To the Board of Representatives,

Good evening to all of you. My name is Kieran Edmondson, and, I speak on behalf of the Board of Representatives, about the continuing threat of the coronavirus epidemic, that is still hurting many of our residents, Seniors, children, families, and, other related individuals of the Stamford community, on finding many more ways to combat this virus, as soon as possible.

To the Board of Representatives, another issue that concerns me the most, about this COVID-19 situation, is to be delivering more supplies, of soaps, hand sanitizers, masks, gloves, and, other related supplies, that are being held at the Stamford Police Department, Chester Addison Community Center, Stamford Hospital, nursing homes in Stamford, and, other related social, health, and, safety organizations, that should receive more of these supplies, whether they must be paid for, or, just free of charge, so, we can continue to protect our health, our lives, our families, our neighbors, our community, and, our near coming future.

To the Board of Representatives, I hope that this comment finds all of you, the very most important concerns, during this difficult time of the human dignity, and, I thank you all for your time, to hear my public comment.

Dear Ms. Valerie T. Rosenson and The Honorable David R. Marn:

As a Waterside homeowner and President of Southfield Point Associaon, Incorporated, a 41 member home owners’ associaon, I would like to add my voice to those requesng the Board of Representaves take up the issues related to the Waterside traffic improvement project at its upcoming May meeng.

Traffic e ups are an ever increasing problem for those living in Waterside and the city needs to address the issue.

I must say don’t believe the issue actually being debated is regarding the city’s use of eminent domain, though every effort is being made to characterize it as such. Some members of the Board are aempng to characterize the issue as the big, bad metropolis taking advantage of the small defenseless homeowner by its use of the overwhelming power of eminent domain. Whereas, a more apt characterizaon is that of a city is being held up by (i) a savvy owner of an investment property trying to extract the last nickel from a polically hamstrung Board and, possibly, (ii) Representaves who are seeking to wield polical power to achieve other objecves or seling old scores.

As a local realtor living and servicing the Waterside area, the traffic issue has become problematic for myself personally as a homeowner as well as perspective home buyers considering the Waterside area when they witness first hand the traffic issues for the area. Why do board members continue to vote for numerous high-rises when there are numerous traffic problems all over our city. Widening Pulaski st. And Washington Blvd. Will not solve our problems. Put our money to better use, fix our roads and sidewalks. We do not need bike lanes for years I have not seen people riding bikes. I am against this project. Thank You. Marlene g Rhome.

Dear Valerie Rosenson,

As a twenty year resident in Dolphin Cove , I have witnessed the steady increase in traffic from new construction on Fairfield Ave and increased employment at Gartner and Point 72. The bottle neck created by this increased traffic has made our ability to get to the train station and out of our Waterside community in stop and go traffic impossible at times. We have been promised for at least the last 4 years that the solution and plans to resolve this issue with a traffic circle had been approved and funded and still the City of Stamford has not begun work.

I strongly support the use of eminent domain, since it appears that all reasonable offers to buy the property have failed and the owner(s) is holding out for a better deal. It is clearly to be benefit of thousands of property owners and commuters to have this issue resolved at the up coming Monday meeting.

I trust you will record my strong vote in favor of, and read out loud to the committee, the use of eminent domain to be able to proceed with this traffic work benefiting the entire Waterside Community. It is a shame and embarrassment that the committee has held up this important project for so long.

First and foremost I am very sorry for the loss of The Honorables Spadaccini and Bryant to the COVID 19 . They were very passionated about working for the well being of everyone in the city and they will be missed for a long long time I understand your unique role as part time representation it is difficult . Today Stamford it is a complex city . Only EXCELLENCE will save moneys and improve the quality of life and successful business activity. I understand we must protect freedom , but this does not means we must jeopardize the safety and health for everyone. During this DEADLY CRISIS we managed to become the EPICENTER of our State as a result of reckless management ( Bridgeport did much better issuing discipline) we failed to protect the health care workers on time , and failed to reduce the spread to most people with no  MASKS anywhere.The Mayor office refused to issue masks I suggested two months ago . They claimed that only the sick would get the masks. Now they have changed the mind in this regard and distribute masks when the damage was already done ! .. (( In our humble opinion it do not make sense this type of reckless management style )) The only way out this mediocrity it is for your unique role to be changed from a part time no pay representation to one like full time with a salary but represents the people like a sheriff ! The role you must play should be to defend the integrity of liberty  and justice for everyone. ... There is a rat  race going on today out there ! Only your true involvement will be able to reflect the WILL OF THE PEOPLE .other city’s close by are a bit better but looking at the failures we are struggling I feel it is TIME FOR A CHANGE for everyone I understand it is difficult! As I understand the Board is addressing this issue again this week, I am taking the liberty of resending my original endorsement of the Pulaski Street widening project In truth, the project is even more necessary last month as construction continues in the South End of new dwellings. The amount of pollution caused by auto traffic backed up is reason alone to enact this project.

Topic: Eminent Domain: LU30.040- (Formerly LU30.032) submitted by Mrs. Genevieve Cal

I am Genevieve K. Cal, one of the owners of 274 Washington Blvd. We first heard of the road widening from articles in the Stamford Advocate in Nov. and Dec. of 2019. They had already taken away our street parking. On December 10, 2019, a letter was sent to Ann Koziol, my sister who lived on the 2nd fl. before she passed away, informing us that the city was interested in acquiring part of the property to widen the street.

Attorney Cynthia Anger of the legal dept. met with me on January 21, 2020 and gave me a map showing 3 properties and info. only about 274 Washington Blvd.

The land they were taking was for a total of 610 sq. ft., and they offered me $25,000. I told her I did not think the road widening was necessary. I also learned that BLT and Charter Communications are involved.

Weeks later, Attorney Anger, phoned me saying the city was appraising our property, and I said OK. Around March 23, she phoned me, again, and said the city was taking the rest of our land and HOUSE by Eminent Domain for $525,000. This was a big surprise to me!

Our property is surrounded by 5 neighbors, and I asked what are you going to do with it? She said they were doing a land swap with 2 neighbors, the Bridgewater condos and the Holy Name of Jesus rectory. There were no details of how much land each would get. On April 24, Attorney Anger said the land swap price was corrected to an increased amount of $739,000. I understand that Eminent Domain is for a government to take land for public use. This plan is for the benefit of private entities. I was told I am not a lawyer and that I don’t know the law.

On April 28, Attorney Anger called again with a new, corrected price of $772,200.

I AM AGAINST EMINENT DOMAIN FOR THE CITY TO TAKE MY FULL PROPERTY. After over 70 years of paying taxes, we don’t want the property lines broken.

My parents belonged to Holy Name church as did all my siblings and myself still as of this date. We all went to Holy Name School as did my children.

The South End has lacked careful land use planning and balanced development, attention has not been given to preserving the character, size, scale and legacy of such an important area protected by the 1986 National Registry of Historic Neighborhoods. Since our resolution for a study committee for a local historic district submitted 9 months ago, we have seen BLT advance demolition applications for 100 year old well-built homes on Henry and Garden St and the historic Blickensderfer Typewriter factory building, as well as the use of eminent domain on Pulaski and Washington Blvd. to tear down historic homes. Omnibus text changes for RHD, Residential High Density, have been approved for the South End, Downtown and the West Side, allowing up to 25 story apartment buildings. And now more Master Plan changes are coming before the Planning Board to further build out the South End, a new category 16, Transit Oriented Development district , which could include densities equal to Downtown, shadowing the heart of what’s left of our neighborhood. A historic district study will help investigate why and how we’ve lost 40% of our neighborhood, an area that was to be protected, and offer a better understanding how this sprawl could impact other neighborhoods. We want to canvas and work alongside owners, residents, developers, SHPO, HPAC, land use boards and the Mayor. The sad thing with this overdevelopment is that the same thing will be coming to all neighborhoods with exponential increases in taxes and diminish the value of individual property home owners. As you know, everyone’s property taxes are scheduled to increase 4 % this year, delayed now only by covid virus. More increases may follow.

Stamford’s South end could be a legacy either as a coveted “historic” destination, with churches such as the Holy Name of Jesus and St Luke’s, and existing turn of the century homes, or a densely populated, over congested high rise way station for thousands of transient renters. The 2015 Master plan offers great visions for Stamford. We look for your guidance in how we can work together to protect our neighborhood and all neighborhoods. Regarding PR30.044--Approving Non-Resident Beach Parking Fees:

Dear Board of Representaves,

By raising fees for non-residents entering Stamford's public beaches via car and by not also implemenng addional control measures for persons walking onto the beaches, this measure will but (1) encourage people to park in nearby neighborhoods and walk into the public parks, and (2) find alternave beach access points outside of the town's payment system and enforcement capacity. Stamford will end up taking in less revenue from cars passing through pay-gates, will have more people walking onto the beaches without paying (for example, parking on Avenue and crossing through to West Beach), and will effecvely push people to onto the "free" beaches like those, for example, at the ends of Shippan Avenue, Stamford Avenue, and Fairview Avenues on ,. Large numbers of people -- many arriving in cars with NY plates -- are already congregang on these Shippan Point public access beaches with no observaon of COVID-19- related restricons (social distancing, small groups, masks), and these numbers will but swell with increased financial restricons for out-of- State cars entering Stamford's 3 paid public beach sites. While I don't necessarily think increased fees for non- residents is a bad thing, the full consequences need to be considered and a holisc system for controlling access, managing numbers, and enforcing rules needs to be developed and implemented if it is the intenon of the city to ensure compliance with COVID-19 safety measures, limit the numbers of people in the parks/on the beaches, and increase revenue to the city's coffers. Please don't just push the problem down the figurave and literal road. 5/4/2020 8:32:59 Maureen Leffand I agree with the proposed increase in fees. We should also have fees for those who walk in. Too many times SUVs with out of state plates drop off people with barbecues etc and they just walk in. Those SUVs then park on the street.

For clarification on my earlier post, I am aligned to charging the highest fee for non-residents.

I see trash by the sea wall and streets every day and witness cars speeding up and down Shippan Avenue with no regard for pedestrians. Raising beach fees isn’t enough. Traffic laws need to be enforced.

5/4/2020 9:21:51 Deborah Billington, The Cove My comment is regarding Beach Access and Fees: It’s shameful that the BOR has not solved this problem after years of resident pleas and suggestions. Now, with a declared State of Emergency, you must keep beaches open with social distancing an even bigger problem. My suggestions: use the Darien Model...no resident permit, $48 fee; no permit, no turn-around drop-offs; you leave, you pay $48 to get in again; reserved spaces for residents only; you have to limit the number of people on the beaches so for walk-ins, you leave through the gate/bridge, you go to the end of the walk-in line to get in just like the essential stores. Local streets, put up seasonal permit parking signs without having residents pay and boot vehicles parked illegally. You will need more police. This is a State of Emergency, put these temporary measures in place so your constituents can be the first to safely access their beaches.

5/4/2020 11:01:08 Rosanna Zaccagnino i couldn't agree more with hiking the fees for the beaches. I spend a lot of time at cove and on the weekends the out of state plates outnumber resident plates 2 to 1. No where to park. Vans pulling up 6 or more people inside. I think $40 per car and an additional $10 per person would be fair. Better enforcement on side roads needed as well

About this petition

We submit this petition to express our full support for the traffic improvement projects planned for Waterside and the South End. The various components of the project shown on the attached "concept plan" are designed to work together, including the widening of Pulaski Street and Washington Boulevard at their intersection. These projects have been needed for decades to address the chronic traffic problems in Waterside and the South End. To this end we support approval of item LU30.040 “approval of public hearing initiating the process of the acquisition by negotiation or eminent domain of rights of way for the Washington Blvd and Pulaski Street widening project”.

The influx of New Yorkers and outsiders into the area is what 's dramatically increasing traffic at an outstanding rate. Widening the road or altering traffic patterns will not address the real issue which is the continued influx of commuters and new residents into the area. The input is greater than the output. Altering traffic patterns is a "band aid" solution. Get to the source of the problem by limiting the amount of people living in the area and stopping the construction of high rises.

The owner of the property on Pulaski may do what they wish with their land. Direct your anger at Stamford and the city officials for approving all of the high rises. The continued construction in such a small footprint of land is imprudent on behalf of the City - but they knew exactly what was to come. Their primary interest is money.

If you want to talk about road improvements, first talk about halting new apartments. The City of Stamford officials are to blame.

We can not operate under the famous philosophy of Rahm Emmanuel of "never letting a crisis go to waste" by attempting to have the city profit off of people's suffering. In times when people are fighting for their lives and to stay employed, the opening of Stamford's beaches to the wider Fairfield County community is vital to the economy. For the city to seek to profit off of a virus that has killed tens of thousands throughout the country is unfathomable. We have already seen the unprecedented and immoral shutdown of our state's economy. We can not destroy family run businesses even more than they already have been by Democrats in Hartford. President Trump has already said we are at war with this virus. We cannot, in turn, allow Stamford to become war profiteers.

Further, the City charter is clear. Any such fee hike must follow a posted public meeting. If this hike is granted without such a process, there would very likely be costly legal challenges that would prevent the fees from being implemented to begin with.

We have already seen fellow Americans across our country being denied their Constitutional and God given rights of free movement and assembly, particularly in states like Michigan. We have an opportunity to welcome these people who are having their rights denied to our beaches and parks. We can choose to be part of the problem, or the solution. Your vote tonight will go a long way in deciding that.

5/4/2020 11:42:14 Caitlin Forsythe I am in favor of increased beach parking fees for out-of-town visitors. Stamford residents should have first priority ALWAYS to use our city amenities, especially when we also pay a fee to use them. These additional fees should be used to beautify our beach parks - for example, the bathrooms at Cove Beach were disgusting and barely in working condition last summer. That's just embarrassing. I'm sorry to have to be in favor of discouraging use of our parks by non-Stamford residents, but we have to place our own residents first. If other CT shore towns have high fees for non-residents, why doesn't Stamford? We aren't a dumping ground, and we residents deserve better!

5/4/2020 11:52:46 Elizabeth marino Increasing park fees without addressing the nightmare that occurs each summer in Shippan neighborhoods that are close to West beach will only make it worse. The residents of this area have been asking for relief FOR YEARS. We cannot have visitors in the summer because people park on our streets, sometimes blocking driveways. Maybe it time to charge non residents who wAlk on the beach from the access points on Wampanaw. I am not sure if that is a viable solution, but the residents need relief and the current pandemic is already portending what is going to occur when the weather gets hot. Please!!! We need creative solutions to help us enjoy our homes during the summer. Increasing fees without other mitigating efforts will only make it worse for my neighborhood. I read that one of the officials think it’s good that out of town era can enjoy our beaches. How about you consider the residents first and consider the out of towners LAST. Thank you.

5/4/2020 12:01:38 Jennifer Bramlette Regarding PR30.044--Approving Non-Resident Beach Parking Fees: By raising fees for non-residents entering Stamford's public beaches via car and by not also implementing additional control measures for persons walking onto the beaches, this measure will but (1) encourage people to park in nearby neighborhoods and walk into the public parks, and (2) find alternative beach access points outside of the town's payment system and enforcement capacity. Stamford will end up taking in less revenue from cars passing through pay-gates, will have more people walking onto the beaches without paying (for example, parking on Shippan Avenue and crossing through to West Beach), and will effectively push people to onto the "free" beaches like those, for example, at the ends of Shippan Avenue, Stamford Avenue, and Fairview Avenues on Shippan Point,. Large numbers of people -- many arriving in cars with NY plates -- are already congregating on these Shippan Point public access beaches with no observation of COVID- 19- related restrictions (social distancing, small groups, masks), and these numbers will but swell with increased financial restrictions for out-of-State cars entering Stamford's 3 paid public beach sites. While I don't necessarily think increased fees for non-residents is a bad thing, the full consequences need to be considered and a holistic system for controlling access, managing numbers, and enforcing rules needs to be developed and implemented if it is the intention of the city to ensure compliance with COVID-19 safety measures, limit the numbers of people in the parks/on the beaches, and increase revenue to the city's coffers. Please don't just push the problem down the figurative and literal road.

5/4/2020 12:09:38 Harriet Gershon I do not believe raising the non-resident beach parking fee to $26.00 is enough to keep non-residents from using our beaches especially if you are not collecting a fee for each person also. A parking fee of $50.00 is more in line with what it should be to make it work. The residents of Stamford deserve better than this. Every other town has a much stricter and more expensive fee than Stamford has. They care more about their residents then Stamford cares about theirs. We have the largest amount of Covid 19 cases in the State. We cannot afford for more people to come here and crowd our beaches unless there is strict control of social distancing which will never happen because they would have to pay for someone to do only that. I do not understand why our non-resident fee is so inexpensive anyway! I use Cummings Beach a lot during the summer and I want to feel safe going there.

Please disregard my comments that I sent in about 15 min. ago. I totally misread the article and when I read it again I see what the proposal is and I think that is more in-line with what I was thinking, but I don't think at least $50.00 is too much to charge. Sorry for the mistake.

Non-residents parking in Shippan

We have had a significant increase in non-residents using Shippan as a public park. People from all over, including NY and NJ have been parking here, walking the neighborhood and sitting at the end of the avenues or at the beaches. They access the public beach without paying by parking in Shippan and walking to the beach at the end of Fairview or through ALC to Cummings beach. There is no social distancing and it is preventing those of us who live here and pay the highest taxes in Stamford from enjoying our own neighborhood.

During the fly-over there were almost 100 people at the end of Stamford,, shippan and Fairview Avenues. One of our neighbors spoke to a family who came from NJ because it was a nice day and they thought this was a good place to get a better view.

I propose we require resident parking passes and issue resident parking stickers to shippan residents for minimal cost but for others at a higher cost than it is currently for beach access. 5/4/2020 13:22:48 Darrell Adler Dear Board of Representatuves,

I’m very concerned that the Corona Virus epidemic is fueling an unprecedented level of “cabin fever” among the population of the NYC Metro and Tri-State areas, and that Shippan Point will become an even more attractive “getaway” destination for non-Shippan residents, non-Stamford residents, and non- residents. This will create more traffic, noise, and parking problems in our community, but more critically, it will also bring more potential for the virus to be introduced and spread, especially if non-resident visitors do not adhere to social-distancing requirements i.e. face masks. 5/4/2020 13:25:59 Paul Melchionno As I agree we do need to increase the prices of admission for out of state license plates because those “out of state vehicles” are actually Stamford residents. Other towns I have visited have higher prices than ours for a guest pass per day and their beaches and parks are far better maintained and respected by those who patronize them because of it. A simpler solution for this year with the ongoing pandemic is to just not allow any out of state vehicles to enter our parks and beaches. Even if they state that they live here and their license shows a stamford address. The beach enforcement agents can simply relay that when their vehicle has a CT registration plate and are contributing to our taxes then they may obtain a beach sticker. If over crowding on side streets become an issue then place signs up at the entrance of those roads stating resident parking only, no beach parking, violaters s will be ticketed and towed.
