12 EXECUTIVE COUNCIL ____________________________ 14 JANUARY 2014 EC2014-23 CIVIL SERVICE SUPERANNUATION ACT AND TEACHERS SUPERANNUATION ACT INVESTMENT POLICY Pursuant to subsection 5(4) of the Civil Service Superannuation Act R.S.P.E.I. 1988, Cap. C-9 and subsection 9(4) of the Teachers Superannuation Act R.S.P.E.I. 1988, Cap. T-1 Council approved the Statement of Investment Policies and Procedures dated September 2013 for pension plans sponsored by the Province of Prince Edward Island (the Civil Service Superannuation Plan, the Teachers Superannuation Plan and the Pension Plan for Members of the Legislative Assembly), a copy of which is attached to the file copy of this Order in the Office of the Clerk of the Executive Council. Further, Council rescinded Order-in-Council EC2012-611 of October 23, 2012. EC2014-24 EXECUTIVE COUNCIL ACT MINISTER OF EDUCATION AND EARLY CHILDHOOD DEVELOPMENT AUTHORITY TO ENTER INTO AN AGREEMENT (PROVINCIAL ASSESSMENT AGREEMENT) WITH THE ISLAND REGULATORY AND APPEALS COMMISSION Pursuant to clause 10(d) of the Executive Council Act R.S.P.E.I. 1988, Cap. E-12 Council authorized the Minister of Education and Early Childhood Development, as Minister responsible for the Island Regulatory and Appeals Commission, to enter into an agreement with the Island Regulatory and Appeals Commission to establish the terms and conditions of its funding and operations for the period April 1, 2013 to March 31, 2016, such as more particularly described in the draft agreement. 13 EXECUTIVE COUNCIL ____________________________ 14 JANUARY 2014 EC2014-25 EXECUTIVE COUNCIL ACT MINISTER OF ENVIRONMENT, LABOUR AND JUSTICE AUTHORITY TO ENTER INTO AN AGREEMENT (INTER-PROVINCIAL PARTICIPATION AGREEMENT REGARDING THE IMPLEMENTATION OF A CANADA-WIDE INSURANCE OF PERSONS (LIFE AND HEALTH) QUALIFICATION PROGRAM) WITH THE PROVINCES AND THE TERRITORIES Pursuant to clause 10(b) of the Executive Council Act R.S.P.E.I. 1988, Cap. E-12, Council authorized the Minister of Environment, Labour and Justice to enter into an agreement with the other Provinces and the Territories, as represented by their authorized insurance regulators, to set out terms and conditions for developing, implementing and administering a Canada-wide Insurance of Persons (Life and Health) Qualification Program, such as more particularly described in the draft agreement. EC2014-26 EXECUTIVE COUNCIL ACT MINISTER OF ENVIRONMENT, LABOUR AND JUSTICE AUTHORITY TO ENTER INTO AN AGREEMENT (SERVICE AGREEMENT IN RESPECT OF THE IMPLEMENTATION OF A CANADA-WIDE INSURANCE OF PERSONS (LIFE AND HEALTH) QUALIFICATION PROGRAM) WITH AUTORITÉ DES MARCHÉS FINANCIERS Pursuant to clause 10(d) of the Executive Council Act R.S.P.E.I. 1988, Cap. E-12 Council authorized the Minister of Environment, Labour and Justice to enter into an agreement with Autorité des Marchés Financiers, for provision of services in development and implementation of a Canada-wide Insurance of Persons (Life and Health) Qualification Program, such as more particularly described in the draft agreement. EC2014-27 FINANCIAL ADMINISTRATION ACT CERTAIN ACCOUNTS RECEIVABLE UNDER THE SOCIAL ASSISTANCE ACT AUTHORITY TO CANCEL Pursuant to subsection 26(1) of the Financial Administration Act R.S.P.E.I. 1988, Cap. F-9, Council authorized the cancellation of certain accounts receivable under the Social Assistance Act, R.S.P.E.I. 1988, Cap. S-4.3 totalling $108,957.00 as at December 31, 2012, as follows: 14 EXECUTIVE COUNCIL ____________________________ 14 JANUARY 2014 SCHEDULE (SOCIAL ASSISTANCE ACT, CANCELLATIONS) Charlottetown Office $ 75,324.00 Montague Office 8,036.00 O’Leary Office 6,926.00 Summerside Office 18,671.00 $108,957.00 Further, Council noted that this amount is fully offset by provision for doubtful accounts in the Department of Community Services and Seniors. EC2014-28 FINANCIAL ADMINISTRATION ACT CERTAIN ACCOUNTS RECEIVABLE UNDER THE SOCIAL ASSISTANCE ACT AUTHORITY TO WRITE-OFF Pursuant to subsection 26.1(1) of the Financial Administration Act R.S.P.E.I. 1988, Cap. F-9, Council authorized the write-off of certain accounts receivable under the Social Assistance Act R.S.P.E.I. 1988, Cap. S-4.3 totalling $406,495.00 as at December 31, 2012, as follows: SCHEDULE (SOCIAL ASSISTANCE ACT, WRITE-OFFS) ACCOUNT OF AMOUNT WRITTEN-OFF Charlottetown Office $ 243,253.00 Montague Office 45,660.00 O’Leary Office 23,864.00 Souris Office 7,481.00 Summerside Office 86,237.00 $406,495.00 Further, Council noted that this amount is fully offset by provision for doubtful accounts in the Department of Community Services and Seniors. EC2014-29 PUBLIC DEPARTMENTS ACT ACTING MINISTERS APPOINTMENTS Under authority of subsection 4(2) of the Public Departments Act, R.S.P.E.I. 1988, Cap. P–29 the following appointments were made: 1. Honourable George Webster to be Acting Premier and Acting President of the Executive Council commencing on the 18th day of January 2014, and continuing for the duration of the absence from the Province of Honourable Robert Ghiz. 15 EXECUTIVE COUNCIL ____________________________ 14 JANUARY 2014 2. Honourable Robert Vessey to be Acting Minister of Finance, Energy and Municipal Affairs on the 20th day of January 2014 and again commencing on the 22nd day of January 2014, and continuing for the duration of the absence from the Province of Honourable Wes Sheridan. 3. Honourable Valerie Docherty to be Acting Minister of Education and Early Childhood Development commencing on the 16th day of January 2014, and continuing for the duration of the absence from the Province of Honourable Alan McIsaac. .
