Executive Summary The SmartSpace project has made it possible to support the digitalisation of the territories of the Alpine arc through actions targeting SMEs, intermediaries and public authorities. To concentrate resources and have maximum impact, three traditional industrial sectors were targeted (mechanical, textile, chemical). Economic, industrial and structural disparities among Alpine areas require local pilots to collect and harmonize as many elements and disparities as possible and reach an Alpine vision and beyond. Intermediaries, policy makers, have an ever-increasing decisive role in helping SMEs to succeed digital transformation of their business. Many of the observations and actions carried out through the project are true for all industrial and geographical sectors. To ensure that the project outputs are applicable and replicable by other organisations/regions/countries outside the current partnership, transferability actions have been addressed: - To enlarge the number of actors (for the alpine DIHs services and competences available and new member of the strategic partnership) both at local and Alpine level - To enlarge the industrial sectors to be addressed by the follow-up activities (SMEs from traditional industrial sectors; SMES from other sectors) - To enlarge the network with actors interested to cooperate within the frame of the SMARTSPACE Strategy and the operative structures organized.

This document summarizes transferability actions conducted in France. In particular, Grand E-nov, Auvergne Rhone-Alpes Entreprises and Rising Sud managed to:  Increase the geographical coverage of DIH services developed during WP3 actions: organisation of workshops to deploy the offer in and -Ardenne;  Recruitment and collaboration with new local partners (intermediaries and research organizations) to address new sectors (agro-food, green-tech, high-tech, etc.);  Close collaboration with the region's services to elaborate roadmaps specific to each digital-related priority: cybersecurity, blockchain, photonics, etc.

1. Introduction

The purpose of the transferability actions is to Expand the actors involved with the project outputs (areas, industrial sectors like agro-food, green-tech and high-tech, etc.) to strengthen impact of project’s results. The objectives to achieve are specific: - Expand knowledge of project objectives and results (expand results to new institutions, intermediaries, stakeholders) - Increase the critical mass of users and beneficiaries (Involve additional stakeholders) - Promote the creation of an Alpine DIH and study the potential for engagement within the network – Prepare Strategic partnership

The actions were developed according to a methodology common to all partners described in the deliverable D.T.4.5.1:

2. Transferability actions addressed to SMEs

a. Summary of the action ()

The Digital Transformer: a coordinated action to support SMEs in digital transformation A workshop organised to increase the geographical coverage of DIH services developed during WP3 actions

Technologies and digital culture are changing the way work is organised, management practices and standards, the way people relate to work and the ways in which they collaborate. These multiple evolutions are particularly ambivalent, and extremely rapid. They offer opportunities for employees to work with greater flexibility, autonomy and cooperation, but can also result in new constraints, intensification and hyper-rationalisation that generate risks for the individual (alteration of physical and mental health, career breaks) and reduced performance for the company. New work models are to be built; new solutions are to be invented in order to integrate the issue of quality of life at work into digital transformation projects. Tools and digital culture must also promote it.

The Digital Transformer is a collaborative innovation action is that aims to support at the same time digitalisation and quality of life at work. The 11th edition (Annex 0) has been carried out by the Aract Grand Est, in partnership with Grand E-nov, the Direccte Grand Est, the INRS, with the financial support of the Conseil Régional Grand Est, the Direccte Grand Est and the ESF. Step 1 - Call for applications (deadline 17 April 2019) to identify companies that: - Offer digital and/or technological solutions in response to companies' needs to improve their production processes, work organization, marketing, etc. - Integrate a digital solution and/or new technology into their work environment - Wanted to challenge their project by digital and innovation experts. Step 2 - Accelerating projects (Thursday 16 and Friday 17 May 2019 in Nancy). Pitch and brainstorm cessions to identify the main obstacles to be removed to mature their project. Several techniques and tools were used: - Mind mapping, to identify the locks and guide the discussion in the QVT field (quality of working life). - Individual coaching, to lead candidates to imagine innovative implementation paths, and reciprocal coaching between peers. - Contributions of experts. Step 3 - post Accelerator, support actions (October 2019) Support offer from the different partners adapted to the identified remaining needs of the projects. b. Learning and feedbacks

Partners have helped companies to achieve a state of the art of existing technical solutions in relation to their objectives, put them in contact with various solution providers and assisted the project owner so that the mission could be carried out successfully (change management notably). Since SMEs rarely have the internal skills to coordinate such projects, our actions have been very well received. This action was carried out beyond the Alsatian territory on the basis of the services developed thanks to the SmartSpace project as part of the transferability actions. The value proposition as well as the profiles of the people we have recruited to carry out this type of digital transformation support seem to be adequate for a DIH in the global Grand Est Region digital strategy.

c. Summary of the action (ARA)

The transferability event took place on 15th march 2019 in Saint Quentin Fallavier, on the site of Martinet, a famous regional agrofood company. This event was organised by Auvergne Rhône-Alpes Entreprises in collaboration with ARIA, Regional Association for Agrofood Industries. The goal of this event was to introduce Industry of the future subjects, the smart- space project and the regional tools to support Industry of the future SMEs projects. ARIA has created an “industry of the future” club for their members and it was a good opportunity to transfer the actions conducted in the frame of Smart-Space to this sector. After the presentation of Smart-space project and it tools, a discussion about the main challenges, for the SMEs present, was performed to identify the future ways of works and how what we have done during Smart-space project could be used by them. The event continued by the testimony of Martinet and how they implement Industry of the future technologies and what the impact of their company competitiveness. The final point of this event was the visit of Martinet site.

d. Learning and feedbacks

The SMEs was interested by Smart-space project but the digital innovation hub platform appears not so easy to use for them. The main interest for them was the pilot action proposed in the frame of Smart-Space (individual support to assess their digital maturity and associated action plan) and the possibility to be connected to pertinent digital suppliers and solutions. This event was appreciated for networking aspect and possibility to exchange about different topics link to industry of the future.

e. Summary of the action (PACA)

Two workshops will be organized in Carpentras the 31st of October (annex 1a) and Olliloules the 5th of November (annex 1 b) to present “European and regional programs to convert to industry 4.0”. The aims is to create bridges between the different programs related to industry 4.0 and reach new territories (Vaucluse and Var) and thus, other companies.

f. Learning and feedbacks

In total, around 30 regional companies attended the two workshops. Solutions providers and consulting firms with a focus on industry 4.0 outnumbered the traditional SMEs. However, they were very keen on learning how they can best use all the different existing programs to encourage traditional SMEs to convert to industry 4.0. Most of the actors didn’t know about the existing programs.

3. Transferability actions addressed to Intermediaries

a. Summary of the action (Grand Est)

Challenge Industrie: Collaboration with new intermediaries and stakeholders (students) to support the development of digital projects in all sectors.

Focus and contents: The Industry Challenge is an event designed to bring out new projects in a given time frame by relying on the collaboration of teams composed of diverse talents, skills and backgrounds who compete to meet innovation challenges related to a theme or a sector of activity, multiply ideas, bring out new solutions to business problems. During this event, the agency took advantage of its expertise in digital transformation to support students and intermediates in this challenge.

b. Learning and feedbacks

The fact of making students and schools work on concrete digital transformation issues in the field of culture, mobility and e-health makes it possible to become aware of the skills really needed and to develop training to meet them.

c. Summary of the action (PACA)

The two workshops described in the previous section (transferability actions address to SMEs), helped creating connections with new industrial intermediaries. It was the case with Gare numérique, a Fablab located in Vaucluse. After the presentation of the European and SMART-SPACE – D.T4.5.2 National transferability actions report in France

Regional programs by the DG Communications Networks, Content and Technology of the European Commission, Gare numérique and ERM automatisms (local SME specialized in robotics) made a joint presentation on industry 4.0 and how SMEs in Vaucluse can be supported by Gare numérique. It was also the case with TVT innovation, the development economic agency the Metropolitan area of Toulon as well as System Factory (cluster focusing on complex systems), Pôle mer Méditerranée (cluster focusing on blue economy) and UIMM Alpes Mediterranée (industry network).

d. Learning and feedbacks

All the partners mentioned above are key actual or potential actors for the regional Digital innovation hub (annex 2). Therefore, it is important to inform them and involve them in coordinated actions towards our common target, traditional SMEs that need to convert to industry 4.0. e. Summary of the action (ARA) The transferability event took place the 10th of September 2019 in Lyon (Annex 3). We decided to merge this transferability event with the meeting of the “Industry of the future” regional group led by the Auvergne Rhône-Alpes Region. This group is composed of clusters from various sectors (as Energy, environment, mechanic, textile, electronic,…) and different services of the regional council (economy, digital, innovation, Bruxelles delegation). It appeared as a relevant place to spread of the tools and results obtained in the frame of SMART-SPACE project. The agenda of the event was:  Tour de table of participants on their European projects in progress  SMART-SPACE project presentation (main results and tools)  News on S3 platforms by Bruxelles delegation  Discussion about DIH – presentation of the regional DIH (Digital Innovation Hub) Minasmart  Discussion on Future action plan on Industry of the future and Europe aspects

The purpose of the event was to exchange about Industry of the future and the several initiatives led by each participants in order to identify common goals and potential synergies especially with Smart-space project. Another aspect of this event was to try to associate each regional cluster to the building of the regional DIH named Minasmart. (Several 1:1 meetings between us and the project manager of the DIH Minasmart were performed to identify how results and tools from Smart-Space project could be used in this regional DIH).

f. Learning and feedbacks The exchanges about European projects in progress at regional level were very interesting to identify where the results and tools obtained in the frame of Smart-space project could be useful. The SMART-SPACE digital platform developed could be used by several other projects as:  S3Food (Innosup project on digitization of agrifood industry),  Consensys (COSME project on IoT integration in agrifood SMEs),  Block 4-coop (Interegg Sudoe project on continuity of the digital chain in mechanical industries),  DIGIFED (Horizon 2020 (I4MS) project on CPS technologies)  SMARTEES 2 (Horizon 2020 project on printed electronic).  The content of the platform could be very interesting for the regional DIH Minasmart.

The example of the pilot action for SMEs performed at regional level in the frame of SMART- SPACE project was very welcomed by the participants (clusters, regional council, DIH) because fit with SMEs needs and could be relevant to integrate at the regional level and maybe as first step to access to the DIH MinaSmart (or as the first level service). Resulting from this meeting, a common action plan on Industry of the future subjects have been proposed to improve efficiency and synergies at regional level.

4. Transferability actions addressed to Policy makers

a. Summary of the action (ARA)

The action described above included also policy makers (representatives of several services of the regional council). For information, regular contacts with representative of the economy service of the regional council were maintained throughout the project. At the beginning of the project one of the main interest expressed by the policy makers was the pilot action for SMEs. In order to assure a maximum efficiency and relevance of the regional pilot action proposed we have involved them at each steps: before, during the configuration step, during the feedbacks step and after….) So at the end of the regional pilot action for SMEs (concerning the individual support provided composed of digital maturity assessment, action plan proposition, and recommendations on tools and funding to use), we have associated a representative of regional council in charge of the regional plan for industry of the future and the digital regional agency (ENE: Entreprises et numérique) involved too in the implementation of this plan. For that, we organized two feedback committees in order to show them what kind of results this individual support was able to provide. The committees took place the 12th of November 2019 and the 5th of December 2019. Each expert consultant (4) selected to perform the individual support presented the SMEs they has been accompanied (the methodology used, the results obtained and the recommendations done). 13 SMEs have been supported throughout these individual supports. b. Learning and feedbacks

These feedback committees were very interesting to compare the different methodologies used by the consultants and the associated results. They showed that the recommendations done were relevant and could be directly link to regional actions and tools proposed by the regional council. This kind of support appeared as a very useful and relevant as a first step to launch or reinforce actions toward industry of the future or digitization. After these committees, regional council, convinced by the added value of this kind of support, decided to integrate it to their regional plan for industry of the future for the two next years. It is a very concrete and positive result of the project Smart-Space.

c. Summary of the action (Grand Est)

Following the various actions carried out by the agency during the pilot action (Be 4.0 Fair, SME pilot action, regular talks, etc.) and the positive feedback from the field, the creation of a DIH seemed to be one of the major keys to structure a global system. To make progress in this direction, Gran E Nov were commissioned by the Region Grand Est to coordinate the elaboration of the artificial intelligence regional Roadmap. This was conducted from January to May 2019 The final roadmap has been described by Jean Rottner, President of the Région Grand Est, during the 360 Event. It includes 5 pillars and one vision: Boost business competitiveness through AI, Support scientific excellence, Energise AI Start- up, Develop skills, Guarantee ethical, transparent and inclusive AI. Leading the actions in coordination with its borders. This work served as a basis for other scientific and technical fields, as a first block of a regional Digital Innovation Hub (feasibility study). From June to December 2019, Grand E Nov has to reproduce the smartspace methodology used to develop an AI roadmap for Cybersecurity, Mobility, Blockchain, data, etc. in priority for the health, bio-economy and manufacturing sectors (organization of regional DIH step by step).

d. Learning and feedbacks

The method of working with public authorities developed during the SmartSpace project has borne fruit and an IHL is being organized in the regions and in coordination with its European partners.

e. Summary of the action (PACA)

Following the various actions carried out during the pilot action, risingSUD was commissioned by Région SUD -Alpes-Côte d’Azur to operate the new regional program aiming to assist 500 SME’s to convert to industry 4.0 by December 2022 (annex 5-6). This program was definitely adopted by the deliberation n°19-328, in plenary assembly of the regional council the 26th of June 2019 (annex 7). During the first phase of the program (between 1st November 2019 and 31st of October 2019), 60 companies will be assisted.

f. Learning and feedbacks risingSUD has been identified as a key actor to operate regional programs including different intermediary actors. SMART SPACE gave some interesting feedbacks to build this regional program and mobilize intermediaries and companies around it. In addition to diagnostic and individual coaching services, a significant investment assistance help company’s conversion to industry 4.0 (annex 4).

5. Conclusions

In Alsace, SMART SPACE helped:

 Creating new connections with intermediaries to increase the geographical coverage of the program  Building a regional and transregional roadmap, to create a long-term impact in the industry sector beyond immediate and mid-term outcomes and results.

In Auvergne Rhône-Alpes, SMART SPACE helped:

 To introduce a new kind of support for SMEs and demonstrate its relevance,  To improve common actions between various intermediaries on the industry of the future project and enlarge their knowledge about this subject,  To contribute to the first steps of building of the regional DIH Minasmart and first connexions with Alpine-space partners.  To assure a continuity of activities by transfer of the individual support for SMEs in the regional plan for industry of the future for the 2 next years. In Provence-Alpes Côte d’Azur, SMART SPACE helped:

 Creating new connections with intermediaries to increase the geographical coverage of the program  building a regional program, to create a long-term impact in the industry sector beyond immediate and mid-term outcomes and results.
