Review of Atlantic Menhaden Ecological Reference Points Steve Cadrin July 27 2020 The Science Center for Marine Fisheries (SCeMFiS) requested a technical review of analyses being considered by the Atlantic States Marine Fisheries Commission (ASMFC) to estimate ecological reference points (ERPs) for Atlantic menhaden by applying a multispecies model (SEDAR 2020b). Two memoranda by the ASMFC Ecological Reference Point Work Group and Atlantic Menhaden Technical Committee were reviewed: • Exploration of Additional ERP Scenarios with the NWACS-MICE Tool (April 29 2020) • Recommendations for Use of the NWACS-MICE Tool to Develop Ecological Reference Points and Harvest Strategies for Atlantic Menhaden (July 15 2020) Summary • According to the SEDAR69 Ecological Reference Points report, the multi-species tradeoff analysis suggests that the single-species management target for menhaden performs relatively well for meeting menhaden and striped bass management objectives, and there is little apparent benefit to striped bass or other predators from fishing menhaden at a lower target fishing mortality. • Revised scenarios of the SEDAR69 peer-reviewed model suggest that results are highly sensitive to assumed conditions of other species in the model. For example, reduced fishing on menhaden does not appear to be needed to rebuild striped bass if other stocks are managed at their targets. • The recommendation to derive ecological reference points from a selected scenario that assumes 2017 conditions was based on an alternative model that was not peer reviewed by SEDAR69, and the information provided on alternative analyses is insufficient to determine if it is the best scientific information available to support management decisions. • Considering apparent changes in several stocks in the multispecies model since 2017, ecological reference points should either be based on updated conditions or long-term target conditions. -

Drum and Croaker (Family Sciaenidae) Diversity in North Carolina The waters along and off the coast are where you will find 18 of the 19 species within the Family Sciaenidae (Table 1) known from North Carolina. Until recently, the 19th species and the only truly freshwater species in this family, Freshwater Drum, was found approximately 420 miles WNW from Cape Hatteras in the French Broad River near Hot Springs. Collins and Bruce W Stender ABSTRACT Surface and subsurface ichthyoplankton collections were made from 9 m to beyond the continental shelf(deepest station 3,940 m) in all seasons from Cape Hatteras, North Carolina to Cape Canaveral, Florida. King mackerel spawn from April to at least September, primarily at depths >40 m. Spring spawning activity takes place further offshore than does summer spawning. An apparent concentration of larvae between 32° and 33°N suggests that the area of upwelling associated with the Charleston bump is an important spawning and/or nursery area. Spanish mackerel spawn from May to September in depths <40 m. Larvae were less abundant than those of king mackerel, and no areas of concentration were found. Vertical migration to the surface at night is indicated for both king and Spanish mackerels. Bluefish spawn bimodally from March through at least November in depths >40 m, with the primary spawning peak in spring and the secondary peak in late summer. In spring, larvae were caught most often between 32° and 33°N, but in summer-fall were taken more often at locations further south. Neither vertical migration or visually-cued net avoidance is indicated, but bluefish >4 mm are strongly associated with the surface. Spanish (Scomberomorus maculatus) and king (S. cavalla) mackerels and blue- fish (Pomatomus saltatrix) support large recreational and commercial fisheries along the east coast of the United States. -

The population structure, reproductive biology, age and growth, and diet of shortfin makos caught by pelagic longliners (2005–10) and bather protection nets (1978–2010) in the south-west Indian Ocean were investigated. The mean fork length (FL) of makos measured by observers on longliners targeting tuna, swordfish and sharks was similar, and decreased from east to west, with the smallest individuals occurring near the Agulhas Bank edge, June to November. Nearly all makos caught by longliners were immature, with equal sex ratio. Makos caught by bather protection nets were significantly larger, males were more frequent, and 93% of males and 55% of females were mature. Age was assessed from band counts of sectioned vertebrae, and a von Bertalanffy growth model fitted to sex-pooled length-at-age data predicted a À1 birth size (L0) of 90 cm, maximum FL (LN) of 285 cm and growth coefficient (k) of 0.113 y . -

We have enclosed a copy of the paper (Condrey 1994) we believe was used by TPWD in drafting the proposed regulations. It has the appropriate underlying numbers and is the only study with sufficient detail to be used for the type of analysis attempted by TPWD. We appreciate the opportunity to provide this analysis. It came at an opportune time. I have been developing the ecosystem material included in this document for many years, ever since the basic theory was proposed to me by a Russian colleague who went on to become the Soviet Minister of Fisheries. As Chief of the NMFS Research Division, I read countless documents regarding fisheries research and management, and attended many conferences and program reviews, slowly gaining the knowledge reflected in this report. The flurry of menhaden writings and government actions gave me impetus to complete the work, and your request accelerated it further. Petruccelli On August 31st, 2019, CPO Woerner was patrolling the Sandy Hook area when he observed individuals wading in an area where people frequently harvest clams from condemned waters. After thorough observation, CPO Woerner ended up apprehending three groups of individuals, including juveniles, harvesting clams in prohibited water. CPO Woerner seized several hundred hard clams and issued summonses for harvesting shellfish without a license and for harvesting shellfish from the prohibited waters of Sandy Hook Bay. In the late evening hours of September 13th into the early morning hours of September 14th, CPOs Moscatiello and Woerner were patrolling the area around the train tracks that run through Brielle and Point Pleasant Beach. -

Unfortunately, anglers have not had the in- formation they need to help them decide which fish may be safer to eat, despite the fact that recreational anglers and their families typically eat more fish than the average population. In fact, recent studies have found that people who live in coastal areas of the United States have higher levels of mercury in their blood than residents from inland areas.1 The purpose of this report is to help provide infor- mation to recreational anglers in the Gulf of Mexico on which fish may be higher in mercury than others, which would be safer to eat, and which species are in need of further monitoring. -

This evaluation is based on the most recent comprehensive estimates of IUU fishing and includes the worlds’ major commercial stocks or species groups, such as all those that are regularly assessed by the United Nations Food and Agriculture Organization (FAO). Based on WWF’s findings, the majority of the stocks, 54 percent, are categorized as at high risk of IUU, with an additional 32 perent judged to be at moderate risk. Of the 567 stocks that were assessed, the findings show that 485 stocks fall into these two categories. More than half of the world’s most overexploited stocks are at the highest risk of IUU fishing. Examining IUU risk by location, the WWF analysis shows that in more than one-third of the world’s ocean basins as designated by the FAO, all of these stocks were at high or moderate risk of IUU fishing.
