Vale of Glamorgan Council Election Results 1995-2012 Vale of Glamorgan Council Election Results 1995-2012 Colin Rallings and Michael Thrasher The Elections Centre Plymouth University The information contained in this report has been obtained from a number of sources. Election results from the immediate post-reorganisation period were painstakingly collected by Alan Willis largely, although not exclusively, from local newspaper reports. From the mid- 1980s onwards the results have been obtained from each local authority by the Elections Centre. The data are stored in a database designed by Lawrence Ware and maintained by Brian Cheal and others at Plymouth University. Despite our best efforts some information remains elusive whilst we accept that some errors are likely to remain. Notice of any mistakes should be sent to [email protected]. The results sequence can be kept up to date by purchasing copies of the annual Local Elections Handbook, details of which can be obtained by contacting the email address above. Front cover: the graph shows the distribution of percentage vote shares over the period covered by the results. The lines reflect the colours traditionally used by the three main parties. The grey line is the share obtained by Independent candidates while the purple line groups together the vote shares for all other parties. Rear cover: the top graph shows the percentage share of council seats for the main parties as well as those won by Independents and other parties. The lines take account of any by- election changes (but not those resulting from elected councillors switching party allegiance) as well as the transfers of seats during the main round of local election. The lower graph shows for each main round of local elections the overall percentage turnout (solid line), the percentage of women candidates standing at (dotted line) and the percentage of women among those elected (hashed line). It was noted that this was a positive step forward and it was agreed that the Clerk would write to the VGCBC to express Council’s thanks. 120/18: Race Track noise levels: The Clerk had reported this to VGCBC and received an acknowledgement. Cllr. C. Cave reported that she was also aware of several complaints and would be following this matter up. We await further information in due course. 121/18 Waste Management System: Cllr. Cave reported that the initial rollout of the new waste management scheme had received a very positive response, although there have been a few problems which, in the main, have been due to capacity issues. It is anticipated these will be resolved shortly. It was reported that no food waste bags had been delivered to any of the villages in the Llandow Ward.

    Vale of Glamorgan Welsh District Council Elections Results 1973-1991 Colin Rallings and Michael Thrasher The Elections Centre Plymouth University The information contained in this report has been obtained from a number of sources. Election results from the immediate post-reorganisation period were painstakingly collected by Alan Willis largely, although not exclusively, from local newspaper reports. From the mid- 1980s onwards the results have been obtained from each local authority by the Elections Centre. The data are stored in a database designed by Lawrence Ware and maintained by Brian Cheal and others at Plymouth University. Despite our best efforts some information remains elusive whilst we accept that some errors are likely to remain. Notice of any mistakes should be sent to [email protected]. The results sequence can be kept up to date by purchasing copies of the annual Local Elections Handbook, details of which can be obtained by contacting the email address above. Front cover: the graph shows the distribution of percentage vote shares over the period covered by the results. The lines reflect the colours traditionally used by the three main parties. The grey line is the share obtained by Independent candidates while the purple line groups together the vote shares for all other parties. Rear cover: the top graph shows the percentage share of council seats for the main parties as well as those won by Independents and other parties. The lines take account of any by- election changes (but not those resulting from elected councillors switching party allegiance) as well as the transfers of seats during the main round of local election.

RECOMMENDATION 2.1 That a Working Group be established to give consideration to the proposals of the Boundary Commission for Wales as shown at Appendix 1 and the feedback therefrom be presented to Council at its meeting to be held on the 30th November, in order that a response can be made by the deadline of the 5th December, 2016. 3. BACKGROUND 3.1 Following the uncompleted review of Parliamentary Constituencies in Wales 2013, the 2018 review is a fresh review by the Boundary Commission for Wales and has been based on a change from 40 constituencies being reduced to 29, reflecting the electoral data as at December, 2015 and accords with the provisions of the Parliamentary Voting System and Constituencies Act, 2011 (“the Act”). 3.2 Attached at Appendix 1 is a copy of the initial proposals of the Boundary Commission for Wales, which was published on the 13th September, 2016 and any comments in relation thereto are to be made by the 5th December, 2016.

    REVIEW OF THE PARLIAMENTARY CONSTITUENCY BOUNDARIES IN THE PRESERVED COUNTY OF SOUTH GLAMORGAN REPORT ON LOCAL INQUIRY HELD ON 24th JUNE 2004 AT THE PAGET ROOMS, PENARTH 1. In January 2004 the Boundary Commission for Wales published provisional proposals for parliamentary constituencies in South Glamorgan. The Commission did so in the course of the 5th General Review of parliamentary constituencies in Wales published by notice on 16th December 2002 which therefore became the “enumeration date” for the purposes of the review (Parliamentary Constituencies Act 1986 s.5 and Schedule 2). In that review the electoral quota, namely the country-wide electorate for Wales divided by the number of existing constituencies in it as of the enumeration date, has been established as 55,640 (as in all the cases below, referred to as “2003” figures since 2003 is the first year in which if there were an election that would be the electorate). 2. There are currently 5 parliamentary constituencies in the preserved county of South Glamorgan. Since the Fourth General Review, in 1994, its electorate has grown. In addition there have been changes to the boundaries of this preserved county such that its electorate on the enumeration date is 325,150. Its previous electorate would have been 317,369 as at the same enumeration date. These are “2003” figures. An electorate of 325,150 divided by the electoral quota gives a theoretical entitlement to constituencies of 5.84 . 3. The Commission’s provisional recommendations retain 5 constituencies rather than attempt to create 6. The creation of 6 seats would involve radical recasting of constituency boundaries.
