Professor James Bullock, who be- lieved in the excellence of this law school and in the excellence of his students. Professor Bullock served in both the U.S. Army and the U.S. Navy where he travelled the world. After serving in the military, Professor Bullock moved to Houston and graduated from Texas Southern University (TSU). After working for the U.S. Postal Service, he returned to TSU to attend TMSL where he received his J.D. and became licensed with the State Bar of Texas in 1970. Return to Thurgood Marshall School of Law Professor Bullock practiced law for several years then returned to TMSL again to join the faculty. A beloved professor and mentor to many, Professor Bullock was a member of the TMSL faculty for more than 39 years. He taught contracts, oil and gas, wills and trust, intellectual property, creditors’ rights and bankruptcy. His students held him in the highest regard, not only for his teaching, but also for the comical way in which he delivered his lessons. (See famous “Bullockisms” below) Colleagues at TMSL described Bullock as a pro- fessor devoted to the art and science of teaching. While on the faculty, he served as Dean of Admissions where he established criteria for law school admissions.     2017 Regular Session ENROLLED SENATE RESOLUTION NO. 31 BY SENATOR LUNEAU A RESOLUTION To commend and congratulate Grambling State University Head Football Coach Broderick Fobbs on a highly successful football season capped with winning the SWAC conference and the HBCU national championship. WHEREAS, Coach Broderick Fobbs, in his third year at the university, led the Grambling State Tigers last year to an overall record of twelve and one, capping the season as 2016 SWAC Football Champions, defeating Alcorn State 27-20 in the title game, and as 2016 HBCU National Football champions, prevailing over North Carolina Central 10-9 in the Air Force Reserve Celebration Bowl; and WHEREAS, after a one-year stint serving as the wide receivers' coach with Southern Mississippi University in 2012, Fobbs returned to McNeese State University in 2013 for a sixth overall season as a member of the McNeese coaching staff as the tight ends' coach, having previously served there as co-offensive coordinator and wide receivers' coach; and also worked as an offensive graduate assistant at the University of Louisiana-Lafayette during the 2000-2001 season; and WHEREAS, as a high school player at Carroll High School in Monroe, he earned all-state and all-district honors in football and baseball, played in the state baseball and football all-star games and earned a scholarship to Grambling State University as a running back; and WHEREAS, under legendary GSU Head Football Coach Eddie Robinson, Coach Fobbs served as a two-time team captain for the Tigers and led the Southwestern Athletic Conference in yards per carry of 7.1 one season while gaining more than one thousand yards during his college football career; and WHEREAS, he was an honors student and earned his bachelor's degree from the university in 1997; and Page 1 of 2 SR NO.

    2 Introduction This articulation agreement contains programs of courses appropriate for transfer for community/junior college students who attend Mississippi's eight public universities. At the bottom of each program are listed the universities which offer the baccalaureate degree program. Each university will accept courses as listed on the particular transfer program without loss of credit toward the conclusion of the four-year degree. It is intended that this articulation agreement be a minimum program transfer for all students moving from the community/junior college to the university system, as well as moving between universities in the system, acting as a 'safety net' for transfer students. It is not intended to replace any individual articulation agreement between a particular community/junior college and a university which would allow additional courses to transfer into a specific program of study. It is vital that the programs of study be reviewed periodically and that revisions be made where appropriate. The revision process will encompass the following: 1) make editorial changes as needed; 2) further standardize the format for programs of study; 3) update offerings by universities as needed; and 4) keep appropriate officials abreast of changes made by the universities . It is understood that accreditation agencies expect colleges and universities to evaluate course offerings . It is further understood that community/junior colleges and universities are expected to comply with accreditation requirements and that a cooperative spirit will prevail in working through any needed changes. There will be an IHL Articulation Subcommittee of the University Chief Academic Officers’ Council with Community and Junior College representatives to serve on this subcommittee as nonvoting members for information purposes.
