Transportation Data Center Data Set Codebook NUMBER 2005-10 OCTOBER 2005 Florida 1999 The University of Michigan Transportation Research Institute STATE OF FLORIDA 1999 MOTOR VEHICLE CRASH CODEBOOK Introduction This codebook documents data sets describing motor vehicle crashes that occurred in the State of Florida during calendar year 1999. The data sets were developed by the Transportation Data Center at the University of Michigan's Transportation Research Institute from data supplied by the Florida Department of Highway Safety and Motor Vehicles. The cooperation of that agency is gratefully acknowledged. Two separate data set categories have been built from the original Accident, Vehicle, and Occupant motor vehicle crash data. 1) All reported accidents that occurred in Florida for 1999, known as the "Census" data. 2) All accidents in which at least one pedestrian record was found. The records have no corresponding vehicle record identified as the striking vehicle and as such, the "Pedestrian" data contain information only on the crash and pedestrian person level. The table below provides summary information for each of the categories (such as the "key" that provides access in ADAAS). 1999 Florida DATA SETS CATEGORY KEY VARIABLES CASES Census FLC99ACC 1-41 243,409 FLC99VEH 1-41, 100-164 479,509 FLC99OCC 1-41, 100-164, 200-207 673,952 Pedestrian FLC99PED 1-41, 300-315 8,557 The Census data sets have been constructed in three distinct formats: an Accident data set, a Vehicle data set, and an Occupant data set, while the Pedestrian data set has only the Accident and Pedestrian information. Florida 1999 Introduction 1) The Accident data set (described by variables 1 through 41) includes one record for each accident. General accident information not specific to any vehicle or its occupants is found in this data set (e.g., time of day, accident type, etc.). 2) The Vehicle data set (described by variables 1 through 41, and 100 through 164) includes one record for every "traffic unit" (motor vehicles) involved in the accident. Variables 100 through 164 describe specific characteristics of the traffic unit, including the driver occupant information, while variables 1 through 41 repeat the accident description. Variables 144-164 represent decoded data from the Vehicle Identification Number (VIN) using the VINDICATOR program from the Highway Loss Data Institute. 3) The Occupant data set (described by variables 1 through 41, 100 through 164, and 200 through 207) includes one record for every occupant involved in the accident. Variables 200 through 207 describe specific characteristics of the traffic unit occupants, while 1 through 41, and 100 through 164, repeat the accident and traffic unit descriptions. This codebook documents the variable names and code values for all the individual Florida data sets. The univariate frequency counts and percentages for each variable apply to the Census Data sets and to the Pedestrian data sets where applicable. In using the univariate frequencies, the following convention should be noted: frequencies for variables 1 through 41 were derived from the Accident data sets, frequencies for variables 100 through 164 were derived from the Vehicle data sets, frequencies for variables 200 through 207 were derived from the Occupant data sets, and frequencies for variables 300 through 315 were derived from the Pedestrian data sets. The definitions of the code values described in the codebook were taken from a document known as the "Traffic Crash Database Directory" as well as the "Instructions for Completing the Florida Uniform Traffic Crash Report Forms" that were produced by the Department of Highway Safety and Motor Vehicles of the State of Florida. Unlabeled code values indicate erroneous coding in the data received. While every effort has been made to provide accurate, reliable data, inconsistencies may arise from the source data or from the ii October 2005 Introduction Florida 1999 reformatting procedures used.
