Supporting Evidence Partial Road Closure Hillston Street Buderim F2018/15104 Sunshine Coast Council’s Natural Areas team would like to apply for a permanent road closure of the unmade section of Hillston Street Buderim. If the permanent road closure is supported, the land is proposed to be amalgamated into Lot 20 RP215784 Reserve for Park under council control as Trustee known as Buderim Forest Park, for environmental purposes. Hillston Street is a partially made road that services ten properties, a large proportion of the road is unmade. The unmade section of Hillston Street sits adjacent to the Buderim Forest Park Environmental Reserve Lot 20 RP215784 along the western boundary and three private properties on the eastern boundary. All private properties have established and legal access either via Sorensen Avenue or the constructed section of Hillston Street Buderim. A summary of investigations and community consultation undertaken by Council’s Strategic Planning Branch and Environmental Operations Branch is provided below for yourLog consideration. Planning Status An assessment of the area undertaken by Council’s Strategic Planning Branch provides the following information. The Hillston Street road reserve extends from Martins Creek Road south towards Millstream Court, the identified road reserves do not neatly link up with each other (see image below left). In addition, there is a Council-owned access restriction strip located at the northern end of the Millstream Court road reserve that effectively prevents vehicular access between Hillston Street and Millstream Court (see image below right). It is noted that a future road connection from Hillston Street through to Millstream Court is not currently identified in Council’s policy documents, including the Sunshine Coast Planning Scheme 2014. This is because there is no planning intention or desire for this connection to be provided and also recognises the considerable physical and environmental constraints that exist in the road reserve.

RTI18-335 File B Page 28 of 56 A development application for reconfiguring 15 Sorensen Avenue from 1 lot into 4 lots (REC15/0207) was approved on 16 February 2018 with a condition that Vehicle access to the proposed Lots 1, 2 and 3 is limited to Sorensen Avenue only and that a permanent fence must be constructed along the entire length of the interface with the unmade Hillston Street road reserve. In undertaking this investigation, comment was also sought from Council’s Transport and Infrastructure Policy Branch and the Environment and Sustainability Policy Branch. Both Council Branch’s were supportive of the above conditions.

The Permit enables the Permit holder to traverse the Council managed trail within Buderim Forest Park, this trail extends into the unmade section of Hillston Street road reserve. Council wishes to advise that this Permit and any future extensions is a separate matter due to the fact that the access is primarily within the existing Buderim Forest Park, only a small portion of the trail is within the unmade section of Hillston Street Buderim, refer to Figure 4. Recreational Trail location.Published Council’s position is that should the permanent road closure of the unmade section of Hillston Street Buderim be supported, it would not hinder the ability of the owner of 15 Sorensen Avenue Buderim to submit a request for consideration of ongoing permitted access.

RTI18-335 File B Page 29 of 56 Environmental and Community Values The unmade portion of Hillston Street contains mapped remnant vegetation indicating least concern 12.9 -10.14. (Blackbutt tall open forest). The central portion of the road reserve is dissected by a creek line which contains a narrow band of consistent with regional ecosystem (RE) 12.9-10.16 (Araucarian microphyll to notophyll vine forest on Cainozoic and Mesozoic sediments). The remainder of the site is classified as RE 12.9-10.14 (Eucalyptus pilularis tall open forest on sedimentary rocks) and has been identified to contain rainforest species recruitment. Whilst RE 12.9-10.16 is not officially mapped to this extent across the road reserve, fine scale mapping of the site identifies the RE extends to within approximately 100m of the road reserve (BTE 2013), with associated vine forest species extending beyond the road reserve to the east and recruiting beneath the canopy across the broader area. The condition of the bushland in that area is generally good with weed issues present. Log Whilst no threatened species have been recorded in the immediate vicinity, the habitat appears to be suitable for the following threatened species. x Mallotus megadontus (NCA Vulnerable); x richmondia (NCA Vulnerable); x Litoria pearsoniana (NCA Vulnerable); x Adelotus brevis (NCA Vulnerable); and x Pararistolochia praevenosa (NCA Near Threatened).Disclosure

RTI18-335 File B Page 30 of 56 Within the unmade portion of Hillston Street there is a recreational trail that leads from Millstream Court traverses along a short section of the southern portion of Hillston Street road reserve and then moves into Buderim Forest Park before accessing the made section of Hillston Street. This trail is currently maintained as part of Councils Recreational Trail Network and provides local residents a safe and maintained access between these and adjoining streets. This proposal would not have any impact on this ongoing use, refer to Figure 3 & 4 below which indicates the trail location between Millstream Court and Hillston Street.

Based on the assessment and current use of the site the environmental values contained within the road reserve would be better managed and protected through the inclusion within the adjoining council managed environmental reserve of Lot 20 RP215784.

The water pipeline then follows under the recreational trail within the Buderim Forest Park. Unitywater have an easement over the pipeline alignment within Buderim Forest Park. An easement extension is likely to be required to facilitate the partial road closure.
