RESOLUTION TO CLOSE MEETING BE IT RESOLVED that the meeting be closed to the public in accordance with Section 90 of the Community Charter as follows: (1)(a) personal information about an identifiable individual who holds or is being considered for a position as an officer, employee or agent of the municipality or another position appointed by the municipality; (c) labour relations or other employee relations; (e) the acquisition, disposition or expropriation of land or improvements, if the Council considers that disclosure could reasonably be expected to harm the interests of the municipality; (k) negotiations and related discussions respecting the proposed provision of a municipal service that are at their preliminary stages and that, in the view of the Council, could reasonably be expected to harm the interests of the municipality if they were held in public. 3. THAT Council direct Administration to provide more information on OPTIONS FOR the selected option(s) for an outdoor skating rink as outlined in the CONSIDERATION report titled “Skating Rink Options for Consideration” dated April (6135-03) 28, 2021 and respectfully submitted by the Manager, Long Range (P. 45) Planning and Sustainability as follows: (to be cited by Council). 30TH AVENUE STREET B. THAT Council receive for information the memorandum titled “30th CLOSURE (8300-07) Avenue Street Closure” dated April 29, 2021 and respectfully (P. 69) submitted by the Director of Community Infrastructure and Development. 10. Correspondence: 2021 PLANNING AND (i) THAT Council receive the memorandum titled “2021 Planning BUILDING FIRST and Building First Quarter Statistics Summary” dated QUARTER STATISTICS April 27 , 2021, respectfully submitted by the Economic SUMMARY (6970-20) Development Planner, for information. (P. 73) 42ND AVENUE BX (ii) THAT Council receive the memorandum titled “42nd Avenue CREEK CULVERT BX Creek Culvert Repair Funding”, dated April 30, 2021 and REPAIR FUNDING respectfully submitted by the Manager, Infrastructure; (5410-10-42) (P. 77) AND FURTHER, that Council authorize the additional expenditure of $370,000 for the BX Crossing at 42nd Avenue, to be funded by the Trenchless Storm and Culvert Rehabilitation project. B. Reports: 2021 LAKE ACCESS (i) THAT Council endorse the updated 2018 Lake Access Plan PLAN UPDATE as shown in Attachment 1 in the report titled “2021 Lake (8700-02) Access Plan Update” dated April 27, 2021 and respectfully (P. 81) submitted by the Transportation Planner. 12. LEGISLATIVE MATTERS Bylaws: ADOPTION (i) THAT Bylaw #5837, “6309, 6321 and 6335 Okanagan 5837 Landing Road Rezoning Amendment Bylaw Number 5837, 2020” – a bylaw to rezone lands from RR: Rural Residential to RH1: Low-Rise Apartment Residential, be adopted. (P. 107) Memo dated April 30, 2021 from the Economic Development Planner, “6309, 6321 and 6335 Okanagan Landing Road Rezoning Amendment Bylaw Number 5837, 2020”, re: confirmation of conditions met, consideration of adoption. (P. 110) 5853 (ii) THAT Bylaw #5853, “Tax Rates Bylaw 5853, 2021” – a bylaw to levy rates for Municipal, Hospital, Regional District and Specified Area purposes for 2021, be adopted. Mayor Cumming reconvened the Regular Open meeting at 11:11 am and requested a motion to move to In Camera. RESOLUTION TO Moved by Councillor Gares, seconded by Councillor Mund: CLOSE MEETING BE IT RESOLVED that the meeting be closed to the public in accordance with Section 90 of the Community Charter as follows: (e) the acquisition, disposition or expropriation of land or improvements, if the Council considers that disclosure could reasonably be expected to harm the interests of the municipality; (g) litigation or potential litigation affecting the municipality; (k) negotiations and related discussions respecting the proposed provision of a municipal service that are at their preliminary stages and that, in the view of the Council, could reasonably be expected to harm the interests of the municipality if they were held in public; (l) discussions with municipal officers and employees respecting municipal objectives, measures and progress reports for the purposes of preparing an annual report under section 98 [annual municipal report].
