    Placenaming on Cape Breton Island A different view from the sea: placenaming on Cape Breton Island William Davey Cape Breton University Sydney NS Canada [email protected] ABSTRACT : George Story’s paper A view from the sea: Newfoundland place-naming suggests that there are other, complementary methods of collection and analysis than those used by his colleague E. R. Seary. Story examines the wealth of material found in travel accounts and the knowledge of fishers. This paper takes a different view from the sea as it considers the development of Cape Breton placenames using cartographic evidence from several influential historic maps from 1632 to 1878. The paper’s focus is on the shift names that were first given to water and coastal features and later shifted to designate settlements. As the seasonal fishing stations became permanent settlements, these new communities retained the names originally given to water and coastal features, so, for example, Glace Bay names a town and bay. By the 1870s, shift names account for a little more than 80% of the community names recorded on the Cape Breton county maps in the Atlas of the Maritime Provinces . Other patterns of naming also reflect a view from the sea. Landmarks and boundary markers appear on early maps and are consistently repeated, and perimeter naming occurs along the seacoasts, lakes, and rivers. This view from the sea is a distinctive quality of the island’s names. In preparation for this consultation, the Nova Scotia Government and General Employees Union has commissioned a report, A Public Health Approach to Cannabis Legalization, to critically assess the public health literature pertaining to cannabis distribution and retail from a public health perspective. I am pleased to share that report with you. To protect public health in Nova Scotia as cannabis legalization moves forward, it’s important to design a strong distribution and retail format guided by the best available public health evidence. With primary distribution options ranging from privatized to a publicly owned system, the decision regarding how to distribute cannabis should involve weighing public health protection motivations versus promoting private commercial interests. As you will see, researchers and public health professionals are clear: implementing a publicly owned system for cannabis distribution and retail is the best way to protect public health, whereas a privatized system may put public health at risk. In short, if Nova Scotia owns it, Nova Scotia controls it. You can choose to prioritize public health or commercial interests.

    APRIL 2008 VOLUME 15 / NUMBER 2 $3 PM# 40064924 NOTE FROM THE CHAIR The MPWWA is committed to the improved operation of water and wastewater treatment plants through the better understanding of the design, construction and manage - ment of these facilities. Through the provision of regular “hands on” workshops and seminars, the association has enabled operators to upgrade their knowledge and has provided operators, especially those in smaller Maritime centres, with the opportunity to receive proper train - ing. The MPWWA encourages and facilitates an interchange of ideas between operators, professional and consultant engineers, contractors and other wastewater associations. In effect, the MPWWA provides an open forum for Atlantic Canada and has improved communications among operators, provincial govern - ments, industry and wastewater consultants across Newfoundland, New Brunswick, Nova Scotia and Prince Edward Island. What training opportunities are on the way? We have our 28th annual training seminar planned for April 20 to 23. At the event, we will be touching on several new technologies and introducing some of the latest equipment that is being used in the treatment of water and wastewater. In the coming months, there are also the following workshops lined up: • Electrical workshops at PEI's Holland College, Module #1 (May 5 to 6) and Module #2 (May 7 to 8). • Fire hydrant and valves workshops this spring, date and place TBA.
