DEPUTY MINISTERS AND'POLITICIZATION IN THE GOVERNMENT OF CANADA: LESSONS LEARNED FROM THE 2006-2007 CONSERVATIVE TRANSITION by SHANNON LEIGH WELLS B.A (Hons) Dalhousie University, 2005 A THESIS SUBMITTED IN PARTIAL FULFILLMENT OF THE REQUIREMENTS FOR THE DEGREE OF MASTER OF ARTS in THE FACULTY OF GRADUATE STUDIES (Political Science) THE UNIVERSITY OF BRITISH COLUMBIA August 2007 © Shannon Leigh Wells, 2007 Abstract This thesis analyses the 2006-07 Conservative transition in the Government of Canada by asking the following: is there evidence of overt partisan politicization of the deputy ministers during this transition? Significantly, there is no evidence of overt politicization. Harper has not forced departure of incumbent deputy ministers, nor has he appointed a significant number of known partisan allies from outside the public service. Instead, Harper has retained the overwhelming majority of deputy ministers who served the previous Liberal government. However, the 2006-07 transition also suggests considerable lateral career mobility of deputy ministers within the highest levels of government. The thesis argues that lateral mobility is explained by the "corporate" governance structure in the government of Canada, according to which deputy ministers are expected to identify with the government's broad policy goals and mobilize support for them. High degrees of lateral mobility during the Conservative transition provide evidence to suggest that a potentially rigid bureaucratic system can be made responsive to the policy priorities of a new government without compromising the professional norms of a non-partisan, career public service. ii Table of Contents Abstract ii Table of Contents > iii List of Tables. BIENNIAL REPORT 2000 – 2002 profile of COUNCIL The Council of Ontario Universities (COU) represents the collective interests of Ontario’s 17 member universities and two associate members. The organiza- tion was formed under the original name of the Committee of Presidents of the Universities of Ontario in 1962 in response to a need for institutional participa- tion in educational reform and expansion. COU’s mandate is to provide leadership on issues facing the provincially funded universities, to participate actively in the development of relevant public policy, to communicate the contribution of higher education in the province of Ontario and to foster co-operation and understanding among the universities, related interest groups, the provincial government and the general public. The Council consists of two representatives from each member institution: the executive head (president, principal or rector) and a colleague appointed by each institution’s senior academic governing body. It meets five times during the academic year and is supported by the Executive Committee, which, in turn, is supported by a full-time secretariat that provides centralized service functions. Over 50 affiliates, special task forces, committees and other groups also support and work toward the achievement of Council’s objectives. Leadership Selection in Alberta, 1992-2011: A Personal Perspective Ted Morton In 1991, the Progressive Conservative Party of Alberta changed its rules for selecting its party leader. They abandoned their traditional method of a leadership convention (with delegates drawn from each constituency), and instituted a new one-member, one-vote system. Under this new system, the Alberta PCs have elected three new party leaders: Ralph Klein in 1992; Ed Stelmach in 2006; and Alison Redford in 2011. In each of these leadership contests the winner 2013 CanLIIDocs 380 immediately became the Premier of Alberta.
