non-classified personal services recommendations of the Arkansas Higher Education Coordinating Board for the Fiscal Year 2010-11. Due to the implementation of the pay plan study, the Office of Personnel Management of the Department of Finance and Administration (OPM) did not make recommendations for classified positions. Overview of Nonclassified Recommendations The Coordinating Board’s recommendations, if approved, recognize the varying structures and sizes of institutions, while maintaining reasonable consistency among positions at similar institutions. Institutional priorities and budget constraints, however, will dictate which of these positions will be filled. As a part of the statutory authority given to the Coordinating Board to present a consolidated
