    National Address by Dr. the Right Honourable Keith Mitchell Prime Minister, Grenada, Carriacou and Petite Martinique May 10, 2020 Fellow Grenadians, the COVID-19 pandemic continues to be the greatest challenge facing Grenada and many other countries around the world. However, with this unprecedented challenge comes opportunities for innovation and strategic thinking to restart our economies. It calls for all of us to have more patience, love and tolerance in dealing with each other. In the midst of the pandemic, Government must carefully balance competing priorities - ensuring that our health care system and workers are adequately prepared to deal with COVID-19, while at the same time, easing into a micro-economic framework that allows more and more businesses to operate in keeping with the recommended protocols. As such, effective Monday, May 11th, 2020, every day will be a designated business day, that is, for the businesses already granted permission to operate and those resuming this week. Approved businesses will operate their respective pre-COVID schedules within the allotted time, 8:00 a.m. to 5:00 p.m. The daily curfew remains in place, from 7:00 p.m. to 5:00 a.m. Government anticipates an uptick in economic activity with the resumption of work in the construction industry this week. Health and safety guidelines have been created and the contractor for each project must seek and be granted permission from the construction sub-committee before actual work resumes. Other new areas slated for reopening this week include, real estate services, laundromats, landscapers and gardeners, flower shops, consumer credit stores and companies offering payday loans.

These are among the far-reaching areas on which OECS Heads of Government reached agreement at their two-day summit in Dominica, July 25th and 26th. The Heads agreed to work towards a January 1st 2002 deadline for introducing free movement of OECS nationals among the Member States. A Task Force will be set up to work out the details under the supervision of Prime Ministers Dr. Ralph Gonsalves of St. Vincent and the Grenadines and Dr. Kenny Anthony of St. Lucia. The Heads expect Freedom of Movement to involve the removal of restrictions on Work and Residency permits, now required for OECS nationals seeking to move from one island to another. The Task Force has been mandated to look at a “common passport” for OECS nationals, under an entity to be called the “Eastern Caribbean Union of Independent States” (ECUIS), with the holder’s country of birth inscribed below. A Common ID card is also to be issued for, among other things, inter island travel. The Summit agreed to set up a high level Task Force under the Chairmanship of Prime Minister Dr. Ralph Gonsalves of St. Vincent and the Grenadines to pursue the creation of an Economic Union of OECS Member States.

(C) Summary: In a wide-ranging discussion over breakfast,Ambassador Ourisman and St. Vincent and the Grenadines Prime Minister Ralph Gonsalves covered the crime situation in St.Vincent, the Bolivarian Alternative for the Americas (ALBA), the state of the region’s primary air carrier (LIAT), the IMF’s involvement in the Eastern Caribbean, and cultural influences and preservation. PM Gonsalves reiterated SVG’s gratitude for American military and law enforcement assistance, and offered to investigate the handling of a court case involving a Peace Corps Volunteer who had been stabbed mid- 2007. End Summary. ¶2. (SBU) On January 29, 2008 Ambassador Ourisman hosted St.Vincent and the Grenadines Prime Minister Ralph Gonsalves for breakfast at the Embassy before his first official meeting with new Barbados Prime Minister David Thompson. Initially meant to focus on the recent trial involving a Peace Corps Volunteer (PCV) who was stabbed in St. Vincent last year, the discussion soon wandered to cover a variety of issues. “Daniel, My Brother” ——————– ¶3.     COMMUNIQUÉ ISSUED AT THE CONCLUSION OF THE TWENTY-EIGHTH INTER-SESSIONAL MEETING OF THE CONFERENCE OF HEADS OF GOVERNMENT OF THE CARIBBEAN COMMUNITY 16–17 FEBRUARY 2017, GEORGETOWN, GUYANA The Twenty-Eighth Inter-Sessional Meeting of the Conference of Heads of Government of the Caribbean Community (CARICOM) was held at Georgetown, Guyana, on 16-17 February 2017. The President of Guyana, His Excellency Brigadier (Ret‟d) David Granger, chaired the proceedings. Other members of the Conference in attendance were Prime Minister of Antigua and Barbuda, Honourable Gaston Browne; Prime Minister of Barbados, Rt. Honourable Freundel Stuart; Prime Minister of Dominica, Dr. the Honourable Roosevelt Skerrit; Prime Minister of Grenada, Dr. the Rt. Honourable Keith Mitchell; President of Haiti, His Excellency Jovenel Moise; Prime Minister of St. Vincent and the Grenadines, Dr. the Honourable Ralph Gonsalves; and Prime Minister of Trinidad and Tobago, Dr. the Honourable Keith Rowley.     National Address by Dr. the Right Honourable Keith Mitchell Prime Minister, Grenada, Carriacou and Petite Martinique September 13, 2020 14 September 2020 Fellow Grenadians, all, I greet you this evening to bring news of the much- anticipated changes to the composition of the Cabinet of our country. This change is more about facilitating personal growth and development, and allowing Ministers to become more versatile, by managing different portfolios and most importantly, enabling Government to become more efficient in handling the affairs of the state. Those who have closely monitored and followed my style of leadership would know that in the middle of any term of office, my usual approach is to give Ministers an opportunity to develop their skills in managing different areas of Government, especially if they have served in one Ministry for an extended period of time. The portfolio changes are intended to give my Cabinet colleagues an opportunity to broaden their experience, and to bring a new outlook to another area of Government service. This Cabinet reshuffle entails a mix of changes. In addition to re-assigning Ministers to different ministries/portfolios; in some instances, I have separated the portfolios included in some ministerial assignments and placed them with others. Therefore, some Ministers will have additional responsibilities and/or, new areas of responsibilities. This Cabinet reshuffle will enhance our performance by allowing us to build on the progress made, and to solidify our achievements to date, while creating a springboard for future development. Fellow Grenadians, all, these changes are being made with the clear understanding that we are living in the COVID-19 period, and as such, they are expected to enhance our successful control of the virus.
