Background and proposition The achievement of equalization is a core idea of public service facilities for a city. It is also an important way to achieve society justice, reduce the disparity between urban and rural areas, the rich and the poor, as well as other negative impacts of imbalanced development. The approaches to achieve the equalization of public service facilities are quite different, depending on the main function, spatial pattern and population composition in a city.
