Federal Communications Commission FCC 01-329 Before the Federal Communications Commission Washington, D.C. 20554 In the Matter of ) ) Rules and Policies Concerning ) MM Docket No. 01-317 Multiple Ownership of Radio Broadcast ) Stations in Local Markets ) ) ) Definition of Radio Markets ) MM Docket No. 00-244 NOTICE OF PROPOSED RULE MAKING AND FURTHER NOTICE OF PROPOSED RULE MAKING Adopted: November 8, 2001 Released: November 9, 2001 By the Commission: Commissioners Copps and Martin issuing separate statements. Comment Date: 60 Days After Publication in Federal Register Reply Comment Date: 90 Days After Publication in Federal Register I. INTRODUCTION 1. In accordance with Sections 309(a) and 310(d) of the Communications Act of 1934 (the 1934 Act), the Commission issues new radio broadcast licenses and approves the assignment and transfer of those licenses only when those actions are consistent with the public interest, 1 convenience, and necessity. Pursuant to its public interest authority, the Commission historically has sought to promote diversity and competition in broadcasting by limiting by rule the number of 2 radio stations a single party could own or acquire in a local market. In Section 202(b) of the Telecommunications Act of 1996 (the 1996 Act), Congress directed the Commission to revise its 3 local radio ownership rule to relax the numerical station limits in the ownership rules. In the almost six years since the Commission implemented this congressional directive, the local radio market has been significantly transformed as many communities throughout the country have experienced increased consolidation of radio station ownership. In this proceeding, we seek to examine the effect that this consolidation has had on the public and to consider possible changes to our local radio ownership rules and policies to reflect the current radio marketplace.

  • Section 4. County Profile
Section 4: County Profile Section 4. County Profile Profile information is presented and analyzed to develop an understanding of a study area, including the economic, structural, and population assets at risk and the particular concerns that may be present related to hazards analyzed later in this plan (e.g., significant coastal areas or low lying areas prone to flooding or a high percentage of vulnerable persons in an area). This profile describes the general information of the County (government, physical setting, population and demographics, general building stock, and land use and population trends) and critical facilities located within Suffolk County. 4.1 General Information Suffolk County was established on November 1, 1683, as one of the ten original counties in New York State. Suffolk County was named after the county of Suffolk in England, from where many of its earliest settlers originated (Suffolk County Department of Planning, 2005). Suffolk County’s western border is approximately 15 miles from the eastern border of New York City. According to the U.S. Census data, the Suffolk County estimated population in 2012 was 1,499,273. Suffolk County is one of the 57 counties in New York State and is comprised of 10 towns and 31 incorporated villages. Within each town and village, there are incorporated and unincorporated areas (Suffolk County Department of Planning, 2007). The population of Suffolk County is larger than ten states and ranks as the 24th most populated county in the country (U.S. Census Bureau, 2012). Suffolk County is bordered by Nassau County to the west and major water bodies to the north, south, and east.

A second survey of 18 networks sought to gather indepth information on network operation. Results showed that 22.2 percent of the stations surveyed were participating in program cooperatives, and over 79 percent felt that network participation would be beneficial. It was concluded that the cooperative program tape network should continue in order to fulfill specialized programing needs. A copy of the two questionnaires, the letter of transmittal, and the mailing list is appended. A list of the networks that participated in the study, 12 statistical tables, and a 20-item bibliography are included.
