  • The Jordan Valley Is Waiting for Zionist Action
The Jordan Valley Is Waiting for Zionist Action by Maj. Gen. (res.) Gershon Hacohen BESA Center Perspectives Paper No. 1,291, September 16, 2019 EXECUTIVE SUMMARY: Beyond its unquestionable vitality for Israel’s security, the Jordan Valley in its full geographical scope can accommodate millions of Israelis and national infrastructure that cannot be compressed into the coastal plain. If PM Netanyahu’s declaration of sovereignty is not immediately borne out by a surge of building and focused governmental support, it will sputter and die. PM Netanyahu’s promise to apply sovereignty to the Jordan Valley is worthy of praise. The reasons for doing so were already evident to PM Levi Eshkol in the immediate wake of the 1967 the Six-Day War, and were fully fleshed out in the Allon Plan. As the plan stated: “The eastern border of the state of Israel must be the Jordan River and a line that crosses the Dead Sea in the middle…. We must add to the country—as an inseparable part of its sovereignty—a strip approximately 10-15 kilometers wide, along the Jordan Valley.” The plan was presented to the government headed by Eshkol, who, with his Mapai mindset, chose to introduce it without putting it to a vote. Typically for those days, the plan moved immediately to the implementation stage, and a settlement infrastructure was built that has existed ever since. In line with the plan, the Allon Road was paved and the Jordan Valley communities were built along Road 90 and the Allon Road. In the Knesset debate on the Oslo Interim Agreement in October 1995, PM Rabin, about a month before his assassination, outlined his position and stated: “The security border of the State of Israel will be located in the Jordan Valley, in the broadest meaning of that term.” The notion of applying sovereignty to the Jordan Valley has always enjoyed a broad national consensus.

International Court of Justice Advisory Opinion Proceedings On Legal Consequences of the Construction of a Wall in the Occupied Palestinian Territory Palestine Written Statement (30 January 2004) And Oral Pleading (23 February 2004) Preface 1. In October of 2003, increasing concern about the construction by Israel, the occupying Power, of a Wall in the Occupied Palestinian Territory, including East Jerusalem, in departure from the Armistice Line of 1949 (the Green Line) and deep into Palestinian territory, brought the issue to the forefront of attention and debate at the United Nations. The Wall, as it has been built by the occupying Power, has been rapidly expanding as a regime composed of a complex physical structure as well as practical, administrative and other measures, involving, inter alia, the confiscation of land, the destruction of property and countless other violations of international law and the human rights of the civilian population. Israel’s continued and aggressive construction of the Wall prompted Palestine, the Arab Group, the Non-Aligned Movement (NAM) and the Organization of the Islamic Conference (OIC) to convey letters to the President of the United Nations Security Council in October of 2003, requesting an urgent meeting of the Council to consider the grave violations and breaches of international law being committed by Israel. 2. The Security Council convened to deliberate the matter on 14 October 2003. A draft resolution was presented to the Council, which would have simply reaffirmed, inter alia, the principle of the inadmissibility of the acquisition of territory by force and would have decided that the “construction by Israel, the occupying Power, of a wall in the Occupied Territories departing from the armistice line of 1949 is illegal under relevant provisions of international law and must be ceased and reversed”.

  • Testimony of Marty Irby Executive Director Animal Wellness Action Before the U.S
Testimony of Marty Irby Executive Director Animal Wellness Action before the U.S. House Subcommittee on Commerce and Consumer Protection H.R. 1754, "The Horseracing Integrity Act" January 28, 2020 On behalf of Animal Wellness Action, one of the nation's leading animal protection organizations on Capitol Hill, I submit this testimony in support of H.R. 1754, the Horseracing Integrity Act. I express my sincere thanks to Chair Jan Schakowsky and Ranking Member Cathy McMorris Rodgers for conducting this hearing and offer special thanks to Representatives Paul Tonko, and, Andy Barr for introducing this reform effort. I also express thanks to Energy and Commerce Committee Chair Frank Pallone and Ranking Member Greg Walden for their participation in this process. This hearing builds on the testimony and other information gathered during the 2018 hearing conducted before the Subcommittee on H.R. 2651 in the 115th Congress. I first want to underscore that Animal Wellness Action does not oppose horseracing. We join with many horse owners, breeders, trainers, and racing enthusiasts in speaking out on the broader topic of the protection of horses within the American horseracing industry and across the greater equine world. We seek to promote the proper stewardship of horses at every stage of their lives, including during their racing careers. We are deeply concerned about on- and off- track risks to the horses, including catastrophic injuries sustained during racing. America was built on the backs of horses, and they have always played a central role in the economy and culture of the United States. We owe them a debt of gratitude, and the very least we must do is ensure their safety, welfare, and protection.
