Public notice Rotherhithe & Surrey Docks area controlled parking zone 'S' The London Borough of Southwark (Charged-for parking places) (CPZ 'S') Order 202* The London Borough of Southwark (Free Parking Places, Loading Places and Waiting, Loading and Stopping Restrictions) (CPZ 'S') Order 202* 1. Southwark Council hereby GIVES NOTICE that it proposes to make the above orders under the powers of the Road Traffic Regulation Act 19841, as amended. 2. The general effect of the orders, as part of the provision of the new controlled parking zone ‘S’ in the Rotherhithe & Surrey Docks area would be:- (a) to provide permit holders' parking places, in which vehicles in respect of which have been granted either a valid residents' permit, a valid business permit or a valid visitors' permit may be left between the hours of 8.30 am and 6.30 pm on Mon-Fri inclusive, in:- ANN MOSS WAY, ARCHANGEL STREET, BERGEN SQUARE, BOAT LIFTER WAY, BRUNSWICK QUAY, BRYAN ROAD, BYWATER PLACE, CAPSTAN WAY, DOCK HILL AVENUE, DOWNTOWN ROAD, ELGAR STREET, FINLAND STREET, FISHERMANS DRIVE, GLOBE POND ROAD, GREENLAND QUAY, GULLIVER STREET, HOWLAND WAY, HULL CLOSE, KINBURN STREET, LAGADO MEWS, LAVENDER ROAD, MARLOW WAY, MIDDLETON DRIVE, NORWAY GATE, ODESSA STREET, ONEGA GATE, ORANGE PLACE, OSLO SQUARE, QUEBEC WAY, ROPE STREET, ROPEMAKER ROAD, ROTHERHITHE STREET, RUSSIA DOCK ROAD, SHIPWRIGHT ROAD, SILVER WALK, SOMERFORD WAY, SOUTH SEA STREET, STEERS WAY, SURREY WATER ROAD, THAME ROAD, TIMBER POND ROAD, and VAUGHAN STREET; (b) to provide 'permit holders past this point' parking in which vehicles in respect of which have been granted either a valid residents' permit, a valid business permit or a valid visitors' permit may be left at any unmarked part of the kerbside (providing this does not cause an obstruction to the passage of other vehicles) between the hours of 8.30 am and 6.30 pm Mon-Fri inclusive, in:- BEVIN CLOSE, BRAY CRESCENT, BYWATER PLACE, CHARGROVE CLOSE, COOKHAM CRESCENT, DEAN CLOSE, DECK CLOSE, FOUNDRY CLOSE, GLOBE POND ROAD, GREENACRE SQUARE, GUNWHALE CLOSE, HAMILTON CLOSE, HARDY CLOSE, HORNBLOWER CLOSE, HURLEY CRESCENT, KEEL CLOSE, LAVENDER ROAD, LEYDON CLOSE, LOVELL PLACE, MAPLE LEAF SQUARE, MAYFLOWER CLOSE, MIDSHIP CLOSE, RADLEY COURT, ROPEMAKER ROAD, SHIPWRIGHT ROAD, TRAFALGAR CLOSE, VICTORY WAY, VINCENT CLOSE and WINDROSE CLOSE, in so much of each is deemed public highway; (c) to provide 'shared-use' parking places in which either:- (i) vehicles which have paid the parking charge of £2.80 per hour (using 'Pay by Phone') may be left for up to 4 hours (provided no vehicle may return to a parking place on that same day), or (ii) vehicles in respect of which have been granted either a valid residents' permit, a valid business permit or a valid visitors' permit may be left without time limit, between the hours of 8.30 am and 6.30 pm Mon-Fri inclusive, in:- ARCHANGEL STREET, BRUNSWICK QUAY, BRYAN ROAD, DOWNTOWN ROAD, EDWARD SQUARE, ELGAR STREET, FINLAND STREET, GLOBE POND ROAD, GULLIVER STREET, LAGADO MEWS, QUEBEC WAY, REDRIFF ROAD, ROPE STREET, ROTHERHITHE STREET, SOUTH SEA STREET, ST ELMOS ROAD, SWEDEN GATE and TIMBER POND ROAD; (d) to remove an existing disabled persons parking place o/s No. 337 Rotherhithe Street (east side); and (e) to introduce 'at any time' (AAT) waiting restrictions - double yellow lines – at road junctions, footway and vehicle crossovers, and between kerbside designated as parking places in the above-mentioned streets (in so much as is public highway). Loading or unloading to or from attended vehicles would be permitted for a maximum of 40 minutes at any single location on AAT waiting restrictions. Existing car club parking places, disabled persons’ parking places (apart from the place mentioned in 2d above), and loading bays located in the above streets would not be affected by the proposals. 3. Residents’ permits, business permits and visitors’ permits would be available to residents and businesses located at qualifying addresses located within the parking zone boundary, which are not subject to a planning agreement restricting the grant of permits. 4. Dated 8 July 2021 Dale Foden Head of Service - Highways, Environment and Leisure 1 1984 c.27 Page 2 of 2 Statement of reasons Rotherhithe & Surrey Docks area controlled parking zone 'S' The London Borough of Southwark (Charged-for parking places) (CPZ 'S') Order 202* The London Borough of Southwark (Free Parking Places, Loading Places and Waiting, Loading and Stopping Restrictions) (CPZ 'S') Order 202* Following overall support at the informal consultation stage on the proposal to implement a new controlled parking zone (CPZ) in the Rotherhithe & Surrey Docks area, the Cabinet Member for Environment, Transport and the Climate Emergency (post now held by the Cabinet Member for Transport, Parks and Sport) approved the following recommendation, in November 2019:- To implement the new CPZ ‘S’ in the north-eastern part of the London Borough of Southwark, within the Rotherhithe ward and the Surrey Docks ward. The zone permit operating hours will be Monday to Friday 8.30 am to 6.30 pm. Proposed parking within CPZ ‘S’ will be:- 1) permit holders' parking places in which vehicles in respect of which have been granted either a valid residents' permit, a valid business permit or a valid visitors' permit may be left between the hours of 8.30 am and 6.30 pm on Mon-Fri inclusive; 2) 'permit holders past this point' parking in which vehicles in respect of which have been granted either a valid residents' permit, a valid business permit or a valid visitors' permit may be left at any unmarked part of the kerbside (providing this does not cause an obstruction to the passage of other vehicles) between the hours of 8.30 am and 6.30 pm Mon-Fri inclusive; and 3) ‘shared-use’ parking places in which either (i) vehicles which have paid the parking charge of £2.80 per hour (using 'Pay by Phone') may be left for up to 4 hours (provided no vehicle may return to a parking place on that same day), or (ii) vehicles in respect of which have been granted either a valid residents' permit, a valid business permit or a valid visitors' permit may be left without time limit, between the hours of 8.30 am and 6.30 pm Mon-Fri inclusive. Existing disabled persons’ parking places will also not be affected by the proposals, apart from the removal of one unused bay in Rotherhithe Street (outside No. 337 Rotherhithe Street). Double yellow lines ('at any time' waiting restrictions) will be introduced throughout the CPZ at road junctions, footway and vehicle crossovers, and between kerbside designated as parking places (in so much as is public highway). Loading or unloading to or from attended vehicles would be permitted for a maximum of 40 minutes at any single location on double yellow lines.
