HERNDON POLICE DEPARTMENT REGULATIONS AND GENERAL ORDERS Foreword The Regulations and General Orders of the Herndon Police Department are detailed in this manual. These general responsibilities and standards of conduct are expected of all Department employees, civilian as well as sworn, unless otherwise noted, and are intended to achieve uniformity and an orderly approach to the accomplishment of goals. It is essential that all personnel familiarize themselves with the provisions of this manual. It is important for the employee to realize that individual action taken in violation of these Regulations and General Orders may be grounds for disciplinary action. All Regulations and General Orders contained in this manual are issued under the authority of the Chief of Police. The periodic update of the manual reflects changes in law or policy and procedure, and suggestions and recommendations for changes are encouraged from personnel. The appointment of a new Chief of Police will not invalidate the directives issued by a predecessor. While the manual does set forth specific procedures to which adherence is expected, it is not intended to address all situations encountered by members of the Department. The judicious exercise of discretion is often required, with this in mind, the manual serves as a supplement to individual training and experience. Colonel Maggie A. I WILL keep my private life unsullied as an example to all; maintain courageous calm in the face of danger, scorn, or ridicule; develop self-restraint; and be constantly mindful of the welfare of others. Honest in thought and deed in both my personal and official life, I will be exemplary in obeying the laws of the land and the regulations of my department. Whatever I see or hear of a confidential nature or that is confided to me in my official capacity will be kept ever secret unless revelation is necessary in the performance of my duty. I WILL never act officiously or permit personal feelings, prejudices, animosities, or friendships to influence my decisions. With no compromise for crime and with relentless prosecution of criminals, I will enforce the law courteously and appropriately without fear or favor, malice or ill will, never employing unnecessary force or violence and never accepting gratuities. I RECOGNIZE the badge of my office as a symbol of public faith, and I accept it as a public trust to be held as long as I am true to the ethics of the police service. I will constantly strive to achieve these objectives and ideals, dedicating myself before God to my chosen profession...law enforcement. HERNDON POLICE DEPARTMENT ETHICS AND CONDUCT 100 Public Safety Telecommunicators Code As a Public Safety Telecommunicator, I am dedicated to serve the public; to safeguard life and property; to keep my personnel informed on all calls that may require their attention; to assist all public safety vehicles and personnel in the performance of their duties; assure that all rules and regulations which govern my position are not violated in any manner. I will keep my private and social life free from all criticism; maintain a calm attitude during times of stress and emergencies; develop self-control and be constantly mindful of the welfare of others, regardless of race, creed, or religion. I will obey the laws of the land, rules, and regulations of the Federal Communications Commission and my department. Whatever information I receive of a confidential nature will be revealed only in the official performance of my duties. I will never act in a selfish or unofficial manner or let my personal feelings, friendships, prejudices or animosity influence my decisions. I will enforce the rules and regulations of my department and the Federal Communications Commission without fear, favor or ill will, never employing unnecessary force and never accepting gratuities. I recognize the high responsibility of my position as a symbol of public faith and trust and will accept it to be held as long as I am faithful to the ethics of public safety service. I will constantly strive to achieve those objectives and ideals, which govern my profession, dedicating myself, before God, to my chosen profession, public safety telecommunications. Anselene SUBJECT: Standards of Conduct I. Purpose The Town of Herndon promotes a working environment that encourages excellent customer service, mutual respect, honesty, integrity, civil and congenial relationships among employees and that is free from all forms of harassment and violence. Standards of conduct are designed to protect the well-being and rights of all employees; to ensure a safe, efficient government, compliance with law and accomplishment of the town's objectives. The following general provisions of conduct apply. II. General Provisions Each employee is expected to: A. Act in a truthful manner both in communications and conduct. B. Render full and efficient service in good faith. C. Comply with rules and regulations governing hours of work, absences and use of leave benefits. D. Be at work on scheduled working days at the designated starting time and remain at the assigned work place during designated work hours unless permission to leave has been granted by the supervisor. Report to work in appropriate clothing with required tools and equipment and in a condition, which will permit satisfactory performance of assigned duties. G. Maintain a clean and neat appearance to the maximum practicable extent during working hours. H. Comply with proper orders of an authorized supervisor. I. Refrain from any disorderly conduct. J. Exercise courtesy and tact in dealing with fellow workers and the public. K. Safeguard public information. L. Follow established safety practices and immediately report accidents to the supervisor or the supervisor’s designee. Exercise watchfulness in the performance of duties to eliminate potential hazards and protect co-workers and the public. M. Obtain department head’s permission before soliciting funds, selling tickets, passing petitions or distributing literature on town property or during business hours. Ill. Unacceptable Acts of Conduct Employees are subject to additional provisions and prohibitions contained in t own administrative regulations, ordinances, codes and laws. Acts for which disciplinary action may be taken include but are not limited to: A. Dispensing special favors or privileges to anyone or accepting favors which might be construed by reasonable persons as influencing the performance of town duties. B. Making any private and/or unauthorized promises of any kind binding upon the duties of the position to which assigned. C. Providing false information. D. Using any information received confidentially in the performance of town duties as a means of making private profit.
