The meeting commenced at 5:00 pm.

1. Social Planning Grants

J. Casorso provided an overview of the process that the sub-committee used to evaluate the Social Planning Grants. A grid was developed to assist the sub-committee with assessing the overall criteria, thoroughness of the applications, how the activities support the recommendations of the Social Plan and well-being of the community, evidence of partnerships, and the overall impact of the grant to the organization. A total of 21 Social Planning Grant applications were received, with a total request amount of $261,593. The Social Planning Council can recommend approval for a maximum total of $70,000 with $10,000 specifically for seniors initiatives.

The following applications were assessed and recommendations made:

Canadian Mental Health Association requested both a special capital grant in the amount of $60,000 and an operational grant in the amount of $45,000. The special capital grant request was to assist in the renovation cost for the new emergency co-ed shelter. This application was DENIED as the CMHA has applied for funds from the Affordable Housing Reserve Fund, which was determined to be a better fit. The operational grant request was for the ongoing operation of Emerald on Third. $5,750 is recommended.

Centre for Seniors Information BC Interior Society requested $15,000 to deliver its Raising Awareness marketing campaign geared towards building a greater sense of "neighbourliness" and raising hope for those struggling with the completion of day-to-day tasks of living and independence. This application was DENIED as it was seen as a duplication of service with another seniors' organization and the submitted budget reflected a large portion going to staff wages.

Door to Roof Society requested $13,900 to support an increase in hours for the property manager at the Sundergreen Apartments on Cherry Avenue. This application was DENIED as it was determined that a Social Planning Grant was not a long-term sustainable solution.

Health Arts Society requested $2,500 to assist in presenting 42 professional arts performances for audiences isolated in health care in Kamloops. $2,500 is recommended.

Interior Community Services - Unplug and Play Committee requested $1,000 to support their Unplug and Play week 2011 January 23-29. $750 is recommended.

Interior Métis Child and Family Services requested $18,000 to develop and implement a writing workshop for Métis and First Nations youth ages 16-25 years. $6,000 is recommended.

Kamloops and District Elizabeth Fry Society requested $4,000 to assist with operating expenses that relate to all areas of the organization's programming. $1,000 is recommended to go directly toward annual conference planning.

Kamloops Brain lnjury Association (KBIA) requested $7,190 in operational funds for 12th annual Brain Injury Activity and Awareness month in June; fund the wages of a summer safety coordinator who will run our skate park reward program; and fund 25% of the installation of an automated front door making their office more wheelchair accessible. $3,000 is recommended with $500 for Brain Injury Activity and Awareness Month and $2,500 for the summer skate park coordinator.

Kamloops Citizens Promoting Respectful Relationships requested $4,500 for the development phase of Pass it on: Boys program modeled after their existing girls program in schools. It plans to research and identify what the top factors are in putting young boys and youth at risk for violence or abuse in Kamloops. $2,000 is recommended.

Kamloops Family Resources Society requested $19,004 to support ongoing operations, specifically its 16-Step Program in addition to two new programs: SWAT (Sex Workers Addressing Treatment) in partnership with the Aids Society of Kamloops, and the Social Café. $8,250 is recommended.

Kamloops Food Bank requested $13,173 to assist with operating expenses with a focus on FoodShare and hampers. $13,173 is recommended.

Kamloops Food Policy Council requested $4,750 to assist in the planning of public and professional education workshops on edible urban landscapes through facilitator Darrin Nordahl. $4,000 is recommended.

Kamloops Sexual Assault Centre requested an $8,500 to complete research started in 2010 on the safety of McArthur Island. Application is DENIED as there are other opportunities through involving students at TRU to assist in the completion of this work.

Kamloops United Church requested a $9,400 operating grant to assist with expenses to operate the People In Transition hot meal program. $7,000 is recommended.

Kamloops Women’s Resource Group Society requested $690 to assist with operating. The application is DENIED as there are a number of similar programs running at various other agencies and the applicant did not articulate any community partners.

New Life Mission requested $15,000 to continue the operation of the Mission and the House of Ruth. $3,402 is recommended to go specifically to programs they offer to their clients.

People in Motion requested $6,051 to assist with operating expenses and specifically for their costs of the activity living programs they offer. $4,000 is recommended.

Sahali Fellowship requested $750 to offset the cost of providing water to the community garden. Application was DENIED as there is an opportunity to use the plot fees to cover this cost.

Seniors Outreach Services Society requested $12,260 to assist in the development and continuation of Snow Angel Program, Fall Prevention Program, Safe Suite for Seniors in Crisis, Program and Services Guide, and Seniors Picnic to assist with operating expenses and a special project to host a health fair. $8,250 is recommended.

Thompson Shuswap Master Gardeners Association requested $925 to help produce and print 10,000 pamphlets to be distributed throughout Kamloops. This pamphlet will list easy to grow forage plants that provide pollen and nectar for bees and beneficial insects throughout the year. $925 is recommended.

Moved by C. Ryan, seconded by H. Price, that the recommendations as made are forwarded for approval.
