Iraq CRISIS Situation Report No. 43 (6 – 12 May 2015) This report is produced by OCHA Iraq in collaboration with humanitarian partners. It covers the period from 6 – 12 May. Due to the rapidly changing situation it is possible that the numbers and locations listed in this report may no longer be accurate. The next report will be issued on or around 22 May. Situation Overview Throughout the reporting period, fighting was ongoing in al-Baghdadi, Falluja and Ramadi districts in Anbar Governorate. Clashes also continued in Baiji District, Salah al-Din Governorate, including around the Baiji oil refinery. Iraqi security forces reportedly regained control of the highway between Haditha and Baiji. Local sources reported that 200 families crossed into al-Alam Sub district, Salah al-Din Governorate from Baiji District. These families have been displaced due to the ongoing military operations near Baiji. Local authorities reported that these families are in urgent need of food and non-food items. Dhuluiya Town in Salah al-Din reportedly received 120 IDP families bringing the total to 1,900. -

Executive Summary The Republic of Iraq The State Party The Governorates of Al Muthanna, Dhi Qar, Maysan and Al BasrahThe Administrative Governorates The Ahwar of Southern Iraq and the Relict Landscape of the MesopotamianName of the Nominated Cities Property Textual Description of the Property The Ahwar of Southern Iraq and the Relict Landscape of the Mesopotamian Cities is a mixed serial heritage property located in the southern region of the Republic of Iraq. The nominated property comprises seven components, four of which are natural with associated cultural values whereas the three other components are cultural. The natural components include the Huwaizah, Central, East and West Hammar Marshes while the cultural components comprise the Archaeological Cities of Uruk and Ur together with Tell Eridu Archaeological Site. The northern, northeast and northwest areas of the property are located within the governorates of Al Muthanna, Dhi Qar and Maysan in the proximity of the three main urban centers of the three governorates namely, As Samawah (Al Muthanna), An Nasiriyah (Dhi Qar) and Al Amarah (Maysan). To the south, the property is located within theAl Basrah governorate towardsthe Shatt Al Arab River. With regards to the natural components, the Huwaizah Marshes are located within the governorate of Maysan to the east of the Tigris River. Huwaizah is bordered to the east and southeast by the international boundary with Iran, to the south and southwest by the Al BasrahGovernorate’s administrative boundary, and to the north and west by the administrative boundary of Maysan Governorate. The Huwaizah Marshes represent the northeast corner of the property. -

IRAQ 2019 HUMAN RIGHTS REPORT EXECUTIVE SUMMARY Iraq is a constitutional parliamentary republic. The 2018 parliamentary elections, while imperfect, generally met international standards of free and fair elections and led to the peaceful transition of power from Prime Minister Haider al-Abadi to Adil Abd al-Mahdi. On December 1, in response to protesters’ demands for significant changes to the political system, Abd al-Mahdi submitted his resignation, which the Iraqi Council of Representatives (COR) accepted. As of December 17, Abd al-Mahdi continued to serve in a caretaker capacity while the COR worked to identify a replacement in accordance with the Iraqi constitution. Numerous domestic security forces operated throughout the country. The regular armed forces and domestic law enforcement bodies generally maintained order within the country, although some armed groups operated outside of government control. Iraqi Security Forces (ISF) consist of administratively organized forces within the Ministries of Interior and Defense, and the Counterterrorism Service. The Ministry of Interior is responsible for domestic law enforcement and maintenance of order; it oversees the Federal Police, Provincial Police, Facilities Protection Service, Civil Defense, and Department of Border Enforcement. Energy police, under the Ministry of Oil, are responsible for providing infrastructure protection. Conventional military forces under the Ministry of Defense are responsible for the defense of the country but also carry out counterterrorism and internal security operations in conjunction with the Ministry of Interior. The Counterterrorism Service reports directly to the prime minister and oversees the Counterterrorism Command, an organization that includes three brigades of special operations forces. The National Security Service (NSS) intelligence agency reports directly to the prime minister. -

RESEARCH NOTES The Washington Institute for Near East Policy ■ No. 38 ■ Oc t ober 2016 How to Secure Mosul Lessons from 2008—2014 MICHAEL KNIGHTS N EARLY 2017, Iraqi security forces (ISF) are likely to liberate Mosul from Islamic State control. But given the dramatic comebacks staged by the Islamic State and its predecessors in the city in I2004, 2007, and 2014, one can justifiably ask what will stop IS or a similar movement from lying low, regenerating, and wiping away the costly gains of the current war. This paper aims to fill an important gap in the literature on Mosul, the capital of Ninawa province, by looking closely at the underexplored issue of security arrangements for the city after its liberation, in particular how security forces should be structured and controlled to prevent an IS recurrence. Though “big picture” politi- cal deals over Mosul’s future may ultimately be decisive, the first priority of the Iraqi-international coalition is to secure Mosul. As John Paul Vann, a U.S. military advisor in Vietnam, noted decades ago: “Security may be ten percent of the problem, or it may be ninety percent, but whichever it is, it’s the first ten percent or the first ninety percent. Without security, nothing else we do will last.”1 This study focuses on two distinct periods of Mosul’s Explanations for both the 2007–2011 successes and recent history. The Tragedy of the Yezidis in Sinǧār Reflected in Four Iraqi Novels

LXXII, Z. 1, 2019, (s. 153–183) DOI 10.24425/ro.2019.129444 ADRIANNA MAŚKO (Adam Mickiewicz University, Poznań, Poland) Creating a Site of Memory: the Tragedy of the Yezidis in Sinǧār Reflected in Four Iraqi Novels Abstract In her reflections on cultural memory, which “is based on communication through media,” Astrid Erll uses the term “remediation” in order to “refer to the fact that memorable events are usually represented again and again, over decades and centuries, in different media: in newspaper articles, photography, diaries, historiography, novels, films, etc.” Some of these events may even become sites of memory. In my article, in relation to cultural memory studies, I contemplate the genocide of the Yezidis in the Sinǧār district, which was committed by ISIS militants in August 2014 and in the following months, as reflected in four Iraqi novels written in the Arabic language. They are: Raqṣat al-ǧadīla wa-an-nahr (“The Dance of the Braid and the River”, 2015) by Wafā’ ‘Abd ar-Razzāq, ‘Aḏrā’ Sinǧār (“Sinǧār’s Virgin”, 2016) by Wārid Badr as-Sālim, Šamdīn (“Šamdīn”, 2016) by Rāsim Qāsim, and Šaẓāyā Fayrūz (“The Shattered Fragments of Fayrūz”, 2017) by Nawzat Šamdīn. By analysing the ways in which these writers depict ISIS persecution of the Yezidis, I aim to answer, among others, the following questions: What are their reasons for a literary documentation of these events? Is the iconic image of the genocide which emerges in the four novels similar to that outlined in the West media coverage? Therefore, the first part of the article concentrates on attitudes of the above-mentioned Iraqi writers to the Sinǧār tragedy. -

Burke Chair in Strategy [email protected] Cordesman: Violence in Iraq 9/6/13 1 INTRODUCTION Iraq is a nation with great potential and its political divisions and ongoing low-level violence do not mean it cannot succeed in establishing stability, security, and a better life for its people. Iraq cannot succeed, however, by denying its growing level of violence and the responsibility of Iraq’s current political leaders for its problems. There are gaps in the data on Iraq’s current level of violence, its causes, and the responsibility of given actors. The data are still good enough, however, to warn that Iraq may be moving back to a level of civil conflict that will amount to a serious civil war. There is also substantial reporting to show that Iraq’s violence is not simply the product of extremists and terrorist groups. Iraq’s growing violence is also the result of the fact that Iraq is the scene of an ongoing struggle to establish a new national identity: one that can bridge across the deep sectarian divisions between its Shi’ites and Sunnis as well as the ethnic divisions between its Arabs and its Kurds and other minorities. -
