ISBN 99916/30/10/4 49 AN ASSESSMENf OF FOOD SECURITY IN SOUTH AFRICA G K Coetzee and J van Zyl INTRODUCTION The economic disparity between white and black South Africa is most clearly observable in the agricultural sector (FI!nyes et al., 1988). The commercial farming sector is dominated by whites as regards ownership, while the subsistence sector consists mainly of black families on traditional communal holdings. Some authors refer to this phenomenon as a dual economic system, consisting of both first and third world economies (Groenewald, 1987). However, the South African economy (including agriculture) functions as an integrated system within a relatively small common market (Van Zyl & Groenewald, 1988). The existing distribution of access to resources, inputs and markets in agriculture between races is highly inequitable due to a number of barriers of a physical and institutional nature (Fen yes et al., 1988). -

The National President, Mary Burton, welcomed everyone present. 1.2 The Dedication was read by Val Letcher of Albany 1.3 Rosemary van wyk Smith, a National Vice President, took the chair and called upon the conference to observe a minute's silence in memory of all those who have died in police custody and in detention. She also asked the conference to remember Moira Henderson and Netty Davidoff, who were among the first members of the Black Sash and who had both died during 1989. 1.4 Rosemary van wyk Smith welcomed everyone to Grahamstown and expressed the conference's regrets that Ann Colvin and Jillian Nicholson were unable to be present because of illness and that Audrey Coleman was unable to come. All members of conference were asked to introduce themselves and a roll call was held. (See Appendix A - Register for attendance list.) 1.5 Messages had been received from Errol Moorcroft, Jean Sinclair, Ann Burroughs and Zilla Herries-Baird. Messages of greetings were sent to Jean Sinclair, Ray and Jack Simons who would be returning to Cape Town from exile that weekend. A message of support to the family of Anton Lubowski was approved for dispatch in the light of the allegations of the Minister of Defence made under the shelter of parliamentary privilege. -

Safrica Page 1 of 42 Recent Reports Support HRW About HRW Site Map May 1995 Vol. 7, No.3 SOUTH AFRICA THREATS TO A NEW DEMOCRACY Continuing Violence in KwaZulu-Natal INTRODUCTION For the last decade South Africa's KwaZulu-Natal region has been troubled by political violence. This conflict escalated during the four years of negotiations for a transition to democratic rule, and reached the status of a virtual civil war in the last months before the national elections of April 1994, significantly disrupting the election process. Although the first year of democratic government in South Africa has led to a decrease in the monthly death toll, the figures remain high enough to threaten the process of national reconstruction. In particular, violence may prevent the establishment of democratic local government structures in KwaZulu-Natal following further elections scheduled to be held on November 1, 1995. The basis of this violence remains the conflict between the African National Congress (ANC), now the leading party in the Government of National Unity, and the Inkatha Freedom Party (IFP), the majority party within the new region of KwaZulu-Natal that replaced the former white province of Natal and the black homeland of KwaZulu. Although the IFP abandoned a boycott of the negotiations process and election campaign in order to participate in the April 1994 poll, following last minute concessions to its position, neither this decision nor the election itself finally resolved the points at issue. While the ANC has argued during the year since the election that the final constitutional arrangements for South Africa should include a relatively centralized government and the introduction of elected government structures at all levels, the IFP has maintained instead that South Africa's regions should form a federal system, and that the colonial tribal government structures should remain in place in the former homelands. -

21 Towards Making Blood Money Visible: Lessons Drawn from the Apartheid Litigation INGRID GUBBAY* I INTRODUCTION UCH HAS BEEN written and said about the conceptual challenges raised in the two cases comprising the Apartheid litigation1 (‘Re Apartheid’). Of the 100 Mcases or so run under the Alien Tort Claims Act2 (ATCA) since its reinvigora- tion in 1980, Re Apartheid is unique in that it has spotlighted the high level of ‘collabora- tion/integration between non South African sectors of the business community and the State, in extending, maintaining, and profiteering from the Apartheid regime’.3 First filed under the ATCA in the Southern District Court in 2002, the South African plaintiffs have sought to publicly interrogate banks and other major corporations for their key role in allegedly supporting the crimes against humanity committed by the regime during the period of its operation between 1948 until the election of Nelson Mandela in 1994. The case narrative, told first through the reports to the Truth and Reconciliation Commission of South Africa4 (TRC), and later in the US courts, establishes unequivocally that the financial and operational support provided by certain corporations maintained * The author is the European head of human rights and environmental law at Hausfeld & Co LLP, based in London. Israeli infiltration in South Africa Na’eem Jeenah Executive Director, Afro-Middle East Centre January 2010 Al Jazeera Centre for Studies Tel: +974-4930181 Fax: +974-4831346 [email protected] www.aljazeera.net/studies Introduction The year 1948 witnessed both the establishment of the state of Israel and the establishment of the ‘Republic of South Africa’, ruled from then until 1994 by the Nationalist Party, using the ideology of Apartheid. In 1953, South Africa’s Prime Minister, Danie Malan, became the first head of government in the world to pay an official visit to Israel. This fact underlines the relationship that was later to develop between the South African Apartheid state and Israel, a relationship that would endure into South Africa’s post-Apartheid era – albeit in different forms. The relationship between South Africa and Israel developed because it was mutually beneficial to both. As negotiations took place in South Africa between the liberation movements and the Apartheid state, there was expectation from many quarters that the relationship would be severed with the ushering in of a democratic government in South Africa, controlled by liberation organisations which had close relationships with the Palestine Liberation Organisation (PLO). Instead, while some areas of that relationship were downgraded, others were strengthened. Early Israel-Apartheid South Africa relations It seems surprising that the South African Nationalist Party had, over the period of a few years developed such close ties with Israel when its luminaries had, prior to 1948, been extremely Judeophobic and had supported Nazi Germany during the Second World War and offered to lead a coup in South Africa against the British on behalf of Nazi Germany. -

She was wrong, of course. The name of a person is the stamp of their identity and their ancestry. The name of a place reflects the perspective of those who did the naming. For anybody who travels in South Africa, or studies its place names on a map, it is quite clear what that perspective was; who conquered and held the power here and when they did so. All over the country, there are signs of British occupation, revealed in the names of towns, natural features and streets. And, as one would expect, all over the country there are Afrikaans names, signposts put up by the Trekkers and their descendents. All too often, the original names for South African places were simply ignored and discarded, as were the people who suffered at the hands of the oppressors. -

ABSTRACT This dissertation examines the apartheid debate from an international perspective. Positioned at the methodological intersection of intellectual and diplomatic history, it examines how, where, and why African nationalists, Afrikaner nationalists, and American liberals contested South Africa’s place in the global community in the 1960s. It uses this fight to explore the contradictions of international politics in the decade after second-wave decolonization. The apartheid debate was never at the center of global affairs in this period, but it rallied international opinions in ways that attached particular meanings to concepts of development, order, justice, and freedom. As such, the debate about South Africa provides a microcosm of the larger postcolonial moment, exposing the deep-seated differences between politicians and policymakers in the First and Third Worlds, as well as the paradoxical nature of change in the late twentieth century. This dissertation tells three interlocking stories. First, it charts the rise and fall of African nationalism. For a brief yet important moment in the early and mid-1960s, African nationalists felt genuinely that they could remake global norms in Africa’s image and abolish the ideology of white supremacy through U.N. -

21 The suppression of political opposition and the extent of violating civil liberties in the erstwhile Ciskei and Transkei bantustans, 1960-1989 Maxwell Z. Shamase 1 Department of History, University of Zululand [email protected] This paper aims at interrogating the nature of political suppression and the extent to which civil liberties were violated in the erstwhile Ciskei and Transkei. Whatever the South African government's reasons, publicly stated or hidden, for encouraging bantustan independence, by the time of Ciskei's independence ceremonies in December 1981 it was clear that the bantustans were also to be used as a more brutal instrument for suppressing opposition. Both Transkei and Ciskei used additional emergency-style laws to silence opposition in the run-up to both self- government and later independence. By the mid-1980s a clear pattern of brutal suppression of opposition had emerged in both bantustans, with South Africa frequently washing its hands of the situation on the grounds that these were 'independent' countries. Both bantustans borrowed repressive South African legislation initially and, in addition, backed this up with emergency-style regulations passed with South African assistance before independence (Proclamation 400 and 413 in Transkei which operated from 1960 until 1977, and Proclamation R252 in Ciskei which operated from 1977 until 1982). The emergency Proclamations 400, 413 and R252 appear to have been retained in the Transkei case and introduced in the Ciskei in order to suppress legal opposition at the time of attainment of self-government status. Police in the bantustans (initially SAP and later the Transkei and Ciskei Police) targeted political opponents rather than criminals, as the SAP did in South Africa. -

Swaziland's Proposed Land Deal with South Africa - The Case of Ingwavuma and Kangwane* By Wolfgang Senftleben Since the Gambia united with Senegal under a Confederation recently, Swaziland (with an area of 17 363 sq.km) has been the smallest country in mainland Africa' (followed by Dj ibouti with 21 783 sq.km), but this could change very soon. In mid-1982 it was announced that the Republic of South Africa is willing to transfer two of its land areas totalling approximately 10 000 sq.km to the Kingdom of Swaziland. Together, these two areas would increase Swaziland's size by more than 60 per cent and give the hitherto land-locked state2 access to the sea with a potential port at Kosi Bay, just below Mozambique. The principal benefits for both countries are only too obvious: For Swaziland it means a realization of a long-standing dream of the late King Sobhuza II to incorporate all lands of the traditionally Swazi realm, besides ending Swaziland's status as a land-locked state. For South Africa it would be a major success of her apartheid policy (or territorial separation) by excommunicating two of its African tribaI areas with a population of together 850 000 people, which would give South Africa a tacit quasi-re cognition of her homeland policy, besides the advantage of creating a buffer zone between white-ruled South Africa and Marxist-orientated Mozambique for security reasons. However, such land transactions are carried out at the expenses of the local population in the respective areas of Ingwavuma and KaNgwane.
