Silk Factory, Rajbagh,Srinagar -190 0008 https://jkspcb.nic.in E.mail: [email protected] Government of Jammu & Kashmir JAMMU & KASHMIR POLLUTION CONTROL BOARD IMPLEMENTATION OF BAR CODE SYSTEM IN HEALTH CARE FACILITIES AND COMMON BIO-MEDICAL WASTE TREATMENT FACILITES OF JAMMU & KASHMIR The Bio-medical Waste Management Rules, 2016 notified on 28.03.2016 and amended thereof on 16/3/2018, 19/2/2019 and 10/5/2019, respectively, under the Environment (Protection) Act, 1986, stipulates that it is the duty of every Health Care Facility (HCF) to establish a Bar Code system for bags or containers containing biomedical waste (BMW) to be sent out of the premises for further treatment and disposal in accordance with the guidelines issued by the Central Pollution Control Board, by 27.03.2019 [Rule-4 (i)]. Also, Rule 5 of the BMWM Rules, 2016 stipulates that it is the duty of every Operator of a Common Bio-medical Waste Treatment Facility (CBMWTF) to establish bar code system for handling of bio-medical waste in accordance with the guidelines issued by the Central Pollution Control Board, by 27.03.2019. “Guidelines for Bar Code System for Effective Management of Bio-medical Waste” prepared by Central Pollution Control Board, Delhi in April, 2018, is to facilitate and provide guidance to both the Occupier as well as Operator of CBMWTF to establish bar code system and also to have uniformity in adoption of the bar code system throughout the country, thereby ensuring effective enforcement of the BMWM Rules, 2016.

Dense forests and rich wild life make it significant from tourism and wildlife point of view. District Kupwara was carved out form erstwhile District Baramulla in the year 1979. The District Headquarter "Kupwara" is situated at a distance of 90 kms from the summer capital of state, i.e. Srinagar. The District is situated at an average altitude of 5300 feet from the sea level. The geographical area of the District is 2379 sqkms The north west part of the District is bound by actual line of con- trol (L.O.C)) while the southern portion is bound by the District Baramulla. There are three bad- pocket areas, namely, Machil, Keran and Karnah located near L.O.C which remain land locked for more than six months in a year. There are some other areas located at barbed distances and re- main cut off from District Headquarter for a considerable time, like Kumkadi, Lashdat, Jumgund, Kethanwali and Budnambal.

Department for Promotion of Industry and Internal Trade (DPIIT) Secretary Guruprasad Mohapatra said there are issues such as data, brick and mortar stores and e-commerce firms and about a level-playing field for them. "We are working on a new policy which is more comprehen- sive... But I can assure that the policy that will be made, will be good and sound policy," he said here at the Indian Economic Summit. He said that when the Government of India makes a policy, it has to listen to each and every stakeholder in the country. POLICE HEADQUARTERS JAMMU AND KASHMIR SRINAGAR The secretary added that when a policy has ramifications not only across India but also on Asian and global investors who like to come to India, the government would have to engage with all stakeholders. Different countries have different approach towards dealing with data issues and "when a Government as a whole decides to do something, it has to engage with a large number of stakeholders and that is what is happening now," Mohapatra said. The Government in February released the draft national e-com- merce policy proposing setting up a legal and technological frame- work for restrictions on cross-border data flow and also laid out conditions for businesses regarding collection or processing of sen- sitive data locally and storing it abroad.

In ISM sector District Kupwara is having 18 dispensaries spread all over the District from Sagipora to Teetwal. ISM dispensaries provide health care to maximum No. of people and in some areas is the only health service provider. District is divided in 10 blocks and five assembly constituencies. S.
