School boards in Ontario are required to produce an Annual Report in accordance with The Education Act. This Annual Report Strategic Directions and the multi-year plan provides highlights of Rainbow District are available on the Board’s website: School Board’s key activities during the 2011-2012 school year. On behalf of the Board of Trustees, I am pleased to present Message the 2011-2012 Annual Report for Rainbow District School Board to the Premier of Ontario, the Minister of Education and our many partners in Sudbury, Espanola, Manitoulin Island from the and Shining Tree.

The school year began with the official Chair of opening of Princess Anne Public School and Walden Public School, another chapter in the revitalization of Rainbow Schools. The new arts wing at the Board Sudbury Secondary School welcomed its first group of students and work progressed on the renewal of the Sheridan Auditorium. Expansion renovations were completed at Algonquin Road Public School and R.L. Beattie Public School, as the Board continued to give students access to the best programming possible in quality school facilities. The Board also approved and began the construction of a new green school on the site of MacLeod Public School, another tangible example of our commitment to sustainability. September 2011 marked the launch of Barrydowne College, a re-engagement school in partnership with and located within Cambrian College. Barrydowne College supports students ages 17 to 20 who want to return to school. A milestone was celebrated on June 20, 2012 when the first group of students proudly received their Ontario Secondary School Diplomas. At the elementary level, the Board continued to phase in the Early Learning Program for four and five-year-olds. Full day every day Junior and Senior Kindergarten will be offered until the program is fully implemented throughout our system. At the secondary level, students have many ways to achieve their secondary school diploma, including a growing field of Specialist High Skills Majors. The many policies, programs and projects adopted by the Board focused on the priorities in Strategic Directions, namely, to ensure success for all, to provide efficient resource management and to promote succession planning. The Board reaffirmed its commitment to all learners in all areas – early learning, special education, First Nation, Métis and Inuit Education, French as a Second Language, character development, equity and inclusive education, and adult education. The Board also continued to nurture parental involvement and promote community use of schools. In closing, I would like to commend staff for their dedication, thank parents/ guardians and community partners for their support and congratulate students for their efforts. Strategic Directions continued to guide our efforts with an ongoing focus on higher levels of student from the achievement, reduced gaps in student achievement and increased public confidence in publicly funded education.

Director of Under the leadership of elected officials, staff worked diligently to implement strategies to achieve each priority. The Board Improvement Plan, which is updated annually, ensures that we remain relevant and results-oriented. With the support of the Province of Ontario, trustees, staff, parents/guardians and the community, Rainbow District School Board continued to deliver excellence in education from the early years to secondary school graduation. The achievements in this Annual Report offer a snapshot of a school year filled with progress. They also attest to the ever-growing circle of support fostering student success at school, at home and in the community. Students are becoming confident, well-rounded, critical thinkers. Students continued to shine at local, provincial, national and international levels, bringing pride and praise to Rainbow Schools. Measures implemented to improve learning outcomes and encourage young people to go back to school, such as Barrydowne College, had a positive impact. Our mental health strategy, including the launch of a new SPARK fitness program, began to take shape. We continued to implement initiatives to maintain safe schools and build welcoming and inclusive learning and teaching environments. This included the signing of a Community Threat Assessment Protocol, ongoing character development, equity training for staff, and presentations for students. Sustainability remained an important focus in our schools and at the Board level. We are fostering a culture of conservation, implementing green technology, and encouraging eco-friendly practices. Students are embracing sustainability, becoming global citizens who care about the world in which they live. As always, we thank our partners in education for working with us to nurture and mentor those who will follow in our footsteps. Students are not only learning essential skills, they are gaining character traits that will enable them to become capable and contributing members of society. We bring learning to life, enabling students to fulfill their aspirations.

Rainbow District School Board approved a budget of $177 million for the 2012-2013 school year at the Board meeting held on July 3, 2012. Like most school boards in Ontario, Rainbow District School Board continues to experience declining enrolment, resulting in less revenue for programs and services. Total provincial grants have decreased by $1.4 million or 0.9 per cent overall. Last year, ongoing expenditures were reduced by $2.2 million, which helped the Board achieve a balanced budget. An additional $1 million was provided by the Province for school operations and $1 million for declining enrolment. As a result, the Board was able to align its expenditures to revenue. The Board achieved a balanced budget while continuing to invest in programs for students, such as full day, every day Junior Kindergarten. The Board also remained committed to the revitalization of Rainbow Schools, providing the best programs possible in quality school facilities. In 2012-2013, the Province allocated an additional $3.9 million for the Early Learning Program, which will be fully implemented by 2014-2015. The Province also increased funding for school facility renewal to $3.3 million and provided an additional investment in school facilities of $1.8 million for 2012-2013. Again this year, provincial support declined in a number of areas, including school board administration, classroom computers, staff development, and program coordinators / consultants. Revitalization of Celebrating the official opening of Princess Anne Public School Rainbow Schools Rainbow District School Board marked the official opening of the new Princess Anne Public School on September 20, 2011, with the Princess Anne and Wembley Public School communities joining together. Significant improvements were made to the original school and the building was expanded using green technology wherever possible. The school has been upgraded with a ventilation system bringing fresh air indoors, new energy efficient washrooms, a more efficient heating system, occupancy sensors and lots of windows for natural light. An elevator was also added, making the building fully accessible. Classrooms were renovated and a new library was built. There is also a new full service daycare for infants, toddlers and pre-school age children on site. A 31,000 square foot two-storey addition houses a spacious gymnasium, the Early Learning Program for four and five-year-olds and six new classrooms, which are all equipped with interactive SMART Boards.
