Council and Committee Meetings Council: meets on the third Thursday of the month at 5.00 pm. Correspondence for Meetings: Correspondence for consideration by Council must be received by the Wednesday in the week preceding the Meeting. Public Attendance: members of the public are welcome to attend Council and certain Committee meetings except when otherwise resolved by Council to permit discussion of confidential matters. Noxious Weeds Committee: meets at 3.30 pm on the Tuesday in the week preceding the Council Meeting. (not every month) Not open to public. Tourism Committee: meets bi-monthly at 3.30 pm on the first Thursday of the month. Not open to the public. Heritage Committee: meets bi-monthly at 4.30 pm on the first Thursday of the month. Not open to the public. Art Gallery Committee: meets bi-monthly at 8:30am on the first Thursday of the month. Not open to the public. OLT Committee: meets at 8.00am on the Tuesday immediately preceding the Council Meeting. Not open to the public. Planning and Development: meets at 4.30 pm on the Monday immediately preceding the Council Meeting. Open to the public. Lawson Festival Committee: meets at 7.30 pm EST on the third Tuesday of the month. Open to the public. Other Committees: meet as and when required. Meetings are advertised when members of the public may attend. Note: Meeting times and days may vary on occasions. Some committees may not meet every month. Message from the Mayor 2017/2018 The 2017/2018 Financial Year saw the continuation of the Integrated Planning and Reporting (IPR) process which has seen Council take a more strategic approach to asset management and the provision of services to our rate payers. This process facilitated the development, review, endorsement and adoption of the following plans by Council: 2017-2026 – Community Strategic Plan 2017-2021 – Delivery Program 2018-2019 – Operational Plan Resourcing Strategy (including the Asset Management Plan (AMP), Long Term Financial Plan (LTFP) and workforce plan.) While Council endorsed our strategic direction for the next ten years the 2017-2021 Delivery Program was developed and outlines various projects to be undertaken in the four-year period which are detailed below: Grenfell Aquatic Centre Development Grenfell Health Hub/Medical Centre Development Grenfell Main Street upgrade Grenfell Sewerage Treatment Works Upgrade Facilitate Aged Care Development Councils resourcing strategy indicates that these capital projects will be funded in the following ways: Loans Grant Funding Special Rate Variations It is very pleasing to report that of the top three (3) priorities in the delivery program, one has been completed being the Grenfell Aquatic Centre with the official opening conducted on Saturday 17 February 2018 by the Deputy Premier the Hon John Barilaro and Member for Cootamundra the Hon Steph Cooke MP, one is in progress being the Grenfell Health Hub/Medical Centre development and planning for the Grenfell Main Street upgrade is in progress. Planning for the Grenfell Sewerage Treatment Works upgrade is also in progress as well as planning for Aged Care Development and a new ambulance station in the Weddin Shire. The Weddin Wellness Plan is also in the process of being developed which will identify the future health needs of residents in the Weddin Shire. The Assistant Minister for Skills the Hon Adam Marshall MP visited Grenfell on Wednesday 4 October 2017 and announced plans for Grenfell to have a new, modern vocational education campus, called a Connected Learning Centre (CLC). Students will experience digitally enabled facilities capable of reflecting real-world work and social environments. Students will also have access to a flexible learning and assessment model that will provide personalised and connected learning experiences, better access to teachers both on and off site, and the skills they need for real life jobs in regional communities. In addition to providing local students with access to a greater range of learning and course options, the CLCs are designed to be easily reorganised to suit a variety of community needs. 3 The completion of these projects will see our infrastructure assets upgraded which will assist in closing our assets infrastructure gap, effectively allowing us to continue to provide quality services to our residents. Common Thread Consulting Pty Ltd completed two projects under the Innovation Fund for the Mid Lachlan Alliance (MLA) Councils as part of a ‘Fitness Campaign’ to deliver a Fiscal Responsibility Action Plan (FRAP) and a Service Review Action Plan (SRAP). The Fitness Campaign strengthed the case for Councils to remain independent with a focus on asset management, financial sustainability and improved service delivery. It is founded upon simple documents (Service Dashboards) that will form part of each Council’s integrated planning and reporting framework, helping us to better understand our business and that of our partners in the MLA. Where a potential opportunity for improvement is identified, a business case will be developed (either for our Council or for a number of Councils in the Alliance) that considers the costs, benefits and risks. If the business case is positive, it will then be recommended to Council for approval. A robust project management approach is an important part of the Fitness Campaign as this will help keep projects on track and ensure desired outcomes are realised. The result will be a sustainable Council with the capability and capacity to deliver better value for our local community. A Connected Leadership Program was also undertaken as part of the Fitness Campaign. The Connected Leadership Program was an integral part of the Fitness Campaign because each Council recognised that we need to think and work differently. The program included a combination of one-on-one coaching and development as well as group workshops. The one- on-one sessions

    Red Guide Posts – Riverina and Central Western NSW COUNCIL NAME Overview Greater Hume Shire The Red Guide Posts are a simple system to assist in reducing the spread of high risk invasive Council vegetation species (weeds) along roadsides. WEB ADDRESS The concept has been developed through a collaboration with Eastern Riverina Noxious Weeds greaterhume.nsw.g Advisory Group (ERNWAG), Western Riverina Noxious Weeds Advisory Group (WRNWAG), ov.au Lachlan Valley Weeds Advisory Committee (LVWAC), Macquarie Valley Weeds Advisory Committee (MVWAC), Riverina & central west Local Control Authorities (LCAs), Local Land Services (LLS) and Roads and Maritime Services (RMS). It involves the installation of red guide posts at the 'start' and 'end' of each weed infestation. The red guide posts identify the site and an extensive awareness campaign will advise that works are not to be undertaken between the posts without the local weed officer’s permission. Photo: Red Guide Posts image from flyer Background ERNWAG & WRNWAG were formed in 1989 and 1997 respectively to encourage the formulation of common noxious weed control policies and liaison between authorities. The two groups – collectively known as Riverina Weeds – comprise all key stakeholders involved in weed management, including 25 Local Control Authorities (LCAs) and 3 Local Land Services (LLS). The Red Guide Post concept was born from a gathering of Riverina agencies discussing the best option for identifying roadside weeds to avoid sites of known noxious weed infestation being slashed or graded and spread. The objective of the project is to increase community acceptance of, and involvement in, effective invasive species management. The Minister for Primary Industries called for new, innovative State Weeds Action Program Projects.
